Olson touts tax cut, jobs, affordable health care, energy independence Incumbent Pete Olson, Republican, Sri Preston Kukarni, Democrat, John B. McElligott, Libertarian and Kellen Sweny, independent, are on the Nov. 6 ballot for the Texas Dist. 22 Congressional seat. Fort Bend Independent asked the nominees of the two major political parties to explain their platform. Why should people vote for you? I’ve been honored to serve as the conservative voice in Congress for the incredible people of the 22nd Congressional district over the past ten years. I have faithfully represented your interests in Washington, DC to limit federal government overreach, eliminate job killing regulations and lower the federal tax burden to empower the creation of more jobs while ensuring a stronger military and more secure nation. Today, thanks to conservative control of Washington, America has the strongest labor market in nearly 20 years. Since we passed the Tax Cuts and Jobs Act over 1.6 million jobs have been created, as of August we have

Olson 7.1 million job openings and our 3.7 % unemployment rate is at a 49 year low. Manufacturing jobs grew 10 times faster in President Trump’s first 21 months in office than in President Obama’s final 21 months in office. That’s historic economic growth! But America’s resurgence as the leading global economy doesn’t just stop there. Texas and America lead the world in oil and gas production. Our liquid freedom is being sent to allies across the globe, crushing

rogue nations like Russia and Iran. While serving as a pilot in the U.S. Navy, I saw firsthand the importance of having a strong military to keep our country safe from foreign adversaries. Over the past two years we’ve refocused on our military and the effects have been noticeable – we’re crushing ISIS, taking the fight to the terrorists and securing America’s place as the leader of the free world. Congress secured funding for the Department of Defense to rebuild our Armed Forces, restore military readiness and prepare our men and women in uniform so they can better defend our nation. The bill also included a well-deserved 2.6% pay raise for our troops, the largest in nine years. After Hurricane Harvey, I worked hand-in-hand with my colleagues on a local, state and federal level to ensure our community had what we needed to recover including securing $537 million for critical disaster recovery projects in our area. This funding will go towards fully funding projects such as See Olson, Page 3

Why should people vote for you? After serving America for almost 15 years overseas, I could no longer serve under an administration that is violating the basic values that made America the great country it is today. When a judge is told he can’t do his job because he’s Mexican-American, or when the administration refuses to condemn a Nazi rally in Charlottesville, we have to take a stand and speak out for true American values. I’m running for Congress because I believe our country is one that treats those who are less fortunate with compassion, that is reasonable in the way we deal with each other, and treats all people with decency and respect. What are your policy positions on healthcare, gun control, climate change, and immigration? Over the past decade, healthcare costs have spiraled out of control. Medical bills are now one of the leading causes of bankruptcy in this country. Universal healthcare programs, like Medicare and Medicaid, will make sure that Americans

developed world. Parents and community members should not have to live in fear of repeated mass shootings at their children’s schools and public gathering places. I believe in sensible gun safety laws, such as universal background checks. We must base environmental policy on evidence not ideology, and accept the overwhelming consensus among scientific experts that human activity is causing climate change. Congress must pass comprehensive immigration reform that is sensible and compassionate, and takes into account the practical realities of maintaining security along a 2,000 mile border with Mexico. Are you in favor of continuing the Trump administration’s tax reform? If not, what is your alternative? We need a tax policy that is fair and equitable, and benefits the middle class and wage earners. The Trump administration’s policies have caused the deficit to explode to nearly a trillion dollars. This funding will also be used to find new and innovative ways to make our community resilient from future natural disaster. I was also successful in authoring legislation to expedite Army Corps projects that are located in federally declared disaster areas, such as our community, to help ensure that we receive needed prioritization of government resources. We’ve had Republican control of the House, the Senate and the White House for the past two years and have already accomplished so much for our country. I know we can continue our momentum and accomplish even more for Texas and for America over the next two years. What are your policy positions on healthcare, gun control, climate change, and immigration? The American people deserve access to quality, affordable healthcare. The Democrats made false promises about Obamacare and we will do everything we can to fix that. The Republican healthcare solution will benefit all Americans and protect those who need healthcare coverage the most - those with preexisting conditions. We’ll also ensure children can stay on their parent’s healthcare plan until they are 26 and expand access to group coverage through associated health plans so people can get more

affordable and comprehensive plans. Extremist Democrats, like my opponent, want complete government control of healthcare forcing nearly 676,000 residents in our district into government-run healthcare hurting our senior citizens as their healthcare would no longer be prioritized. I will never support singlepayer healthcare. I was honored to serve for nearly ten years in the U.S. Navy defending our Constitution, our freedoms, and all of our guaranteed rights as Americans. Liberals are determined to strip lawabiding citizens of their 2nd Amendment rights. They believe only criminals want to own guns. They don’t realize that we own guns to spend quality time with our friends at the range or out hunting and to keep our families safe. Our Founding Fathers intended for Americans to keep and bear arms and I’m proud to support the decision they ingrained as part of the fabric of our country 241 years ago. We have laws in place to stop criminals from obtaining firearms. The courageous men and women in our law enforcement enforce these laws every single day keeping our communities safe. I will always work to ensure they have the funding and support they need from the federal government to protect our families and keep our communities safe. I’m also committed to helping those with mental health conditions get the help they need, provide them with counseling and guidance, and that’s why I

helped develop and voted for the 21st Century Cures Act which provides necessary funding for mental health services. Finally, we must protect our loved ones from being harmed by evil people by hardening targets like schools and entertainment venues. I’m a big supporter of clean water and air - after all, we’re neighbors and we’re all drinking from the same water source and breathing the same air. But I also believe we need to be pragmatic in our approach and not be frightened by the scare tactics of environmental extremists who are against any meaningful form of American energy production. If these extremists truly wanted us to be able to power American industry, cool our homes, and fuel America’s economy, they never would have so violently opposed the development of more American nuclear energy plants which have zero emissions while helping us meet the base load power for our manufacturing industry and brutally hot summers. Houston is the epicenter of energy production, and we’ve worked hard to improve air quality in our region. Our local industry has reduced ozone levels by 18% over the last decade. We can protect our environment and boost our economy by responsible practices, not senseless overregulation.

You have made special outreach to Hindus and Muslims in your constituency. What are the issues or concerns these communities have and how will you address them? One of the greatest features of our district is its diversity, including our vibrant Hindu and Muslim communities. I’m running to represent all of Texas’s 22nd District. No matter their background. Are you a Bernie Sanders supporter? Back during the primary, I had people in my rallies that voted for Trump, Sanders, and Clinton. I have had conversations with voters all across this district with different political views. Beginning with labels -- like “Bernie supporter” or “Trump supporter,” or slogans like “abolish ICE” or “make America great again” -prevents us from coming to common sense solutions. My campaign is not about party politics; it’s about core human values. Elsewhere in a campaign appeal to minority voters, Kulkarni wrote: When I first started this campaign, I was advised to ignore the votes of immigrant communities. I was told by elected officials and consultants that don’t bother, they don’t vote. But after talking to so many of you, it was apparent that maybe our communities don’t vote because we never bothered. So we ran our campaign the hard way, the right way, by reaching out to people wherever they are and to listen and speak to them in whatever manner they would feel most comfortable with. We went to high schools to listen to young people. We went to temples, mosques, churches, and other places of worship to register voters and pray. We went to HOA meetings and block parties to engage neighbors and friends. We crisscrossed

this district with the simple goal to meet and listen to every community regardless of partisanship, faith, ideology, or ethnicity. We are the second most diverse district in the country and it’s time we had a representative who engaged with all of us. Throughout my fourteen years in the Foreign Service, I was stationed all over the world from Taiwan and Russia to Iraq, Israel, and Jamaica. I have seen democracies fall and nation-states struggle, and although America remains a place of hope and optimism to others around the world, our light is faltering. America is strongest when all of its citizens participate and are engaged with government. When all of our voices rise together and speak. When all of us vote. Texas is one of the two lowest voter turnout states in America. Immigrant communities vote at lower levels than the national average. This year we need to change that. America doesn’t have to be divisive. We don’t have to have leaders who spread fear and stir hate. We can vote and change that. We can choose leaders who inspire, who will ensure government is an advocate for the people not corporations, and who represent the best in all of us. So Vote. We are voting for affordable healthcare for our families; for safe, well-funded schools for our children; for an environment that is protected; for families to be re-united; for criminal justice reform; and for democracy itself. Together our votes can change our communities and our country. We can be the next great American story. We can bring reason, compassion, and decency to Congress and fight for true American values. The values of hope that drew so many of our parents and ancestors to these shores, of optimism that hard work and perseverance could lead to a better life for ourselves and our children, and of safety – because America has always been a nation of refugees and immigrants fleeing famine, war, and hate and seeking a better life.

Public schools and tax dollars

By JIM RICE A recurring theme heard from various candidates who are running for election this November, is the candidates’ professed support for both giving teachers a raise while admonishing school districts to become more efficient in how they spend their tax dollars. Perhaps these statements stem from a lack of understanding as to how school finance works in Texas. It is an overly complicated system which the State Supreme Court has called byzantine and urged the Legislature to streamline. As a school board trustee, along with my colleagues I must approve a balanced budget and a tax rate to support that budget each year. In order to form a considered opinion and cast an informed vote, I have had to learn the basics of public school finance. Unlike counties and municipalities who can actually lower their tax rate from time to time, school districts cannot. This is because the State of Texas relies heavily on local property taxes to fund the lion’s share of the state’s contribution. Here is how it works – when the appraised property values in a school district increase, the school district benefits from the increased yield but only for a period of twelve months. A year later, the state’s Comptroller Property Tax Division looks at the property values from the previous year and the corresponding increase in the local property tax yield and then reduces the state’s contribution for the current year by a corresponding amount. I call this the “clawback”. The result is that school districts can never get ahead even though the effective tax rate continues to

Until the current system is corrected, there can be no property tax relief regardless of what some politicians might claim. All of our children deserve a quality education. The legislature has a constitutional duty to support and maintain a system of public schools in this state (Texas Constitution Article 7, Section 1). State statute imposes a further duty upon the legislature: “The mission of the public education system of this state is to ensure that all Texas children have access to a quality education that enables them to achieve their potential and fully participate now and in the future in the social, economic and educational opportunities of our state and nation” (Texas Education Code §4.001). Just as we hold our school districts accountable for student achievement, we should also hold the State Legislature accountable for supporting a public school system that provides a quality education for all students as the state constitution requires. The Legislature needs to uphold its constitutional duty to support and maintain a system of public schools in Texas, and fund it adequately and equitably. Let us focus our efforts on improving our public schools, which have and always will educate the majority of our students. If you agree, let your legislators know.

County and municipal governments do not have this clawback, which is why they can lower their tax rate as the appraised property growth value and the tax yield within their appraised area increases. In a previous editorial, I cited the Commissioner of Education’s recent appearance before the state’s legislative budget board in which he reduced his funding request for the next biennium by $3.5 billion. In a state that is adding 80,000 students per year statewide, this can only come about because of increasing property values and the property tax yield it generates. In fact, in his testimony, Commissioner of Education Morath cited his reliance on the projected statewide property tax growth of 6.8% in order to support the $3.5 billion drop in his funding request. Not only are the majority of our public school districts efficient, they are struggling to make ends meet. If the Legislature wants to support our teachers, they will find a way to streamline and improve school funding.
