NEWS Tamil Nadu Deputy CM promises aid to Houston Tamil Studies Chair By SESHADRI KUMAR Visiting Deputy Chief Minister of Tamil Nadu, O. Panneerselvam, last week announced a personal donation of $10,000 to the Houston Tamil Studies Chair at the University of Houston. Panneerselvam visited Houston on Nov. 14 and 15 at the invitation of Houston Tamil Studies Chair. The deputy CM, popularly known as OPS, during his current visit to the U.S., is seeking investments for industrial expansion in Tamil Nadu from prospective non-resident Indians. He was accompanied by S. Krishnan, I.A.S, principal secretary to the department of finance, government of Tamil Nadu. On Nov. 14, OPS visited Sri Meenakshi Temple where he was received with traditional honors by the MTS chair, Dr. Padmini Nathan. The same evening, HTSC organized a grand reception for OPS. It was attended by about 300 people representing HTSC and members of various organizations like the Bharathi Kalai Manram of Houston, Tamil Nadu Foundation and Metroplex Tamil Sangam of Dallas. Sam Kannappan, President of HTSC and his wife Meenakshi Kannappan honored OPS. Pearland Mayor Tom Reid proclaimed November 14 as OPS Day in Pearland. Organization representatives from Bharathi Kalai Manram, Tamil Nadu Foundation Houston Chapter, Dallas Metro Tamil Sangam and Namadwaar also honored OPS. He later unveiled a plaque marking the opening of the renovated MTS Kalyana Mandapam. On Friday, Nov. 15, OPS met with Dr. Renu Khator, Chancellor of the University of Houston System. OPS and Khator launched the HTSC Electronic donor wall at the Chancellor’s office. The HTSC electronic donor wall displays the names of the donors to the project. HTSC board members Kannappan, S.G Appan, Sockalingam Narayanan, Tupil Narasimhan, Naa Ganesan, Thiru Arumugam and Perumal Annamalai separately met with OPS and made a presentation on the HTSC mission and the agreement signed between HTSC and the UH to set up a Tamil Studies Chair. OPS not only announced his personal contribution of $10,000 but also expressed strong support for HTSC by saying “Tamil Nadu should also contribute its might to the establishment of a Chair for Tamil in the University of Houston. I assure you that on my return to Chennai, I will consult the Chief Minister and arrange for appropriate support from the Govt. of Tamil Nadu to the Tamil Chair in Houston”. HTSC organized an investors meeting with OPS and the Principal Secretary, Tamil Nadu Govt. Finance Department, S. Krishnan, I.A.S. who addressed investors at the Indian Consulate office in Houston. Arun Kumar of Dallas coordinated the investors meet. Board members of the Indo-American Chamber of Commerce met with OPS and offered to assist with investments in Tamil Nadu. Krishnan also spoke at the HTSC reception earlier, explaining the ideal investment opportunities available now. The Tamil Nadu economy is the second largest in the country and its per capita income was below the national average in 1992 and double the national average in 1999. Tamil Nadu has four ports and there are potential opportunities for oil and gas export to India and the supply of feedstock for petrochemical industries in Tamil Nadu by Houston-based energy companies, Krishnan said. Further, Krishnan highlighted two major alternative investment funds, Tamil Nadu Infrastructure Development Fund and Tamil Nadu Shelter Fund, established by the state government and approved by the World Bank. Institutions and high net worth individuals can invest in these funds for reasonable returns. The alternative is to tap funds from those who are unable to make direct investments in the industrial sector.

Krishnan said during the current visit in Chicago, a memorandum of agreement was signed with a private investment agency, promising $100 million investment in these funds. Besides the Houston meeting, the delegation met with investors in Washington D.C. and New York as well, before returning home. Deputy Chief Minister OPS’s visit created tremendous enthusiasm among the Tamil community of Houston and made us Tamils here very proud of our culture and heritage, which indeed is the main focus of HTSC’s endeavor to establish a Tamil Studies Chair at the University of Houston, according to Kannappan.

From Page 1 Acharya Nanavaty, in his remarks, encouraged all Hindu families to send their children to the annual Hindu Heritage Camp organized by the HGH. He highlighted the importance of learning Hindu values through such camps by alluding to the annual pilgrimage of Hindus to ashrams on the banks of River Ganga or visiting the Himalayas for a brief period to learn the scriptures directly from the learned rishis. As knowledge flowed like the River Ganga, one must make an effort to learn it, Nanavaty said. In this context, the Hindu Heritage Camps played a vital role. Referring to the speeches by the outstanding Hindu youth award recipients, Nanavaty said he was touched by their eloquent speech and their sincere efforts to understand the scriptures. At this juncture, he cited his own example of being a chemical engineer by profession and pointed out that he cannot really be called a chemical engineer anymore because, for the past two decades, he has not been a practicing chemical engineer and instead pursued spiritual studies. Thus, a scientist who does not practice science can’t

be called a scientist and a Hindu, who does not practice Hinduism, can’t be called a Hindu. Nanavaty said he and Darshanaben were honored to receive the Lifetime Achievement Award, more because the recognition is given by “your own peers, eminent leaders of the Hindu community.” He offered this award at the feet of Pujya Gurudev Swami Chinmayananda. In the true tradition of Hinduism, Adi Sankaracharya went through the entire length and breadth of the country and established ashrams, when there was no transportation. Similarly, Swami Vivekananda came to the U.S. and spread the message of Vedanta. Swami Chinmayananda came down from the Himalayas and traveled all over India and abroad, spreading the Bhagavad Gita in English, at a time when Hindus were learning very little of their religion because of modern, secular education. At that time, “We grew up going to temples and doing the rituals, but did not know much about Hinduism,” Nanavaty pointed out. The Nanavatys left their professional life and took to the study of Vedanta, only for their personal life. But, in

1982, at the urging of a few friends, they began teaching the Gita in a small way. It has grown into a big family today with thousands of children and adults becoming members of Chinmaya Mission. No two individuals can take credit for what Chinmaya Mission Houston is today, deserving the award, but it belonged to all the countless sevaks and sevikas, teachers, children and adults of Chinmaya Mission who helped it grow, Nanavaty said. Dev Mahajan of Arya Samaj, chairman of the board of advisors of HGH and Sushma Mahajan presented the awards to Gaurang and Darshana Nanavaty. The Lifetime Achievement Awards are a recognition of the immense contribution of the Acharyas to countless Hindu youth in the community by promoting spiritual learning and scriptural knowledge and enabling them to become positive contributors to the society. Since 1982, Gaurang and Darshana Nanavaty have enriched the Houston community with the treasured scriptural knowledge of Vedanta. Their most revered Guru, Pujya Gurudev Swami Chinmayananda, conferred the title of “Acharya” on the

couple in 1983. As early as 1979, the Nanavatys, inspired by Gurudev, gave up their professional careers and immersed themselves in an intense study of the Hindu scriptures during the Vedanta Course at Piercy, California. The Acharyas of Houston were recently honored and highlighted among the “Jewels of Gujarat” – in a 2014 Silver Jubilee publication (by Maneesh Media) featuring 80 eminent Gujarati personalities selected from fourteen countries. Every Sunday, Acharya Gaurang Nanavaty conducts satsangs in two sessions, for adults and parents of the Chinmaya Bala Vihar children. His discourses on a wide range of Vedantic texts, from the Bhagavad Gita to the Upanishads, encourage reflection and contemplation while catering to seekers at all levels of experience. He also guides many Study Groups on the other days of the week to make Vedanta applicable in daily life. Darshanaben is the devoted co-Acharya of Chinmaya Mission Houston and the guiding force behind the Bala Vihar activities. Blessed by Gurudev and encouraged by the next global head of

Chinmaya Mission, Swami Tejomayananda, Darshanaben has compiled the Bala Vihar series of curriculum textbooks for the benefit of all CM centers worldwide. They symbolize her tireless efforts to make the Hindu scriptures relevant to children of all ages, at all stages of their learning. One of her books, “Bon Voyage,” illustrates and conveys the essence of spirituality in a simple and effective style to children. Another of her creative productions, a multimedia CD-ROM version of the Bhagavad Gita titled “Journey to the Truth” is a beautiful gateway to the timeless wisdom of the Gita. It features a captivating combination of art, animation, music, and narrative. Her teacherstraining workshops in many Bala Vihars in North America and India are noteworthy for the many creative techniques she employs to make spiritual and cultural learning enjoyable to both children and teachers. Her latest contribution is “Gita 365” - a Mobile App that gives a brief three to fourminute message from the Gita by Pujya Gurudev Swami Chinmayananda, daily on the smart phone. India House-SOS present seminar on Strategic Choices about Medicare, Decluttering

HOUSTON Among the challenges facing seniors and retirees are keeping up with the annual changes in Medicare and how to declutter your posessions and then, possibly, move to a right sized home. India House and Share Our Secrets (SOS.org) held a joint seminar on Sunday, November 10 afternoon at India House with a panel of experts who have knowledge about 2020 changes to Medicare and answers to the question, “do we need to downsize/right size, if so, when and where to”. The information about Medicare is timely because the Medicare Open Enrollment period, which ends Dec. 7. After snack of tea and piping hot samosas, the seminar began with SOS Coordinator Atma Ram, who welcomed the audience and explained the myriad of social and cultural services available at India House and how SOS teaches the next generation the life skills to succeed in their careers and in their relationships. SOS also conducts frequent seminars for seniors to adjust to retired life. Emcee for the seminar was Jyoti Kulkarni, recent president of Daya Houston, an agency providing aid to victims of do-

mestic violence. She is active in socio-cultural activities associated with the Indian community. “Health insurance is a very complex subject. Nevertheless, It is important for all of us retirees to be vigilant about the changes to Medicare that occur year to year.” The first speaker was LaQuentin Jenkins, an insurance agent, who actually has an engineering background. “He promised his grandmother to help families facing healthrelated challenges during their Golden year by receiving the maximum amount of benefits that they deserve,” explained Mrs. Kulkarni in her introduction. “Get somebody who is tech savvy to help you get online with your computer gadgets,” Jenkins suggested. “The biggest change with Medicare nowadays is technology. People give up on learning about Medicare changes and stay with the plan that they have. Often times, it is a bad idea. You should have your plan evaluated by a professional every year. That professional should be independent and not represent only one or two plans. Such salespeople steer you to the plan that they are selling. My obligation is to do

right by you.” “There is an app called Medicare.gov, which allows you to compare different plans,” explained Jenkins. “You also will get information on what health conditions are covered under a particular plan and how much it will cost.” The second speaker was Gina Powell, a Certified Transition and Relocation Specialist. Gina and her husband, Ray, opened Caring Transitions of Metro Houston because they wanted to make a positive impact on their community by working with seniors and their families. Their services are customizable, and can make life easier for any family looking to downsize or relocate by managing all the details involved, so that families can focus on what matters most for them. “Decluttering and downsizing are steps that you can plan ahead,” Ms. Powell explained. “If you don’t, your children have to do it. We are amazingly attached to our stuff. We move the customer to the new downsized space, figure out what can fit, and then come back to the old house and either sell, recycle or dispose off the remaining stuff.” The final speaker was

Sharmila Moharir, an adjunct professor of mathematics at HCCS. Living in a large house in suburban Katy, Mrs. Moharir downsized to a two-bedroom apartment in a skyscraper near downtown after her children left home for college. “In an apartment, I no longer feel the loneliness of living alone in large house as her husband was traveling often for business. I can talk to the concierge, housekeepers and other staff. When our children visit, they are no longer closeted in an upstairs bedroom and we interact throughout the day because of the compact space.” During the Q&A session, Jyoti Kulkarni posed questions from the audience to the panelists. As in previous seminars, the event featured small grouphuddle sessions, allowing the attendees to raise more specific questions with the speakers/ panelists. Atma Ram said the speaker presentations would be available to the audience members provided they respond to the email request for feedback. Share Our Secrets (SOS) is

an educational organization, which conducts a gamut of programs for educated young people to teach them skills that are not taught in college curriculums and enabling them to succeed in their careers. SOS also conducts various community outreach events, on topics of interest to Houstonians, and specifically for seniors that could benefit them in their retired lives. India House is a community center which provides a myriad of services & activities, either free or at a highly discounted price, including Charity Clinic, Sareen Harris Health Clinic, Yoga, Meditation, After-School and Summer Care, Technology Classes for Seniors, Hindi and Sanskrit Language Classes, Legal Consultations, Dance Classes, Cricket, table tennis and informative/educational seminars. India House, in partnership with Food Bank of Houston, has also started a free food distribution program for about 400 needy families per month from the neighboring communities.

Fort Bend’s interfaith Thanksgiving service set for Nov. 25

Over 1000 Fort Bend residents representing the diversity of religious groups in Fort Bend County attended last year’s Interfaith Thanksgiving Service. Church leaders from 16 different faith traditions, shown here, presented the 2018 service. This year 30 area congregations, mosques, churches, temples and synagogues will be conducting the service. The Fort Bend Interfaith Community will host an all-faiths Thanksgiving service with the theme of “Peace in our Hearts, Peace in the World.” on Monday, November 25, at 7 p.m. at Christ Church Sugar Land, 3300 Austin Parkway. The event will feature readings, songs, poems, dances and prayers from a wide range of faiths including Christian, Muslim, Jewish, and Hindu. Hindus of Greater Houston will present a cultural item during the service. “The Interfaith Thanksgiving service brings together people from diverse faith groups and backgrounds to celebrate our

shared values of peace, hope, and love,” said Nihala Zakaria, one of the event organizers. “With over 30 member churches, mosques, temples and synagogues we are united together as a community of faith to bring the words and melodies of our individual traditions to create a meaningful and heartfelt expression of Thanksgiving.” The service will include clergy and members from local congregations representing their faith’s expressions of Thanksgiving through readings from the Bible, the Quran and the Book of Mormon as well as songs of prayer and praise. The Fort Bend Interfaith Com-

munity is made up any religious group that believes in building meaningful relationships, rooted in trust, respect, and shared values. The group seeks to promote dialogue and understanding in what is called the most diverse county in the United States. In addition to the annual Interfaith Thanksgiving Service, the Interfaith Community also sponsors a Martin Luther King Youth Day of Service and a spring Dinner and Dialogue where people can sit down to a meal with people of other faiths. There is no admission fee for the Interfaith Thanksgiving. Coffee, water and cookies will be served after the service.

Jain (Las Vegas, NV) On November 12, 2019, the whole world celebrated the 550th Birth Anniversary of Guru Nanak Dev Ji; an apostle of Peace, harmony, coexistence and respect between all religions and human beings. Same day India and Pakistan Governments inaugurated the opening of the Kartapur Sahib Corridor connecting the two holiest Sikh Shrines in India and Pakistan. This has already enabled thousands of devotees to go freely to the Holy places easily. Jainism is one of the oldest and Sikhism the youngest religions of the World. In terms of population Sikhism is the 5th largest and Jainism the 6th largest in the world. Both religions are minority in India. There is so much in common between Jainism and Sikhism. Since the birth of Guru Nanak Dev Ji and Sikhism, Jains and Sikhs have been working and walking together. This is a living and true example of Interfaith dialog, Inter-dependence, Co- existence, Respect, Cooperation, Sharing, Caring and Helping each other. In this brief article, we provide a quick glimpse of this Rich and impressive history (past and present). Lot of history of Jains and Sikhs are inter-twined. 2,600 years ago, Bhagwan Mahavir

was born in Bihar and Jainism flourished in Bihar. Patna (Bihar) is where lot of Sikh history was made. Guru Teg Bahadur and Guru Govind Singh Ji lived in Patna. Guru Govind Singh Ji was born in Patna (Bihar). 350 years ago Mr. Salis Rai Johri, a prominent Jain in Patna; hosted Guru Teg Bahadur Ji (Sikh’s 9th Guru) and his family on his way to Assam. Wife of Guru Teg Bahadur Ji, Mata Gujri stayed with this Jain family for several years. In this Jain household Guru Govind Singh Ji (the 10th Guru of Sikh’s) was born and grew up to the age of 6. Later this Jain family donated a piece of land for the dharamshala and eventually the Sri Patna Sahib Takht (a Sikh Holy place and place of worship) was built there. This same Jain Johri also built a Jain Temple next door. The Jain temple and Sikh Gurudwara on the same land next to each other in the same campus just separated by a simple wall are a unique example of respect for each other. Sikhs and Jains have never harmed, quarreled or destroyed each other’s places of worship. In Punjab, Jains attend Sikh colleges and Sikhs attend Jain Colleges. Jains and Sikhs working together made Ludhiana a hosiery capital of the world. Some Jain Sadhus/monks have come from Sikh families and in Punjab,

Jain sadhus often stay at Sikh homes and also get their gochari (food) from them. Punjabi University Patiala has a Dept. of Jainology. Jains served Sikh Maharajas in important Positions. All Sikh Maharajas in their ruled states in Punjab (Patiala, Nabha, Fridkot, Jind etc.) employed Jains in very important and trust worthy positions such as Treasurers etc. because of the Jains trust and honesty. Jains and Sikhs have not only co-existed but have provided safety and shelters to each other. Examples; Migration of Jains and Sikhs from

Pakistan in 1947 and the protection provided by a Jain Acharya. C e l ebration of Diwali; Jains for nirvan of Bhagwan Mahavir and Sikhs for release of Guru Hargovind Ji from Gwalior Fort is celebrated same day all over India . Unconditional Ahimsa (nonviolence) is the core Principle of Jains. A Jain is known by the practice of Ahimsa in all his/her professions and walks of life. Sikhs Practice Ahimsa by Seva (Service to others) to the needy and afflicted in distress and in natural and manmade calamities and their practice of free langars (since last 550 years) throughout the world are the hallmark of Sikh tradition. Both Jains and Sikhs have no caste system and stand for equal rights and respect for all humans including women. Both Jainism and Sikhism are least known and most misunderstood in the West. As a result, Sikhs often become victim of hate and terrorism and their Gurudwaras and followers are attacked and killed often. Academic study of Jainism and Sikhism has significantly lagged behind of other Indic religions in North America. Jain and Sikh Community leaders are closing this gap by establishing Centers for Jain and Sikh Studies. These initiatives are Unique and historical

in Nature. They are emulating Takht Sri Patna Sahib at Loyola Marymount University, LA, San Diego State University, San Diego, CA, Claremont School of Theology, Claremont, CA , Charles University, Prague, Czech Republic, Europe, International School for Jain Studies, India ( working with Guru Nanak Dev University Amritsar), Jain and Sikh Studies Chairs at University of California at Irvine, Riverside and Santa Barbara. A comprehensive book on interdependence of Jain and Sikhs is being planned. This is just a beginning; many more to come. By working together and learning from each other; these Centers are working to tear down even the symbolic walls that separate them. “Water is the same in all. NEWS The recent WhatsApp controversy and the Indian government’s reaction highlights that India aspires to be a rule maker not a rule taker in this new high-stakes game, writes India Inc. Founder and CEO Manoj Ladwa. Highlights: The hacking of WhatsApp via the Pegasus software has raised concerns on data security. There is an overwhelming need to handle data responsibly. India has been at the forefront of the global campaign to create a responsible environment for data security and storage. As one of the largest generators of data, India has the legal right and the moral authority to take the lead on laying out the rules on data security as opposed to passively accepting rules made by others. All of us generate dozens of new data points every day. Every time you switch on Google Maps to take you to your destination or order food or book a hotel room or an airline ticket or just read a news item on a website, you are generating data that being stored in some server. And there’s a high probability that the server is in the US or China. Recently, some unknown entities hacked into the WhatsApp messages of several dozen individuals across several countries using a software called Pegasus. The supposedly safe and encrypted messages that we send are apparently not as secure as we were given to believe. The servers are all in the US and Facebook, which owns WhatsApp, surely knows much more than it is revealing. Indian Law, Justice, Communications and IT Minister Ravi Shankar Prasad has demanded that Facebook share data on this massive breach of security. But so far, there is little indication that Facebook is willing to do so. In this context, the recent “Cloud” agreement, a first-ofits-kind pact between the US and the UK to allow law enforcement agencies in the two countries to access data quickly from technology companies, such as Facebook, in criminal investigations, is welcome. According to the US Justice Department, this agreement will “dramatically speed up investigations by removing legal barriers to timely and effective collection of electronic evidence.” “Only by addressing the problem of timely access to electronic evidence of crime committed in one country that is stored in another, can we hope to keep pace with twentyfirst century threats,” US Attorney General William Barr said in a statement.

What’s up with WhatsApp in India? While I completely agree with this sentiment, I hope the US, where most of the tech companies have their servers, will extend this facility to other countries, such as India, as well. But it’s unlikely that it will, given that data is the new gold. That is why I think India is on the right track – demanding that Indian data be stored in India. Companies such as Facebook, Amazon, MasterCard and other mostly US companies are unhappy about this. They point to the huge additional costs they will have to incur to set up large and secure data storage facilities in India saying this will make their operations in India financially unviable. This point is valid, but only up to a point. Half a billion Indians use smartphones and the dozens of apps that come embedded in them as well as the ones they download. Their usage data is analysed by data scientists employed by these app companies to draw conclusions about consumer behaviour, which can be monetised in multiple ways. Such databases, of often hundreds of million people, are goldmines. India’s universal health insurance scheme Ayushman Bharat, for example, will soon have data on various ailments afflicting Indians. With a target size of 500 million users, this database can be spliced by data scientists in multiple ways to come up with medicines and medical solutions for various sections of the Indian population. In the hands of pharma and medical device companies, this data analysis can become a source of huge competitive advantage. Thus, there is an overweening need to handle this data responsibly. And ensuring data security and privacy is a big part of his responsibility. India has been at the forefront of the global campaign to create a responsible environment for data collection, storage, management and processing. Any organisation, person or machine that handles data has the obligation to handle it responsibly. The way out is to find a middle ground. Obviously, no company or country wants to give up its monopoly over data without a good fight. But India, as one of the largest generators of data, has the legal right and the moral authority to be among the rule makers rather than remain a passive rule taker on data. Houston Police honor fallen IndianAmerican Policeman, Change dress code for Sikh Police officers The Houston Police Department has changed its dress code policy to allow the minority community members to represent their faith while on duty. In honour of fallen Indian-American Sikh police officer Sandeep Singh Dhaliwal, the Houston Police Department has changed its dress code policy to allow the minority community members to represent their faith while on duty. On September 28, Dhaliwal, a 10-year veteran of the Harris County Sheriff’s office and its first Sikh deputy, was gunned down while conducting a mid-day traffic stop in northwest of Houston. The 42-year-old trailblazing police officer made national headlines when he was allowed to grow a beard and wear a turban on the job. “Proud to announce HPD (Houston Police Department) will accommodate Sikh officers by letting them wear their articles of faith while on duty,” Houston Mayor Sylvester Turner tweeted. “Proud to stand with Sylvester Turner and so many members of our community to announce our policy and get the word out to our greater community,” Chief of the Houston Police Department Art Acevedo tweeted. In a news briefing, the Houston Police Department announced that they are changing its uniform policy to allow officers to wear their articles of faith while on duty in order to be more inclusive in honour of the fallen Sikh deputy, Fox News reported. “I’m honoured,” Dhaliwal’s father, Pyara Singh Dhaliwal, was quoted as saying by the KHOU Television station. “The honour I got from this community and from the chief, the police department and the sheriff department is ... I have no words to say. So, I very much thank all of these bodies. Wonderful moment,” he said. The New York Police Department, the Chicago Police Department, the Metropolitan Police Department in Washington and the Riverside Police Department in California are the other law enforcement agencies in the US which have uniform accommodations for the Sikh officers. Sikh advocacy groups also praised the policy change. “This policy change shows that no one should ever choose between their faith or their career, and also that these articles of faith pose no barrier to service,” Nikki Singh, policy and advocacy manager for the Sikh Coalition, was quoted as saying by the CNN. Dhaliwal, worked with United Sikhs, a global humanitarian relief and advocacy nonprofit, to help organise the donation of truckloads of supplies for first responders after Hurricane Harvey. India sent over 200,000 students to US in ’18-19

India sent more than 2,02,000 students to the US in 2018-19, the second largest after China which for the tenth consecutive year remained the largest source of foreign students in America, according to a report released on Monday. The ‘2019 Open Doors Report on International Educational Exchange’ said the number of foreign students in the US set an all-time high in the 2018/19 academic year, the fourth consecutive year with more than one million international students. The data from the US Department of Commerce stated that international students contributed USD 44.7 billion to the US economy in 2018, an increase of 5.5 per cent from the previous year. For the tenth consecutive year, China has remained the largest source of international students in the US in 201819 with 3,69,548 students and India with 202,014 students sends second largest number of foreign students to the United

States, the report said. The total number of international students was 1,095,299, a 0.05 per cent increase over last year, it said, adding that international students make up 5.5 per cent of the total US higher education population. Students from India and China account for more than 50 per cent of international students, said the report that was released by Institute of International Education (IIE) and US Department of State’s Bureau of Educational and Cultural Affairs. “We are happy to see the continued growth in the number of international students in the United States and US students studying abroad,” said Marie Royce, Assistant Secretary of State for Educational and Cultural Affairs. “Promoting international student mobility remains a top priority for the Bureau of Educational and Cultural Affairs and we want even more students in the future to see the United States as the best destination to earn their degrees,” she said.

According to the report, China remained the largest source of international students in the United States in 2018/19 with 369,548 students in undergraduate, graduate, non-degree, and optional practical training (OPT) programmes, a 1.7 per cent increase from 2017/18. India (202,014, +2.9 per cent), South Korea (52,250), Saudi Arabia (37,080), and Canada (26,122, +0.8 per cent) round out the top five, the report said. Emerging market countries showed some of the strongest growth year over year, especially Bangladesh (+10.0 per cent), Brazil (+9.8 per cent), Nigeria (+5.8 per cent), and Pakistan (+5.6 per cent), the report said. As many as 51.6 per cent of international students in the US pursued STEM fields in 2018/19 and the number of international students in Math and Computer Science programs grew by 9.4 per cent, surpassing Business and Management to become the second largest field of study for international students, it said.

Rajnath discusses defence ties with US counterpart India and US discussed the entire range of bilateral defence ties during talks between Defence Minister Rajnath Singh and his US counterpart Mark T Esper in Bangkok on Sunday. The parleys were held on the sidelines of Association of Southeast Asian Nations(ASEAN) Defence Ministers’ Meeting-Plus (ADMM-Plus) there. Expressing happiness on the growing relationship between India and US, Singh said the bilateral cooperation between the two sides has grown across a wide range of sectors including defence and security, economy, energy, counter-terrorism and people-topeople ties, according to defence ministry officials here. Singh added that there is growing convergence between India and US in the Indo-Pacific region and India’s vision for Indo-Pacific is for a free & open, peaceful, prosperous and inclusive region supported by a rules-based order and respect for sovereignty and territorial integrity. His observation comes in the backdrop of China fast expanding military and economic influence in the Indo-Pacific region, triggering concern in various countries of the region and beyond. ASEAN is central to India’s vision of Indo-Pacific. Both countries are working together in the area of maritime security including elements such as joint exercises, Humanitarian Assistance and Disaster Relief (HADR) operations and Maritime Domain Awareness. The two Ministers also discussed a number of other issues concerning regional security and bilateral defence cooperation. The meeting ended on a positive note and the Indian Defence Minister looked forward to have substantial discussions during the forthcoming 2+2 dialogue in Washington later next month. The inaugural Indo-US ‘two-plus-two’ talks took place here in September last year. Later, in a tweet, Singh described his meeting with US Secretary of Defence as excellent. “We talked about ways to expand defence cooperation between India and the United States,” he said. The Defence Minister also held a separate meeting with his Japanese counterpart Taro Kono with a focus on adding further momentum to bilateral defence cooperation. The ADMM-Plus is also likely to review the evolving security scenario in the region, particularly in the maritime domain. The inaugural ADMM-Plus was convened in Hanoi in 2010. The Defence Ministers then had agreed on five areas of practical cooperation to pursue under the new mechanism, including maritime security, counter-terrorism, humanitarian assistance and peacekeeping operations.

Ramdev boycott call after Dalit slur

Dalit and tribal bodies have called for a boycott of the products of Patanjali after Ramdev, the brand’s founder, allegedly accused Dalits, tribal communities, Muslims and the followers of the late Dravidian leader Periyar of spreading “intellectual terrorism”. A video has been circulating since Saturday, purportedly showing the controversial comments against groups that do not necessarily conform to the dominant narrative about Hindu religious practices and saints. The All India Ambedkar Mahasabha, All India Backward and Minority Communities Employees Federation and the Bhim Army have condemned Ramdev’s statement and described him as a promoter of the Manu Smriti, which codifies the caste system. “The words used by Ramdev will not be tolerated. He has exposed himself as a believer in the Manuwadi philosophy. We have called for a boycott of Patanjali’s products,” said Ashok Bharati, president of the Ambedkar Mahasabha, which represents Dalit and tribal communities. His organisation has called for the burning of Patanjali’s products on the streets on Tuesday. Ramdev’s spokesperson S.K. Tijarawala did not respond to phone calls and text messages seeking comment. The Bhim Army, another champion of Dalit rights, has demanded an apology and a retraction from Ramdev, as has

Other Twitter users also shared their views on the issue, demanding Ramdev’s arrest and calling for a boycott of Patanjali products. As #ArrestRamdev, #BoycottPatanjaliProducts and #RamdevInsultsPeriyar trended, another hashtag #Salute_Baba_Ramdev began appearing on the micro-blogging website. A few users, including Mandal, called it the handiwork of the BJP IT cell. Many users found ways to troll Ramdev over the issue.

The world wants a piece of the Indian innovation pie

India’s tech start-ups have placed the country at the cutting edge of emerging technologies and are attracting billions of dollars of investments from tech giants and investors such as Google, Amazon, Softbank and Alibaba. A proactive government, a helpful policy environment and the second largest internet user base are fuelling this boom. New age Indian IT companies, especially start-ups working in cutting areas such as robotics, virtual reality and augmented reality, among others, are once again putting Indian innovation on the world map. Suddenly everyone from Masayoshi Son of Softbank to Mark Zuckerberg of Facebook to Satya Nadella and Sundar Pichai of Microsoft and Alphabet (parent of Google), respectively, to Jack Ma of Alibaba want a larger piece of the Indian IT pie. India has world’s 3rd largest start-up eco-system Consider this: Nasscom, the trade body representing Indian IT companies, recently released its fourth annual report in collaboration with Zinnov, a global consultancy. It says: * India has the world’s third largest start-up eco-system after the US and China. * India also has the third largest numbers of unicorns (24), in the world, after China (206) and the US (203). * India added seven unicorns in the first eight months of 2019. * 50 more start-ups are likely to become unicorns in the near future. Of these “soonicorns”, as they have been dubbed, as many as 35 are likely to touch $1-billion valuation within two months. * The cumulative valuation of all start-ups in India is $101 billion. * Indian start-ups now account for 430,000 jobs, 60,000 of them within the last year. The report adds that India will have 100 unicorns by 2025 that will create 1.1 million direct jobs. “There are 23,000 start-ups (in India) and 800 are technological start-ups… But, when I see global number of unicorns, that number is 400-plus and so there is a case for greater mentorship and encouragement,” India’s Law, Communications & IT Minister Ravi Shankar Prasad said recently. Global biggies step in Some global tech giants such as Google have set up incubators in India that provide fledgling start-ups with office spaces that they share with other start-ups, in addition to funding and support services. Y Combinator, a US fund that has helped seed the birth of many iconic start-ups such as Dropbox, AirBnB and InstaCart, among others, is stepping

up its bets on India. Sam Altman, President of Y Combinator recently told the media: “I think there will be multiple $10 billion-plus companies which will be started in India in the next few years and, hopefully, we will get a shot at funding some of those.” Helpful government policies, internet penetration pushing innovation Fuelling this boom are policies unveiled by the Narendra Modi government specifically targeted at making India a major hub for start-ups and recent disruptions in the telecom space that have boosted internet penetration to 58 per cent (627 million users) and pushed its smartphone user base to 500 million. According to a Boston Consulting Group-The Indus Entrepreneurs (BCG-TiE) report titled “The $250 Billion Digital Volcano: Dormant No More”, the Indian internet economy is expected to touch $215-265 billion (7.5 per cent of Indian GDP) by 2020 from 5 per cent in 2018. Billions of dollars pouring in The investments are pouring in. Media reports in India estimate that the country’s start-ups have attracted about $34 billion in foreign direct investment, not counting direct investments made by US and European tech MNCs in their own R&D centres in India. The largest of these investments was the $16-billion acquisition of Indian e-commerce start-up Flipkart by US retailer Walmart. But this will be dwarfed by Softbank’s plan to invest $100 billion in Indian tech start-ups through its Vision Fund. Facebook, meanwhile, proposes to launch three more innovation hubs in Mumbai, Bengaluru and New Delhi by the end of the current financial year to nurture and incubate Indian start-ups in emerging technologies. It has already set up its first such hub in Hyderabad. These massive investments and the efforts of hundreds of thousands of bright Indian Indians, bankrolled by global and Indian tech giants and venture capitalists, is making a difference to India’s standing in the world. India an emerging innovation hub The Global Innovation Index, released on 24 July 2019 in New Delhi by Indian Commerce and Industry Minister Piyush Goyal, showed that India had gained five positions and now ranks 52nd in the world, a gain of 29 positions since 2015. This was preceded by the 2018 KPMG Global Technology Innovation Report, in which India was ranked third, after the US and China as the place tech leaders around the world expect the next big tech

breakthroughs to come from. “India maintains a strong showing…. It is ranked in third place, as 13 per cent of global technology industry leaders indicate its potential for tech breakthroughs. India has prioritised government support for entrepreneurship and a burgeoning culture of innovation. Many start-up business models are leveraging emerging technologies to cater to India’s mobile-first generation,” the report said. “Start-ups are at the core of India’s transition journey towards becoming a leading innovation hub in the world. With the young and dynamic pool of entrepreneurs and skilled workforce, India is likely to become a focal point to generate innovative ideas in the near future,” Akhilesh Tuteja, Head of Technology, KPMG in India, told the media. Artificial intelligence – a challenge for India While Indian start-ups are doing well and are at the cutting edge of innovations in robotics, fintech and e-commerce, it is way behind the curve in artificial intelligence. And this, many believe, could be India’s Achilles’ heel.

A 2018 discussion paper at NITI Aayog, the Indian government’s official think tank, titled “National Strategy for Artificial Intelligence” pointed out that India had only 386 PhD-educated researchers, out of more than 22,000 such personnel worldwide, in the field of AI. “Moreover, serious research work in India in the field of AI is limited to less than 50 researchers with concentration mostly in institutes such as the IITs, IIITs and IISc,” it said. Unless remedial action is taken immediately, this could emerge as the pothole that stymies India’s tech ambitions as almost all future innovations will have a large AI component. Experts say it needs a concerted push from the government in the form of policy support and incentives, with active support from industry and academia, for AI to develop in India. The way forward India has justifiably earned the moniker of being the world’s back office thanks to its success in outsourced IT services. But countries such as the Philippines are chipping away at India’s advantage.

Building on the outsourcing base and dipping into largely the same pool of talent, India is slowly reinventing itself as a global innovation hub. To facilitate this, the Ministry of Electronics and Information Technology (MeitY) has set up the MeitY Startup Hub (MSH), a platform to connect the start-up eco-system, which was inaugurated in October this year by IT minister Prasad. India has about 23,974 government-recognised start-ups. “MSH will act as a national coordination, facilitation, and monitoring centre that will integrate all the incubation centres, start-ups, and innovation related activities of MeitY,” reads the MSH website. The hub will promote technology innovation, start-ups, and the creation of intellectual properties. To maintain the momentum, though, there must be better regulations that support technological innovation, train tech talent, incentivise it to stay in the country, and attract foreign and domestic investment. NEWS Signs of normality in Srinagar city centre Signs of normality have been returning fast over the past week or so, coinciding with the onset of winter Srinagar’s city centre looked near normal for the first time in three-and-a-half months on Monday as many shops remained open till evening and roads were packed with traffic. The Kashmir Valley has remained largely shut in protest since the government scrapped Jammu and Kashmir’s special status on August 5 but signs of normality have been returning fast over the past week or so, coinciding with the onset of winter. The hustle and bustle in the city centre lasted till evening, with the footfall of shoppers increasing considerably, though the shutdown remained in force for the larger part of the day in the old city. The traffic also looked near normal in the city centre and many public transport vehicles could be seen plying. Near normality has also returned to other major towns like Baramulla and Anantnag. A tailor in Regal Chowk said he was surprised to see the markets in full bloom. “I joined my shop after a week, only to find so many people around. I don’t know why it was so normal today and don’t know whether it will last,” he said. Bulbs inside several shops could be seen glowing for the first time in months during the evening. The markets had been completely shut for several weeks after August 5 but many shopkeepers gradually started doing business in the morning hours, seen as a strategy to mitigate the losses while being loyal to the protest programme. The first major chinks in the shutdown programme surfaced days after the Valley received massive snowfall on November 7, the extreme cold making it difficult to open shops early in the morning. For a few days, the shops would be open from around 9 till noon — in most parts of the city and other towns. Dozens of students attended the premier schools in the city centre. School sources said the students attended class but not in uniform. Many students, however, continue to stay away from school. State police chief Dilbagh Singh sent two videos to journalists, showing traffic and shops operating normally. Winter is not the only reason for the growing signs of normality. Experts claim fatigue, economic hardship and the apparent acquiescence of some sections of Kashmiri society were the other reasons, while government employees were the first to join their offices in numbers. Businesses have suffered massive losses over the last 106 days, with experts pegging the loss at around Rs 120 crore a day. The restoration of Internet connections and prepaid mobile services still remains a fry cry. Hundreds of people, including top politicians, are still in jail.

Maha Pawar play: Talks with Sonia yield no results

The much-awaited meeting between NCP chief Sharad Pawar and Congress president Sonia Gandhi on Monday did not throw up a decisive word on the future of a Government in Maharashtra involving them and the Shiv Sena, which continues to wait in anxiety having staked everything in a bid to corner the Chief Minister’s post. In an interesting turn of events, just ahead of Pawar-Sonia meeting, Prime Minister Narendra Modi on Monday utilised his address during the 250th session of the Rajya Sabha to praise the NCP for discipline in the House. “Today, I want to appreciate two parties, the NCP and the BJD. These parties have wonderfully adhered to parliamentary norms. They have never gone into the Well of the House (to protest). Yet, they have made their points very effectively. Every political party, including my party, should learn from them,” Modi said. While efforts are on for the Shiv Sena, the Congress and the NCP to come together, there has been a buzz also about the BJP and the NCP exploring an alternative possibility for Government formation in Maharashtra. The formation of a Government in Maharashtra will take some more time to become a reality as both the Congress and the NCP decided to hold talks with their allies in Maharashtra before taking a final decision. But the BJP, the Congress and the NCP have all opted out of fray for the November 22 mayoral poll in the BMC, India’s richest civic body. While Sena retaining the mayor and deputy mayor’s post is thus a mere formality, it has increased Sena’s importance and also the suspense over who will it eventually ally with. Addressing a press conference after the meeting, Pawar said he briefed Sonia about the political situation in Maharashtra but surprisingly, claimed, there was neither any talk on Government formation in the State nor the Common Minimum Programme (CMP) for the three parties. The three parties had earlier met in Mumbai to chalk out a 40-point CMP. “We have discussed in detail the political situation in Maharashtra,” he said, adding senior Congress leader AK Antony was also there. “Certain leaders of both (Congress-NCP) parties will meet and discuss further and get back to us. We will keep an eye on the situation in Maharashtra. The Congress and the NCP leaders will hold further talks on the future course of action,” he maintained. Sources said the NCP has called its leaders like Ajit Pawar and Jayant Patil to Delhi to hold the talks. Pawar has been keeping the guessing game on ever since the talks between the three parties started. Before his meeting with Sonia too, Pawar came out with a remark that puzzled all. “BJP-Shiv Sena fought together, we (the NCP) and the Congress fought together. They have to choose their path and we will do our politics,” he told reporters before the Winter Session of Parliament began. And before that when the mediapersons mentioned to him about the Shiv Sena telling them that it was in talks with the NCP, Pawar exclaimed, “Really?” Asked if he would rule out the NCP supporting the BJP in forming the Government, Pawar evaded a direct reply and pointed out that the BJP was his party’s major opponent in the Assembly polls. “The BJP and Sena contested the polls jointly. Ask them why they are not forming the Government,” Pawar countered. Sena leader and spokesperson Sanjay Raut met Pawar late in the evening. “Sharad Pawar met the Congress President today and briefed her on the situation in Maharashtra. It was decided that in a day or two, representatives from NCP and Congress will meet in Delhi to discuss the way forward,” Congress spokesperson Randeep Surjewala said in a tweet after the 50-minute meeting between the two. Maharashtra was placed under the President’s rule on November 12 after no party or alliance staked claim to form government in the state. Pawar’s meeting with the Congress chief comes a day after the NCP’s core committee held a meeting in Pune and resolved that the President’s Rule should end and an “alternative government” be formed in Maharashtra. In the October 21 Maharashtra polls, the BJP-Sena saffron alliance had secured a comfortable majority by winning 105 and 56 seats respectively in the 288-member Assembly. The Congress and the NCP, pre-poll allies, had won 44 and 54 seats respectively

Sabarimala takeaways By referring its order that allows women entry into the shrine to a larger Bench, SC is buying time, not giving in Faith over women’s rights? A regressive over a progressive society? Religion justifying patriarchy or not? The Supreme Court needs more time, investigations and a larger bench to give answers on who can pray at Sabarimala, knowing that its ruling will become a precedent for all time to come and should, therefore, be well-considered. That it will affect 50 per cent of the nation’s population, namely women, who could always interpret justice as hostage to a brute majoritarian force. Till then, its earlier order allowing women of reproductive age into the shrine holds. There were assumptions that the Supreme Court’s verdict on Ayodhya, which relied heavily on the faith of believers and their continued practice of it, would influence it to review its own order. Simply because the patriarchal servitors of the house of Lord Ayyappa, the celibate God, had codified belief that women of a certain age group would bring temptation to a sacred space, if not the lord himself. As if menstruation and procreation were sins rather than the law of the universe. With their early hold on interpreting religion, they appropriated primacy by unequal means and solidified it as an ordained custom. They monopolised godliness when faith is a soul concern, irrespective of gender. They even equated the deity’s rights to that of Ram lalla’s, humanising the claims of the God-kings to be treated as private individuals in their own homes. Such has been the sanctity of this practice in the public domain that even Judge Indu Malhotra, during the earlier ruling, had wondered if the ban should be respected as the ritualistic right of a sect to keep to its customs as a secular allowance. The apex court doesn’t usually admit a review plea but given the confusion, it did so despite a 3:2 verdict, with justices Rohinton Nariman and DY Chandrachud against another relook. Though petitioners may claim an admission of oversight is implicit in this decision, there are layered takeaways. One, it is intended to defer another ruling of landmark proportions so soon after the Ayodhya verdict and control the fallout. Second, the top court has suggested widening the ambit of a woman’s devotional rights across religions, including the entry of women into mosques and Parsi shrines and the practice of female genital mutilation in the Dawoodi Bohra community. This could work both ways. For one, the localised appeal by a sect could be circumvented and made a subset of a larger ruling on democratic rights of women across religions. Or the Hindu sect could be treated at par with the other groups with a right to practise their socially sanctioned faith and attendant rituals. Last but not the least, the deferment helps most mainstream political parties, which do not want to deal with the ramifications before the Kerala elections in 2021. For the BJP, which has thrown its weight behind a review of the order allowing women inside the shrine, its stance has so far not yielded results, the party failing to win either a seat or increase its voteshare during the Lok Sabha elections. The Congress, in fact, has gained for endorsing the same line, that the hill shrine be entitled to its own traditions. So the court’s need to study the objections raised is a reprieve for all parties concerned. Yet it raises a vital question. Why do we need the highest judicial authority of the land to lay down the code of societal evolution and dynamism when we should be reforming practices and executing them ourselves? Why are we still hesitant to acknowledge that we need to look at women as they are without being referenced by the patriarchal gaze, be it social or religious. Lord Ayyappa himself as a fountainhead of divinity would not have discriminated between his people. The Hindu pantheon has always prided the sacredness of both the masculine and feminine as essential attributes of spiritual enlightenment and has made women the originator of shakti. Our early Vedic texts are replete with examples of women scholars and priests. Believers maintain that Lord Ayyappa had sworn not to marry till his earthly mission was fulfilled and women devotees who understand empathise with the woman who still waits for him. But Ayyappa is also the most democratic god there is. Devotees dress uniformly in black, symbolising a renunciation of worldly pleasures and donning a garb of equality beyond caste and other social hierarchies. A Dalit can lead the prayers if he is the group leader and a Brahmin follower must touch his feet, too. Nowhere in Hindu rituals is such liberalism on display. So lord Ayyappa himself would not turn away the genuine seeker, be it a woman or man. When will we understand this? —The Pioneer

Future Group has partnered Dole Foods, the world’s biggest producer of fruit and vegetables, to launch their products in India by year-end.
