COMPLIANCE CORNER
WALKING, RIDING OR D RIVIN G? BE SAFE OUT THERE! With the newness of the school year wearing off, and the approach of fall limiting the number of daylight hours, these safety tips from the Oregon Department of Transportation bear reviewing Pedestrians Stay alert Even with a green light, a walk signal or a marked crosswalk, you must stay alert and aware. When crossing a street, always look left-right-left, then cross only if it is clear. Continue to check for traffic as you walk, particularly for turning vehicles. Be predictable If you want to cross an intersection, establish eyeto-eye contact with motorists. If you are not sure whether a driver sees you, let the car go first. Always use a sidewalk if one is available. If not, walk facing traffic. Follow the signals Every intersection is considered a pedestrian crosswalk, whether it is marked or not. If you cross a street anywhere else, you must yield to motor vehicle traffic. Make sure you are seen Many motorists are distracted and not looking for pedestri-
ans. Improve your safety by choosing bright-colored clothing for daytime walks and wear something reflective for nighttime conditions. Carrying a flashlight can also help. Be careful at the curb Oregon law places responsibility on pedestrians not to suddenly leave the curb and move into the path of a vehicle that is so close as to constitute an immediate hazard. Even if you have the legal right-of-way, the law can’t repair broken bones or a head injury. Look for traffic before you step off the curb, and keep checking as you walk.
Bicyclists Ride on the right hand side of the road, in the same direction as cars, in a predictable manner. Although you may be able to see your surroundings better, drivers may not be able to see you as
well as you see them. Be sure to use lights and reflectors on bicycles and clothing to be more visible. Remember that you are subject to the same traffic laws as cars. Be sure to stop at stop signs, and to signal turns. Make sure that pedestrians are aware of you as you approach them. Please wear a bicycle helmet every time you ride your bike.
Drivers Be aware of pedestrians and bicyclists. Yield to pedestrians at both marked and unmarked intersections. You must stop and wait until the pedestrian has cleared your lane and the next lane before proceeding. Come to a full stop at intersections with a stop sign and use turn signals to indicate your plans. Please be sure to observe the different Continued on page 7→ Page 6

WALKING, RIDING OR DRIVING? BE SAFE OUT THERE! speed zones in Forest Heights. Miller Road has a maximum speed of 30 mph; unmarked residential streets are a maximum speed of 25 mph; and the school zone, when lights are flashing, is a maximum of 20 mph.
A Special Note on Speeding - Consider the Following A vehicle traveling 20 mph requires approximately 64 feet to stop; at 30 mph, the distance grows to 112 feet; it increases to 170 feet at 40 mph. Distances increase when traveling downhill. The faster you drive, the longer it takes to stop.
Pedestrians hit by a car going 20 mph have only a 5% fatality rate. If hit by a car traveling 30 mph, the fatality rate increases to 40%, and jumps to 95% at 40 mph. In 2006, nearly 500 people in Oregon died in crashes. Statewide, 40% of the people who died ins speedrelated crashes were innocent victims, not the speeding drivers. That’s far too big a price to pay for getting there ―a little faster‖. Avoid being ticketed and save lives - slow down. ~ Molly Oliver FHHOA Compliance Coordinator ~
PS – Winter is just around the corner; it’s never too early to start preparing for those cold and slippers days ahead.
Safety Alert! October 6th is “Walk to School Day”. Watch out for children and parents walking to school from 7:15 am to 8:00 am See page 10 for details!

hanks to everyone who participated in this year’s Forest Heights International Fall Festival. It is amazing to see how an event which began as an Oktoberfest five years ago has grown into the most highly attended neighborhood event of the year. Beautiful weather combined with the hard work from FHHOA staff and committee members resulted in a real family experience for all ages. As usual, the vendors provided outstanding food and service and cultural entertainment offerings ensured more people stayed to play. Children’s activities were a big hit and audience participation during the dancing performances got toes tapping all over the park. The menu included food from Kam & Kam Catering (German), Zab Thai, Ohana Restaurant (Hawaiian), Ernesto’s Restaurant (Italian), Swagat (Indian), ice cream (Schwann’s) and beer provided by Full Sail. Entertainment included a juggler who used fire, an authentic Oom-Pah band, Polynesian/hula dancers, Bollywood/Bhangra dancers and an Italian puppet show. The relaxed and cheerful atmosphere was great for catching up with neighbors and swapping summer stories. We didn’t want it to end! Attendance was up 20% from last year. If you enjoyed the festival or have feedback for the Community Activities Committee, please let us know at contactus@fhhoa.com. ~ Michelle McGillivray, Community Activities Committee Chair & Kathleen Watson, Community Activities Committee Member ~

FIELD IMPROVEMENT T E A M ( F I T ) U P D AT E
T
he cross-community Field Improvement Team (FIT) is heading into its second year of fund raising to replace the community sports field next to Forest Park Elementary with a complete synthetic field system. Currently, FIT has raised approximately $160,000 toward the project requirement of $375K from private donors, Forest Park Elementary PTA, Forest Heights Soccer Club, Cardno/WRG and the FPE Foundation. We are also pursuing multiple community grant opportunities. FIT has completed the project engineering work, construction plans have been completed and submitted to the city of Portland, and permits have been granted. Portland Public Schools has provided preliminary approval
for the project as has Portland Parks and Recreation (which would handle maintenance going forward). The goal is to complete fundraising by May 2011 so that construction can start immediately after the school year ends and have the new field installed in time for the 2011 fall sports season. In addition to the thousands of youth soccer and lacrosse players this sports field supports each year, it has also become clear that this is the only dedicated sports field available in the entire Forest Heights neighborhood. Having a quality, synthetic field system will open up community access for all 365 days a year, rather than just the "dry" season, and will provide a much safer sports and exercise
environment for the neighborhood than the existing sports field. The Field Renovation project is a critical community improvement initiative, one that will have lasting effects on the quality of life in Forest Heights and a positive impact on home values. If you are interested in getting involved with FIT as a project ambassador, please contact Brad McMahon by email at: brad.mcmahon11@gmail.com. You can also learn more at www.fitfp.com. Let's come together to make this community sports field project a reality, and bring our recreational facilities up to the higher standard of the Forest Heights neighborhood! ~ The Field Improvement Team~

hile it’s fun to cheer for the cape-wearing, gravity-defying heroes that are portrayed in pop culture, we all know it’s the everyday heroes that get the job done. Heroes who volunteer. Heroes who serve others. Heroes who encourage kids to read. Heroes like you. Why not perform your own heroic act this October by picking up some books at the Forest Park Elementary Book Fair? The book fair is a perfect opportunity for you to exhibit some heroism as your support of this event not only helps the children in your life, but helps our neighborhood school with one of its most important fundraisers of the year.
At the book fair you will find new titles, old favorites, fiction, cookbooks plus a very large selection of gift-able children’s books. Reading to young children— and encouraging them to read on their own—are proven to be two of the most important things a parent can do to ensure their child's success in school, and beyond. So don your own version of a cape and come support your local school, and keep that cape on while you read to the kids in your life! ~ FHHOA Staff~

The committee also reported that it had applied for a grant with the West Multnomah Soil & Water Conservation District to help in these restoration efforts.

This month, we’re happy to report that the G2 committee not only received a grant from WMSWCD, but have already started their restoration work! Members of the G2 committee and volunteers have been removing invasive plants along Cedar Mill Creek, on the Wetlands Trail, just upstream from Mill Pond. The area is currently marked off and the committee encourages people—and their pets—to stay out of this area during the restoration project.
