Jason Burdine seeks Position#1 Ramesh Cherivirala announces on the FBISD Board of Trustees bid for FBISD Trustee Position #1

Jason Burdine has announced that he will seek election for Position 1 of the Fort Bend ISD Board of Trustees.

Burdine said in a statement: “As a Trustee, I will work collaboratively with community stakeholders to ensure that we place the educational needs of our children before every decision. I will actively engage and listen to students, parents, teachers, and administrators to gain a better understanding of their perceptions of the district.

I will also regularly solicit feedback to seek solutions that build our community to consensus.”

As a Trustee, his main focuses will be effective recruitment and retention of teachers and staff, efficient allocation of taxpayer dollars, and ensuring a safe and secure learning environment at all district facilities, Burdine said.

Aware of the challenges facing Fort Bend ISD, Jason stated, “It is my belief that the future progress and stability of our wonderful and diverse community hinges on our ability as a district to provide for and produce productive citizens that will have the necessary tools to pave their own path to success. I am particularly interested in the implementation of H.B. 5 given the long term impact it will have on our students’ education.”

A native of Texas, Jason has lived in the Fort Bend Independent School District for the past seven years. He and his wife, Andrea, have built a family here together, providing for their two children Blake, and Makalya. As the Burdines prepare their children for enrollment into public schools, Jason has expressed the desire to commit more of his time working alongside the local community to help secure the American Dream for all of the children in Fort Bend ISD. Burdine is a graduate of Texas A&M University class

of 2002, where he received his Bachelor of Science in Education Degree. In seeking other ways to impact the lives of his fellow citizens Jason, got into the financial services industry where he daily educate his clients about future, and fiscal planning so that they are able to meet their life-long goal of financial stability.

As an independent contractor with Investment Professionals, based out of San Antonio, Burdine Texas, Jason has had the opportunity to provide guidance and counsel to many Teachers, at every stage in their career.

Jason currently partners with a money management firm who specializes in the area of Educational Trusts.

As a passionate educator, mentor, and servant leader, Jason is always seeking to serve others for the sole purpose of positively impacting the community to which he is vested. These traits have been demonstrated through his years of volunteerism and civic duty.

Throughout his years at Texas A&M University, Burdine volunteered, and mentored atrisk youth in the local district through a program known as: H.O.S.T.S. (Helping Students To Succeed).

For over the past ten years Jason has volunteered weekly at M.D. Anderson Cancer Center, making patients and their loved ones comfortable during their treatment, and stay. In Fort Bend ISD, Jason currently demonstrates his commitment to volunteerism and civic duty by serving on the District’s Steering Committee, as well as the Ridgemont Elementary and Early Childhood Center Campus Based-Leadership Team.

Today, Jason Burdine wants to extend this tradition by serving as a trustee for the Fort Bend Independent School District.

ABWA regional conference to be held in Sugar Land

The American Business Women’s Association, ABWA, will host their 2014 Western Regional Conference at the Sugar Land Marriott Town Square, 16090 City Walk, Sugar Land, Texas, on April 10-12, 2014. Dr. Ramesh “Cherry” Cherivirala, a Sugar Land resident, announced his intention to run for Fort Bend Independent School District Board of Trustee, Position 1 in the May 10, 2014 election.

“Growth of any city can be directly attributed to the quality of the schools in its neighborhoods. Economic growth in the Fort Bend ISD is clearly evident by the quality of the schools in the district,” Cherivirala said.

“I believe it is our moral responsibility to provide the resources to nurture and challenge our future leaders. By providing the opportunities for all students to learn where they might best contribute to the society helps our community thrive,” he said.

Cherivirala is a partner at New York Life Insurance Company in its Sugar Land office.

As a partner his responsibilities include hiring, developing and supervising insurance agents and financial professionals.

Cherivirala is an 11 year resident of Sugar Land. He is married with two children in Fort Bend schools. Cherivirala has been married for 20 years to his wife Anuradha.

Cherivirala’s father is a retired teacher and his wife taught at HISD and FBISD as substitute teacher.

Ramesh Cherivirala served in PTO organizations at Rita Drabek Elementary and Quail Valley Middle Schools as Treasurer and parliamentarian. He is the founding President of Dulles High School Math and Science Academy Booster Club and served the organization for two years. He has also helped other high schools to start their booster clubs.

Cherivirala is currently serving IACF as its President. As part of the IACF education initiative, he has helped coordinating the efforts of educating the elementary school children through providing the tutors to teach Math and Science Curriculum.

County acquires Gordon Ranch for $3.6 million Fort Bend County Commissioners Court utilizing $3.5 million in contributions from the George Foundation, the HendersonWessendorff Foundation and Dan Harrison III, has acquired the 113 acre Gordon Ranch Park located off of FM 359 in West Fort bend County for $3.6 Million.

Fort Bend Green, a 501 C3 organization whose purpose is to provide a means to facilitate the planning and development of green space in Fort Bend County, coordinated the funding for the purchase in support of county efforts to maintain the National Park Service recommended ratio of park space per 1000 in population.

The county plans to lease the park to the Houston Area YMCA, which will provide ongoing management of operations, maintenance and programs at the park.

County Judge Bob Hebert stated “ This acquisition preserves a large area of green space for future generations while providing the YMCA with a facility to enhance their youth programs for area children. My thanks to the donors for their contributions and to Fort Bend Green for their efforts to turn an opportunity into a reality.”

INSURANCE: Auto insurance claims

By BASIL HOUSEWRIGHT, JR. Many questions typically come up when a person involved in an automobile insurance claim process starts dealing with all the issues involved. Below are several questions that we are asked frequently and my personal and professional opinions of how they might be answered accurately.

What is actual cash value?

Texas court decisions have established actual cash value to be synonymous with fair market value - the price a willing purchaser who is under no obligation to buy would pay to a willing owner who is under no obligation to sell. This price can be quantified in one of three ways: (1) comparable sales; (2) the income capitalization approach; or (3) the cost to repair or replace less depreciation. The comparable sales approach is typically used to determine the value of an auto that has been stolen or totally destroyed. Such valuations on commonly in stock used autos are easy to determine, because there is an identifiable market for used autos, which are sold and bought frequently. In other cases, such as classic or unusual autos, a professional appraisal may be needed. With regard to partial losses, Texas court decisions and Texas Department of Insurance rulings make it clear that actual cash value is not a consideration when adjusting a claim on specific parts of an auto.

Can an insurer apply depreciation to specific parts in a partial loss?

Texas court decisions and Texas Department of Insurance rulings do not permit an insurer to depreciate partial losses. For more details see the Texas Department of Insurance web site at www.tdi. state.tx.us. In effect, the actual cash value provision in Texas

Housewright auto policies only applies to total losses. For partial losses, the insurer must pay the amount necessary to repair or replace the property with other property of like kind and quality.

Can an insurer settle claims based on after-market or used parts?

Typically nothing in the auto insurance policy or otherwise prevents an insurer from making loss adjustments based on used or after-market parts to make repairs, as long as they are deemed to be “of like kind and quality” as the damaged property at the time of the loss. The insurer can’t force the insured to accept such parts, but likewise is under no obligation to pay increased costs of new parts or parts sold by a particular manufacturer especially if used or after-market parts of like kind and quality are readily available. Meaning replacement of damaged parts on a used car with parts from a used car is acceptable.

Can an insurer force an insured to use a specific repair shop?

Texas law prohibits an insurer from requiring an insured to use a specific repair shop. However, the insurer is under no obligation to pay more than a reasonable amount to repair the auto. The insurer is required to pay an amount that is sufficient to repair the damaged auto with

like kind and quality, but not an increased amount just because the insured wants to use a higher-priced shop. The insured can have the auto repaired at the shop of his or her choice, but will have to pay the difference if applicable.

Can an insured recover the diminished value of a repaired auto?

Texas court decisions and Texas Department of Insurance rulings make it clear that the Texas auto policies are not designed to cover diminished value under the other than collision (sometimes called comprehensive) and collision coverage provisions. When an auto is repaired to its pre-damaged condition, a policyholder may claim that the auto’s market value after repair is less than its market value before the damage and demand that the insurer pay for the difference in market value. In the Texas Department of Insurance’s - Commissioner’s Bulletin No. B-0027-00 to Texas auto insurers, they said that Texas auto policies do not obligate an insurer to pay for this diminished value, because the coverage is clearly limited to the lesser of the three amounts shown in the policy under the other than collision (sometimes called comprehensive) and collision coverage provisions.

water plan supply strategies include 1,501,180 acre-feet for Region H and 746,151 acre-feet for Harris County.

The State Water Plan for Region H includes: Luce Bayou transfer of Trinity River supplies; $30 million from TWDB and commitment of another $28 million in 2013.

Also, Allens Creek Reservoir received $14M from TWDB to acquire footprint Four off-channel reservoirs in Brazoria and Fort Bend counties (Dow, Gulf Coast Water Authority, Brazoria, Fort Bend) and Groundwater conversion plans including San Jacinto River Authority’s Water Resources Assessment Plan are among the strategies.

The total capital costs of Region H state water plan strategies for Region H are $12 billion, Patteson said. Every $1 million invested in water creates $1.75 million in sales revenues in construction, engineering, materials and supporting sectors, $889,000 in gross state domestic product, $14,000 in state and local tax receipts and 13 new jobs.

“If we do nothing, statewide impacts by 2060, there will be $116 billion in lost income, 1 million lost jobs, $10 billion in lost state and local business taxes,” Patteson said.

Proposition 6/ State Water Implementation Fund for Texas (SWIFT) approved by voters in November sets up two funds: the State Water Implementation Fund for Texas and the State Water Implementation Revenue Fund for Texas Water Development Board.

It provides funding for projects in the state water plan. A project must be in the most recent state water plan to be eligible.

Water for Texas

By SESHADRI KUMAR As the Texas population is expected to reach 46.3 million, 82 percent more, by 2060, the state’s water supplies will decrease by 10 percent, says Kevin Patteson, executive administrator of the Texas Water Development Board.

Patteson was the featured keynote speaker at the 17th annual breakfast with Fort Bend County Pct. 3 Commissioner Andy Meyers.

“In a drought we will have a water shortage of 8.3 million acre-feet. For context, in 2011 we used 18 million acre-feet of water and 49% of the state is still in moderate to exceptional drought. The reservoir levels statewide are at 64 percent and should be 80 percent,” Patteson said.

The TWDB addresses the state’s water needs and oversees the regional water planning process and the state water plan, which helps Texas prepare for drought.

The 2012 State Water Plan includes over 3000 strategies that local communities have identified to help address their water shortages, Patteson said.

The strategies include desalination projects, conservation, new pipelines, groundwater development, among many others.

“We are working with regional water planning groups on the next round of their plans, due in 2016. We have been financing water and wastewater infrastructure since 1957 and have committed over $14 billion to Texas communities since then,” he said.

Region H and Harris County need additional supplies by 2060. Region H will need 1,236,335 acre-feet and Harris County, 458,509 acre-feet.

Manufacturing needs in Region H by 2060 will be 256,000 acre-feet. Supplies created by 2060 through state

Businesses should ‘render’ taxable property by April 15 If you own tangible personal property that is used to produce income, you must file a rendition with the Fort Bend Central Appraisal District by April 15, 2014.

A rendition is a report that lists all the taxable property you owned or controlled on January 1 of the current year.

Property includes inventory and equipment used by a business. Owners do not have to render exempt property, such as church property or an agriculture producer’s equipment used for farming.

“The appraisal district may use the information submitted in the rendition to set property values,” said Glen Whitehead, Chief Appraiser of the Fort Bend Central Appraisal Dis-

trict.

You can also file a report of decreased value to notify the appraisal district of significant depreciation of your property.

“For example, if your property was damaged by a storm, flood or fire last year, you should file a report of decreased value. The appraisal district will look at your property before assigning a value in 2014,” said Whitehead.

The last day to file a rendition or report of decreased value is April 15, 2014. If a property owner files a rendition late or incomplete or not at all, a 10 percent to 50 percent penalty may be imposed.

Property owners who need more time to file their renditions may file a written request

Methodist Sugar Land Hospital saves man’s injured leg Doctors at Houston Methodist Sugar Land Hospital recently saved the leg of a badly injured patient through a combination of multidisciplinary collaboration and state-of-theart wound care technology.

Adam Vandemark, 22, of Sugar Land was on a midday motorcycle ride back in April 2013 when he was hit broadside by a car. The force of the impact broke Vandemark’s leg in multiple places. Emergency medical crews took him to Houston Methodist Sugar Land Hospital, where Carl Hicks, M.D., performed immediate surgery to stabilize the leg.

Patients who experience high-impact trauma or crushing of the extremities often face an additional complication called acute compartment syndrome, where swelling in the injured area cuts off blood supply to nearby muscles and nerves, eventually resulting in loss of the limb. To save Vandemark’s leg, Dr. Hicks performed a surgery called a fasciotomy – a procedure that created a large opening down the length of Vandemark’s right calf, exposing bones and muscles and relieving pressure.

Following his release from the hospital, Vandemark’s care continued at the Houston Methodist Sugar Land Advanced Wound Care Clinic, where he underwent a series of advanced tissue and skin grafts designed to rebuild his damaged muscles and close up the fasciotomy opening.

“Adam has had quite a journey,” says Azul Jaffer, M.D., inpatient medical director of the Advanced Wound Care Clinic. “We were upfront with him from the beginning about the extensive damage his leg suffered, and the possibility that he could lose his leg. His treatment was extremely complex and required multiple modalities that in the past would have required his transfer to the Texas Medical Center. Today, we can successfully treat these complicated cases right here in Sugar Land.”

Dr. Azul Jaffer and Adam Vandemark Vandemark was a patient at the Advanced Wound Care Clinic for three-plus months, as Dr. Jaffer and the team at Houston Methodist Sugar Land Hospital worked to repair his tissue and heal his fasciotomy opening in preparation for additional surgery to stabilize his leg and ankle bones, which took place in November.

Some of the grafts used on Vandemark included biological agents that stimulate healing and help regenerate tissue and skin.

Vandemark also went through five weeks of intensive hyperbaric oxygen treatments, consisting of two-hour sessions five times weekly.

The Advanced Wound Care Clinic’s hyperbaric oxygen chamber reduces swelling and pushes oxygen to injured areas to aid in healing.

“I could tell that every time I finished a treatment my leg looked better,” said Vandemark. “Sometimes it was just a little change, but I knew it was working.”

Dr. Jaffer estimates that over the course of Vandemark’s treatment, approximately 20 physicians were involved in hands-on care and consultations about his condition as the team searched for the best approach to saving the leg.

“We have a strong group of physicians here who work together well and recognize that some patients have unique situations that require us all to put our heads together and share ideas and experiences to produce the best outcomes,”

he said.

“The Advanced Wound Care Clinic opened in June 2012 and has consistently been achieving significant results for patients from across Fort Bend and surrounding counties, like Adam. We can pull together a multi-disciplinary team that includes family medicine, internal medicine, plastic surgery, orthopedic surgery, vascular surgeons – whatever it takes to ensure that we are providing the best possible care for our patients.”

Vandemark says he is grateful to the physicians, nurses and staff at Houston Methodist Sugar Land Hospital and the Advanced Wound Care Clinic.

“Everyone took really good care of me,” he says. “The day of the accident, when the ambulance crew said they were taking me to Houston Methodist Sugar Land Hospital, I didn’t really know anything about it. But I’m glad they did.”

Potential patients do not need a doctor’s referral to come to the Advanced Wound Care Clinic.

Indications for wound care include diabetic wounds, pressure ulcers, venous stasis ulcers, arterial ulcers, non-healing surgical wounds, complex soft tissue wounds, traumatic wounds, wounds caused by radiation therapy and infected wounds.

If you liked Saving Private Ryan (1998) then you will probably like this movie. It is not as good as Private Ryan which was directed by Spielberg , but it was directed by George Clooney.

The two movies also have Matt Damon in common.

Both movies have very high production value and excellent cinematography and music. Frenchman Alexandre Desplat is credited with the music. Desplat is genius and second only to John Williams.

The music had me full of laughter, fear, or mystique right on cue according to Desplat’s themes. Clooney knows how to put together a winning team.

World War II is the backdrop for this story: a small squad of older, out-of-shape soldiers are “tasked to locate and save art … and monuments…” that have been stolen by the Nazis. This is a dangerous mission based on a true story.

According to history, FDR was involved in this attempt to save “…a culture’s iden-

tity.” Hitler had a bad attitude – steal it from the conquered Europeans and then transfer massive amounts of stolen art to the Fuhrer’s Museum or destroy it.

These brave and determined soldiers were recruited for their experience as museum directors, curators, and art historians. They knew more about Rembrandt than their rifle.

Director Clooney spent a lot of money on costumes, military trucks, jeeps, and guns.

Our band of heroes carried the M-1 30 caliber rifles and vintage .45 pistols. Thanks, George, they were magnificent.

Clooney was the group’s leader as Lt. Frank Stokes; our other protagonists were Matt Damon, Bill “Stripes” Murray, John Goodman, and Bob Balaban.

An odd group one might think, but the on-screen chemistry was respectable and the acting was solid.

Clooney kept the action and storyline moving along and each of the characters

demonstrated some redeeming qualities. Very likeable bunch.

Cate Blanchett starred as Claire Simone, the French woman with conflicted assertiveness that melted into compassion when she got to know the charming Matt Damon.

About time for another well-made WWII movie and George Clooney obviously decided that now was as good as any to make a big-budget war movie that could have starred John Wayne, Clint Eastwood, or Lee Marvin.

The smart money says that the February release took it out of contention for Oscar nominations, but rumor has it that Clooney was not finished with post-production tweaking, and the studio agreed to the delay.

Still a good movie.
