No green light for “Red Light Camera” petition

A petition to put the Red Light Camera issue on the ballot in Sugar Land has hit a snag. Though the petition has adequate valid signatures, city officials have determined that the petition does not meet the legal requirements. A report on the examination of the petition seeking a charter amendment to prohibit the use of photographic traffic signal enforcement systems was scheduled to be presented to the Sugar Land City Council this Tuesday. On Monday, H. F. Van Der Grinten, an activist, who is spearheading the petition drive said, “ We are confident that the secretary will declare that the petition is valid under the Texas Local Government Code. We have carefully validated the submitted signatures and found the minimum number of required signatures to place the issue on the next public ballot was exceeded by 18 percent.” A similar petition drive seeking to amend a city ordinance on apartments by “Sustainable Sugar Land” failed last September. The city found that it was legally prevented from taking the amendment to voters because the petition conflicted with the city charter and state law procedural requirements.

In percentage, Griffin got 16.08 of the votes cast, Ford got 44.43 and Marshall 39.49. The district has witnessed close races in the last four election cycles. In four elections so far, Griffin has been a candidate. This May election, however, resulted in a runoff because of the three-pronged contest. Former councilmember, Eunice Reiter, decided not to seek re-election in 2009. She has been representing Dist. A since 1994.

In 2007, Reiter won the seat with a mere three-vote difference against Griffin. In 2009, Marshall and Griffin ran for the open seat. Marshall defeated Griffin by a 60vote margin. Griffin received 224 votes and Marshall 284 votes in 2009. The contest was repeated in 2011. Marshall won by a margin of 33 votes. He got 274 votes and Griffin received 241 votes. Both Marshall and Ford have been associated with the city

government. Apart from being a councilman, Marshall, a businessman, was also a member of the Missouri City’s planning and zoning commission. Ford has been a city planner with the city of Missouri City and Houston. Irrespective of the qualifications, the election outcome will depend on whose supporters return to the polls. With the turnout being low even in general elections, it remains to be seen if the runoff will be any different.
