LAWN NUTRITION
awns are hungry feeders; let’s take a look at what they need to remain healthy throughout the year. Far too few gardeners understand what goes into the perfect lawn. Most think it is okay to pick up a bag of weed & feed, sprinkle it liberally on the lawn and all will be okay. Your lawn has a complex relationship with nutrition, which changes throughout the growing season and these things need to be taken into consideration if you want a healthy, attractive, disease free lawn. You may be thinking that surely it can’t be that complicated. Let’s try to explain the basics. When it comes to lawn nutrition there are really three main things to think about; fertiliser composition, timing and application methods.
Fertilisation is important as it influences the colour of your lawn, its ability to cope with the stresses of drought, mowing and extremes of temperature and to fight against disease and weed infiltration. Choosing the right fertiliser and applying it correctly really is the key to success. Chemical and organic fertilisers display the nutrient content by way of three different numbers. These three numbers represent the compounds Nitrogen, Phosphorus and Potassium (or Potash). Often displayed as N-P-K. The numbers correspond to the percentage of each of these compounds in the fertiliser inside the pack. That’s the easy bit! What each of these compounds does for the plant is probably the most important part. Nitrogen helps leaf growth. Phosphorus helps the growth of roots and flowers, and Potassium is important for the overall health of the plant. When to promote leaf or root growth is really the key to successful lawn nutrition.You want healthy leaf growth in the growing season to encourage a stronger grass plant, but you don’t want to go into winter with too much leaf that can be damaged by the bad weather. High nitrogen fertilisers encourage quick leaf growth but potentially make the plant more susceptible to the attacks of pests and diseases. Phosphorus is important going into winter to encourage healthy and robust roots to support your lawn throughout the challenging months ahead. Another important factor in selecting the right lawn fertiliser is the type of nitrogen actually in the product. Nitrogen fertiliser may consist

of fast-release or controlled-release nitrogen. For lawns, fertilisers containing controlled-release nitrogen sources are best. Lawn care professionals tend to use coated granular product. The coating is formulated to break down gradually over time, therefore providing a slow release of fertiliser as the plants require it. Cheaper fertilisers break down with moisture. We use a technical fertiliser which activates as the temperature increases, ensuring that as the days warm and the plant needs more nutrition it is gradually made available. It tends to be more expensive but it certainly is effective, provides professional results and gradual grass growth, rather than a sudden burst of growth resulting in excess mowing requirements. So we have covered composition and also timing of application. Let’s take a look at application methods. Most home owners who buy their lawn feed from the garden centre will have a choice between granular or liquid feeds. As we mentioned earlier, ideally you want a product that releases its nutrients into your lawn slowly, as required, over time. There are two downsides to cheaper liquid feeding. The first is that it tends to be immediate. Your lawn gets an instant food hit then nothing. The other issue is that liquid feeding can be very time consuming and it’s difficult to get the application rates right. We do use liquid, foliar feeds later in the season when we can mix a complex combination of micro-nutrients, amino acids and soil conditioners in a slow release formula that's more appropriate for professional use. Controlled-release granular feed is by far the best choice for amateur use. Most gardeners will attempt to apply this themselves and this can create issues. Application by hand is almost impossible to get right. The granules slip through your fingers easily and distribution is uneven. Apply too much to one area and you scorch the grass, often blackening or killing it in patches. Uneven application results in uneven grass growth. Ideally use is a broadcast spreader consisting of a hopper holding the fertiliser and releasing a controlled amount onto a rotating disk, powered by the forward movement of the wheels, distributing the granules in a controlled and even manner. The amount of fertiliser released is controlled by adjusting holes in the base. Getting the quantities right is important and you must calibrate the spreader before you use it, based on the flow rate of the fertiliser, the granule size, the application rate required and the size of the hopper holes. It’s important not to miss any of the lawn or to overlap as you make each pass with the spreader to avoid stripes. I’ve tried to make things as simple as possible but lawn nutrition, product selection and application rates can be relatively complicated. By the time you have bought the product, the right applicator and factored in the time it takes to carry out the work, you can usually save money by asking a lawn care professional to help look after this part of your garden for you. aving been on the wrong end of decisions made by the City Council’s Planning Committee, of which I am a member, I can attest to its independence if not its ability to always make the right decision. When the Sun Lane application goes to committee in the next few weeks, it will endeavour to make the right decision. However, it will be saddled with the weight of the site being allocated in the Local Plan, so it will take considerable effort to persuade it that the proposal is fundamentally flawed. Protocol dictates that I have to stand down from the committee, but that leaves me free to explain why I feel so strongly that this scheme has the potential to be so damaging for Alresford. There are two particular reasons why I have formed this view. The first is the obvious fact that Alresford will no longer enjoy the significant protection of a bypass, which was built in first place to provide protection from unwanted flows of traffic. The new access points on the A31 will break the back of the bypass, and create rat runs and general traffic hassle through many hitherto quiet residential streets. New flows will develop, with some seeing the proposal as a short cut onto the A31. The junction at East Street will be particularly awkward in any event. I’m also very concerned that the cost of substantial new roadworks will result in the affordable housing being unviable and that very much less than the due 40%, if any, will eventually be delivered. This has happened many times before. There are other reasons besides, and I am much persuaded by those who feel that the same volume of housing could be much more comfortably provided in several smaller sites scattered about the town. Alresford is lucky to have many local residents who have carefully researched the details of the proposals, and who have objectively considered its impacts. But they need help and I would urge everyone to write to the Planning Committee (quoting ref: 17/01528/OUT) to help make sure that it does make the right decision and rejects the application.

The Cuckoo & the Rhododendron

pring days are just perfect for woodland walks where you can witness the breathtaking displays of rhododendrons and azaleas, and where if you are lucky, you might just catch the haunting call of the cuckoo. Interestingly enough, both the cuckoo and the rhododendron have similar reputations.They are capable of fascinating us, yet at times can be an irritant as they both share the characteristic of being intruders. Some horticulturists bemoan the presence of woodland rhododendrons because they soak up the goodness in the soil and often rapidly encroach on surrounding areas. However, here in Hampshire, there is no better place to witness rhododendrons and azaleas in all their glory, than in the woodland gardens of Exbury Gardens in the New Forest.This is where the Rothschild family has created a world famous collection, which really is, a breathtaking sight and not to be missed. Is it little wonder then, that it was once said the Rothschilds were ‘bankers by hobby and gardeners by profession’? It is of course easy to become captivated by the vivid displays of colour that rhododendrons are so famous for, or be charmed by the heavenly scent of azaleas, while at the same time forgetting these shrubs can be high maintenance.You will need to treat them with care if you want them to flourish in your garden. Firstly, they need exacting soil conditions, which includes an acid environment as they will not tolerate a chalky or lime bed. Secondly, keep them out of direct sun and in particular the early morning sun, while also shielding them from cold drying winds. They like moisture without having their feet too wet and if you want, bright, beautiful blooms the following spring, you need to give them a good feed after flowering. If you cannot cope with their demanding natures perhaps it is best to stick to springtime woodland walks so you can feast your eyes on displays such as Exbury, and you never know, as an extra treat, you might just hear that haunting call of the cuckoo… www.hambrooks.co.uk

aving been thriving in the 'new' shop for nearly 6 years now (time goes so fast!) using the ground floor for retail, manicure and pedicures treatments, and lower ground floor for treatment rooms, Rachael Ashbee was offered the exciting opportunity to expand and make the building into one again. She jumped at the chance and took on the rather large project which actually started last spring when she sought the planning permission and change of use for upstairs which was then an office. By knocking down just one internal wall the staircase to the upper two floors could be revealed. Gradually, the salon upstairs took shape over the autumn and then two weeks after the New Year the salon closed for the final 'knock through'. Along with the refurbishment upstairs Rachael also took the opportunity to re-fit the retail area and bought in professional shopfitters to revamp the shop and to make the reception desk bigger and better. The salon now boasts a fantastic state of the art nail studio on the first floor, with two beautiful pedi-spa massage chairs and three new manicure stations. Whilst enjoying

I live in a privately rented two-bedroom house and the damp in the living room is aggravating my three-yearold daughter's asthma. I’ve told my landlord but she’s not taking action. What can I do?
Resolving damp issues can be difficult - especially as the cause of the problem is not always obvious. Also, by raising any disrepair complaint to a private landlord it’s important to realise that there is a risk of retaliatory
eviction.
First, make sure you’re not doing anything that could be contributing to the damp, such as drying clothes indoors or blocking vents. Once that’s done, you have two potential routes available. The first is to report the problem to the Environmental Health department at your local authority. This route is best if you’re unsure what’s causing the damp, but it’s also an option if you think your landlord is responsible. Tell your council the damp is causing your daughter’s asthma to worsen and provide evidence, including letters from your GP, photos of the damp, and a copy of your tenancy agreement. The local authority can issue an awareness notice, which tells your landlord there’s a hazard in the home and what she needs to do to fix it, although it does not require her to take action. The authority can also serve the more serious improvement notice, which requires your landlord to carry out the work and also offers you some protection from retaliatory eviction. Alternatively, you could take her to court.Your landlord may be held responsible for repairing the damp but this will depend on the cause - such as a broken heater or window - and the terms of your tenancy agreement. If she is responsible, the court can grant an injunction and possibly award compensation. Seek advice from us before going down this route because the legal process can be complex.You may also be entitled to legal aid. One of the characteristics of growing older can be deteriorating eyesight. In some cases this will be due to Macular Degeneration. What is macular degeneration? Macular degeneration (MD) is the term for a number of eye conditions that affect the macula, a small area in the centre of the retina. These cause a progressive reduction or loss of your central vision, making it difficult to see fine detail, recognise faces, read printed materials, or watch television.
How common is it?
MD currently affects around 600,000 people in the UK, which is expected to increase to 700,000 people with age – related macular degeneration (AMD) by 2020. In fact, it’s the most common reason for people in the UK to be registered blind.
What are the symptoms?
Straight lines can appear distorted, bent or wavy, while areas of your vision may appear blank. If you ever notice these symptoms you should seek immediate advice. MD sometimes affects just one eye, which makes it harder to notice the symptoms. This is another reason why it’s so important to have a regular eye examination.
What are the risk factors?
Age – approximately one in ten people aged 65 or over show some signs of MD. Woman are more likely to develop it than men. A family history of macular degeneration increases your risk as does smoking.
How can I help avoid it? • • • •
Stop smoking – smoking triples the risk of AMD Wear glasses – CE marked ultraviolet filters or tints in sunglasses, or blue protective coatings on spectacles in all weathers Wear a brimmed hat to keep the sun out of your eyes Maintain a healthy weight by eating a balanced diet that includes plenty of vitamins, minerals and antioxidants
The most effective way to benefit from early diagnosis of MD is to take a thorough eye examination every two years, or at intervals recommended by your optometrist. Hampshire Mum The Longer Journey
A
nd so it was that I, along with three other friends who shall be known here as Jenny Wren, Stella Scientist and Miss Petite, were kindly invited to the house of another friend, who shall be known as Tour Leader.
Did I mention that the house was in stunning Provence overlooking the beautiful village of Callas? Well, after a quick trip from Heathrow to Nice, and a short drive, that was where we found ourselves. The following morning the full size of the house and surrounding olive grove was revealed, with fabulous views of the surrounding hills resplendent in the weak, but warm, February sun. Happily wrapped in one of many knitwear items, I sipped Earl Grey seated on the terrace; a contented sigh would be more than enough exercise that day. The following three days were spent being shown around the region by our lovely Tour Leader who, having had the house for twenty years or more, knew every hairpin bend, every hillside village and the best restaurants like the back of her hand. There was plenty of time to stand and stare in the quiet, blissfully out of season streets, explore the markets and enjoy purchasing French delicacies for suppers by the fire. Heaven on a stick. Sadly, we were to leave on the Monday and to our surprise woke to the lightest icing sugar dusting of snow. How lovely, we thought, as we made our way to the village for coffee. However, an hour later the light dusting had turned to serious snow of Alpine standards, powdery, persistent and properly thick. We slipped into our Peugeot 208 and carefully negotiated the tiny streets of Callas until we reached the steep and twisting drive of the Tour Leader’s house. With five of us onboard one would have thought we would have had sufficient traction, but the little French car was having none of it. ‘Non’ was its firm response as we ground to a halt, front wheels skidding in second gear, while the rear end slipped perilously close to a sheer drop into the olive grove. Still, it appeared there are always two lovely Frenchmen around when you need them and two hours later they’d managed to get the car to the village. All we had to do was trek half a mile in four inches of snow with our luggage - picture the Jamaican bob sled team. Stella Scientist successfully calculated how to get six suitcases and five ladies of a certain age into a Peugeot 208 and, having promised never to leave the giddy heights of second gear, we waved goodbye with the muffled words ‘bon voyage’ lost in the whiteout.

We intrepid Brits seemed to be the only people negotiating the sharp bends of the Provence hills, but we soon arrived at snow-free Nice to find… BA flights cancelled. Tour Leader immediately took to the Internet, booked overnight accommodation and attempted to access the BA site before it crashed. Meanwhile Miss Petite was doing her bit for Brexit by chatting to various Europeans who were in the same very long queue at Information as us. We stood for around two hours and I contemplated starting a sing-along or a Mexican wave, but the mood was getting ugly. Suddenly we were surrounded by armed police, “Evacuate! Bomb!” Trust me, one can understand that in any language so we hurriedly left the building. An hour later and mercifully bomb-free, we were finally at the desk and given a flight for the following day. Jenny Wren was perturbed, “If we fly from here at nine why will it take until seven at night to get to Heathrow?” “Because we’re going via Madrid!” I said cheerily. This was not good news apparently, but I was secretly wishing for further cancellations at Madrid. I’ve never been, so a stay with some tapas was very appealing. Our overnight stay in Nice was punctuated with texts to carpet layers and BT, (Tour Leader was trying to move house!), fabulous Rustic Paws for walking the Pagan Pup for an extra day and, given the news that we were at the dawn of another Ice Age, text to The Husband to get milk, bread and loo roll, those well-known staples for a climatic disaster. After a restful night and very good breakfast courtesy of Ibis, a short hop to Madrid beckoned. But having cleared security we were confined to the airport for nine hours. Madrid airport may be like a Bond set, but there’s only so much Versace and Prada one can look at before the longing for Blighty and a cup of tea takes over. Then Miss Petite received a text saying that both Gatwick and Heathrow were closed. It just happens I had a correspondent on the ground; The Immaculate Niece works at Heathrow. ‘We’re open, Auntie Sandra, and there’s no snow’. Phew. Every cloud, as they say. We secured an upgrade to Premium Economy, which due to my lack of worldly ways and being far from a frequent flyer, I assumed was First Class. Well the gin and tonic tasted first class to me. So our journey ended safe and well, but part of me wanted our journey to go on a little longer. Sandra Pagan

The receptionist will take a few details from you in order to help the duty team to prioritise calls and provide the most appropriate care. You will be called back by one of our duty team who will talk to you about the symptoms you are experiencing and will then be able to offer advice on how best to care for yourself, provide a prescription or offer an appropriate appointment. Our system is set up to handle these problems via the telephone in the first instance and allows us to treat many people quickly and appropriately. Unfortunately we are unable to deal effectively with patients who come in person to the surgery in the hope of seeing the duty doctor.

This service was comissioned by West Hampshire CCG. The GP Access Hubs are located in Andover and Winchester and provide Pre-Bookable and Same Day appointments:
Sore throats. Did you know? Sore throats may last 7-8 days. Antibiotics are rarely needed. 90% are better within a week without an antibiotic. In fact, antibiotics only shorten symptoms (pain) by about half a day! Complications are rare. We would need to give antibiotics to 200 people with sore throat to prevent one ear infection, and to 4000 people to prevent one tonsil abscess (quinsy). In fact, people can develop quinsy even when they are taking antibiotics. The most important self-care is to drink adequate fluids to prevent thirst, and to take medication for good pain relief.Your pharmacist can advise you on this.
Opening hours
If antibiotics are taken unnecessarily, it allows bacteria to build up resistance. This means, they’re less likely to work in the future, when they might be essential. They can also cause side effects. We know that, when faced with an unwell child, parents often find it difficult to be sure whether the child needs to see a doctor, or whether they can be managed with sensible self-care at home. It can also be hard to judge how urgently a child might need to be seen. Should the child wait for an appointment? Should the child go to A and E?

Diabetes Prevention Week April 16-22
Could you get Diabetes? Last year 30 people in Alresford developed diabetes for the first time. Type 2 Diabetes mostly affects older people, comes on gradually and is treated initially with tablets. Unfortunately in the long term it is responsible for heart attacks, blindness, kidney failure and amputations so it is not a trivial problem. Fortunately it can be prevented. If you have a close family member who has type 2 diabetes you may be at increased risk. Similarly if you are overweight, particularly if it is around your middle, your risk is increased. Diabetes UK has a risk calculator ( https://riskscore.diabetes.org.uk) which will work all this 24
out for you. If you think you might be at increased risk a simple blood test can be done. Please ask for this at reception or book a full NHS Health Check. If this is raised then you fall into a higher risk group and you could attend the Healthier You Program. The Healthier You Program is the national diabetes prevention program. It is aimed at people at high risk of developing diabetes (as indicated by the blood test). Consisting of a series of short group education sessions it will help you understand the causes of diabetes and what you can do to change things. The main focus is on healthy eating and exercise, and of course this will also reduce your risk of heart disease, stroke and cancer. Even if your blood test is normal you will reduce your future risk of diabetes by aiming for a normal weight and waist size (Men less than 90cm women less than 80cm)

WINCHESTER’S BIG SLEEP OUT IN BRAND NEW VENUE FOR 2018

rinity Winchester is once again hosting the Big Sleep Out to raise money for their work with homeless and other vulnerable people, but this year in a new venue, in the Bishop of Winchester’s grounds at Wolvesey. On Friday 11th May up to 200 people are expected to brave the elements and take on the challenge of sleeping outside for the night.

The sixth Winchester Big Sleep Out is being sponsored by Rathbones Investment Management. Partner Christopher Swan said "Rathbones are delighted to be supporting the Big Sleep Out this year. Trinity has been a charity close to our heart since helping with the appeal to build Bradbury House ten years ago. Community MURRAY PARISH TRUST’S GINORMOUS TEDDY BEARS PICNIC IS BACK!
L
eading children’s charity The Murray Parish Trust announces the return of their annual FUN-draising campaign The Ginormous Teddy Bears Picnic during June 2018 across the south of England. This follows the successful inaugural picnic week last year which was incredibly well-received and supported. The Murray Parish Trust are now over halfway to reaching their £2million target to help build a brand-new state of the art children’s emergency and trauma department at University Hospital Southampton. The Ginormous Teddy Bear’s Picnic will enable children from all over south central England to get involved and give support to a critical cause. Invitations have been sent to every school and setting of primary school aged children in Hampshire, Dorset, Devon, Wiltshire, Oxfordshire, Berkshire, West Sussex, Isle of Wight and the Channel Islands to host their very own Teddy Bears Picnic. This year preschool children from across Hampshire and after school clubs such as Brownies and Beaver Scouts are also joining in the fun. The campaign is supported by much-loved stars of stage and screen including Hugh Bonneville, Amanda Holden and Tamzin Outhwaite who feature in an all-stars celebrity music video of the Teddy Bears Picnic, as well as TV’s popular Dr Ranj who fronts an accident prevention video for the event. The Ginormous Teddy Bears Picnic will also be sponsored by law firm Trethowans for the second year running - “We are happy to be able to continue to support the The Murray Parish Trust’s Teddy Bears Picnic again this year. This event helps to raise funds to improve the emergency and intensive paediatric care provided by Southampton Hospital which looks after children from across the South of England. We are really pleased to be involved in helping this truly worthwhile cause” Managing partner, Chris Whiteley, Trethowans. It’s free to participate with a suggested donation of £1 per child. Participants are encouraged to be as creative as possible and share inventive picnic ideas. FLATPACK OR CONVENTIONAL BUILD?

t will not have escaped the notice of many who follow the news that Ingvar Camprad the founder of IKEA who died recently was widely lauded for his promotion of flat pack kitchens and furniture which he started selling in 1953.
Your readers may not have been aware however that a number of companies were advertising a wide selection of iron buildings in flatpack form during the 19th century. They ranged from chicken houses to churches. Many churches were sent all over the world and there were said to be 19 in Melbourne Australia alone in 1851 It seems likely that the Church in the Wood built in 1883, was made by W Cooper Ltd of 751 Old Kent Road London SE. at a price of £75, bundled and packed and delivered to the nearest station. This Bramdean Common church was erected in about five weeks at the expense of the Rev Bishop, vicar of Bramdean who described its building in a letter to the Hampshire Chronicle in October of that year. When his widow Louisa died in 1893 she left the sum of £2000 in a trust to provide for its maintenance and the paying of the vicar who was to take the services. Henry Mulcock, a farmer, who is thought to have been living at Manor Farm, Beauworth in 1838, owned most of the village including the brickyard and pottery which made tiles, drains and chimney pots. He spent circa£1300 of his own money building Beauworth Church by conventional means. He left £1500 in a trust for its upkeep, but made no mention of paying the vicar! Both trusts produce incomes of a few hundred pounds to this day The comparison is fascinating. These two churches house similar numbers of people in varying degrees of discomfort. The iron church although sold as a temporary building is still standing and in good condition. It does not need much maintenance although just to repaint it costs a bit more than its trust produces. The brick and slate church, built to last forever, requires significant expenditure from time to time on such things as the render that are very much beyond the means of its trust. One has to wonder why there are now very few iron churches left but thousands that were conventionally built. Conclusion. If you are thinking of building a church, or a kitchen, decide how much money you want to spend and then look for a method of construction that will use up what you have budgeted. obert Raimes will be talking about “Growing and Producing English Sparkling Wine on the South Downs” after the Annual Parish Meeting for Bramdean and Hinton Ampner on Wednesday 25th April. There will be a guided tasting of Raimes Classic 2014. Raimes English Sparkling is a boutique vineyard producing award winning elegant sparkling wines on their family farm near Alresford. Augusta and Robert are the fifth generation of the family to farm the fields now flourishing with vines. Together with land on the historic Tichborne Estate, the farm stretches from the water meadows of the River Itchen, to the grassy rolling hills of the South Downs near Winchester. Their 10 acre vineyards are devoted to the three classic champagne grapes and wines are bottle fermented in the traditional way. The Pheasant - Not such a bird brain BY CLAIRE THURLOW
I
’m hanging out washing in the garden when I get the distinct impression that someone, or something, is watching me. Instinct tells me to look over my shoulder, and there he is, about three metres behind.
“Go away.” I ignore him and continue pegging laundry, but when I’ve finished and turn around, he’s edged two metres closer. If I reached out, I could touch him. “I don’t have anything for you, and you’ve had quite enough already.” My stalker takes a tentative step forward, then stops, head cocked to one side, thinking. A pheasant’s head is very small in relation to its body, suggesting a negligible brain inside, but this one clearly has enough mental band-with to reason that humans can be a soft-touch where food is concerned. Judging by the size of this specimen, half the village has been feeding him. I walk back to the house, the pheasant strutting companionably by my side. I stop. He stops. If only my dog had walked to heel so calmly.We reach the back door and he looks at me expectantly. “You’re not coming in. Go and pester someone else.” He takes me at my word.Tom is back from university and my husband is working from home, so that’s two more humans to tap up for a meal. “Mum, Phil’s banging on the window.” “It’s not Phil, he’d be ancient by now. And this one looks different. Perhaps this is son of Phil.” We stand by the French windows and consider the impatient diner on the other side.The pheasant raps on the pane, etching a pattern on the glass with his beak. “Stop that!” I kneel down and tap back.The pheasant pauses and looks at me. Nose to beak with the bird, with a sliver of

glass in between, I’m impressed by the complexity of his plumage.The neat, burnished feathers on his chest overlap like fish scales or a chain-mail vest.Those on his back are larger, tougher, ending in long, regal tail feathers. Between his folded wings, the colouring is much paler, like old, faded denim. Phil, last year’s resident pheasant, had a broken tail, but this one, so far, has evaded such injuries or accidents. Up close, I can admire the tiny black tufts over his ears, the brightness of his eyes and the softness of the feathers on his ample belly, which are fluttering in the bitter, east wind. “We could give him something,” I say, wavering. “He’s huge! What have you been feeding him. Ginster’s pasties?” “Just normal bird-seed.” This is true. But the pheasant has been hoovering up any spillage from the bird feeder, as well as food left out for himself.This would be fine, but the smaller birds who like to feed on the ground – the robins, sparrows and blackbirds – now have to compete with the enormous interloper. Should I be encouraging a pheasant in the garden or should I let him fend for himself? This is hardly an endangered species, unlike some of our garden birds which would perish without human help in the winter. “I think we should call him Frank.”Tom suggests, heading for the kitchen. “Why?” “He looks like a Frank.”The pheasant squawks and stretches his wings. So, Frank it is.We shouldn’t anthropomorphise, giving animals personalities; even Beatrix Potter, creator of Peter Rabbit with his bright blue jacket admitted that, but inevitably we do. Being able to share our gardens with wild creatures is a privilege, even if sometimes they’re a pest. And our lives are all the richer for it.

he Creative Arts department and Perins Youth Theatre are proud to present Disney’s Beauty and the Beast as the summer production this year. This will be the most ambitious theatre show Perins has ever attempted and will involve a 300 seater performance over 6 nights. The production has grown so significantly over the years and as a result we are building a temporary theatre on one of the school’s playing field for the duration of the Beauty and the Beast production week. ROTARY 10K ROAD RACE & CHILDREN'S FUN RUNS: JUNE 17TH

hese were first held in 2007 and the town has been very supportive of this annual Rotary event. It started with about 150 runners and last year saw a record 500 plus entrants of all ages with the two children's races around the park taking place before the main event which follows the course through the town & countryside before heading back to Arlebury Park. The childrens races are organised by Sun Hill school.
The annual event was sponsored by Gay Dog Boarding Kennels of Bradley, a family business over 50 years old, and owners Mel and Paul Bliss, their son Daniel and Labrador Nina all joined in the fun, heading out on the long walk.
The race attracts some top quality runners & novice runners are very welcome to tackle this course on what is normally a lovely summer morning. The race could not take place without the support of N.A.T.C; W.C.C. and many local businesses that sponsor this event. All the profits from the race go to Rotary charities, which include local and international good causes.
The outing raised over £700 which will support families in Winchester and surrounding villages who are struggling with issues like multiple births, disability of a parent or child, mental health problems, homelessness, lone parenting, isolation or unemployment.

One of the County’s statutory functions include the maintenance of highways, footways and footpaths. The ‘Dragon Patcher’ has been heralded by the County as the solution for rural roads, but I have had complaints from Parishes and many holes appear to be missed, and so I am on another drive round with the HCC engineer to quality assess the work in the Itchen Valley Division: please drop me a note if there are any areas you’d like me to raise specifically. Councillors heard a presentation on the first findings of the Winchester Movement Study in February- lots of data, but no solution as yet: we are promised more information by the Autumn. Although approx. 96% of my county division now has reasonably good broadband, there are pockets which do not, even in Alresford, and the Worthys, as well as in Micheldever and Wonston. I have held another meeting with HCC and BT Openreach to update information, and press for the gaps to be filled. If you still have poor broadband speeds, please let me know. One reason for poor speeds is that residents may not know they are now connected to faster speeds and so haven’t upgraded their own contract. For example: East Stratton residents have been complaining for some time, but I understand from BT Openreach that they are connected and should be getting good speeds now. More isolated households such as A33/A31 residents have different possible solutions.You can check your speeds on www.dslchecker.bt.com If you are not getting the speeds that are advertised, you should go back to your provider or you can check the situation with me. Flooding mitigation work is continuing, and I am told that the North Winchester catchment is high on the priority list now. Parishes will know the work seems achingly slow, but the engineering team is anxious to find pictures of the flooding to the west of the main railway line. Do you have any? Animals PROTECT YOUR PET FROM PARASITES
A
lthough the risk of parasites to your pet is a year-round matter, outbreaks of some types of parasites become more prevalent at certain times of the year. For example, tick prevalence usually peaks in spring and summer whilst insects such as fleas and flies are generally more active outside in the warmer months. As our pets spend more time out in the fresh air socialising and coming into contact with other animals their chance of picking up an intestinal worm burden such as roundworms and tapeworms will also increase. Initially, we may consider that these parasites pose a health threat only to our pets but there is a risk to our health too as some species can carry zoonotic diseases (those which are transmissible to humans). For example, ticks can carry bacteria which cause Lyme’s disease which can affect both us and our pets with symptoms such as stiffness, lameness and painful joints occurring. Some mites, namely the Sarcoptes mite can cause mange in our pets which can be passed directly or in-directly on to humans causing skin lesions. Lice are less likely to be a threat to us as they are usually hostspecific but can still cause problematic skin diseases in our pets. Fleas can cause flea allergic dermatitis (FAD) in some animals that are allergic to the flea’s saliva and are also a pest to us causing
irritation if bitten by them. The pupae stage of fleas can live in the environment for several months waiting for the optimum time to hatch (i.e. during warmer weather or when the central heating is on in winter months) so it is important to periodically treat the household and the pet’s bedding too. Flies can be seen at any time but generally rabbits are more at risk from fly strike during the spring, summer and autumn months when flies are laying eggs. Additionally, intestinal worms can cause ill-health in our pets and can infect humans too although the risk is low especially if a worming protocol is followed and dog faeces are picked up and disposed of safely and hygienically and litter trays are emptied and cleaned frequently. Any parasitic infestation can be more problematic and costly to treat once infected than if a preventative treatment has been used. Moreover, there is a risk of ill-health to us as pet owners from zoonotic disease from these pests and some infestations remain hidden from view (for example, intestinal worms such as tapeworm or mites such as demodex). It is therefore very important to adopt a regular preventative programme against parasites to protect our health and the health and welfare of our pets. There are numerous products to treat the parasites which affect our pet cats, dogs and rabbits. Jane's Kitchen WHITE CHOCOLATE MOUSSE
Ingredients
∙ 8 Plump cardamom pods, crushed ∙ 1 – 2 bay leaves ∙ 100ml whole milk ∙ 250 good quality white chocolate (Lindt vanilla or Vairhona) ∙ 300ml double cream ∙ 3 free range egg whites
Method
Infuse the milk with the cardamom seeds and bay leaves in a small pan. Bring them to the boil and then leave to cool. Then melt the chocolate in a small bowl over a pan of hot water. While the chocolate is melting whip the cream and whip the egg whites separately until they form soft peaks. Pour

the cooled milk slowly into the melted chocolate and stir gently until velvety. Fold this mixture into the egg whites using a metal spoon and then add the whipped cream mix carefully until ingredients are combined. Finaly scoop into small wine glasses or espresso cups. Alresford Town Council Reports New Councillor Required During March our Town Clerk has been working with Winchester City Council to establish the process, by which we may co-opt a new councillor, to bring us back to a full council. This new councillor will serve until May of next year, when the all the current councillors complete their agreed terms; and those wishing to stand again, need to be re-elected. This is an ideal opportunity for someone who has been interested in becoming a councillor to serve a short period and gain some insight into the role. Here is a summary of what the position entails; The work of New Alresford Town Council falls into 3 key areas: • Representing the local community • Delivering services to meet local needs • Striving to improve quality of life within the town We have 11 Town Councillors, with elections taking place every 4 years. The administration of the Council is the responsibility of the Town Clerk who is supported by a small team of Clerks, based at the Arlebury Park. We provide various facilities and services, including allotments, recreation grounds and actively support the economy of New Alresford, including Tourism. We are funded by levying a precept, which is collected with the Council Tax that is paid by parishioners within New Alresford. Councillors

do not get paid, but the cost of training related to the role is funded by the Council. How much time is needed? On average, about 6 hours a week – if you are interested please speak to any of the councillors who will be very pleased to help you.
The Alresford Tip It is with considerable relief that we can confirm that the Alresford Tip will remain open. Hampshire County Council have confirmed that the cost of running the tip has been included in the agreed budget. Thank you to everyone who took the time to support the various campaigns emphasising the importance of the tip to the community. We now need a community effort to report all sightings of fly tipping; let the flyer tippers know that we are on their case and we will report them! NATC Help Desk When the NATC office is closed, or whilst the Clerks are dealing with other Residents, please do leave a message on the office answerphone. Alresford Health Walks – Funded by Winchester City Council - There are now regular health walks, taking varied routes, in and around Alresford. They start from the Alresford Recreation Centre and take about one hour to complete. Details of the dates and times can be found on the Winchester City website below. One of the walks currently listed on the web site is on Tuesdays at 1.30pm, with the start opposite the entrance to Alresford Recreation Centre, Alresford (SO24 9EP)
If you’d like to take part, all you have to do is come along to the start point of one of the walks a few minutes early, so that one of the trained walk leaders can give you a registration form (the form can be downloaded from the link below) to complete. Then you’re free to take part in as many walks as you like,
as often as you like. A
s I have written many times about my work in Government as Cancer Minister but one of my other roles is to drive our agenda fighting childhood obesity. We have a problem in our country where the gap in healthy life expectancy between rich and poor communities is nearly 20 years. This may seem an oddity in relatively wealthy Winchester but obesity can lead to so many health challenges including type 2 diabetes, heart disease and some cancers in adulthood. It’s one of the burning injustices of our time and I believe reducing this gap will help create a fairer society. I am also very clear, we have a right and a responsibility to act in what is a publicly funded health service. Back in 2016 we launched our childhood obesity plan including measures such as the soft drinks industry levy (commonly known as the ‘sugar tax’) which is putting new money into schools through the recently doubled School Sports Premium and leading to reformulation from many leading brands such as Lucozade, Ribena and IrnBru. This month’s picture is in the lab at Suntory in Uxbridge taste testing the products! Another key track for us is to help cut excessive calorie intake and I unveiled plans with Public Health England recently as part of the government’s efforts to cut child and adult obesity. The package includes new evidence highlighting at worst, overweight or obese boys consume 500 and girls consume 290 calories too many each day and a challenge to the food industry to reduce calories in products consumed by families by 20% by 2024. Industry has three ways to do this; reformulate, reduce portion size and encourage consumers to purchase lower calorie products. Categories of food covered by the programme include pizzas, ready meals, ready-made sandwiches, meat products and savoury snacks. The new research confirms what we’ve long assumed to be true; children routinely eat too many calories, just like adults, and it’s having an impact. There can be no doubt that obesity is one of our greatest challenges. Our calorie reduction programme is the first of its kind but we don’t think it’s an end in itself. It is hard for people to make healthy food choices, whether for themselves or their families. That’s why, through our campaign, we’re giving the public the information they need to help make those choices a little easier. The next step in the programme involves engagement with the whole food industry – retailers, manufacturers, major restaurant, café, takeaway, and delivery companies – to develop category guidelines. t the AGM of NATT on the 28th February the Chair, Robin Atkins reported that the Statutory Report and Accounts to 31st December 2017 had been independently examined without any qualification and then lodged with the Charity Commission. The Trust had received grants, donations and Gift Aid amounting to £9,638. Pam Stevens reported that the old Minibus had been repaired following the vandalism in January, and was now back on the road. Donations from Just Giving and direct donations totalled £400 including £100 received from Cllr Kim Gottleib. Natalie Carpenter, Elizabeth Lawrence and Alison Karren-Smith also donated £50 each, as well as 8 other donors, plus Gift Aid. Marion Morley promised to fund a replacement wheelchair, costing £200. Pam encouraged other donations to make up the shortfall to be sent to c/o The Old Fire Station, 54 Broad Street, Alresford, SO24 9AN. Roy Gentry reported that the new Museum Room had been completed and that he was targeting 2 openings – the first being the moving of the Old Fire Engine to its original room in The Old Fire Station in late April, and secondly to the Museum opening in late June. Keith Divall covered the Avenue work in 2017 and the continuation of Tree care in 2018. He thanked his committee of Andrew Smith and Jan Field as well as 19 Friends of The Avenue, Corporate Donors Drew Smith, Charters and Hellards, and a Grant from NATC. He also informed the meeting that the Bishop of Winchester had agreed to lead celebrations in September 2019 to celebrate the 150th Anniversary of his predecessors gift of The Avenue in 1869 to the Town. David Woods confirmed that the 5 Open Days for the Eel House in 2018 were 1st April, 20th May, 15th July, 27th August and 16th September. He also confirmed that work to strengthen the building was in progress. Pam Stevens welcomed the return of the French Market in Broad Street on 31st March, and hoped that the weather would improve for the Thursday market during 2018. Broad Street would again house the Watercress Festival on 20th May and the October Fair on 11th October.

ere is a quote from the report on the fourth AGM of Alresford Neighbourhood Watch in 1994“The usual message from the Police was, keep the telephone calls coming in when suspicions were roused, because this type of information had been the reason for the crime figures being kept down to their current low levels”. Another article from the same Newsletter said“The police rely on members of the public being their eyes and ears and they do not mind getting several false alarms, if just one call leads to them to definite incident and a probable arrest.”
Back to the present day; we do live in a very low crime area, with most unwanted activity coming in from outside and our Police have recently been very impressed with Alresford’s reporting! An alert citizen, who may or may not have been a Neighbourhood Watch member, interrupted the St John’s lead theft in progress. As a direct result of his call, two persons were stopped and detained nearby. These two remain under investigation and a third has also been identified as involved. Likewise, the spate of burglaries in the town resulted in a lot of reports which resulted in one individual being charged with responsibility for the domestic burglaries. On 15th February this individual appeared in court, charged with twelve counts of burglary and was remanded in custody. Currently, the Police are developing a handout to inform the public on how to contact them for incidents of various levels and we hope to be able to distribute this widely in the near future. ere’s a photo of a group of WWII American servicemen who were stationed at Tichborne Park from November 1943 to June 1944. Smiling for the camera outside The Cricketers pub in Alresford, they’re enjoying their last few precious few weeks away from the fighting. Some of the soldiers played rounds of golf on Alresford Golf Course (US professional golfer Tony La Mana is kneeling third from left); many enjoyed a pint of beer (I’ve heard The Cricketers always sold out by Tuesday when the soldiers were here); and all of them left good friends behind when they departed for Normandy.
Harold Young was 11 when the servicemen moved into their billets in the camp at Tichborne Park and he wasted no time before going over to see them.The man on the gate asked him whether he knew anyone who could provide flat irons and coat-hangers for the soldiers to press their uniforms. Harold took some of his mother’s over and lent them to four soldiers who soon became firm friends with him and his family. In particular, Earl Rasmussen from Illinois started going out with Harold’s sister Betty. Harold spent days in the Tichborne camp eating breakfast, dinner and tea in the mess room and watching the soldiers training, being sent out on rigorous marches then complaining roundly when they returned. One of the officers in charge of training the soldiers at Tichborne Park was Captain Charles Minton, from Oklahoma. Only 28 years old when he arrived in Alresford, he was a military academy graduate who had already earned medals fighting in the North African and Sicilian campaigns. Charles was of a similar age to Lord and Lady Doughty Tichborne and the three became great friends. The soldiers marched out from Tichborne Park for the last time on 3rd June. Harold remembers quite a few young ladies crying at the camp gate and the soldiers throwing their money down for the local kids to pick up. Harold didn’t accept their money, for he was crying too.The soldiers’ kindnesses carried on after they had

gone: one hid his bike and another hid a parcel for Harold to find in their abandoned camp. Harold retrieved the bike and found all sort of useful gifts in the parcel, including a pair of brown American boots which his father wore for years. Captain Charles Minton won the Silver Star for gallantry in battle in June 1944, for leading the attack of his company in the face of very heavy machine gun and artillery fire. Sadly he didn’t enjoy the recognition of his bravery for long, because he died in action near St. Lo, France on 20th July.Today, you can sit on a bench dedicated to his memory in St. John’s churchyard in Alresford. In 1947, Charles’ widowed mother, Anna Minton, became the first ‘Gold Star’ mother (a mother who has lost a son or daughter in the service of the Unites States Armed Forces) to visit her son’s final resting place alone. She was received in Alresford by Lord and Lady Doughty Tichborne and donated the bench to commemorate Charles in the town where he had known peace and happiness shortly before he died. Anna Minton returned the hospitality in 1957, when The Oklahoma Times reported that Lady Doughty Tichborne and her daughter Ann Denise were ‘houseguests’ in Anna’s home in Maysville. Clearly they had become great friends, too. What about the four soldiers who had been so kind to Harold Young’s family? Betty continued writing to Earl Rasmussen’s family and they sent over a Christmas parcel in 1944. But the correspondence fizzled out and Harold told me that he has been wondering for more than 70 years whether Earl and his three friends survived the European campaign.When I got home, I logged onto Ancestry.com to check the WWII casualty list. Thankfully, none of Harold’s friends’ names were on it and if I’ve traced them correctly, all four returned home to America to live to a ripe old age. 2018 FESTIVAL OF FOOD AND RACING AT GOODWOOD

oodwood Racecourse will host a Festival of Food and Racing from Thursday 24 to Saturday 26 May 2018. The event will be a celebration of the Goodwood Estate’s own food heritage and ethos, as well as showcasing local artisan producers and suppliers. Inside a ‘Home Grown’ area, there will be live cookery demonstrations from Michelin-starred chefs, including Goodwood’s own Darron Bunn, part of the team behind Goodwood’s highlypraised restaurant; Farmer, Butcher, Chef. Bunn, alongside farm manager Tim Hassell and master butcher John Hearne, will give talks on Home Farm – one of the largest low-land organic farms in the UK and nurtured on the Estate for over 300 years – and how its sustainable approach has shaped the dining experience in the restaurant. For those keen to try some of Home Farm’s produce, a range of cured meats and cheeses will be available for tasting, alongside a bar dedicated to Goodwood’s home-brewed lagers and real ales. An artisan Farmer’s Market will provide guests with the opportunity to sample and shop a plethora of locally-sourced food and drink, as well as offering family activities for young foodies. Award-winning regional wines, beers, cheeses and chutneys, breads and baked goods, chocolates and much more will give a rich flavour of Sussex and the surrounding area. The Lennox Enclosure will be dedicated to all things al fresco; growing your own fruit and vegetables, cooking outdoors and enjoying food under the sun. Guests of the Richmond Enclosure will be able to taste gins from a number of local micro distilleries and, if any take their fancy, they can sit back and enjoy them in a relaxed, hidden garden setting. ll games in April will kick off at 3pm. this is always open to change for many reasons but England celebrating and picking up the 6 nations trophy will not be one of them! Jess and her wonderful team will be open to serve drinks to supporters,families and partners from 12pm. please check website for up to the date info and starting times etc. We head into the final month of the season after a frustrating month of March. Since last months edition, due to obvious weather conditions, both of our sides have spent more time sledging then playing rugby.We thought, on the up side, that meant we had more time to watch the Six Nations. For those that support England, we cursed the snow even more! In fact, the only fixture that did manage to go ahead due to various reasons was the 1st XV's visit to Ventnor on the Isle of Wight which resulted in a much needed moral boosting win, including a much loved bonus point! All games that have been lost to the weather will be rescheduled so please keep up to date through our website. The 1st XV will be away on the Island again in April, and if that journey is a ferry too far, please come and drive on the 2nd XV on the 14th, home against Petersfield. Your support cannot be underestimated. Please come and support the boys home or away. Hampshire People: Stuart Christie THE FORUM TALKS TO HAMPSHIRE GUITAR MAKER - STUART CHRISTIE
T
he serenity and beauty of the countryside that surrounds the Hampshire home of classical guitar maker, Stuart Christie, is mirrored by the interior of his studio workshop. It’s an immaculate space with ordered rows of tools and timbers including rosewood, maple, mahogany, cypress and cedrela (also known as Spanish cedar) the scent of which hangs in the air, all carefully stored in neat racks. The overall feeling is one of calm; this is a place to lose oneself in. “I forget time and everything else when I’m working, it’s totally absorbing. I imagine hearing the guitar and what it would feel like to play” Stuart Christie was a GP searching for a more rural practice when he found himself in Hampshire in 1982, and on retirement in 2013 he turned his time and attention to classical guitar making. “I had played classical guitar at university but I came across a book in the library some twenty years ago that fired my passion for classical guitar making. I love to listen to Julian Bream recordings; Jose Ramanillos made Julian’s guitar, and another maker, Kevin Aram, produced a plan from that guitar, that still influences my instruments. It was a small bodied guitar which made a sound with great clarity. Larger bodied examples can sound loud, but with less clarity they don’t always project the sound so well.The guitar is an instrument with little sustain, but, as with other aspects of its sound, choices can be made which tailor it to the player’s needs. For instance, sustain can be increased by making the back and sides heaver and stiffer, or making the bridge heavier.” Stuart sells his guitars to both amateur players and professionals. The guitars can be adapted to suit individual players, both in the sound they prefer, and to accommodate their style of playing. A forceful player may need a different set-up and a different neck shape to that which suits a gentler playing style. “I have heard top professional guitarists play my guitars too. I remember sitting right at the back of an auditorium and being able to hear the music with such clarity.”

Who would Stuart most like to make a bespoke guitar for? “I would never ‘mass produce’ - turning out the same guitar. I like to make for individuals because ninety–nine percent of what you hear is the performer, not the guitar. If you ever get the chance to hear Amanda Cook play, you should. She is an amazing guitarist, such a lyrical player, so I would love to make a guitar for her.The downside of making a guitar for such a famous player would be that everyone would ask for one like it, so it would limit my scope to experiment and adapt.” Does Stuart play professionally? “No, I don’t play enough to perform! Plus, my nails aren't tough enough even for amateur playing at the moment. I am currently trying a product for horse’s hooves to get them stronger! I belong to Southampton Classical Guitar Society so we play solos to one another there when we meet in Chandlers Ford.” As well as making guitars Stuart also does a few repairs. “Guitars can develop cracks if the humidity is too low, anything below thirty percent is not ideal. So I have a few repairs to do since the recent cold snap when the humidity fell below that level.” Apart from the intricacies of bending the wood for the body of the guitar Stuart shows me the painstaking labour of love that is the construction mosaic type patterning round the sound hole. “I sometimes make my rosettes, the decorative inlay around the sound hole, using veneers reduced to 0.3mm in thickness to create mosaic tiles, which are combined with thin strips of veneer to produce an individual pattern.This is a process only to be undertaken by the obsessive!” When Stuart takes a well-deserved break from his work creating such beautiful instruments, he and his wife may occasionally be found at their local - The Pub with No Name with their two trusty spaniels. Community ALRESFORD AND THE NAVY
O
n the 14th April 2018 Alresford Royal Naval Association will celebrate the twenty-fifth since its formation. However, the town's links to the Navy go back many years, with probably its most famous inhabitant being Admiral George Rodney (1718 – 1792) who had a most distinguished naval career, but was best known for his commands during the American War of Interdependence. Between 1749 and 1751 he had Old Alresford House and the park constructed just north of New Alresford. This accounts for the fact that he was laid to rest in St. Mary's church in Old Alresford. Apart from hills outside the town being utilised for an early rudimentary semaphore system for transmitting signals between London and Portsmouth during the Napoleonic Wars the naval association with the town was fairly dormant until a ship bearing the town's name was laid down on the Clyde on the 30th April 1918.
living up to her motto, “Safe taking care”. The ship took part in the the Dunkirk landings and the raid on Dieppe. During the Dieppe raid she survived considerable enemy fire, but throughout WW2 she still had a role to perform for the Navigation School. This meant that the links with town of Alresford were maintained and strengthened during those very difficult times.. Food hampers, including watercress, were supplied for the ship's company and whenever possible social and sporting events were organised. The gratitude of the captain and crew for support that they received from the town can still be seen today in St. John's Church in New Alresford. Mounted on the south wall adjacent to the area of remembrance are mounted a brass plaque thanking the town for its support plus a ships photo together with the ship's crest which incorporates the town's colours and lion rampant as advised by the town clerk back in 1919. The RNA branch standard is also proudly displayed along with the standards of the British Legion and the Royal Airforce Association.. In order to raise local awareness of the town's naval connections there will be a display of naval memorabilia in the town library window during the last two weeks of April. The Royal Naval Association meets in the Swan Hotel at 1930 on the second Tuesday of each month and welcomes new members and associate members. IN THE HAMPSHIRE HANGERS AND HILLS
HMS Altresford was a coal burning Hunt class minesweeper, otherwise known as a “smokey Joe”, and one of the last of the coal burners ordered for the Royal Navy How did it happen that a small market town in the north of Hampshire was accorded the honour of giving its name to a warship? Nobody can be absolutely sure, but there are several facts which in all probability are very pertinent. Viscount Jellicoe was born and bred in Southampton and was promoted to Admiral of the Fleet in 1919, in which year his brother the Reverend Frederick Jellicoe became rector of Alresford and since HMS Alresford was also launched in the same year. Surely this is no coincidence? Because WW1 hostilities had ceased before HMS Alresford was completed, modifications were made to her design which enabled her to go into service as a tender to the Navigation School in Portsmouth. For the next twenty years she steamed daily round the Isle of Wight carrying onboard young sub – lieutenants who were learning the arts of navigation. One of her more notable trainees was a very young future Duke of Edinburgh. During this between the wars period strong links were forged with the town with many social and sporting events toot place which were much appreciated by both the town and the ship's company. In 1939, under the threat of war, HMS Alresford was converted back to a warship enabling her to undertake the minesweeping duties that she was originally designed for. She sailed out of Portsmouth keeping Solent waters swept clear and safe for use by other shipping and

Winchester City Council's General Fund Budget and strategic vision given green light Despite a £3 million reduction of annual funding over the past five years, the council has budgeted for a below inflation rise in council tax of 2.9%. Band D properties will see an increase of just £3.93 a year from the Winchester City Council element of Council Tax. Both the Council Strategy and the General Fund Budget were approved in February. Key investments within the net spend of more than £16m include an additional Park and Ride bus, housing company development to deliver new homes and a commitment to provide kerbside glass collection for residents. The budget included £1m of savings from internal efficiences. The budget directly supports the four key priorities in the council strategy : housing, environment, health and happiness and economy. The council will continue to make wise investments in local property in the District. Plans for 600 new council homes by 2020 and £90m worth of investment for existing homes Ambitious plans by Winchester City Council to build 600 new council homes by 2020 and to also invest £90m in existing homes to ensure they remain above decent homes standard over the next ten years have been approved. The Housing Revenue Account (HRA) and budget and business plan was approved at a Winchester City Council meeting on February 22. In the next ten years, the Council has set aside more than £100m for new homes, including the £15m scheme for 76 Council homes at The Valley in Stanmore, more than £8m for the Chesil Extra Care Scheme which will be completed in Spring of this year, and £47m of funding for emerging sites and smaller sites. Have your say : Strategic Housing and Economic Land Availability Assessment (SHELAA) (formerly SHLAA) This Call for Sites will inform the preparation of the Strategic Housing and Economic Land Availability Assessment (SHELAA). This is a requirement of the National Planning Policy Framework. As part of the process, the Council is asking landowners and agents who wish to promote land for housing and/or economic development, retail, leisure, self build and gypsy and travelling showpeople sites to submit information to us on sites they would like to be assessed. There is no need to submit information on sites which already have planning consent or are allocated by the Local Plan. The Council will accept sites that are 0.25ha or more in size (or likely to provide at least 5 dwellings or 500m² of economic floor space). If you would like to have your site included in the Council’s Strategic Housing and Economic Land Availability Assessment (SHELAA), then please complete the sites consultation on the WCC website.
