The importance of a qualified agent

Legislation moves quickly within lettings, and so it is important to keep up with the plethora of changes. There are several hundred pieces of legislation that Landlords have to adhere to, and a failure to do so can result in not being able to issue notice to your tenant, a fine, or at worst imprisonment.

For many private landlords, this abundant and constantly changing legal landscape can prove daunting to navigate. As a Landlord, it is important to know that your agent is up to date with the current legislation and the best way to do this is by using an ARLA Propertymark agent. This means that your agent is qualified, has client money protection insurance and is required to undergo a minimum of 12 hours of professional development

Other changes for this year include the Government's planned rental reforms, which have caused concern for many landlords. We expect these reforms to come in sometime next summer.

St Johns and a Celebration of the town of

New Alresford

At the Watercress Festival this May, the Friends of St John's launched a brand new guide to the New Alresford church . The guide costs £7, and all revenue goes to the up-keep and general maintenance of the church, the John Pearson Hall and churchyard.

The Friends ( devoted to raising funds for St John's) was founded in 2018 by the late David (Baron) Chidgey and is now ably chaired by Jan Field. Every month, the Friends show films in the Alresford Community Hall. These films, accompanied by a well stocked bar, have proved very successful and popular. So much so that well over £10,000 has been raised to repair the church clock, and we are currently talking to St John's about how another £5,000 could be spent.

The new guide, which also sketches out the history of the town as well as pointing visitors to the many attractions New Alresford has to offer, is a lovely souvenir, filled with photographs ancient and modern.

Annie Saunders, who co-wrote the guide with Jan Field, told The Forum:

"We wanted to produce something which was a bit different from the usual church guide. Something which would allude to Alresford's incredible history and its present standing as a popular, vibrant market town. And at the centre of the town and its fascinating history, is of course our parish church, which has born witness to over a thousand years of changes".

The Bishop of Winchester, Phillip Mountstephen, spoke movingly at the launch in May of the two twelfth century Bishops who created New Alresford: Henri du Bois, who oversaw the creation of the Old Alresford `pond', and Geoffey de Lucy who designed Alresford's T shape and the burgage plots in Broad Street.

The pond, originally simply dammed to make a fishing lake for hungry clerics, enabled a ʻdry routeʼ through Alresford and on to London. It also enabled various mill races to power industry along the river up to the famous Fulling Mill. And of course, the pond proved the perfect place for eels to mature before their extraordinary journey to the Sargasso Sea.

Alresford is indeed a wonderful place to live and to visit. The Friends hope that their new guide will help keep Alresford and its church in the public eye, and St John's in a splendid state of repair for another thousand years,

Christmas Shoeboxes

By the time you read this local primary schools and many other individuals and organisations in and around Alresford will be busily collecting items and filling “shoeboxes” with small gifts to bring some happiness at Christmas to disadvantaged and displaced children in Moldova, Montenegro, Romania and Ukraine. It’s not too late for you to take part and make a difference to a child’s life. Full details can be accessed on https://wessexrotaryshoebox.org.uk/ (or Google “Wessex Rotary Shoebox Scheme”) including a copy of the scheme leaflet which particularly specifies what items cannot be included including food, sweets, liquids (e.g. shower gel) and items which are sharp or war related.

To make the transportation of the boxes as economic as possible only flatpack boxes supplied by Rotary can be used. The official date for the receipt of filled boxes is earlier this year because of the conflict in eastern Europe –18th October.

What is undoubtedly one of mid Hampshire’s best fireworks displays and bonfire will take place this year on Friday 8th November. Have a look at our website for photos of last year’s event. The evening starts at 7.00 p.m. with the visually stunning sight of the community torchlit procession wending its way down the length of West Street (from the Broad Street junction) and up Pound Hill to the entrance of Arlebury Park where the bonfire will be lit at 7.45 p.m. followed by a breathtaking firework display from Pains Fireworks. Refreshments will be available in the Park. Early bird tickets are available throughout October - £4 Child, £9 Adult – increasing on 1st November to £5.50 and £12 respectively. Consider adding DJI’s Osmo Action complete with an extension rod to your arsenal and you can take amazing photos and movies by speaking to it. Extend the rod and say “take photo” or “start recording - stop recording” With the DJI Mimo app you can transfer your pictures and files directly to your iPhone’s picture library.

How to protect your family’s financial future

Don’t let them go to waste but bring them (washed and clean) to the Flowerpots (Cheriton) car park between 12 noon and 4.00 p.m. on Saturday 12th October and Alresford Rotary will juice them. Rotary will give you half the juice and will sell the other half to enable it to support local and international needs. If coming to buy, please bring cash - £2 per litre.

Tasting Evening

Alresford has been twinned with Bricquebec in Normandy since 1982 and the link between the two towns remains strong. The photograph above was taken in May this year when we had 20 visitors from Bricquebec for a very successful exchange visit. Also this year we have had a January Soirée, a Spring walk and a Summer Wine Evening. Our next event is a:- Wine Tasting Evening on Friday 11th October at 7.30pm at St John's Church Hall, Alresford. Cost is £20 per person to include wine tasting with a wine expert, cheese and nibbles and a quiz. There will also be a raffle. Alresford Pigs Association - Mud, Glorious Mud!

One of our major activities during the year is helping to setup the car parks and pay station for the Alresford Show, and then on the day of the show to provide safety stewards and managing the carparks. A week or so before the actual day of the show we spend a day or so bashing in posts and attaching loads of Netlon round the carparks and walkways.

We did say we used lots of Netlon didn’t we? See the picture above. On the day itself we rolled up at around 6:30 and started the long day of helping the public and exhibitors to park and safely spend, what we hope, was a very nice day at the show.

This year was no exception, although the weather didn’t really help us very much! But whatever the weather we try our hardest to keep smiling and helping to keep everyone safe throughout the long day. But once the day is over, around 12 hours later, we try and just have a bit of down time. Obviously, this might just involve the odd pint!

We’re sure that you’ll all agree that even with the ‘not ideal’ weather, the show was still a rousing success. Let’s just hope that next years is a little bit warmer, and a whole lot less muddy!

We know that we probably shouldn’t’ be using the “C” word this early in the year, but that’s the next big job in the diary for The Pigs - helping with the Christmas trees and the arrival of Father Christmas (there we’ve said it). It really won’t be long before The Pigs, and the Chamber of Commerce, will be seen clambering up ladders once again. Let’s just hope the weather is nice to us this year when we are out decorating the town.

Ally Chatterley, Operations Manager at Citizens Advice Winchester District gives advice on changes to the Winter Fuel Payment, and how to access it.

I’m a pensioner and am really worried about how I’m going to pay my energy bills this winter, especially now the Winter Fuel Payment is only going to people on certain benefits. I don’t currently receive any benefits, but my income is limited and I’m wondering if there’s anything I can do.

Previously the Winter Fuel Payment, which is worth up to £300, has been given to all pensioners regardless of income. However, this winter you’ll now only get the payment if you or your partner get certain benefits, including Pension Credit.

Pension Credit is one of the most underclaimed benefits there is – in Hampshire alone an estimated £2.5million of Pension Credit goes unclaimed each year. If you’re of pension age and on a low income, then it’s worth applying for Pension Credit even if you don’t receive any other benefits.

If your application for Pension Credit is successful, then as well as receiving a monthly boost to your income, you’ll also be able to access other support including making a claim for the Winter Fuel Payment.

You have until the 21 December to apply for Pension Credit and still receive the Winter Fuel Payment if successful. To find out more about the eligibility for Pension Credit and how to apply you can go to the national Citizens Advice website.

Flu and COVID Boosters Autumn/ Winter 2024

We are underway with co-administering Flu and Covid boosters this Autumn. Invitations have gone out to eligible patients via SMS text message with a simple online booking option and/or an invitation letter. In order to avoid clogging our phone lines please call after 11am. We have pre-bookable appointments & we have availability throughout the week, in addition to some Saturdays.

Vaccination clinics are being held here at Alresford Surgery. Both flu and covid vaccinations will be given at the same time and the appointment will be for both vaccines. Thank you, once again, for your support with this vaccination programme.

Child Flu Clinics

We have been busy vaccinating children who are aged 2-3 or aged 4-17 and have a condition which puts them at greater risk if they get flu. Children in years R-7 will be vaccinated in school by Schools Health. Please wait until you get an invitation letter before contacting the surgery.

RSV Vaccination

Respiratory syncytial virus (RSV) is an enveloped RNA virus, in the same family

as the human parainfluenza viruses and mumps and measles viruses. RSV is one of the common viruses that cause coughs and colds in winter. RSV is transmitted by large droplets and by secretions from contact with an infected person. Infants under one year of age and the elderly are at the greatest risk of developing severe disease. While most RSV infections usually cause mild illness, infants aged less than 6 months frequently develop the most severe disease such as bronchiolitis and pneumonia, which may result in hospitalisation. From 1 September 2024, 2 new respiratory syncytial virus (RSV) vaccination programmes will be introduced:

Programme for older adults aged 75 to 79 years old

All adults turning 75 years old on or after 1 September 2024 will be eligible for the routine programme and should be offered a single dose of the RSV vaccine. A one-off catch-up campaign for those already aged 75 to 79 years old on 1 September 2024 will be undertaken at the earliest opportunity.

Programme for pregnant women to protect infants

All women who are at least 28 weeks pregnant (the eligible cohort) on 1 September 2024, will be offered a single dose of the RSV vaccine. After that, pregnant women will become eligible as they reach 28 weeks gestation and remain eligible up to birth. We will be offering this vaccination at the Surgery, however if you are eligible you will be contacted in due course.

St Swithun’s School celebrates an impressive year of academic success

St Swithun’s School in Winchester is celebrating an impressive year of academic success, with outstanding A-Level and GCSE results. The school achieved its strongest set of A-Level results in a non-pandemic year since 2015, with 92% of grades at A* to B and over two-thirds at A*/A. Half of the year group earned grades of AAA or higher, with 40% achieving at least one A*. This academic excellence has led students to secure places at prestigious universities including Cambridge, Oxford, Imperial College, LSE, Durham, and St Andrews.

In the two largest A-Level subjects, nearly 80% of students in mathematics and 83% in chemistry achieved A*/A grades, far surpassing national averages. The students also excelled in subjects such as French, German, history, politics, and psychology, with a high percentage earning top grades.

Academic, Music and Sport scholar Louisa will be heading to Cambridge University to study Modern and Medieval Languages

after obtaining three A*s. She will be joined by Esther who achieved four A*s and will be studying Natural Sciences at Cambridge.

Eunice also achieved an incredible A*A*A*A and will be reading Accounting & Finance at London School of Economics and Political Science (LSE).

Rhiannon excelled in her exams and obtained four A*s. She will head to Exeter University to study Natural Sciences.

Head girl Alice and Deputy Head girl Annabel (both pictured) are both off to Oxford University to read History after achieving A*A*A and A*A*A* respectively.

Meanwhile, the school’s 2024 GCSE results were equally impressive, with 80% of grades at 7/A or above and 30% at the highest grade 9. Over half of the year group achieved six or more grades at 9/8/A*, with a quarter gaining nine or more top grades. There were particularly strong performances in subjects like history, biology, modern languages, and further mathematics, where 88% of students earned 9/8 grades.

Among the year’s top performers was Chloe, who earned nine grade 9s and one grade 8, and plans to pursue A-Levels in biology, English literature, history, and mathematics at St Swithun's. Boarder

Claire from Beijing excelled with 11 grade 9s and one grade 8 while contributing to the school’s musical productions and mathematics competitions. Marharyta, a student from Ukraine, achieved a remarkable six grade 9s, three grade 8s, and one grade 7, and will continue her musical studies at the Royal College of Music alongside her A-Levels.

Headmistress Jane Gandee commented, “Our results reflect the energy and curiosity our students bring to their studies. Update to Improvements to the River Path

Hampshire County Council are well underway in their project to repair and improve the river path from the bottom of The Dean along to the Fulling Mill. We thought it would be interesting to share pictures of what is happening, so you can see how the work is being undertaken.

Barriers have temporarily been installed in the river along it’s length, to allow water to be pumped out from the area next to and under the footpath. This will help draw out the native crayfish from under the path so they can be protected. The water is then pumped back into the main body of the river.

Ecologists are carefully searching for crayfish, eels and bullheads (amongst others), gently lifting large debris to inspect before returning to the river. Any non native crayfish are being removed.

Parts of the path are being reinforced with vertically stacked rock rolls, secured using steel pins. The rock rolls will lie against the existing revetment boards, which are being left in tact where possible.

To enhance the river’s biodiversity, coir husk rolls planted with native marginal plants will

be installed on top of the rock roll revetments. We kindly remind everyone to avoid entering the work site. Any interference from trespassers prolongs the project by diverting contractors' attention away from their tasks.

Hedge cutting

We receive quite a few calls each year reporting problems with overgrown hedges and surface vegetation adjacent to highways and footpaths. These problems can cause inconvenience and possibly injury to pedestrians, and we will work with landowners to keep this interference to a minimum. In particular overgrown hedges can pose a hazard to people who are disabled or visually impaired, especially if the path is narrow or the obstruction is excessive. In these instances they may be prevented from using the path, forcing them to use a longer route. While trees growing on the path are generally the responsibility of one of the Council authorities, hedges forming a boundary between the path and a property, are typically the property owners responsibility.

If a boundary hedge obstructs the path, we have the authority to ensure that it is cut back. In such cases, we will contact the hedge owner to request that the necessary work is carried out. If the work is not completed within 14 days, we may take action using our default powers to clear the obstruction.

We kindly ask that you check your trees, shrubs and hedging adjacent to the highway

and footpaths, to ensure they don’t pose an inconvenience or a danger.

Winchester City Council October 2024

Local Plan and changing Government Policies

On 28th August there was an Extraordinary Council meeting to agree the Winchester Local Plan 2020- 2040 to agree submission to the planning inspectorate. The decision was unanimous.

Why the speed? The new Government has produced a draft National Planning Policy Framework (NPPF) document that sets out new basic planning policies, one of which is an increased supply of housing land that would necessitate Winchester providing an additional 466 houses per year on top of the current planned numbers. Since this is only a draft, the Government allows a window for well-advanced Local Plans, such as ours, to be submitted for inspection under the old, existing NPPF. Winchester City Council could either press ahead to meet this deadline or can pause its work.

The latter option would mean leave a period of some eighteen to twenty-four months without a valid Local Plan. The lack of a legally approved Local Plan leaves the district vulnerable to a wave of speculative development. It is hard to overstate how critical it is to avoid having an invalid plan, which would leave our area open to “Planning by Appeal”! Hence a decision was made unanimously, to go for the first option and press ahead; this also avoids the need to scrap the years of work already done by WCC on the current plan.

The Winchester Local plan can be viewed at Alresford Library and there were three drop-in sessions during September:

• Winchester: 11 September 3-6pm, The Nutshell Theatre, Kings Walk SO23 8AF

• Wickham: 17 September 3.30pm – 7.30pm, Wickham Community Centre, Mill Lane, PO17 5AL

• Sutton Scotney: 25 September 3.30pm –7.30pm, The Victoria Hall, Wonston Road, SO213GX

The developing plan will be submitted for inspection and work will then start to revise it to meet the new NPPF standards. However, the currently proposed timescale of 18 months to produce a revised plan is difficult to achieve,

perhaps common sense will prevail. The draft NPPF makes no allowance for 40% of our land being allocated to the National Park, or that so many of our neighbours have an immutable aquatic barrier.

Benefit entitlements

As we are all aware, eligibility for pensioners’ Winter Fuel Payment has changed. As councillors we frequently discuss financial difficulties with residents, a quick check on Benefits calculators - GOV.UK (www.gov. uk) shows that many are entitled to benefits that they are not claiming. Please encourage all those that may be short of money to check their eligibility.

More complex cases are referred to CAB Winchester or Alton, and they do visit the Alresford Basics Bank. If there are challenges with you talking to them, CABs find a way!

Bishop's Sutton

The County Councillor for Bishop's Sutton has resigned, we hope that there will be a by-election soon. Despite attempts over three months now to have the Cabinet Member responsible for highways view the inappropriate signage on Water Lane there is a refusal to engage. Charity begins at NCT Winchester’s Nearly New Sale: Sunday 13th October

Local parents in Winchester can get their hands on top-quality baby essentials and give back to their local community at an upcoming NCT Nearly New Sale in October, kindly sponsored by Dybles, Baby Squids, Liz Knowles Women’s Health & Fitness Physio, 2Spots Ceramics and The Breaker Collective.

NCT Winchester’s Nearly New Sale is to be held on Sunday 13th October, 13:00–15:00, at Badger Farm Community Centre, Winchester, SO22 4QB. The sale gives a department store-style shopping experience, which is unique to the NCT. Buyers will find items conveniently organized by type or size. So, if you’re looking for 6–9-month clothing, for example, these will all be displayed together on one rail! If you fancy browsing for toys, equipment or clothing/ shoes in the next size up, shop through the 'store' and take all your purchases to the contactless tills to pay for in one go. Nearly New Sales are open to everyone, and offer high-quality secondhand baby and children’s clothes, toys and equipment at a fraction of the high street cost. Furthermore, families with baby and children’s items they no longer need can recycle them through the sale and stop them ending up in landfill.

NCT is the the national charity that supports people as they become parents. The Winchester branch runs much-valued services such as baby first aid courses, a reusable nappy library, breastfeeding support, a variety of meet-ups and baby bundles for local parents in need. For many people across Winchester, September marks a new beginning. The new school year is starting, and hundreds of teenagers are moving to Winchester for the first time to start at our University.

But the debate dominating Parliament returned was the government’s plans to cut the Winter Fuel Allowance for most pensioners. Pensioners receiving as little as £11,500 a year will lose their £300 payment. This is despite the average energy bill being set to rise by £149 a year from October.

This is the issue about which I’ve received the most correspondence from residents. People are incredibly anxious. Age UK has estimated that two million pensioners across England now risk fuel poverty this winter, including thousands here in Hampshire.

While I totally understand that there are many wealthy pensioners who don’t rely on the Winter Fuel Allowance to heat their homes, there are many who live on or near the poverty line who will be plunged into crisis this winter. In Parliament, I challenged the Chancellor directly about the impacts on the most vulnerable and I voted to protect these payments.

It is without question that the state of the country’s finances left by the previous Conservative government will lead to difficult choices. But the emails and letters I have been

The County’s finances are getting worse not better, and the HCC run Alresford recycling centre in Prospect Road is at risk of closure again. The decision may even have been made by the time you read this. There are so many reasons to create a ‘walk-in’ fully functioning Recycling centre: to improve air quality (no bonfires necessary), greener (more item recycling) offering pedestrian access (to be used by more people), and less travel (to reach the nearest HWRC in Winchester. ) It has to be worth saving doesn’t it?

September also saw the National Farmers’ Union ‘Back British Farming’ Day and I was delighted to meet with local farmers at the Parliamentary reception. And it was a real treat to attend the marvellous Alresford Show over the weekend. I enjoyed a cracking breakfast with local members of the NFU there, before spending the morning watching the classes and talking to many of you.

Much of our constituency is rural, and farming is a way of life for so many people in our community. Both as a vet and while running for Parliament, I met many of our area’s farmers and heard their stories. I grew up on our family farm, so I fully understand the challenges farmers are facing right now. Too often, I hear stories of poor mental health, financial strain, worry about the undercutting of our food standards through bad trade deals. As your MP, I will always be a champion for British farmers and stand up for our high animal welfare and environmental standards.
