Community O NORTHERN BELLE TRAIN
ne of the world’s most luxurious trains will be setting out from Winchester in September taking passengers on a slap-up, champagneall-the-way trip to Cornwall. The Northern Belle – seven renovated and ornatelydecorated Pullman carriages hauled by a vintage diesel locomotive – is Britain’s answer to the famed Orient Express. Train manager Sandra Jones describes it as “recapturing a bygone era of 1930s-style rail travel at its most glamorous”. And she promises people “can expect glamour, fun and a dash of adventure” as it heads for Par station on the morning of Friday, September 14. Passengers, who will tuck into cocktails and a three-course brunch on the outward journey, can then choose between visiting the amazing Eden Project or spending the day by the beach in Padstow. They will be welcomed back on board with a champagne reception at teatime before being served a five-course dinner with wine, followed by coffee and petit fours.
Train manager Sandra said: “The atmosphere on board is always fantastic. The laughter, chat and fun flows all day – just like the champagne!”. The train leaves Winchester at 7.30am and then picks up passengers at Southampton at 8. It is scheduled to arrive back in Winchester at 22.30. Fares start at £305 return. Garden LAWN ANTS
L
awn ants can be a real nuisance, let’s take a look at what can be done to reduce their numbers. Ants, like bees, live in a colony. An ant colony is made up of one or more fertile, egg-laying females and many hundreds, if not thousands of worker ants. The job of the queen, once she has mated, is to stay in the nest and lay eggs. The workers care for the queen and her eggs, protecting and feeding them. House-keeping the nest and foraging for food.
specialist action against garden pests is certainly justified. Many gardeners attempt to deal with ants themselves and often do this with traps, powder or boiling water. All of which is relatively unsuccessful and runs the risk of killing more grass than it does ants. Remembering that the colony exists because of the egg-laying queen, unless she is eradicated then the colony will continue to function. Surface applied powders and traps are doing little more than killing worker ants. The queen continues to lay eggs and the many hundreds of workers still in existence continue to feed them. How do lawn-care professionals manage a lawn ant problem? Throughout the summer period I visit many home owners who are frustrated by the damage ants are causing in their lawns. We use a specialist insecticide mixed with a wetting agent applied to each nest as a drench. The wetting agent helps the pesticide penetrate deep within the ant’s nest and to spread laterally through the soil – maximising the chances of reaching and killing the queen.
The eggs are laid deep down in the nest, in a specialised brood chamber. The tiny larvae are fed a liquid diet by the worker ants and when this stage of development is complete they pupate before becoming adult ants – and the circle of life continues. At certain times of year some species of ants produce winged females en-mass which fly off in search of a mate and once mated then find a suitable place to establish their own colony. You’ve probably witnessed this phenomenon yourself, typically on a hot and humid summer’s day. Why are ants in lawns a problem? Most ants in the garden are more of a nuisance than a damaging pest. However, in the UK a number of garden ant species will attack when under threat. Whilst this is unlikely to cause anything more than an unpleasant reaction, it can certainly be enough to spoil a picnic or make you think twice before sitting on the lawn with bare legs. It can be particularly unpleasant for small children wanting to play outside. Other than their bites or the spray of their acid, the other major concern that I come across related to ants in lawns is the damage they cause by bringing soil to the surface whilst excavating their nests. This causes two main problems – the first is that over time their excavations make the lawn uneven and cause ant-hills which are easily scalped as you mow the grass. Secondly the soil they bring to the surface is often flattened under foot or when mowing and can cause the grass to die back through lack of light. In both instances the result is a bare area ideal for the germination of weed seeds or moss spores. Killing lawn ants As gardeners we should be doing all we can to work with nature and not be heavy handed in our approach. However, focussed and

Dealing with ant hills If you do have ants bringing soil to the surface of your lawn then try to redistribute the soil with a broom or besom before mowing. If their excavations have made your lawn uneven this can be repaired by cutting and peeling back the turf before making levels good again and treading the turf back in place. Remember to water it in well. Attempts of getting rid of lawn ants are not as simple as you may think and you may actually make the situation worse. Asking a lawn care professional to help with the problem and ensuring any insecticides are applied safely will get the results you are looking for. Please remember that anyone using pesticides in your garden on your behalf must be licenced. If they are not then you are both breaking the law. Ian Kenyon owns Shrekfeet Lawn and Garden Services. The first Hampshire Open Studios was back in 2000 and now 18 years later we have grown in size and offer even more to visitors. With over 250 venues open, in the ten days leading up to bank holiday Monday 28th August, visitors get the chance to meet the makers direct, learn more about the work and we offer a range of participatory workshops. Our colour catalogue has more details or view online – if you are not sure where to start some mini-trails have been suggested for each area around the county. Visitors can also enter a prize draw to win £100 towards artwork from your favourite Hampshire Open Studios artist. There are a wide variety of venues to see along with every type of art and craft on offer in the region. Entry is free and to find your nearest venue check the website or look out for the pink direction arrows that will guide you to the artists’ doors. New for 2018 is Illustrator Jonathan Chapman at Martyr Worthy. Jonathan’s work includes figurative painting and illustration, colourful landscapes and cityscapes inspired by Winchester and popular destinations from around the world. As well as original canvases he will be selling prints and cards. Or travel into the city of Winchester which has over 16 studios to visit in close proximity and within easy access of train or central parking. As usual Romsey, Stockbridge and Andover all have a great wealth of arts and crafts on display. A must see is Romsey Art Group who show at Lee in their beautiful gallery on the Mountbatten

Estate. The exhibition includes paintings, pottery, prints and cards for sale. Another interesting visit would be to Blackstone-Chalk in Dunbridge. Here you can see unique solid pieces of furniture, by Matthew Chalk. Each handmade rustic furniture piece is designed, beautifully hand crafted and made from reclaimed wood wherever possible. Head north of Andover to Upton and visit Rebecca Maynard who is showing unique handmade ceramic sculpture, painting and drawings, inspired by the ocean, light and landscape. Calming seascapes in watercolour and inks, and ceramic heads, owls and vases. Visit Jerry Smith at Swanmore with studio and temporary exhibition space. Jerry paints in a vivid representational style driven by a passion for detail which has always been evident in his work. Also find out more about workshops and private tuition. Something different is available at BellaCrafts - Set within an historic activity and craft barn at the Fair Oak Garden Centre. This venue has a beautiful selection of crafts to tantalise the senses; from sewn projects to mixed media. Mountwood Pottery at Shedfield includes a great mix of arts and crafts. Alresford Show B
TICHBORNE PARK, ALRESFORD
ack in the Spring, a famous weekly farming magazine ran an article about the surging popularity of agricultural shows. This raised a few eyebrows here at the Alresford Agricultural Show HQ where (and we hesitate to sound smug) we count our blessings every year as we survey the beautiful Tichborne Park on the first Saturday in September; it’s a splendid rural scene, and we fully expect to see it once again this year, on the first of the month.
It will be a magnificent sight. The parkland will be chock full of farm machinery – everything from the shiniest modern sat-nav guided combine harvester to vintage kit that predates GPS by a dozen decades. Some of the old machines will be sweetly putt-putting their way round the ring, some rural behemoths will be blacking out the hoped-for Autumnal sun as they throb their way round the arena. There will be farm livestock of all sorts: some of it big, some of it small, some of it old, some of it a more recent arrival in the English countryside. Each and every animal will be polished and pampered, ready for the show ring, accompanied by a proud handler just desperate to answer your questions. The quieter rural crafts like horticulture and beekeeping will be well represented, too – horticulture, bee-keeping and a hundred others tucked away in a peaceful corner of the show ground.
18
You might not want peace and quiet. You might to feast on local food, quaff local ale, have an undignified boogie to a couple of bands, learn to juggle, cuddle a beagle and bet on a ferret race – if that’s your idea of the perfect day out, it’ll all be there.
But most importantly, our visitors will be there. If the Met Office Muppets are right, we farmers will have finished harvest thanks to the promised long hot summer. We’ll be there, having a good moan if harvest was bad, and probably doing the same if it was good (it’s what we do best, after all).
Best of all, though, will be farming’s customers – those who eat our bread, drink our beer, and enjoy our milk and meat. So come along and join them, as Summer quietly turns to Autumn, and enjoy a warm welcome to a little glimpse into our farming world. Get your tickets soon though; something tells me the Alresford Show will be as popular as ever. Tickets prices: Adult £15, Senior £13, Children 11-16 £5. Buy before 25 August and save £2 per ticket. Tickets available online from: www.alresfordshow.co.uk or Six West - Alresford, Mole Country Stores - Winchester & Wickham, Bishops Waltham Post Office, Bishop's Waltham & Alton Herald Offices.

Winchester Heritage Open Days 2018
T
13th to 16th September
his September, Heritage Open Days, the nation’s favourite heritage festival, returns to Hampshire with four fabulous days in which to discover, celebrate and experience local history and architecture.
With more than 100 events to choose from, Winchester Heritage Open Days provide a wonderful day out for the whole family and every event is completely FREE! Some you can just turn up to but others need to be booked in advance. This year, our Extraordinary Women theme ties in with the centenary of some women gaining the right to vote but it also allows us to shine a spotlight on some of Hampshire’s own incredible women whose achievements and stories have sometimes been forgotten or overshadowed. The festival programme is now out and, not surprisingly, tickets are already flying out the door for special one-off events as well as the much-coveted behind-the scenes tours of buildings not normally open to the public. Do visit our website now and book early to avoid disappointment. Organised and run entirely by volunteers, the festival relies on the goodwill and generosity of many businesses, organisations and individuals. We are immensely grateful to all of them and particularly to our lead sponsor, Winchester College for its ongoing support and for opening its doors to so many wonderful events this year. However, the festival’s future depends on being able to meet its running costs. We are delighted to announce that Michael Wood will host our special fundraising event on the eve of the festival and chair a discussion with a panel of eminent historians on The Legacy of Alfred: the Anglo-Saxons and the birth of England. We do hope you will be able to join us and show your support. We look forward to welcoming you to Winchester Heritage Open Days. Some of this year’s highlights…

Travel abroad If you are travelling abroad and think you may need advice and vaccinations from us you must complete a questionnaire (available from reception or from our website) and make an appointment with a nurse. We have become aware that patients are often leaving it too late to seek this help, some vaccinations need a course spread over a few weeks so please make apply in good time – up to 2 months before departure. NEW: Patient Access Support Following the release of version 2 of Patient Access on 30th May, we have seen an increase in calls relating to patients being unable to sign in. There has also been an increase in calls relating to using a shared email address, available services and repeat medication. You may not be aware, but to coincide with the release a new Patient Access support centre was created, and we have a new Patient Access support team to deal with patient queries. Training There is now a specific support centre for patients which contain all the training guidance, videos, hints, tips and release notes which can be accessed here. The site can also be accessed directly from Patient Access. Raise an issue There is also now a specific support team to investigate any issues, errors, problems a patient has when using or trying to use Patient Access, rather than contacting the Surgery. An issue can be raised using an online form which can be accessed by selecting Contact support on any page of the Patient Access support centre. The patient does not need to make a phone call. The patient will be re-contacted once the issue has been investigated. Any patient encountering such issues is encouraged to raise this themselves with Patient Access support. The Patient Access support team have the tools and levels of access required to diagnose and fix these issues. By dealing directly with the patient, support can obtain all the necessary information and specifically resolve issues that you can’t at the practice, e.g. email address linked to a closed account. Well, the answer is right on your doorstep: Silvia and Max’s Dance and Yoga Classes provide you with the opportunity to bring Joy and Laughter back into your Life: they are welcoming, friendly and filled with Joy and Laughter! Hampshire Mum: It’s All Kicking Off!
I
BY SANDRA PAGAN
won't deny it's been an 'interesting' month! Let's just refer to the old adage about friends and finding out who they are, and leave it there. There seemed to be a lot of aggression around, perhaps it was the heat, but whether driving, sitting in coffee shops or skipping through social media, there was a propensity for unnecessary rage. I never thought I would hear myself say it, but thank God for the football! If you are old enough to remember the Sixties, you may recall football matches with endless reports of violence on the terraces and running battles with rival fans. Mercifully all of that seems to have fallen out of fashion for the most part. On the afternoon of July 7th, in an England basking in the heat and brassed off with Brexit, there was a really great vibe. England had actually got through to the quarter finals! It seemed we were all united and believed it was 'Coming Home'. Now don't get me wrong, it's not because I'm a woman that I've never been especially interested in the beautiful game. I realise that footie is gender-neutral, but it's simply never appealed to me personally. But that said, I become a raving lunatic (and somewhat of an armchair expert) when it comes to the England games. Born of a love of David Beckham (why isn't he still playing?), I have quickly grasped how the press treat the England team: build them up when they win 6-1
26
against a team of postmen from Panama, and knock them down when we lose 0-1 to a group of people who love expensive chocolate. But on the afternoon of the 7th, we Pagans had a house full, gathered around the telly like a tribe around a fire. Suddenly we knew all the rules. When it wasn't a foul and when it certainly was. (Are you blind, Ref?) The off-side rule was no longer a mystery to any of us, except, that is, the actual linesman, and our administering of yellow cards was prolific. Then two goals!! The roof, as they say, came off. The pundits had decided England had already won the cup and that the match with Croatia was a mere five-a-side knock- around, all bets were on and we wondered if Gareth Southgate would sport a Union Jack waistcoat for the final. Football, obviously, is a very powerful game with the ability to pull a whole nation together in a common cause. Who would have thought that eleven, (rather overpaid if we're honest), young men trying to get a ball into a large net for ninety odd minutes could inspire that amount of fervour? Whether you're a football fan or not, that sense of patriotism and collective excitement can be contagious. Even if at times it's stressful to watch England play, it's a welcome change from the pervasive air of negativity. Personally, I could do with a World Cup every year! Sandra Pagan

A second shell burst and then a third. Only one casualty, Bombardier Burnell, perhaps my best man, who was struck by a fragment which pierced his coat, breeches and belt, making a nasty bruise." July 29th "Went to Chocques and had a tooth stopped." July 30th "Marched at 8.15pm to St Omer. I was feeling rotten (malaria) and slept in the car. Went to Fort St Michel. At 8.20am we saw a bird about 10,000 yards away. Sounded the alarm and engaged the Hun, got in some good parting shots. These were the first shots to be fired at St Omer since the beginning of the war and caused great excitement in the town." August 17th (St Omer) "At present I am living a life of peace, calm and contentment, and so are my men. There is the security of being out of range of gunfire, no ruined buildings, no boom of guns, and crackle of rifle fire at all hours." Sept 22nd (letter home) "The section goes back to the firing line tomorrow, we shall be in and around a place which rhymes with 'papers' (censorship prevented Noel from writing 'Ypres'). How interesting for you to have seen the zeppelin, don't I wish I had had my gun there." Sept 24th "Cooper drove me to St Omer to do shopping for the officers' mess. Arrived back in Ypres at 11.30pm." Here the diary ends but letters from the front sent to Noel's mother after his death continue the story. The night of September 24th, Noel slept in the car so he should be near at hand to take his section out to the front line before dawn. They left under the cover of darkness at 2.30am but found they had arrived too early. He halted his men and got them into some second line trenches for shelter from shellfire and rain. The German bombardment started at 4.00am and very soon the trenches in which they were sheltering came under heavy fire. An eight inch shell exploded in the trench killing four and wounding four, including Noel. He was hit in the forehead by shrapnel but remained conscious. He asked for morphia but none could be found (tragically it was found in his haversack the next day). Noel's was placed on a stretcher and bravely driven by Cooper under heavy German fire to an advanced dressing station. Apparently he said to Cooper, "I am bad hit, drive steady and keep under cover if you can." From there he was transferred to a military hospital where he died the following day. He was buried at Etaples. The officer sent to replace him was killed the day after Noel was wounded.

Community CITY CENTRE REGENERATION GIVEN CRUCIAL GREEN LIGHT
C
entral Winchester’s regeneration has been given the green light with the highly anticipated adoption of a Supplementary Planning Document (SPD) for the area. The SPD incorporates the views of Winchester’s residents, businesses, students and visitors and follows extensive engagement and consultation throughout the district over the last 18 months.
The Council will be working with a range of experts and other landowners in the area to incrementally bring the regeneration vision for Central Winchester to fruition. Throughout the regeneration, the Council will be looking for short and medium term development opportunities to ensure it continues to thrive for residents, tourists and businesses. Some of the improvements include: • Improving the overall look and feel of the public realm, including the Broadway • Refurbishing the Antiques Market to meet the needs of the anticipated locally based children’s theatre company tenant • Redeveloping Coitbury House into modern office accommodation • Negotiating with businesses interested in using vacant office and shop space until the buildings are needed for redevelopment • Working with Winchester School of Art to incorporate artwork on the site, including a mural at the Bus Station. In addition, the eminent archaeologists behind the guidance for CWR’s approach to archaeology will be returning to Winchester to participate in a series of events to enable people to hear more about the Archaeology Advisory Panel’s report and recommendations.
The vision for the Central Winchester Regeneration (CWR) area is for the delivery of a mixed-use, pedestrian friendly quarter that is distinctly Winchester and supports a vibrant retail, cultural and heritage offer which is set within an exceptional public realm and incorporates the imaginative re-use of existing buildings. Together with the Local Plan, the SPD will be a material consideration for any Central Winchester planning applications which will ensure aspirations for the area are preserved.
WHY ARE THERE PIGS IN ALRESFORD?
I
t’s one thing having a group of individuals who give their time and expertise to help out at local events and so forth, but sometimes people ask why Alresford, a beautiful, affluent market town needs a charity to help people financially within it.
“If you live in Alresford, surely you don’t need help with money do you?” they say. On the contrary, you would be amazed how many people who through change of circumstance or just plain bad luck suddenly find themselves in dire need of assistance. From the young who want to take part in a potentially life-changing trip with the school or sports club but cannot afford the full cost, to the elderly who have worked all their lives but suffer increasingly poor health and find their savings aren’t enough for a powered wheelchair, specialist bed or other equipment needed to give them some independence, comfort and quality of life. In-between there are families who suffer the tragedy of an unexpected death or incapacity resulting in loss of earnings, which these days if only for a few months can leave people desperate for even the basics needed to live. People who you may walk past on the way into town, never knowing that their life has recently been sent into turmoil. If you live in Alresford, there’s a very good chance that over the past 40 years, someone living less than two streets away from you has received help from us. More importantly there are still more who also need help. We’re happy to provide that help, we just need your support. If you think you can help us to do that, financially or otherwise please get in touch.

Community CHERRY TREE PRE-SCHOOL
A
great week to end a fabulous year at Cherry Tree. Our Leavers Assembly surpassed all expectations the children putting on a superb performance to a packed hall. Sports Day dawned bright and sunny. Ashely from Rugbytots gave the children a fun filled period for their last session with him. Martin from Coachmesports continued the fun. Then the races started from running to jumping the children gave their all in front of all their families. The last races were more emotional as the Leavers took their places dressed in their red t-shirts. The day finished with a huge picnic for everyone a fitting end to a brilliant day. We would like to take this opportunity to thank the committee, volunteers and families for their continued support. If you would like further details for the preschool please ring 07979230019 or email info@cherrytreepreschool.org

The Gregarious Green Woodpecker BY CLAIRE THURLOW
M
uch as I enjoy a sunny British summer, after weeks without rain my garden is looking rather sorry for itself. The lawn is parched, the borders are wilting and even the stinging nettles are drooping. The water butts are drained and, if the weather forecast is to be trusted, the dry spell is set to continue. Of course, there are alternative ways of predicting rain – seaweed, pine cones, cows lying down – and woodpeckers. The green woodpecker is also known as the ‘Rain Bird’ because some claim that it becomes louder and more insistent when rain is imminent. The Druids believed these birds had dowsing skills and used them as water diviners. History makes no mention of their success rate! The green woodpecker is certainly noisy, with a raucous ‘ha-ha-ha’ call that sounds like the maniacal laughter of a pantomime villain, although ‘Laughing Betsy’ is another nickname. It won’t win any competitions for birdsong, but the woodpecker uses this cackle to keep in touch with its mate or other family members and to defend its territory. If you see one, there’s likely to be another nearby, so you may hear a dialogue of bossy ‘yaffling’ going on. Loud it may be, but the green woodpecker is far less likely to drum incessantly on tree trunks than its great spotted cousin, although it will excavate holes in broadleaved trees to make a nest site. If you sit quietly in a garden, nature inevitably comes to you, although in the case of wasps, I’d rather they left me alone. On a Sunday afternoon, I’m lazing with a book in a deck-chair, when a green woodpecker lands just metres from my feet. This one’s a juvenile, with streakier plumage than that of the adult, and appears to have not yet learned to be nervous of humans. It’s soon
42 42 42
joined by an adult bird, who lands further away and calls sharply to the youngster. Junior shrieks a reply and takes steady hops, dragging its tail across the lawn to greet the waiting parent. I’ve seen it in airborne, but right now it seems to prefer hopping to flying. The adult is olive green with paler underparts, but the camouflage effect is broken by a yellow rump, scarlet skull cap and black ‘mask’ which gives the face a sinister look. Both male and female have a black ‘moustache’, but the male has blood-red feathers in his, as if he’s gashed his face. With its stocky build, stiff tail and dagger-like bill, this is the largest of the British woodpeckers, and is widespread across the country, spotted in woods and farms as well as urban and suburban grassy areas. This year they’ve been regular visitors to the garden, spiking the lawn in their constant search for ants. They are expert at seeking them out, not just on the grass, but poking into the cracks between paving stones, around the base of bird-baths and planters, investigating any places where a dribble of water may have drawn thirsty insects. Ant eggs make an equally good feast, and the green woodpecker cleans them up with its long, sticky tongue. They are particularly keen on a newly mown lawn, finding and re-visiting anthills among the moss and the daisies. There must have been lean times during the winter, especially when the Beast from the East arrived, but they are adaptable and have been seen taking berries, and chipping away at tree bark to gather insects. The green woodpecker is a welcome guest, with its colourful plumage and unmistakeable laughter, and, of course, its endless appetite for ants.

Alresford Town Council Reports
Lengthsman The County Council have selected a new Lengthsman…. and The Town Council we are provided with 5 days of his work. At no extra charge Do you know of any overgrown public paths or other areas in New Alresford which will benefit from his cleaning skills…if so contact Frances Simpson on: committeeclerk@ newalresford-tc.gov.uk However now is a good time to remind you that your shrubs and hedges are probably growing vigourously and could be blocking paths ….so please cut back your own vegetation so that it doesn’t cause obstructions.
Getting Around Alresford The Recreation and Environment Committee are considering setting up a working party to investigate all transport and pedestrian routes
44
throughout the town. We will let you know in Forum and via the NATC notice boards how this is progressing
Speeding The Speed Limit Recorders (SLRs) which you will have noticed around town are telling us that more motorists are exceeding the speed limits. At a time when both the Town Council and many residents are trying to persuade the County Council that we need to extend the area of 30mph limit on Winchester Road, drivers who are exceeding the existing limits will only add to the risk that all road users experience.
Street Lighting and Travel We have received an invitation to participate in a survey being conducted by Hampshire County Council on Street Lighting, Supported Passenger Transport Service and the Concessionary Travel SchemeThis more detailed consultation follows on from the main Serving Hampshire – Balancing the Budget consultation carried out last year and seeks views from interested parties and the wider public on the options for delivering the planned savings in respect of the services mentioned above. The consultation closes at midnight on 5 August 2018. The questionnaire which we are using during the consultation process can either be completed online or is available for download on the consultation website:www. hants.gov.uk/aboutthecouncil/
haveyoursay/consultations/ publictransportandstreetlighting, along with other supporting information. A list of the public bus and ferry services subsidised by Hampshire County Council, which are within the scope of this review, is available on the consultation website. HCC are very keen to have a wide public response to this.

Community REPORT FROM WINCHESTER – COUNCILLOR, MARGOT POWER
I
t was a delight to celebrate Equalities Week with 1st Alresford Brownies, not only tea, cake and biscuits but bright young people with great ideas on how to make life more equal for everybody. We heard from some mature, (in years rather than zest for life), members of our community on how opportunities are now open to women that would have been unthinkable 50 years (or more) ago, and as a living example, our Rev. Julia Miles. It is always a pleasure to be reminded that we have articulate community minded children and young people living here. Thank you to thank the adult volunteers that make it possible for them to come together and explore what we can achieve together.
It is easy to forget in our comparatively affluent area that for those on limited incomes it especially difficult to feed the family in the summer holidays when free school meals are not filling a gap. Please make a special effort as you prepare for your holidays to make a contribution to the Winchester Basics Bank, either by adding goods to the contribution box in the Alresford Co-op or at http://winchesterbasicsbank.co.uk/ donate/ Thank you to Churches Together in Alresford who arrange for the collections at the Co-op to be taken to the Basics Bank in Winchester, and the local Basics Bank agents who make it possible for local families to access the food boxes. A very low key online survey as to what we thought of the proposals from HCC to charge for free on street parking collected more than 450 responses. I shall report next month on the opinion of residents, and hopefully the Winchester City Council response to the Hampshire consultation with District Councils.
Universal Credit is being rolled out in Alresford, at first for new claimants and those that experience a change in their circumstances. Winchester City Council has a plan to mitigate any personal gaps
I am receiving multiple reports of residents being denied use of the Alresford Tip, for reasons that seem to exceed the multiple notified exclusions. Each case is being addressed separately at present, please keep on telling your councillors of each event.

enise and Fiona are the Village Agents for Alresford. Village Agents are volunteers for Age Concern Hampshire who can help older people to find information and services in their local community such as getting out and about; help around the home and on money matters. Finding a reputable tradesperson is something that Village Agents often get asked about, and it can be difficult to
know where to turn.
Trading Standards Tips • You should obtain at least 3 written quotes from reputable businesses or traders who are either members of the Hampshire County Council Buy With Confidence scheme or a recognised trade association. • If you enter into a contract costing more than £42 at a place other than the business premises of the trader (for example at your home or place of work) you generally have fourteen days to change your mind and cancel the contract. The trader is required by law to provide you with certain pre contract information including a cancellation form. Work should not normally commence until the fourteen days has passed, except at your express request made in writing.
Buy With Confidence Hampshire County Council’s Trading Standards Service have produced a directory of approved businesses called Buy With Confidence. The Guide covers all types of businesses, and the businesses included are all vetted by Trading Standards and individuals have undergone DBS checks (criminal record checks) to ensure their safety for working with vulnerable adults. You can order a free copy of the guide online (http:// www3.hants.gov.uk/tradingstandards/tradingstandards-consumer/ tsguide-bwc-directory.htm) or you can visit the website: https://www.
If you need help finding a reputable tradesperson, Denise and Fiona are here to help you and would love to hear from you. Your Village Agents can also help to point you in the right direction to local services and organisations that may be able to help with other needs, such as help in the home, gardening services, finding a local activity club or group, and a wide range of other topics. Give Denise and Fiona a call today to find out how they can help you on 07969 376023.

were also able to shop for tennis gear, jewellery, Italian handbags and beauty products. The event was sponsored by Simon Brown of IVC in Alresford who came along for lunch. “We are so grateful to Simon for his continued sponsorship of this event,” said Home-Start Chairman Liz Cooper, “and the money we raise will support our work with young families in the Winchester area.”

s Wimbledon tennis fever builds charity fundraisers have already smashed their target to raise £2,400 for family support charity Home-Start Winchester. Eighty tennis players enjoyed a hectic morning of matches on courts in Winchester, Cheriton, Bramdean, Old Alresford, Swanmore and Upham, followed by a picnic lunch in the walled garden at Lane End Farm in Owslebury, courtesy of Sue and David Elton. Players settled in the sunshine on their rugs and picnic chairs and, after a glass of Prosecco enjoyed a two course lunch created by Jo Tyler and her team. Ladies

that may occur, and I am hopeful that this will prevent the distressing circumstances we have heard of from elsewhere.
The charity supports families who are experiencing isolation, low selfesteem, disability or mental health issues, bereavement, lack of parenting skills or the challenge of multiple births. The charity’s 35 volunteers work alongside parents in their own homes to help raise self-confidence and their ability to cope.

Rolling Back the Years
W
BY IRIS CROWFOOT
hen Anne first saw a steam train pulling up beside the docks in Southampton in 1963, her immediate reaction was to ask, ‘What’s that big, long thing?’ She had just spent 22 days crossing the Atlantic by ocean liner from her home in Grenada and had never seen a train before. Fortunately, someone persuaded her to get on board and the train whisked her off to Waterloo Station and a new life as a trainee nurse in London. Boat trains often formed the Windrush Generation’s first impressions of England and memories like Anne’s are being recorded as part of the Mid Hants Railway (Watercress Line) Canadian Pacific Project. Canadian Pacific (or CanPac to her friends) will be the flagship engine of the Mid Hants Railway. She is a Merchant Navy class steam engine, one of the mighty beasts which pulled the boat trains between Southampton and Waterloo. She was designed by Oliver Bulleid and built in Eastleigh Works in 1941 and has returned there to be restored in a project supported by the Heritage Lottery Fund. When I visited her, CanPac’s six foot two inch diameter wheels towered over me as I stood beside the tracks. She regularly travelled over 100 mph, pulling five or six hundred tons of loaded carriages behind her from the docks. No wonder Anne was impressed! CanPac is being rebuilt in Eastleigh. She was towed to Eastleigh Works by rail, dismantled and evaluated. The boiler was then lifted off the engine and transported by low loader to Ropley. As John Wood, one of the volunteers, explained, all of the parts are ‘hernia jobs to lift’ and the correct equipment is available in Eastleigh to do so. There’s also a wealth of British Rail engineering expertise amongst the volunteers: Malcolm Tomlin started his apprenticeship at Eastleigh Works aged 15 and has fifty years of steam experience under his belt. CanPac’s boiler and two Bulleid-designed wooden bodied carriages are being repaired at Ropley. This is a much smaller works than Eastleigh, but it contains the specialist equipment to make engine parts, weld and
52
test high pressure boilers and rebuild wooden bodied carriages.Very few people have the skills needed to do this nowadays and so six apprentices are being trained as part of the project. As well as repairing old engine parts, apprentices have to design any missing or irreparable ones, then manufacture them by hand on workshop machines which are themselves vintage. In the carriage workshop, the wooden bodied carriages’ curved wooden sides and window frames require painstaking carpentry skills to repair and exceptional painting to finish. It’s proved to be a brilliant training scheme: one apprentice has gone on to become the machine shop manager at Ropley. CanPac has also inspired students from the Solent University School of Media, Arts and Technology. They used the engine shed, signal box and stations on the Mid Hants Railway as backgrounds for their ‘A Different Eye’ film project, which shows the heritage railway operation and restoration through the eyes of 19 year old students. Sam Parker said, ‘What I liked the most was learning about all the old trains and how they are being rebuilt from virtually nothing. It was also nice to see how many volunteers care so much about the heritage and history behind the trains to keep them running. I really commend their work.' The general public is also contributing to the Canadian Pacific oral history collection. This consists of recorded interviews of people’s memories of working, travelling or trainspotting on steam railways between the 1940s and 1960s. Isabella Chalmers-Arnold, a former Perins School student, has already used the collection to research and write an excellent feature on ‘Women on the Railway in WWII’. It can be found at http://preservation.watercressline.co.uk/blog/entry/women-on-therailway-in-wwii. At the end of the oral history project in 2019, the collection will be deposited with Wessex Sound and Film Archive where artists, journalists and academics will be able to listen to the interviews in the future. If you have a memory that you would like to contribute, please contact Becky Peacock at outreach.mhr@hotmail.com

Community ALRESFORD NEIGHBOURHOOD WATCH Warm Weather Warning Do please be on the alert. We have knowledge of people locally who have actually been burgled in broad daylight. Please keep your windows shut...…..and locked, when you leave your home. You may also invalidate your insurance by leaving your property unsecured. An open window is an invitation to an opportunist thief. If you are away for a few days, let your neighbour know and have a key to access and check your property. This is Neighbourhood Watch. Reporting One of the most important messages that Neighbourhood Watch put out is to report all suspicious incidents, whether or not a crime has actually been committed. It seems that current practice is often to post the incident onto Facebook, or other social media sites, but not to report it to the Police. This is likely to delay any response from the Police and also negatively affect statistics of incidents. We know we won’t always get attendance from an officer, but future allocation of limited Police resources is related to occurrences reported to them. Efforts are being made to improve the 101 service, so please use it, as well as posting on social media. If a crime is actually in progress use 999.
COUNCILLOR - KIM A GOTTLIEB
I
t was a difficult decision to make, but I resigned the Conservative Party whip and became an independent Winchester City councillor, with effect from June 23rd, because it was the only way in which I felt I could continue in all good conscience to serve the residents of Alresford & Itchen Valley.
Without going into detail, I had many concerns about process and governance, and about the sincerity of the Administration’s engagement with the public. Generally, I feel that there has been too much focus put on the presentation of things, largely as a result of ‘politics’, rather than on their substance. More specifically, there has been a failure to learn any of the lessons provided by its loss of the Judicial Review I pursued against the Council in 2015, or by the subsequent independent inquiry commissioned from Claer Lloyd-Jones. I have tried to use my experience in the property industry to assist the city’s major projects, namely Silver Hill, Station Approach and the Bar End sports centre but, in my view, the project management and strategic thinking behind them has 54
Geoff Harris Many of you may already be aware that back in March, one of the founders of Alresford & District Neighbourhood Watch Association, Geoff Harris, passed away, aged 90. Working with the Metropolitan Police, Geoff had been active in setting up Neighbourhood Watch in Potters Bar, after he was burgled. When he moved to Alresford, on retirement, he was amazed that we didn’t lock our doors and windows and were still really trusting. So, as crime was rising rapidly across the country, in 1989 with three others, he set about getting Neighbourhood Watch going here. By 1992 we had achieved the distinction of Alresford being the first town in Hampshire to be covered 100% by Neighbourhood Watch. Geoff was Secretary from the very start until 2003. In the days when we had a manned Police Station open to the public, he would visit it every week. He would chat to whichever officers were there, creating a really good relationship between public and Police. He remained on the Committee until 2013. We can be very grateful for all the work he did to make Alresford as pleasant a place to live as it is. Boomtown You are reminded that Boomtown Fair will be taking place from Thursday 9th to Sunday 12th August 2018. Contacting Adnwa or Police: ADNWA website: www.neighbourhood.watch.alresford.org e-mail us at: contact.adnwa@gmail.com CRIME IN PROGRESS: RING 999 NON-URGENT ISSUES: RING 101 (if you observe suspicious activity) CRIMESTOPPERS: 0800 555 111 been lacking. As a consequence, the Council is not making the best of what should be wonderful opportunities for the city. In addition, I have been particularly concerned by the Administration’s insensitivity towards the city’s heritage, and the potential it holds for the economic, social and cultural future of the district. The decision to approve Sun Lane was also a factor. I recognise the need for more housing in Alresford, but I fear that the traffic impacts will be too severe and that we may end up with no affordable housing contribution. The approval also included a large volume of business space, the actual disposition and use of which is very far from being clarified. I appreciate the democratic right of others to hold a different view but, for me, the planning process was not a robust one and the examination of the key issues was incomplete and one-sided. I intend to continue campaigning on all these matters and will happily work with all parties in an effort to secure the change of approach needed. I will remain as a city councillor at least until the local election next May and, in the meantime, if there is any way in which I can assist with whatever local issue, or if anyone has a specific query about the above, I would be delighted to hear from you, regardless of political persuasion. Best wishes. Kim Cllr Kim A Gottlieb - Alresford & Itchen Valley

WINCHESTER CITIZENS ADVICE
Lesley Rose, Advice Services Manager for Citizens Advice Winchester District advises how to check if a property rental is as good as it seems.
I
’ve seen a new property advertised which I’d like to rent and am thinking about putting a holding deposit down. However, the rent is really cheap should I be worried it’s a scam?
You’re right to be cautious if the rent is a lot cheaper than the market rate. Don’t be hurried into paying a deposit before you view the property and look at your tenancy agreement. Viewing the property is important - not least so that you can see if it’s as advertised. If the landlord refuses, or is evasive, take this as a possible warning sign they are not legitimate. Even if you have seen the property, it’s still important to check your tenancy agreement carefully. You should expect your tenancy agreement to give the name and address of the landlord, along with their contact details. Ask for this information to be added if it’s not already included. If no contract is provided, or information on your landlord is missing, this is another red flag that the letting could be a scam. Finally, it’s a good idea to see if the landlord is a member of a professional landlord association or is accredited by the local council. Membership isn’t compulsory, but it will mean they are legitimate and will operate to a minimum standard. Trust your instincts and if in any doubt, don’t part with your money. For further help on identifying possible scams call the Citizens Advice consumer service on 03454 04 05 06 or visit your local Citizens Advice in Winchester or Bishops Waltham. Alternatively visit www.citizensadvice.org.uk If you need advice on any issue then visit your local Citizens Advice service. Citizens Advice Winchester District has services in Winchester and Bishops Waltham, plus outreaches in Denmead, Wickham and Alresford. Alternatively, call 03444 111306 or visit www.citizensadvice.org.uk then entering your postcode in the search field.

STEVE BRINE M.P
I
t’s tough being a parent these days. We all want our children to be healthy, happy and active but it’s hard in a world filled with temptation.
When it comes to food and drink, the sheer range and volume of marketing can make limiting our kids’ exposure feel like a losing battle, but it’s a battle we must win. One in three children are now overweight or obese by the time they leave primary school. Overconsumption, combined with reduced activity, is having a catastrophic effect on their health. We estimate that obesity related conditions are costing the NHS £6.1 billion each year. As the country’s Public Health Minister I am clear that obesity is indeed the new smoking and it is set to overtake smoking as the biggest cause of cancer. Of course, childhood obesity is complex. And while we parents are responsible for protecting our children from obesity, we in Government are committed to playing our part. That is why last month I published the long-awaited Chapter Two of our childhood obesity plan and our aim is to halve childhood obesity by 2030. We’re asking every primary school – and I’ve seen many do it well here in the constituency - to encourage their pupils to run or jog for at least 15 minutes every day as part of the ‘golden mile’. We’ve been inspired by the brilliant active mile campaign which is now in 36 countries. But exercise is only part of it. Our plan includes consultations on mandatory calorie labelling on menus and the banning of energy drink sales to children. We also want to consult on a 9pm watershed for TV adverts featuring products high in sugars, salts and fats - a particular bug bear of mine. I draw the line at marketing that deliberately targets inappropriate food choices at children. All these actions will help but only concerted effort across society will ultimately help us get a grip. Let’s get our children off their screens starting this Summer – put aside their fizzy drinks and sugary foods - and point them towards a healthier and happier future. Finally, I cannot let this column pass without mention of the incredible performance of Beauty & The Beast at Perins School last month. My daughter Emily and I were fortunate to go along and could not have been more impressed. This school has provided some real stars in the past and I think there are more to follow. To erect a big circus tent in a school field is brave but speaks volumes to Perins ambition for its pupils and education in the widest sense of the word. You can see more at www.perins. net/theatre and huge congratulations to all staff and cast for making something very special in the heart of our community. You can see much more of my work at www.stevebrine.com, follow me on Facebook at fb.com/SteveBrineMP or Twitter @ BrineMP.

ALRESFORD RUGBY CLUB
T
he football lit up our summer, Wimbledon was Wimbledon, Chris Froome was on his bike, Hamilton continued his charge to another title, waist coats became the must have and the country baked in ridiculous weather. But put those minor details to one side because the rugby season is about to begin again!! Under a new coaching team led by the very much sought after Andrew Fields, ARFC will begin a new chapter in our incredible history in August. Scott Cleeve and Cain Price are stepping down after taking this club to amazing new levels and we all need to appreciate exactly what that has entailed. From everyone associated with the club, past and present, you two are legends and we thank you. (Please check out The Forum Magazine in September, when we hope to have an exclusive interview with our new Head Coach Andrew.) However, life and clubs doesn't stand still so we now enter a new era with new opposition and new leadership. We have three friendlies in August...Petersfield away on the 18th, Alton away on the 25th and Perins Old Boys home on the 31st. A lot of people gave up their time to improve the facilities at our ground over the summer and we send a massive thank you to you all. To all of our sponsors, and Alresford Forum, thank you for understanding the importance you add to a local club. Please come and support home or away whenever you can. I can't tell you how much this is appreciated by all of us, but particularly the important people...the players. Many many thanks for your ongoing support of this wonderful club.

he summer months are usually the time most of us take our main holiday. If you are travelling abroad for your holiday and want to take your pet dog, cat or ferret with you then you can do so under the regulations of the EU Pet Travel Scheme (PETS) if travelling to certain qualifying countries and back to the UK. PETS was introduced in 2000 as a means of preventing the rabies virus and a species of tapeworm called Echinococcus multilocularis from entering the UK as the UK is both a rabies and Echinococcus -free area. As both of these disease carrying organisms are zoonotic and can be serious or fatal to humans, compliance with the scheme is of utmost importance to safe-guard public health. You will need a pet passport for your pet dog, cat or ferret if they are travelling to the UK from an EU country or from the UK to a listed or unlisted country and then back to the UK. If they do not have a pet passport when returning to the UK from a listed or unlisted country (also known as third countries) then they will require a third-country official veterinary certificate (www. gov.uk/take-pet-abroad/pet-passport). Not complying with the regulations under the scheme for entry into a member country including the UK will result in the pet being placed into quarantine for up to 6 months so it is advisable to check on the requirements of the country you are travelling to as well as the country you are travelling from when returning to the UK with your pet. Also, travel must always be via an approved route. A pet passport must be issued and validated by an authorised vet. The requirements for a pet passport include: identification of your pet by means of a microchip, a rabies vaccination (pet must be at least 12 weeks of age) given 21 days before travelling. The rabies vaccine must be administered after having had your pet micro-chipped. Additionally, for dogs only, a tapeworm treatment is required 24-120 hours (1-5 days) before your dog re-enters the UK, so plan ahead to locate a veterinary practice that can provide your pet dog with a tape-wormer with an authorised vet who can certify the pet’s passport as having done so. Treatment for ticks is no longer a requirement but is usually advised by your vet to prevent tick-borne diseases such as babesiosis and erhichiosis from entering the UK. Remember, the EU Pet Travel Scheme and pet passport only allows you to come back into the UK without the need for quarantine. You still have to comply with the regulations for taking your pet to other countries, if applicable. For information on the documentation required for travel between countries or for animals other than a dog, cat or ferret and for up-to-date information please visit www.gov.uk/take-pet-abroad or call your local veterinary practice for advice.
