Dean Hrbacek seeks Republican nomination for County Court -at-law judge

Hrbacek This week, conservative Republican attorney Dean Hrbacek announced his candidacy for the Republican nomination for Fort Bend County Court at Law #6. Well-known in the Republican Party of Fort Bend County, the former Mayor of Sugar Land has more than a 30 year history of law practice and grassroots activism at the city, county, and state levels of Republican politics. “Our State Legislature and Governor Greg Abbott have wisely seen fit to authorize and create this new court to help address our growing County’s overloaded justice system,” said Hrbacek. “As a practicing attorney in our county since 1988, I am fully experienced, qualified, and ready to take on the responsibility of establishing the new Court #6 with the highest levels of integrity and judicial fairness.” Hrbacek is a strong pro-life and pro-family Republican with a proven track record in GOP leadership. As far back as the 1990’s, he has been one of the county’s most notable conservative voices in support of our local candidates and conservative platform. In 1998, Hrbacek was actively involved in “Mayors for George W. Bush,” a role he took on again in 2002 as part of “Mayors for Rick Perry.” Hrbacek has served the Republican Party of Fort Bend County as a multi-term precinct chairman and also served as the President and as a Director of the Fort Bend Republican Club. He has served

multiple times as a delegate to the Senatorial District 17 Convention, and has served five times since 2002 as a delegate to the Republican Party of Texas State Convention. Hrbacek is a member of the Fort Bend County Bar Association and the State Bar of Texas. He received his Juris Doctorate in 1986 from the University of Houston Law Center and has the unique distinction of also having earned the title of Certified Public Accountant in 1984. The Hrbacek Law Firm is based in Sugar Land, and assists clients with legal matters that include: civil litigation, wills, trusts, estate planning, probate and guardianship, business law, contracts, labor and employment, IRS controversy, tax matters, collections and real estate. Hrbacek was first elected to the Sugar Land City Council in 1993, and was then elected Mayor of Sugar Land in 1996. Dean was reelected to that office and served as Mayor for 6 years. During his years as Mayor, the City grew at a tremendous pace. Dean is a visionary and was instrumental in the creation of Sugar Land Town Square and in bringing the UH Sugar Land campus to Fort Bend County. Hrbacek was able to further grow the influence of Sugar Land as he also became a Director on the Houston-Galveston Area Council, and a Director for the Greater Fort Bend Economic Development Council. In his current roles of civic leadership, Hrbacek serves as a Director of the Fort Bend County Toll Road Authority and as a Director of the Fort Bend Grand Parkway Toll Road Authority. He remains an active supporter of the Fort Bend Chamber of Commerce, and serves as an ex-officio member and legal counsel for Fort Bend Cares. Hrbacek is a third generation Texan and had the good fortune to move to Fort Bend County in 1987. He lives in Sugar Land with his wife of 37 years, Jenny, and the Hrbaceks have 3 adult children: Bradley, Byron, and Amanda. The Hrbacek’s are active members of

Appeal filed in Red Light Camera class action lawsuit Late on Thursday Oct. 5, a 237-page brief was filed by attorneys Russell J. Bowman and Scott A, Stewart in the Texas First Court of Appeals District at Houston. This brief seeks to overturn the previous dismissal of the class action against the City of Sugar Land. This action requires the return of all fines and late fees paid by vehicle owners over the past two years for civilly violating the City’s red light

camera ordinance. The brief asserts that the City’s use of red light cameras is unlawful and the City’s claim of immunity for the consequences of this illegal enforcement system is without merit. The brief has been posted by the court here: http://www.search.txcourts. gov/Case.aspx?cn=01-1700626-CV&coa=coa01 Points raised in this appeal are:

1. The enabling legislation is in violation of the Texas Constitution. 2. The City of Sugar Land has failed to provide the required engineering studies prior to activating red light camera enforcement. 3. The City of Sugar Land has failed to establish the required citizen review committee for the evaluation of the engineering studies prior to the activation of all red light cameras.

Stafford mayor suggests more traffic tickets By BARBARA FULENWIDER At a past Stafford City Council meeting while adopting the city budget, some council members talked about the city needing more revenue streams than it currently has. Having a city property tax was not suggested, and in fact, no ideas that would put more dollars in the city’s coffers were specifically suggested. Stafford Mayor Leonard Scarcella has recently been talking about the city getting “maximum productivity” from its employees in order to increase the revenues. In the mayor’s budget message this past September he said some people have the opinion that “it is unthinkable

our employees attempt to generate revenues generally commensurate with the cost of retaining themselves on the payroll. “How do we get our employees to make a responsible transition to enhance the city’s resources? While not easy or simple, by clearly illustrating the benefits to the city and equally important to the employees themselves,” Scarcella said. While some council members at the budget adoption meeting complained about the city’s need for more revenues so their wish list could be fulfilled, none put forth any particular plan to bring in more dollars. After the meeting, Scarcella said one option is when a police officer makes a traffic stop more tickets than warnings need to be written. He said that doesn’t mean Stafford police will be given a quota to write so many tickets but now half of the traffic stops they make don’t result in a ticket. “That in my opinion is throwing away $2 million a year.” The mayor went on to say that a police officer has to be extra cautious when making a traffic stop “and then you give a warning ticket and you don’t stop them for speeding above six or seven miles an hour over the posted speed limit.

Every time you make a stop don’t give more warnings than you give citations.” The mayor said Councilman Wen Guerra has talked about “other cities collecting more than us and that Bellaire collects six times more (from traffic tickets). We collect 15 percent on traffic stops. The law says you can’t have traffic tickets that are more than 30 percent of your total revenue. Our revenues are $30.5 million, so roughly, we get five percent from traffic tickets.” Scarcella went on to say that the police chief has told him it’s not his job to worry about generating dollars but it is his job to keep citizens safe. “To me that’s a flimsy excuse and we lose millions of dollars we

During the investigation, it was discovered that a Hispanic male, identified later as Alejandro Maldonado an 18-year-old Rosenberg Resident, had assaulted the victim. The restaurant’s surveillance camera captured the entire incident. Alexander Maldonado was viewed on camera walking from behind the victim and striking him on the right side of the face. The victim fell to the ground unconscious from the blow. Maldonado then left the scene. The victim in this case is a 30-year-old Hispanic male who sustained serious head injuries from the strike to the face as well as his head hitting the concrete while falling. could collect from tickets -- at least another $1 million from having written traffic citations rather than tickets.” What the city needs, the mayor said, is a policy that “says when a warning ticket is appropriate don’t make it where it’s totally at the discretion of the officer. To give a driver a warning ticket deprives the city of dollars that the police department is depending you spend on them. “Then when it comes to generating money they are asking for, they refuse to do it. There are lots of cities that get far more than 15 percent” from traffic tickets. “We will spend more than $10 million for police this year,” Scarcella said.

The participants are encouraged to reflect on their on-going experiences through visual imagery, mapping and text by using a variety of media conveying their story in both a conceptual and actual way. The visual responses

are added to the gallery walls based on locations throughout the city of Houston, building upon on their unique and shared experiences. A video installation will also be a part of this response. The video will contain interviews of participating students, faculty and staff documenting an oral history of the events surrounding their experiences with Hurricane Harvey. The exhibition will open for viewing on Wednesday, October 11, at 9:00 a.m. with an opening reception the same evening. WHAT: Eyes of the Storm; HCC’s Visual Art Response to Hurricane Harvey

AUTOMOBILE: Acura MDX Sport Hybrid

By BARBARA FULENWIDER The new 2018 Acura MDX Sport Hybrid got a refreshed dual-screen user interface with enhanced 7-inch touchscreen display and 30 percent faster response time, standard Apple CarPlay support, Android Auto compatibility and standard AcuraWatch safety along with driver assist features and an expanded color palette. The 2018 Acura MDX Sport Hybrid all-wheel drive model receives the same updates as the conventional MDX. It was the test drive model and the newest model in Acura’s lineup to use its three-motor Sport Hybrid powertrain with electric torque vectoring. It joins the NSX supercar and RLX Sport Hybrid as the third member of the Acura family to benefit from this proprietary technology. The 2017 MDX Sport Hybrid was Acura’s first-ever hybrid SUV and is the technological flagship of the Acura SUV lineup. Unique elements of the MDX Sport Hybrid include an advanced braking system, active damper technology and an expandedrange integrated dynamics system with new SPORT+ mode. The integrated dynamics system engages with the MDX

electric motors, throttle, steering, transmission and active dampers, to provide the driver with an expanded range of selectable performance characteristics to suit their varied driving needs and desires. The MDX Sport Hybrid SH-AWD with the tech package includes seating for seven passengers, while the advance package has a 6-passenger interior with second-row captain chairs and large secondrow center console rather than a three-person bench seat. An advanced 7-speed dualclutch transmission is standard and offers quick gear changes and operates without a torque converter. The 7DCT can operate in fully automatic mode, or it can be shifted manually via steering wheelmounted paddle shifters. The three-motor sport hybrid system’s front electric motor produces 47 horsepower and provides supplemental power/torque to the V6 engine in driving the front wheels, providing braking capability and converts engine power to electricity to help charge the batteries. The twin motor unit between the rear wheels each makes 36 horsepower and provides for all-wheel drive capability, enhanced cornering and independent delivery

of electric motor torque to the rear wheels. It also provides regenerative braking to recharge the battery. A clutch decouples each motor to its associated wheel to improve efficiency. A new symmetrical layout of the battery cooling air intake and exhaust ducts improves cooling efficiency and reduces temperature variation of the battery cells, which improves battery life. The 2017 MDX Sport Hybrid SH-AWD chassis is based on that of the current MDX. It includes front MacPherson strut and rear multi-link suspension systems with new active dampers and motion-adaptive electric power steering. The MDX Sport Hybrid SH-AWD has the new MDX diamond pentagon grille, low and wide stance, spacious interior and cargo capacity, LED headlamps and fog lights, and a premium overall presentation. The Acura MDX Sport Hybrid AWD with the optional Advanced Package retails for $58,000. It is a classy package of spirit and pleasure that provides a sizeable, comfortable interior and an eye catching exterior. It’s a fun drive that can easily handle seven people and some cargo.

St. Laurence Bazaar to benefit flood relief

St. Laurence Catholic Church invites everyone to their 23rd annual bazaar on Saturday, October 21, from 5 p.m. to 10 p.m., and Sunday, October 22, from 10:00 a.m. till 5:00 p.m., and enter the raffle to win this 2017 Honda CR-V. All proceeds benefit the St. Laurence Harvey Relief Fund. Joining Fr. Drew Wood, pastor of St. Laurence, are bazaar committee chairs (at left) Michele Dyogi and Al Garcia, with Tom Barry, Colleen McKeever, Susan Yokley and Les Fuchs (at right). For more information on this popular bazaar, please go to www.stlaurence.org or call 281-980-9812. The 23rd annual St. Laurence Parish Bazaar will be held on Saturday, October 21, and Sunday, October 22, on the parish campus, located at the intersection of Sweetwater Boulevard and Austin Parkway, in Sugar Land. This year’s theme for the bazaar is “PLUG IN” – an invitation for everyone in the community to connect with one another, as neighbors and friends. In the wake of the hurricane, all proceeds from the bazaar will benefit the St. Laurence Harvey Relief Fund, with the hope that this popular event will also serve as a balm for our storm-weary community. The bazaar will be held Saturday evening, October 21, from 5:00-10:00 p.m., and all day Sunday, October 22, from 10:00 a.m. till 5:00 p.m. All the action will take place across the street from the church, on the grounds of the St. Laurence Ave Maria Center. Entrance is free; food, activity and raffle tickets are available for purchase at the event. There will be plenty of international foods, games and activities for all ages, rides, bingo, live music and a raffle to entertain young and old alike. Bingo will be offered inside the Ave Maria Center from

6 p.m. to 10 p.m., on Saturday, and again from noon to 4 p.m., on Sunday. A 2017 Honda CR-V, from Gillman Honda Fort Bend, plus four runner-up prizes, will be raffled at the close of the bazaar on Sunday night; raffle tickets are available for purchase at the bazaar and in advance at the parish office. Raffle tickets are just $2/each or $20/book of 12 tickets. Michele Dyogi and Al Garcia are chairing the event; Tom Barry,

Les Fuchs, Colleen McKeever and Susan Yokley round out the leadership team. St. Laurence is a large and welcoming Roman Catholic community, located at the corner of Sweetwater and Austin Parkway in Sugar Land. Weekend Masses are celebrated on Saturday evening at 5 p.m., and on Sunday at 7:15, 9, and 11 a.m., and 12:45 and 5 p.m. Go to www.stlaurence.org or call the parish office at 281-980-9812, for more information.
