FROM YOUR BOARD PRESIDENT
L
ast month I reviewed the Forest Heights Homeowners Association’s accomplishments from 2012, which proved to be a very busy year for our HOA. We are all looking forward to another active year ahead. I would like to share some of the association’s plans for 2013. Now that the Mill Pond dredging project is complete, our big project for 2013 will be “phase one” of the improvement to Tract R. Tract R is the undeveloped area on the east side of Mill Pond. After our community weighed in on the issue, our plans for developing this space at Mill Pond Park will be minimal. The first phase of this project will include grading to create a safe and level grass area for our residents to use as open space. With a safe and level grade, our park usage will increase and Tract R will
allow enough space for the installation of a couple of picnic tables with barbeque stands. More detailed plans will be published prior to work starting during the dry season this summer.

REQUEST FOR NOMINATIONS FHHOA Board Seeks New Members for its Board of Directors
F
orest Heights Homeowners Association is governed by a seven (7) member Board of Directors, each of whom serves for a three year term. The three year terms are staggered so that each year new board members join as the most senior board members’ terms expire. In May, two (2) board members’ terms expire, and the board is seeking their replacements. The annual board member election will be held May 7th, the first Tuesday in May, in conjunction with the Annual Meeting. At this time, we are recruiting candidates to run for the two (2) board member positions. A Nominating Committee has been assigned the task of recruiting/coordinating candidates and answering any questions you might have.

participate in study sessions, evaluate subjects in an objective manner

educate yourself on homeowners associations
•
support the will of the majority of the board.
An ability to communicate and work with others is, of course, helpful.

A few questions about the shuttle
I
n the past month, I have fielded many questions, complaints, and concerns about the shuttle service Forest Heights provides. So, for this month’s article, I am going to try to tackle all of them: Why do we have the shuttle in the first place? When the community of Forest Heights was approved, the city of Portland wanted to minimize the traffic impact of such a large development. Therefore, as a condition of approval for the development, Forest Heights is required to run a shuttle service during the primary commuting hours of 6:40 am to 9:00 am and from 4:00 pm to 7:40 pm. The goal was to reduce the number of cars per day on the public roadways. We have historically offered service beyond these hours. Why is the shuttle starting an hour later in the afternoon? During the 2013 budget process, the FHHOA Board was able to save over $17,000 per year by extending the midday (low ridership) break by an additional hour. Currently, the shuttle comprises nearly 14% of the overall community operating budget, so reviewing its utilization is an important part of keeping HOA assessments down.
In the past, I have tried to ride the shuttle but it was too full and I was turned away. What is being done about this? We have had reports of this happening on some school days in which many high school students ride the shuttle to reach a connection to Lincoln High School. We continue to encourage students to ride the school bus that comes through the community, but as residents of Forest Heights, riding the shuttle is an option as well. According to reports, this is primarily isolated to certain trips during the day before and after school. Over the past month, the shuttle seems to be having problems with reliability. During one of the ice events earlier this month, the shuttle bus that was designated for Forest Heights was totaled in an accident on Miller and Barnes. Therefore, the backup diesel bus has been used until a replacement could be found. This bus has had some mechanical issues over the past few weeks, but we are assured that a new one will be in place by the time this article is published. ave you ever come home to find your neighbor’s trash windblown into your yard? Blustery weather increases the chance that trash can lids will blow off or that whole trash cans will be knocked over. Don’t be scattered to the four winds; with a little planning, your trash will stay in its container and your containers will stay out of site. We spoke with Walker Garbage, the trash hauler for Forest Heights, about ways you can minimize loose trash flying through the neighborhood during the winter months: Consider using a rolling cart provided by Walker Garbage There are many advantages to using their cart. The smallest cart holds 35 gallons, as opposed to the 32 gallon capacity of a typical trash can. The lids on the cart are attached, similar to the recycling carts. The wind may blow the lids open, but they won’t fly away and become big Frisbees like a typical trash can lid does in high winds. It also makes for more efficient garbage pickup, as the trucks are equipped with hydraulic arms to lift and dump the carts. There is a small monthly surcharge for the carts, which varies by the size of cart used. Walker Garbage can be reached via their web site or by phone at 503-531-6330 for more information.
Bungee cord your trash can or trash cart lid Walker encourages residents to use a bungee cord to keep lids secure during windy weather. While they take great care to pick up loose debris near the can, often trash has been strewn throughout the adjacent landscape by the time the haulers arrive. An added benefit of using the rolling cart is that you can tie one end of the cord to the cart handle. This keeps the cord from being dropped or lost after the trash has been taken from the cart. Bag up loose or light materials Ever tried picking up loose and light items, like Styrofoam peanuts, amid a cold, rainy and windy day? Try placing light or loose items in a smaller bag before depositing them into your larger can. Don’t overfill your can or cart If you trash can or cart is so full that the lid cannot be completely closed, you are setting yourself up for a debris mess, not to mention the possibility of inviting unwanted but curious wildlife to rummage through your garbage.
Remember Forest Heights’ regulations concerning the storage of garbage, recycling and debris containers Our CC&Rs (6.9) require that all garbage, recycling and yard debris containers be stored out of view during the week. Containers can be put out the night before your garbage pickup date. In stormy conditions, it would be preferable to wait until the morning of your trash pickup. Walker does ask that containers be set out by 5 am on pickup days. A note on storing containers out of view: “Out of view” means that the containers cannot be observed from the street. This eliminates driveways and side yards in front of a fence as places to put your garbage, recycling and yard debris containers. Containers can be stored in your garage or behind your fence. You can create a short hedge with landscaping or build a short fence to screen containers as well. While these projects require Architectural Review Committee approval before being built, there is no fee for the review. Stumped about how to screen containers on your Lot? PLANNING A HOME IMPROVEMENT PROJECT? Build FHHOA’s Architectural Review Committee process into your project timeline and enjoy the beautiful results
W
inter is a great time to look at your home with an eye for maintenance and/or home improvement projects. If you anticipate any changes to the exterior of your home (roofing, painting, siding, landscaping, etc) please remember you need to obtain approval in writing from the Architectural Review Committee (ARC) prior to starting any work. This requirement includes projects like repainting with existing colors or reroofing with the original materials. Current versions of the ARC Applications and ARC Guidelines are posted on our website. The ARC applications have been updated and include an easy-to-read table of required items/ materials for various projects, as well as the timing for when applications need to be turned in for ARC review Feel free to contact the HOA office for information or guidance as you begin the planning of your project. Our files should have data on the original materials and colors used by the builder of your home, as well as details on any subsequent projects. If you are looking for referrals to reliable contractors, visit the HOA’s Recommended Contractors list. This list contains contractors that FHHOA
staff has personally worked with, or who have been recommended to us by FHHOA residents or other trusted contractors. The bottom line is that submitting an application to the ARC isn’t a scary or intimidating process. Applicants are welcome to schedule a time to meet with the committee to discuss their application and get feedback on their plans. The professionals on the committee are here to work with you to ensure that you have a project that pleases both you and the aesthetic of Forest Heights. The ARC meets as needed and you can always view the upcoming meeting dates on the ARC page of the HOA website. Sub-Associations and Architectural Review Did you know that if you live in one of Forest Heights’ thirteen sub-associations, you are governed by the rules of both your individual community and the Forest Heights master association? This means that if you are planning an exterior project on your town home or condominium unit, you will need to receive Architectural Review Committee (ARC) approval from your sub-association before submitting your project to the Forest Heights’ ARC. If you are considering making an architectural change to your condo unit, you should review your sub-association’s governing documents to determine what types of exterior alterations are allowed. Some sub-associations have stricter architectural guidelines than Forest Heights. In these instances, the more stringent regulations prevail. Please contact your sub-association representative for clarification.

ssociation staff will begin documenting the condition of mailboxes and mailbox posts this month as a prelude to enforcing new mailbox standards adopted by the Board of Directors in March of 2012. Staff will be noting the condition of mailboxes as well as whether the mailbox post needs cleaning, repair or replacement. Once the survey is complete, the Association will communicate with owners whose mailboxes and/or posts need attention.
Now is the perfect time to inspect your own mailbox and post for issues relating to the condition of your mailbox and post. Please review the new mailbox standards to familiarize yourself with the HOA guidelines. Forest Heights Book Club kicks off with February reading by Forest Heights author
J
oin Forest Heights resident and nationally known author Kevin Renner for an all-comers-welcome reading from his recent book—and the kick off our neighborhood book group—at Starbucks this February 9th. Since his book's release Kevin has appeared on more than 100 media outlets throughout the U.S. and Canada including The Oprah Winfrey Radio Network, WGN Chicago, CBS, FOX, NBC, ABC, CNN, and NPR radio and TV affiliates. Kevin speaks and writes widely about his experience spending a year with 50 women from around the world—ages 29 to 92—interviewing them in depth to explore their life stories and how they were shaped by their fathers. His monthly column has just begun running in The Oregonian.
The event begins at 3:00 p.m. Saturday, February 9th. Those attending need not be members of the neighborhood reading group. The author asks that if you can, you bring a picture of your father, and as well bring a picture of whomever or whatever defines for you what it means to be a woman.
