Sustainability travel options growing
Pent-up leisure demand from domestic travelers has pushed Canada to a record high for RevPAR (revenue per available room), ADR (Average Daily Rate) and occupancy in 2023. Even with inflation, high interest rates and the increased cost of living, travel is more important than ever among Canadians, with 48% cutting grocery expenses to be able to afford travel and 38% planning to increase their travel budget.
Foodbuy spoke with Susie Grynol, Past-President and CEO, Hotel Association of Canada (HAC). “Looking forward to 2024, we expect strong domestic leisure travel trends to continue, sustaining rate and occupancy growth. But with only 80% of the pre-pandemic international visitors traveling to Canada, investments in Canada’s infrastructure and destination marketing are needed to retain and grow our tourism market share.” states Grynol.
Sustainable travel is the industry’s fastest growing trend, with 70% of travelers actively seeking sustainable travel options and 42% willing to spend more for it. Grynol indicated that, “HAC is leading efforts to help hotels through its Green Key Global certification program which provides properties with the third-party credibility that they need to market their green commitments. Last month we were pleased to announce a new partnership with the American Hotel and Lodging Association to formally expand this program into the United States.”
As for HAC’s key advocacy issues, housing is a national priority right now and one that also impacts the hotel industry. Over 62% of HAC members identify access to affordable housing as a barrier to attracting and retaining employees. Grynol pointed to recent successes, “We led lobbying efforts in the fall, which resulted in the Federal Government’s commitment to rein in short-term rentals with a fund to limit commercial short-term rental operators in key markets. This will result in tens of thousands of units being returned to the long-term rental market for hotel employees and will also assist with occupancy for hotels.”
More hoteliers are also considering developing mixed-use hotels that include both hotel and housing units, during this time when housing stock is critically needed. HAC has been advocating to provide these hoteliers with access to the GST rental construction rebate and CMHC mortgage insurance to support the construction of more of these mixed-use builds.
Last year HAC’s advocacy efforts opened up 110,000 new international positions for the sector through various immigration channels. Grynol outlined continued staffing challenges, “Workforce continues to be a key concern, as we continue to experience a significant workforce shortage projected for this summer and fall. Despite innovative hiring practices, increased wages and more flexibility, hotels continue to struggle to service the exponential demand for travel.” HAC is looking at ways to mobilize new Canadians into hotel sector careers and they hope to share more on this initiative in the near future.
On the supply side, Canadian hotel development and growth continues to lag behind key international tourism competitors, such as the U.S. The lag in development is further hampered by the increased cost of construction and high interest rates. Investments in Canada’s infrastructure and destination marketing are needed to retain and grow our tourism market share.

"Managing costs is becoming critical"
The benefits of aligning with a Group Purchasing Organization
Foodbuy had the chance to speak with Jason Cheskes from Superior Lodging’s Endorsed Vendor Program. Cheskes runs purchasing support for Superior Lodging’s over 250 affiliated hotels and is the President of Above the Line Solutions, consulting and management group. Cheskes, spends much of his time examining, introducing, and leveraging hotel programs for Superior properties as well as supporting other hotel and healthcare clients on their purchasing programs.
“Managing costs in this inflationary environment is becoming more critical” says Cheskes. “Hotels must be organized enough to look at how to manage the supply chain and purchasing choices right down to the individual unit.” He states, “In my experience, if you're not aligned to a Group Purchasing Organization (GPO), then you're leaving money on the table.”
Cheskes feels there are too many benefits to not align with a GPO. “I look to Foodbuy here, as I feel they are best in class. If you're a customer that is engaged and wants to genuinely see how to manage costs and find out how you can do better, Foodbuy will provide that service through analysis and product recommendations.”
One of the added areas of support provided by Foodbuy is the introduction of new programs. “Foodbuy’s procurement team is always on the lookout for new vendors and get solicited by all kinds of businesses. They bring those leading-edge programs to us to review. We have moved forward with two new ones this year already. One of the valuable nuances of the Foodbuy program is that you can also use your own negotiated programs and either allow Foodbuy to track and manage them for you, or even have them help with your sourcing
efforts.”
The second opportunity Cheskes points out is the need to work with a distributor. “Not using a distributor, I would argue, costs operators’ money. You don’t want staff running to retail stores to do shopping. First, it is often the most expensive channel to buy from when all is considered, and second are price, quality, and availability variations. You may be able to get a deal one day, and then pay full retail price the next time. Hotel operators’ time is too valuable and can be better spent in other more productive and rewarding ways, such as focusing on guest experience, revenue management, and sales efforts.”
Cheskes pointed out that one key issue with the “do it yourself” approach to purchasing is risk management. “You don’t receive product recall notices from retail stores (we have been notified of a couple this year already) and you are not 100% sure how products get handled and transported by staff members (for example, dairy products purchased by a staff member, could be sitting in a hot car in the summer between stops).”
On the risk side of the equation, Cheskes points to three issues: financing, cash flow and government contracting of rooms or full hotels. “It used to be that hotels would set aside renovation reserve funds typically on a seven-year cycle.” Since Covid-19, plus the increase in finance rates, he sees many operators doing more renovations on a piecemeal basis. (I.e. Just a single floor, or individual rooms at a time instead replacing all their beds, as an example). He feels that is not an ideal scenario and challenges the ability of a property to deliver a consistent guest experience and is often not the most cost effective approach.
Interestingly, government contracting of rooms or full hotels came up in the discussion. While the revenue through the tough times was appreciated, it has come with some issues. “We see hotels getting insurance rate hikes and, in some cases, dropped by insurers who see this business creating high-risk scenarios. This is being used as an excuse to cancel

their insurance. Unfortunately, some insurers don’t want to be involved with that business and that is problematic for operators. Then there is also the potential public perception issue that can impact a hotel for a long time after incidents hit the news.”
Lastly, Cheskes points to the various hotel advocacy associations as a valuable resource. “I would say one of the biggest value opportunities are the regional and provincial hotel associations. Operators should be attending their provincial or national conferences depending on their position. It is the best way to gain valuable insights to understand what is happening in their specific markets and to speak to, and learn from, others in your area.”
Brand conferences are valuable in many ways, but the provincial conferences offer topics and insights that are specific to your market. This is a time where hoteliers get together and discuss issues/ opportunities in a noncompetitive environment. Cheskes indicated that, “Investing the time in having your property(s) attend these conferences and gain knowledge, perspectives and ideas at these association conferences, should be a priority of every hotel organization, owner and General Manager.”

Cutting through the red tape
British Columbia Hotel Association faces hurdles in trying to get more hotels builts
In British Columbia, Mike Macleod, Director of Operations at the BC Hotel Association, also agreed 2023 was a solid year. “Revenue per available room (RevPAR) was up. However, we started to plateau in a couple of leisure markets like the Okanogan. Some of that can be tied back to the issues with the wildfires. The major markets are really strong and some even had a record September, due mostly to a series of large events and big conferences.
Overall Macleod observed that “The old ‘Road Warrior’ type of travel has not come back yet, which has been interesting because in the United States it has." On the international travel side, Vancouver remains strong. The airport numbers are reported to be at 90% passenger loads and that missing 10% is the Chinese tourist and Macleod feels that won’t return until there is a change in government.
We asked if the rates are flowing to the bottom line. Macleod echoed the same sentiment that we see happening across the country. “Not quite as much as you would have thought because the price of everything has gone up so fast it is eating into rate growth gains. We are also dealing with massive property tax increases and commercial tax increases."
In BC, this is partly because of the limited supply of hotels. If someone significantly overpays for a property, suddenly everyone's property tax goes through the roof. Most of these assessment issues are in the appeals process now, as they were due at the end of January.
From an advocacy perspective, BCHA has been working on getting more hotel rooms built with a push towards helping to loosen the regulations on the development side of the business. These efforts have been focused on cutting down the red tape all the way down to the municipal level.
Macleod indicated that the provincial government is working with the sector. “There is also an effort coming from both levels of government on prioritizing infrastructure. They are looking at better air transportation, fixing the roads etc., all the infrastructure that is needed that goes along
with travel. It's a big task, but I think both levels of government are looking at the next 10 years to try to get some of this fixed.”
On the progressive side of the ledger, Macleod pointed to where the government is looking at what they're calling a ‘night economy’. Basically, it's what a 24-hour business environment would look like.
Mike Macleod, Director of Operations, BC Hotel Association“This could help the foodservice side of the business for sure and other businesses. Having more traffic downtown and businesses open could play a role in keeping the homeless moving out of the core.
This could improve security in the downtown core which ultimately helps our properties.”
Lastly, Macleod addressed the short-term rental issue. “We need more staff and that means more housing is needed. We commissioned a study indicating that there are over 10,000 homes that could be brought back onto the housing market. That is significant and would be very beneficial. We have supported the government's initiative to tighten short-term rental legislation that passed and will come into effect in May. We are hoping this will have an impact.”
Looking forward into 2024 Macleod states, “I think we’ll see a flattening out period at approximately 4-5% growth, which compared to the past year doesn't sound as good. But whether the growth rate continues, if costs continue to skyrocket on everything, remains to be seen.” ~ Foodbuy

Alberta looking to capitalize on new Tourism Strategy
The Alberta hospitality industry is coming off a solid growth year in 2023, and a needed one at that. While overall sales slowed a bit towards the end of 2023, hoteliers saw rates and occupancy come back to, or near, pre-pandemic levels. Domestic travel led the way, mirroring other regions, while international and business travel still lags behind.
Foodbuy Canada spoke with Tracy DouglasBlowers, President and CEO of the Alberta Hotel & Lodging Association (AHLA). The AHLA has been in existence for over 100 years and has been at the centre of advocacy work for hoteliers in Alberta. We asked Douglas-Blowers what to expect in 2024 and what are the key issues facing Alberta hotels.
“We expect to see continued recovery in 2024. But inflation is a concern for our members. While room rates have come back, costs are increasing at levels we have not seen before. Cost increases on food and beverages, insurance, and financing are all impacting the bottom line.”
A key concern is current interest rates. DouglasBlowers explained, “Many hotels are still managing debt incurred during the pandemic and/or they have deferred capital projects until now. Interest rates are having a significant impact on their business which is adding costs to their bottom line.”
Douglas-Blowers also indicated that staffing concerns in Alberta seem to have eased…for now.
“There are still gaps in culinary and housekeeping departments however, we are in a better position now than pre-pandemic. The influx of Ukrainian evacuees has helped hoteliers and could help even more long-term. Alberta’s strong Ukrainian community made our province an obvious choice for those who came to Canada fleeing the war. This has helped rural operators find staff as Ukrainians seek employment while they are in Canada.”
March 1, 2024, the provincial government enacted a new Tourism and Hospitality immigration stream under the Alberta Advantage Immigration Program (AAIP) for this important sector. Foreign nationals have helped ease staffing shortages, and many are choosing to stay in Canada and Alberta in particular.”
Housing continues to be an issue in Alberta, adding
further weight to the AHLA’s calls for provincial rules for short term rentals. “Jurisdictions across Canada and around the world are seeing first-hand the unintended consequences of allowing short term rentals to operate without regulation. We continue to work with local and national partners to show policy makers the impacts of commercial shortterm rentals on our communities.

Douglas-Blowers is excited about the opportunities that could flow from Alberta’s new tourism strategy, which was announced by the provincial government in February 2024. “We have been advocating for a coordinated tourism sector strategy. The new strategy shows that the government recognizes the impact and the role that the tourism and hospitality sector plays in the Alberta economy.”
The strategy focuses on 10 zones across Alberta and is a coordinated effort to drive growth. This is not just a marketing plan; it also looks at the infrastructure needed to support and attract world travelers. The five pillars the government’s strategy focuses on are – Leadership and Alignment, Competitive Product, People and Careers, Expanding Access, Indigenous Tourism. The strategy has a bold goal of helping Alberta’s tourist economy reach $25 billion/year by 2035.
The AHLA is also the official health & safety association for hotels and convention centres. To support the industry, the AHLA has created an annual subscription for hoteliers to train staff not only on health and safety practices, but also on operational functions like front office, housekeeping, and supervisory skills through TourismWorks.ca.
Another key support function that the AHLA provides is emergency preparedness policies and procedures. Douglas-Blowers says, “In Alberta, this is key, as we have been hit hard by flooding and wildfires. We have resources to help hoteliers prepare their staff and operations for a variety of situations like natural disasters, workplace violence, and power outages.” Alberta is expecting 2024 to be another dry year so these issues are front and center for operators in Alberta.”
At the onset of the ALHA’s new three year strategy, Douglas-Blowers is enthusiastic about the future. “Our purpose is to bring together Alberta hotels, and help our members prosper. AHLA members are ready to turn the page on the most challenging time our industry has ever faced and make tourism a powerful contributor to Alberta’s economy.”

Top concerns for the hotel industry
In Ontario, Tony Elenis, President and CEO of the Ontario Restaurant Hotel & Motel Association (ORHMA), stated that from a revenue per available room(RevPAR) perspective, the industry is back to pre-pandemic levels and has bounced back faster than most anticipated. Tony articulated, “The key drivers that have been leading the way have been from rate increases and domestic travel.”
However, Elenis cited several underlying concerns. “On the surface revenues seem good, however the core issue has been that rate increases are just covering all the inflationary drivers. Currently, operating costs are at +10%, construction costs are +25%, financing +40%, and all of these are eating into a hotel’s margin. This means that while the topline may be on par to pre-pandemic levels, that does not mean it is flowing to the bottom line.”
Increased construction and financing costs have resulted in slower growth on new room builds and renovations, putting pressure on the supply side which is also affecting rates.
Elenis pointed out, “Historically, rates in Ontario have been lower on average versus comparable U.S. cities. This goes all the way back to the SARS outbreak, where rates dropped significantly in order to attract visitors. It has been a long road to try to get rates back to levels in comparable markets. Some of the rate increases are based on a continuing correction, but most are simply to just cover costs.”
The second issue is who is traveling. Business travel is still lagging and has yet to bounce back. Business travel in big city markets is still down and will take time to recover. This is a result of the shift to home offices and virtual meetings.
Government workers have not fully returned to the office either. “I was in Ottawa in December and the core was quiet. That not only impacts room revenues but it also impacts food and beverage, conference revenues, etc.,” states Tony.
Elenis also pointed out the larger issue with the business convention ‘cycle’. “The city of Toronto is likely not going to see some of the big conferences and conventions come back for the next couple of years as a result of the pandemic,
as those events are booked several years out.”
The good news on the business side is that Ontario is still a leader in economic growth in North America and is attracting businesses. “I jokingly ask operators, ‘would you rather have a plant next to the hotel or a bus load of tourists?’
A plant helps drive consistent long-term growth, so trade is helping us.”
From a tourism perspective Elenis says hotels are betting on Canadians… “The financial pressures Canadians are facing right now are forcing many travelers to stay in Canada. That is an upside for Canadian hotels and is a key driver for the industry right now.”
The last issue Elenis raised concerns about was short term rentals.
While you would think this would be based on
the industry’s cry for fairness where they’re not paying the same taxes, not regulated like hotels, etc. Tony looked at it from another angle, “It’s about housing right now. While Canadians are rightly concerned about immigration, we need people. We are significantly short on workers. We want to work with the government to get us the right workers that we need. The issue being, is that they have nowhere to live and short term rentals are exasperating this problem. This is a significant macroeconomic issue and it is affecting our sector. Legislative changes to short term rentals could be a simple, low hanging fruit, option for governments to consider to help open up housing."
Tony remains optimistic about 2024 stating “the forecast is for a slightly slower growth period in 2024 vs 2023 but we are still moving in the right direction and we should expect to see an anticipated +3-4% increase in rates in Ontario.”

A good year for the Quebec hotel industry
This year will mark the 75th anniversary of the Association Hôtellerie du Québec (AHQ). The origin of the AHQ dates to 1949. After several name changes and a merger, the AHQ today has more than 350 members, it is recognized as a sectoral association by the Ministry of Tourism and is now the official spokesperson for the industry in Quebec.
Foodbuy spoke with Véronyque Tremblay, President, and CEO of the AHQ on what is happening within the Quebec market.
Tremblay said 2023 was a very good year as the province saw solid growth in occupancy and rates. This increase is mainly due to domestic travel. The pace slowed down in December compared to the previous year, but Winter Carnival boosted the numbers in February, at least in Quebec City. “Overall, Quebec hoteliers do not expect 2024 to be as strong but do expect a more modest growth rate. 2023 was a very good year, so matching that growth would be exceptional, especially in the context of an economic slowdown.”
Tremblay highlighted why prices increased. “As in other markets, costs have skyrocketed. Part of the price increases are linked to exploding costs, rising wages, and rising interest rates. However, the average room rate in some of Quebec's key markets was well below that of competitive markets. Hoteliers have rebalanced their rates following the pandemic. In some cases, we have seen rates increase more quickly in Quebec than in the rest of Canada. I think we have now gone through this rebalancing process.”
Quebec recorded positive tourism figures, with domestic travel leading the way while business travel is still below pre-pandemic standards. This is not just a Quebec problem; The pandemic has changed international and business travel, and the entire industry is grappling with this new reality.
“We have told our members not to expect international travel to return to pre-pandemic levels for another two years.” Ms. Tremblay recently attended a meeting with other tourism associations and the provincial government, among others, to take stock of tourism in 2023 and examine Quebec's tourism strategy. “The share of international tourists in Quebec was only 6% lower than in 2019, and their spending represented 17% of total tourism spending

as international travelers tend to stay longer when they come to Quebec.”
Ms. Tremblay indicated that the AHQ worked on several files. “Last year we campaigned for major changes to the laws governing short-term rentals. For us, it is about the question of fairness. Illegal and unfair competition causes immense harm to our hoteliers, guesthouses and approved tourist residences who respect the laws.”
Since the adoption of the act concerning illegal tourist accommodation, it is now mandatory for all accommodation establishments to display their registration number, provided by the Corporation de l'industrie tourisme du Québec (CITQ), whose mandate is registration of accommodation establishments in Quebec.
The Association also advocates for the continuation of the province's financial programs that help hoteliers with securing reduced interest rates for expansions, renovations, and new technological
improvements. “The budget will be released in March, and we hope this support continues. We want to maintain the reputation and importance of hoteliers in Quebec.”
Regarding costs, Tremblay points to issues like outdated regulations regarding swimming pools, which date back more than 40 years. In Quebec (the only province affected), a hotel must always have a lifeguard on duty if it has a swimming pool. “This year, some inspectors closed pools down because there was no lifeguard on duty. Even if a pool sees two or three guests a day, they still need to employ a lifeguard. It adds costs and in today’s world we have technology solutions that can help us here.”
Tremblay also suggested that they study the regulations regarding dogs. A study is currently underway on the habits and motivations of tourists traveling with their dogs, and will identify the issues and challenges linked to this booming type of tourism, as well as good practices... “Many customers want to travel with their dogs, but they do not want to leave their dog in the room when they go to a restaurant or on a terrace for example. We are looking at the possibility of requesting relaxations to the current regulations while respecting the hotel's decision to accept or not accept pets."
The AHQ also places a lot of emphasis on sustainable development and offers various support programs to help hoteliers improve their practices in this area.
