FBISD may get $15 million more in school funding for 2012-13 By SESHADRI KUMAR Fort Bend ISD may find itself in somewhat of a fortuitous position in school finances, says FBISD’s Chief Financial Officer Tracy Hoke. At the first budget workshop for the 2012-13 school year, Hoke told the school board on Monday that the district may get $15 million more in maintenance and operational funds this year compared to last year. Her remarks were based on a study conducted by Moak, Casey & Associates, school finance and accountability experts. The consultants projected property values to grow modestly by one percent, while student attendance is projected to grow less than one percent. will benefit from the restoration of the funding formula system. The formula system will ensure an M&O revenue increase of about $15 million for 201213, but that follows a decrease of about $25 million in 201112. But, M&O revenue is not projected to return to the 201011 level until 2014-15. More than 500 school districts, including FBISD, are likely to gain general fund revenue on the formula basis. Trustee Jim Rice appeared to be skeptical of the projected higher revenue because the school district will not receive the federal stimulus money of about $16 million it received last year. Also, the state legislature has decided to gradually decrease the additional state aid for tax reduction given to school districts and increase the basic

allotment to which the school districts are entitled. The gradual change will take place from 2012-13 to 2017-18. The consultants say the state budget will have more money in the rainy day fund, but competing demands for public education, health and human services, state water plan, higher education and transportation, will continue to place strain on the state budget. The rainy day fund by the end of 2013 is estimated to be $7.3 billion instead of the $6.5 billion estimated at the end of the legislative session. The consultants quoted State Comptroller Susan Combs saying “Job growth, sales tax collections, both from businesses and consumer purchases, as well as automobile sales, signal that Texas economy has emerged from the recession.�

In January 2011, the state’s anticipated biennial revenue was $77.3 billion. In May 2011, The comptroller added $2.9 billion to the estimate and by December 2011 the anticipated revenue rose to $82.7 billion. Improving revenue will not necessarily be sufficient to cover current services in the state budget, experts say. The trustees also heard from the district’s bond consultants on ways to refinance about $168 million in bond debts at short term low interest rates. The district has all its debts on long-term, fixed rate. The consultants recommend diversifying the debt structure to reduce the cost of borrowing. FBISD has $948 million in outstanding debts. The district repays about $30 million principle and about $44 million interest every year.

Thousands expected at color festival The buzz this year for the 5th Annual Festival of Colors (Indian Color-Powder-Throwing Festival) is all about the new Rain Dance Party planned at the end of the event on March 4 . Organizers of HOLI 2012, Masala Radio, in association with other organizations, will be turning on the Rain Machine throughout the Color Zone for a one-hour Dance Party in the Rain with DJ Zee! It will be a first for Holi revellers in 25 years. HOLI 2012 will take place at Seabourne Creek Nature Park

in Rosenberg (opposite the Fort Bend County Fairgrounds on HWY36 @ HWY59). Last year the event attracted nearly 12,000 guests including more non-Indians than ever! Everyone is encouraged to come to HOLI wearing old white T-shirts and old jeans or shorts, and towels, as you are sure to be zapped with lots of color before the day’s end, by revellers shouting “Don’t take offense, its Holi.� The Hindu Festival of Holi symbolizes the triumph of Good over Evil. The festival will feature

exciting stage entertainment, colorful vendor booths, delicious Indian food court, thrilling kids rides, Holi bonfire and of course thousands of Holi revellers who will spray each other with colored powder and colored water. Sunil T of Masala Radio will emcee the Main Stage this year featuring a few surprise acts. This year’s annual dance competition will feature the city’s top guy dancers performing to the latest “Item Girl� dances. Clean Bills of Health for 32 Missouri City businesses When eating out in Missouri City, patrons may see the letter grades A, B or C posted in windows of local restaurants. Those grades are given by the City’s Health Inspector Elena Abraham based on how well eating establishments rated during unannounced inspections. Thirty-two businesses recently earned high marks and
