Rental legislation every landlord needs to know

Keeping up to date with rental legislation as a landlord is very important as this ensures the safety of your tenants and means that you can avoid potential fines. Here, we take a look at some of the rental legislation every landlord needs to know.

Energy Performance Certificates - All landlords must have an Energy Performance Certificate (EPC). This certificate will show the energy efficiency of the property rated from A to G. Properties cannot be rented out without a minimum rating of E and cannot be marketed without an EPC.

Gas safety certificates - If your rental property has a gas supply you will need to ensure that appliances, fittings, and flues are safe and in good working order for your tenants. This requires annual checks by a qualified gas-safe registered engineer. A copy of this certificate must be provided to the tenant at the start of the tenancy.

Electrical certificates - To ensure the safety of their tenants, landlords must have the electrical installations in their properties inspected and tested at least every five years. These tests should be carried out by a qualified individual and the certificate showing the checks must be provided to the tenant at the start of the tenancy.

Smoke and carbon monoxide alarms - In accordance with regulations, all privately owned rental properties must have a working smoke alarm on each storey. There must also be a carbon monoxide alarm in any room that has a solid fuel-burning appliance, such as a wood-burning stove or coal fire. Fire risk assessments should also be carried out periodically to identify fire risks in the property and put measures in place to prevent fires where possible. Landlords should also ensure that any items of furniture or furnishings they provide meet the fire safety standard.

Save our Chalk Streams

Here in Hampshire, we have some of nature’s greatest gems in the form of our local chalk streams. If you love exploring the outdoors, you’ve probably been treated to the idyllic scene they offer: lush green plants drifting in crystal clear water, the serenity broken only by the resident wildlife. Iconic species like the mayfly, kingfisher, and water vole all call these places home.

Chalk streams appear commonplace due to their prevalence in our region, but in reality we’re very lucky – only 210 exist worldwide, and 85% of those are in England. The reason for their rarity is also the source of their special qualities: fed by an underground chalk aquifer, their water is unusually cool, clear, and oxygenated. This makes them wonderful havens for nature.

Sadly, all is not well with these remarkable habitats. Many are failing their ecological health tests, and every single one is in the worst category for chemical standards. The causes are numerous, with over-

abstraction and sewage pollution among them. What’s more, the government’s target for returning the streams to good health is now decades away, in 2063.

When it comes to tackling these issues, legal designations like Site of Special Scientific Interest (SSSI) or Special Area of Conservation (SAC) can be somewhat helpful. Yet only a small number of England’s chalk streams have such protections, and the existing framework is too narrow to fully address the impact of pressures like housebuilding and agriculture.

Hampshire & Isle of Wight Wildlife Trust has now launched a campaign to raise awareness about this pressing problem. ‘Save our Chalk Streams’ proposes bespoke legal protections for all chalk streams and greater investment into restoration projects, reduced abstraction, upgraded sewage treatment works, and an expanded system of monitoring and enforcement.

Why Winter Lawn Treatments are Essential

Winter lawncare is often overlooked, but it is crucial in ensuring the health and longevity of your lawn. This blocks air circulation and provides ideal conditions for this fungal disease to attack the grass plants.

Prepare your lawn for winter

Proper autumn maintenance will help protect your lawn from damage. One of the first things to do is to remove any fallen leaves and moss from your lawn. These can trap moisture, block out light, and lead to the development of fungal diseases that kill the grass. Fertilising in the autumn will help to strengthen the grass and make it more resilient to cold temperatures and the rigours of darker, wetter days. Aerating the soil will also help to relieve compaction, reduce waterlogging, and ensure that water and oxygen can reach the roots of the grass.

Proper winter lawn maintenance not only protects the lawn from damage caused by winter weather, but it also promotes healthy

growth in the spring. A well-cared-for lawn in the winter will be better equipped to bounce back in the spring and recover more quickly from any damage that may have occurred due to poor weather. By taking the necessary steps to protect your lawn in the winter, you can ensure that it will be lush, green, and healthy when the weather improves and you want to get outside and enjoy your garden. Lush, thick grass also has less issues with moss and weeds as there are fewer bare areas for these troublesome plants to establish themselves.

Aerating your lawn can also help to protect it from winter damage. Aeration involves making small holes in the soil and cracks beneath the surface, which allows water, oxygen, and fertiliser to reach the roots of the grass. This can help to prevent compaction and ensure that your lawn stays healthy during the winter. It also aids root development which promotes heathier grass plants that are more drought tolerant.

It's important to address any existing problems with your lawn before winter and again once winter has passed. If you have any bare spots or areas of thin grass, you should reseed those areas. Moss is a common problem in lawns, especially during the winter months. Moss not only makes your lawn look unsightly, but it can also choke out the grass, making it difficult for it to grow. Moss thrives in damp, shady areas of the lawn, and if left untreated, it can quickly take over.

One of the most effective ways to control moss in your lawn is by using moss control treatments. Iron is a natural moss killer, and when applied to the lawn, it will help to dehydrate the moss and prevent it from becoming dominant. Iron also helps to harden the grass, making it more resistant to disease attack. The iron treatment will penetrate the moss and cause the moss to turn brown. This moss should then be removed with a spring rake or scarifier.

Grant Applications

Grants of up to £1000 are available for local charities and community groups and are considered by the Town Council on a quarterly basis. If you have a project that could benefit from a grant in the next round of funding, please submit an application form (available on the council website along with associated information) by 16th October. Preference will be given to specific projects or activities rather than general running costs. You are very welcome to attend the meeting on 24th October at Alresford Recreation Centre to talk in the public participation session and listen to the applications being considered. Come and join your Town Council. New Alresford town Council has a vacancy for one councillor. You could become one of 70,000 parish councillors’ country-wide who represent small towns and villages. Parish councils are made up of unpaid councillors who are elected to serve for four years. Local councils work towards improving community quality of life. They provide and maintain recreation grounds and playgrounds, allotments, footpaths, bus shelters, car parks, litter bins and traffic calming measures and also comment on planning applications amongst many other things. This new set of equipment has been extremely popular since its opening at Arlebury Park in July 2022. This summer the council has installed rubber matting around all the equipment to make it more useable in the damp winter months. 3. Get involved in consultation events. Most recently we have been consulting on the development of the New Alresford Neighborhood Plan and held a specific consultation session for young people about how they use the Councils parks and how they would like to see them improved.

Park Maintenance

As Autumn arrives, annual maintenance tasks at all the recreation grounds begins in earnest. Hedges get cut around all parks and allotments including the very large hedges around the tennis courts at Arlebury Park which is a particular challenge. In a few weeks’ time the long grass edges around the recreation grounds will have their annual cut with the hope of encouraging evermore wildflowers. These edges provide valuable habitat for many insects and small mammals. Other tree work is planned during the autumn and winter seasons to ensure that all the council owned trees are healthy and safe, including newly planted trees at Arlebury Park.

Getting involved with NATC

In the last issue of The Forum, we identified what a parish and town council is and what it does, the next step to consider is how you can get involved…

1. Become a councillor. Elections of local councillors take place on the first Thursday in May every 4 years. Residents in Parish and Town councils decide who they want to represent them by voting in local elections. New Alresford has space for 11 Councillors and

Over the last year we have supported many events and activities that you may well have participated in such as the Chamber of Commerce Easter egg and ghost hunt, the arrival of Father Christmas, the Coronation event and many more.

I have been working hard for a speed reduction from 60mph to 40mph between New Alresford and Bishop’s Sutton. I have supported the excellent application from Bishop’s Sutton Parish Council and had numerous discussions with Hampshire Highways and related parties. This action supports the footpath enhancement I have pursued vigorously at the request of local residents. Embracing this change, we actively contribute to safer roads, protect vulnerable road users and reduce the environmental impact of transportation.

Pollution and who pays? - Part 2!

Many thanks to all those who came to talk to us at our River Quality Awareness stall in Alresford on Saturday 9th September. It was a bit hot, but nonetheless we talked to many people: more than 70 people signed our Stop Sewage Dumping petition over the 90 minutes of the street stall – you can sign it at www.winld.org.uk/ stopsewage or using the QR code.

The government allows water companies to dump sewage from storm overflows in periods of heavy rain. But only last week, the BBC revealed that Southern Water was illegally dry dumping sewage on the hottest day on record – July 19th 2022!

Conversations at the street stall made it clear that people of every political persuasion are appalled that the government is allowing sewage to still be dumped in our rivers, both legally and illegally.

Apart from information about the diversity, and decline, of wildlife living in our chalk streams, visitors to our stall could try their luck in our ‘River Delights Lucky Dip’ – to see what might be found in our rivers these days. You could pull out some good things and some bad things! Let’s just say there were items that would bring delight to a 7-year-old.

Even locally treated water contains nitrates, phosphate, microplastics and pharmaceuticals: all of which pollute our rivers.

The support for work done by the Hampshire and Isle of Wight Wildlife Trust was immense, and we took the opportunity to give out their Septic Smart leaflets Septic Smart | Hampshire and Isle of Wight Wildlife Trust (hiwwt.org.uk).

Of course, we all pay for the decline in water quality. It costs water companies more to supply potable water, and inevitably this pushes up our water bills; commercial providers of wild fishing have fewer fish due to lack of invertebrates; we see fewer kingfishers due to the lack of small fish.

The new iPhone 15 has been available since late September and along with the new IOS 17 software update there are some interesting new changes available including, amongst many other new features, being able to use your phone as a nightstand clock, drop the “Hey” from “Hey Siri” so now it will just be ”Siri” followed by the command, and the noise isolation feature to eliminate background noise during a phone call, great for busy, noisy places like airports and train stations. IOS 17 is not just available for the new iPhone 15 but for all iPhones after the Xr, so the iPhone 8, 7 and 6 will not get the new update. If you are considering updating your iPhone to something refurbished consider the 12, 13 or 14. There are always many to choose from and I am happy to advise.

The new Apple Watch series 9 is definitely worth considering if you are looking to change update your existing watch. It is a lot brighter outside in the sunshine, and uses a brand-new processor making it so much faster. A new feature lets you double tap your index finger and thumb to answer a call, open a notification, play and pause music, and more. New St Swithun’s Prep Head Liz Norris reflects on first few weeks

children engaged in their daily activities and to feel the pulse of the school.

An early highlight was observing a history lesson in the Year 2 classroom. It was the first day back at school for these young learners, yet they were enthusiastic and engaged throughout. It is a testament to the quality of education and the nurturing environment that St. Swithun's provides that the girls were so keen to learn in their new classroom, under the guidance of their new teachers.

It is abundantly clear that learning is at the heart of St. Swithun's and that it is a place where both students and staff thrive. The passion for education that I have witnessed in both our students and our dedicated staff excites me. We are a community that values knowledge, curiosity, and growth, and I am committed to fostering this culture even further.

As I step into my role as the new Head of Prep here at St. Swithun's, I find myself reflecting upon these first few weeks. It has been an absolute privilege to join this vibrant community and I am keen to share my initial thoughts and experiences.

Tasty Pumpkin Muffins

MAKES 12 MUFFINS

INGREDIENTS

• 220g plain flour

• 1&1/2 teaspoons of ground cinnamon

• 1/2 teaspoon of ground nutmeg

• 50g light brown sugar

• 100g caster sugar

• 210g pumpkin purée (cooked and mashed. Alternatively canned purée can be used)

• 2 teaspoons baking powder

• 2 large eggs (beaten)

• 125g salted butter, melted

• pinch of salt

METHOD

Heat the oven to 200C/180C fan/gas 6. Take a muffin tray and line with 12 cases. Mix the flour, baking powder, cinnamon, nutmeg and both sugars together in a large bowl. Break up any lumps of brown sugar by rubbing them between your fingers.

Wisk the beaten eggs and pumpkin purée together until well mixed. Add the dry mix of flour, salt, baking powder, sugar, cinnamon and nutmeg. Fold the ingredients into the mixture until they are well mixed. Divide the mix between the 12 muffin cases and sprinkle with lightly pre-roasted (small) pumpkin seeds as decoration if desired.

Bake for 12-15 mins until golden and risen. Skewer the muffins, if the inserted skewer comes out clean the muffins are ready. Pop onto a wire rack to cool completely. The muffins keep for three days in an airtight container.

New Alresford Town Council kindly purchased the camera to help residents reduce their carbon emissions and winter fuel bills, and gifted it to New Leaf to administer a free loan scheme. In a typical British home, up to one third of the heat produced by the heating system can be lost through the roof, ceiling and walls. Even if you have double glazing and insulation in place, viewing your home through a thermal camera can help you identify cold spots where you are losing heat.

The camera connects wirelessly via an app and is compatible with iOS and Android smartphones and tablets. This year, we also hope to offer a limited number of special visits for guided thermal imaging surveys, should you require help interpreting results.

We are delighted to report that the 17th annual 10k road race held on 18th June raised more than £3000 for the Hampshire and Isle of Wight Air Ambulance which relies entirely on donations from the community to carry out its life serving service.

Unfortunately, the school term started without parents or school having any idea if buses had been booked to take children to school, nor did the bus passes arrive on time. I have taken up the matter with HCC. I am working with everyone who has sought help, but if you are still struggling with County transport, please let me know.

I know that many of you want traffic to go more slowly, but you are unsure how 20mph could work if it isn’t enforced by the Police. HCC set up a 20mph Task & Finish Working Group in 2021 . They reported 9500 responses to the 20mph consultation in early 2023, but a report is not expected until the end of 2023. The current policy restricts new 20 mph zones to address casualty reduction.

They are making progress with filling potholes, but cars are still being damaged. I receive so many complaints about this, so I put a formal question to the County Council. You can see replies to all of the councillor questions by going to www.hants.gov.uk and search ‘meetings calendar.’ The County Council meeting on the 28th September will be live on the day, and the recording available by early October

There is a consultation until 11.59pm on the 12 November which asks your views on new units, closures and rearrangement of higher dependency beds across Hampshire I urge you to take part in this consultation. It includes provision of a new unit at the Cornerways site in Kings Worthy. Also, check the car’s MOT history for free on gov.uk. Keep a copy of both these results (take a screenshot or download the information) as well as the original advert or description of the car. You might also consider getting a private history check to see if the car’s been reported stolen, still has money owing on it, or has been in a serious crash. This will cost about £20.

Godolphin announces top line up for Literary Festival 2023

I need a new car but can’t afford to buy a new one, so I’ve been looking at secondhand options. I’ve heard so many horror stories about people buying cars that turn out to be faulty. I’m worried that I won’t know what to check, especially as I know very little about cars. How can I make sure I don’t buy a dud car?

For many people, buying a car is a major purchase and whether it’s new or second-hand, the process can seem daunting and complicated. But don’t worry, there’s lots of information on the steps to take when buying a car and what you can do afterwards if something goes wrong on the Citizens Advice website.

First, where are you going to buy the car?

If you’re buying from a trader, choose a trustworthy one with an established name with a good reputation. Ideally, they will be part of a trade association or follow the industry’s code of practice. If you’re buying via an auction, this is much riskier as you’ll have fewer legal protections like the right to returns or refunds so carefully read the terms and conditions before you bid.

If you buy from a private seller, there’s a few extra steps to take. For instance, try to inspect the car at their home address so if something goes wrong later, you have a record of that. Make sure the car’s details are correct by using

Inspecting the car is crucial before buying. Ideally, do this during the day when it’s not raining (scratches are harder to see on a wet car) and take it for a test drive for at least 15 minutes and on different types of roads, if possible. Check you have the appropriate insurance for a test drive (either your own or the seller’s policy might cover you). Once you’ve decided on a car, don’t be afraid to negotiate on the price. If you take out a loan or finance to buy it, make sure you can afford the repayments over the lifetime of the contract. If you pay with cash, you will have fewer protections than other options like debit.

Often, despite doing all these checks, you might find something wrong with the car after you’ve bought it. You may have a legal right to a repair, the cost of a repair or some money back but it’s on a case-by-case basis and some examples might be the car’s mileage is wrong or the car keeps breaking down.
