ALLEN GALLERY TALK Thursday June 6th - William Curtis the Botanist and His Milieu. David Mabberley, former Executive Director of the Royal Botanic Gardens in Sydney, will speak about his interest in the history of science and botanical art, in particular the work of Alton’s own William Curtis (17461799). Professor Mabberley had a long and distinguished career in Australia, and maintains links with universities around the world through emeritus professorships. Tickets £5 from the Gallery; 7.30 pm start.

ALLEN GALLERY PHYSIC GARDEN William Curtis 1770 – 1849 (not the botanist mentioned above) who was Jane Austen’s apothecary, is the inspiration for the redesigning of part of the Allen Gallery garden – to become a Physic Garden. Volunteers have been working recently to plant the area with the sort of herbs a Nineteenth Century Physician might have used to try to cure the people of Alton and the area around. Information has been gleaned from Culpeper’s ‘Complete Herbal’ and other similar resources. The various sections of the plot contain plants which were thought to help with different diseases of the Head, Chest, Skin and Digestion.

Marjoram (Origanum vulgare ‘Compactum’) ‘The juice being dropped into the ear, helps deafness, pain and noise in the ears.’ Sweet marjoram - ‘the powder thereof snuffed up into the nose provokes sneezing, and thereby purges the brain; and chewed in the mouth, draws forth much phlegm.’ Chopped Marjoram can be added to olive oil to form an oil which can be used externally - but not in the way Culpeper suggests!

12.30pm – arrive back at St Hubert’s Church with a chance to see the church and the wall paintings from the 1300’s.You’ll then have the option to return to Butser Ancient Farm for the rest of the afternoon.

Join Butser Ancient Farm interpretive staff and explore the Saxon landscape around Butser Ancient Farm.We will visit the important site of the 7th Century Church Down Saxon settlement, and Harold Godwin’s St Hubert’s Church at Idsworth.You'll also have the chance to see the reconstructed Saxon buildings at Butser Ancient Farm. Enjoy a wonderful walk through the borderlands of the West and the South Saxons, 5 miles distance, 400 years in time. Medium difficulty.

This is one of a series of guided walks throughout 2019 exploring the landscape around Butser Ancient Farm, led by Butser staff.Walkers should be prepared for changing weather conditions, carry water, snacks and sunscreen, and tell the walk leader of any special medical requirements.The walks include hills and stiles, and may be some distance from roads.These walks may be too demanding for children but dogs on leads are welcome.Ticket price includes entry to Butser Ancient Farm and a hot drink from the café.

LAWN MOWING MADE EASY – OR AT LEAST A LITTLE EASIER!

the same order or drive to work the same route. It makes things easier for us as we don’t have to think about the mundane stuff. We just do it. Most people are the same with their lawn mowing. Rarely do they vary their approach or direction of mow. They start at point A and finish at point B. As you mow your lawn, the weight of the mower and the forward motion pushes the grass leaf in the direction you are mowing. Over time the grass begins to lean over this way making it harder to get a clean cut. Varying the direction of mow helps to promote healthy grass growth and makes for a more attractive lawn. It also reduces the chance of ruts forming from the wheels of the mower pressing into the turf repeatedly.

Now to look at mowing frequency; let’s face it, we are all busy people. Most of us work hard all week and often hard on the weekend too. Speak to those lucky enough to be retired and they usually tell you they’ve never been busier. When we are busy or tired there is a tendency not to get everything done on time. The problem with mowing is that the grass just keeps on growing. Miss a mow and it’s longer than ever.

ow often is lawn mowing doing more harm that you might think? Lawn mowing is one of those garden tasks that many people think they can do themselves. Some get it right and do a wonderful job; others are regularly getting it wrong. Perhaps you’d be surprised to learn how much harm you can do to your lawn by not getting the basics right. By now you might be wondering; just what it is that you need to know before mowing your lawn? When it comes to lawn mowing there are really three main considerations; height, direction of cut and frequency. Let’s look at each of them in turn. Mowing height is a fine balance between keeping the grass tidy and looking superb, along with allowing the grass to have enough leaf to photosynthesise and remain healthy. Plants use the green pigment in their leaves, along with sunlight, to synthesise nutrients from carbon dioxide and water. Remove too much leaf and you are reducing the ability of the grass plants in your lawn to create food. Weakening the grasses and allowing diseases to take hold. The grass dies back leaving bare patches where weed seeds and moss spores can settle, germinate and spoil the appearance of your lawn. By all means mow your lawn short, but don’t do it suddenly. Only ever reduce the mowing height gradually over time. If you want to mow short then ensure growing conditions are right. Warm but not too hot. Moist, but not too much rain, and of course adequate fertiliser. Speak to a lawn care professional to ensure your lawn is receiving the treatments it needs to keep it healthy before you reduce its chances of feeding itself. Ideally you should be varying the cut height throughout the growing season. Starting high as grass growth slowly begins in spring. Lowering as the growing season warms up and growth is more vigorous. Raising the height again in the dry, hot weeks of summer when the longer grass will protect the soil from drying out and capture more dew overnight to help water the lawn. Then, gradually lowering again with the lush growth that comes in autumn. Finally you want to be going into winter with longer grass, better able to survive the stressful bad weather. Humans are by nature creatures of habit. Think about your day and the things you do regularly, the same way each time. We get ready for bed in

As the grass plants grow taller the stems of the plants extended into your cutting zone. When you do finally catch up you are inevitably taking off too much leaf. Cutting into the stem of the grass shocks the plant. Making it less able to recover from the mow and more susceptible to diseases and die-back. Plus the lawn looks scalped and untidy. Mowing can feel like a never-ending job and grass growth can be unforgiving. Lawn care professionals have access to growth suppressants. Applied to your lawn they reduce growing height and encourage more compact, dense growth. They also encourage root growth, creating a more drought tolerant lawn. After all, if you work hard all week, or if you are at a stage in life where hard work is behind you, then maybe there is something else you’d rather be doing than mowing the lawn. BIG OR SMALL, PONDS FOR ALL! Wild About Gardens is back, and this year we need everyone to jump right in and make a splash with ponds!

or this year’s Wild About Gardens challenge, we have teamed up with the Royal Horticultural Society (RHS) to encourage everyone to create a pond. From mini container ponds to larger sunken ponds, these attractive garden features are hugely beneficial for wildlife. With much of the UK’s native flora and fauna under threat, often due to habitat loss,Wild About Gardens aims to raise awareness of the importance of gardens in supporting wildlife and offer tips and advice on how to make them more wildlifefriendly. The UK has lost ponds, rivers and streams at a rapid rate and only a small amount of our natural ponds and wetlands remain. Many of these are in poor condition and 13% of freshwater and wetland species are threatened with extinction from Great Britain.The loss of these important places – to development, drainage and intensive farming – is linked to a huge decline in wildlife, including frogs and toads, water voles and insects. Adding a pond – by digging one in your back garden or simply by filling a waterproof container outside your front

door – is one of the best ways you can help wildlife and enjoy the benefits of seeing water plants, birds and bees close to home. Digging a pond is great for hedgehogs to have somewhere to drink and for frogs, newts and other amphibians to feed and breed. New Alresford Town Trust have finished a major renovation project on the Avenue in Alresford. The Avenue was given to the Town by the Bishop of Winchester 150 years ago this year, and some of the lime trees are close to that age.

Taking these basic steps to protect yourself can offer 49 times more protection against burglary than homes without these measures. Living within a Neighbourhood Watch scheme area reduces the likelihood of being a burglary victim. Households living in Neighbourhood Watch areas experience 21% fewer burglaries than similar households.

TRELOAR’S ANNOUNCES NATIONAL GARDEN SCHEME PARTNERSHIP Treloar’s is proud to announce they have been selected as a Health Beneficiary charity by the National Garden Scheme who has chosen to support their amazing new Outdoor Learning Centre (OLC). This partnership has resulted in an £85,000 donation towards the £1 million appeal for this new Centre. My remarks in the House come hot on the heels of a recent visit to our own Peter Symonds where I met with new Principal Sara Russell. As I explained to MPs, Peter Symonds is the largest sixth form college in England, and while having grown significantly in student numbers, by 19% between 2011 and 2018, its overall funding grew by just 3% during the same period. The rising cost base, changes to pension contribution, NI, and the part-funded pay rise, leads to a situation where without a long overdue increase in the base rate, they are going to have to make some very difficult and significant changes. As I told the listening Minister, this year’s comprehensive spending review looks like being a seminal moment for the sector. On the vexed subject of business rates, I used a short debate to say, while the discretionary rates scheme provided by Government and managed for the benefit of local businesses by Winchester City Council, and the planned introduction of more regular revaluations are welcome, I believe it is time to look at a ‘structural’ change and consider a fundamental review of non-domestic rates in line with our 2017 manifesto commitment. Such a change could see us move away from just property to a more transaction based tax. I would welcome views. Finally, and as widely reported, I resigned from my Ministerial position in March over Brexit. Leaving any job, especially one you love, is not easy but it was the right thing to do at this time and I am able to look back on my time as Public Health Minister with a great deal of pride. All of it is bigger than me of course and, thanks to some of the things we put in place such as the NHS long-term plan containing an ambition new cancer strategy, I leave DH with no regrets. THE STEALTH TAX THAT NO ONE IS TALKING ABOUT

Bereaved families may soon face very substantial increases in court fees when they apply for a grant of probate. (The grant is a court document which enables them to gather in and administer the estate of the deceased relative). Currently, there is a flat fee of £215 on an application to the Probate Registry for a grant. A new tiered system was supposed to be introduced from 1 April 2019. It has been delayed due to the Parliamentary debates over BREXIT. However, it could come into effect by the end of April introducing the following fees: • Estates valued up to £50,000 No Fee • £300,000 to £500,000

This amounts to an increase of 2,690% on estates worth £2 million and above. The Ministry of Justice expect to raise an extra £185m a year by 2022/23 as a result of these changes. They justify it on the basis that; “The income raised from probate fees will go towards funding a more efficient and effective courts and tribunals system.” Ministers have classified the charges as a “fee” rather than a “tax” meaning that the legislation could be passed by a statutory instrument, without a parliamentary bill debated and voted on by both Houses of Parliament. However, it may be blocked by Labour Party opposition. If the increases are introduced the effect will be that an estate is taxed twice. Once with the assessment of 40% tax on assets which take the value above the £325,000 inheritance tax threshold and again with the probate fee. The fee will be assessed on the date that the executors apply for the grant not the date of death. What happens when an elderly widow is left in a large, valuable house on a reduced spouse’s pension and a modest fixed income from annuities? She may have to find between £2,500 and £6,000 in order to obtain a grant of probate at a time when she is very vulnerable and does not have swift access to such funds, particularly when she is also paying for her husband’s funeral. The best way to minimise exposure to these increased fees is to obtain timely estate planning advice. WINCHESTER BEREAVEMENT SUPPORT VACANCY WBS is a local Charity offering support and listening for bereaved people in the Winchester area. We now have a vacancy for Chairperson of the Charity. The Chairperson is a trustee with a specific role on the Committee. The primary role is to chair bi-monthly meetings of the trustee committee. SKILLS NEEDED • The ability to chair a meeting of volunteers. • Ensure decisions are taken and implemented. • Ensure all views are heard and considered. • Work in the background to ensure that all volunteers understand their roles and responsibilities.

HOW TO CORDIALLY DISAGREE In the last fifty years in this country we have learned to question many of the social rules that expected women, children and subordinate staff, for example, to be politely reticent and to defer to other people’s opinions before their own. But now any individual may feel it is their right to express their feelings, preferences and prejudices loudly and publicly. Television drama has made it seem normal for people to scream at each other, and the media fosters a combative approach to discussion. We have encouraged a culture of aggression instead of helping each other to be more confidently assertive. The big mistake people make is to suppose that they are the same thing.

Q

I’m 3 months pregnant and just beginning to show, so last week I thought I’d let by manager know. My manager was really happy for me, but this week I’ve been told they’re letting me go due to poor performance. I’ve worked here for 2 years and never had any negative feedback. Could they be sacking me for being pregnant?

Aggression interprets disagreement as a declaration of war, and its purpose is to intimidate. It resorts to Trumpish name calling: “If I don’t like what you are doing or saying, you must be mad/ stupid/evil/a bad person/out to get me/WRONG!” Aggression is intent on browbeating the other person into giving way, or on achieving a personal advantage. Aggression accuses: “You always… You never…Why can’t you..?” Assertiveness expresses its position without fear or apology. But it has no need to score points. Its purpose is to clarify preferences, maintain mutual respect and find common ground. It is an adult approach, while aggression is childish or bullying. Assertiveness invites a dialogue: “What is your point of view?” Assertiveness listens, and finds something to acknowledge: “That makes sense.” Assertiveness does not assume that you know what the other person believes or wants, but checks: “So if I understand you…? Have I got that right?” And assertiveness explains “This is how I see it…” Assertiveness states a position and invites a conversation. It does not tell the other what they should or shouldn’t do, or what is wrong with them. It is not easy to speak out when you disagree, or when you are bothered by someone else’s attitude or behaviour. It takes practice to straightforwardly ask for what you would like from the other person – not for what you ‘need’ from them, but what you would appreciate – and to ask what they would like from you. But if what either wants is a step too far, at least the lines of communication are open. It is astonishing how unexpected solutions can emerge, when the will is there to both be true to your own values and to respect someone else’s. It doesn’t matter how long you’ve been working for your employer, being fired because of pregnancy, or pregnancyrelated issues, is automatically classed as unfair dismissal.

Although your employer said you were being sacked for poor performance, you’re right to be suspicious as this only came to light after you told your manager about your pregnancy. If your employer says your dismissal has nothing to do with you having a baby, you will need to prove that it was.You can ask your employer to send you written reasons for your dismissal. As you have been employed for two years, your employer can only dismiss you for specified fair reasons, such as gross misconduct or persistent poor performance. Except in the most serious cases of gross misconduct, your employer will be expected to follow a fair process and show the dismissal was for a fair reason. If you want to challenge the dismissal, you can take your case to an employment tribunal.You should first raise a grievance with your employer and contact the Advisory Conciliation and Arbitration Service about Early Conciliation. Be sure to act quickly as time limits in employment tribunals are short. To prepare for the tribunal, gather as much evidence as possible. ALRESFORD SURGERY NEWS BANK HOLIDAY CLOSURES We have a number of Bank Holiday closures in May. We will be closed on Monday 6th May & Monday 27th May. Outside surgery hours urgent medical care is provided by Care UK. The service is available by telephoning 111 or 01962 718697 if 111 is not available from where you are calling. NHS 111 is available 24 hours a day, seven days a week. It can provide medical advice and details of the best local service that can provide care. A team of fully trained call advisers, supported by nurses, assess patients’ symptoms and put them directly in touch with the people who can help; for example, an out of hours doctor, a district nurse or an emergency dentist — or it may be something as simple as a 24 hour chemist. NHS 111 can also send an ambulance, without delay, if required. The Southampton, Hampshire and Portsmouth NHS 111 service is provided by the South Central Ambulance Service, with a call handling center based in Hampshire. WHEN SHOULD YOU USE IT? You should use the NHS 111 service if you urgently need medical help or advice but it's not a life-threatening situation. Call 111 if: • You need medical help fast but it's not a 999 emergency • You think you need to go to A&E or need another NHS urgent care service • You don't know who to call or you don't have a GP to call • You need health information or reassurance about what to do next DEMENTIA AWARENESS WEEK20TH TO THE 26TH OF MAY At present many sufferers remain undiagnosed until a late stage which means that they and their families and carers can miss out on appropriate care. T

his year saw thousands of school students go on strike for climate change.Young people are fighting for their future and demanding these issues to be taken seriously. But climate change is only one of the problems our planet is dealing with. What else is damaging our planet? Litter. The amount of litter dropped yearly in the UK has increased by 500% since 1960 and the introduction of plastic in everything we buy means that the litter isn’t breaking down. Instead, it risks blowing into drains and rivers and making its way to our oceans. Around the world it’s estimated that one million birds and 100,000 marine mammals and sea turtles die each year when they ingest or become trapped in plastic. To us, it’s a plastic bag but to a sea creature, it looks like a jelly fish - a tasty snack. All ocean litter must start somewhere and while some is dumped straight into the ocean, it’s also as simple as a crisp packet blowing into a river. A whopping 80% of the rubbish in the ocean comes from land. Some of this might blow out of rubbish collection trucks, some could be blown out of landfill and some is simply littered by individuals. Next time you’re walking or driving somewhere, have a look out for litter, it won’t take you long to find it.You might see a straw lingering near a drain, waiting to make its way into our water ways, or a takeaway coffee lid tumbling closer towards a stream or river. You could be a real hero and help save our oceans by picking up even just one piece of litter as and when you’re out and about.You can also save our wildlife. Every year, the RSPCA receives 5000 calls regarding animals affected by litter. They get an average of 14 calls per day, and it can be higher in the summer months. These are just the animals that are found, the actual figure of animals injured by litter could be much higher. Plastic can holders can often entangle animals. Turtles have been found with deformed shells, birds have been found with bottle rings around their necks, hedgehogs have been found with their heads stuck in yoghurt pots and takeaway milkshake lids. As these still have sweet leftovers in, they are very attractive to an

animal who reaches in to get as much as possible only to find it’s then stuck on their head. By picking up litter, you can help prevent this from happening. We can all work together to spread the message, that it is not cool to litter, by tackling it with education and leading by example. Litter pick loud and proud and show people that it’s cool to care. Not only will you be real life super hero by picking up litter in your community, and wherever you go, you’ll also find it great exercise. A one-mile walk will add up to about 2000 steps and might take around 15 minutes.You’ll also be carrying a bag of litter, really getting in that weight lifting! Or you could get yourself a litter trolley if you plan to pick big! As well as being great for our physical health; being outside, wherever you plan to pick, will instantly improve your mood. Being outdoors is proven to reduce stress and anxiety, lower blood pressure and relieve muscle tension. The knowledge that we are doing something that benefits our planet and our future can have a positive contribution to our mental health. You might also find that organising an event in your community or joining an existing group of litter pickers can forge new friendships and help tackle loneliness, which affects almost a fifth of the population. If you’re on social media, share your litter haul with hashtags such as #litterpicking, #makelitterpickingcool, #2minutestreetclean or #keepbritaintidy.You’ll find other members of the litter picking community who will tell you how awesome you are! Between 2016 and 2017 it cost local authorities £682 million (£29 per household) to keep our streets clean and councils don’t have enough funding to tackle every piece of litter in their towns.You can contact your council and they will provide you with litter picking equipment, so you can work together to ensure you have a town you are proud to live in. VERDI REQUIEM VERDI REQUIEM AT WINCHESTER CATHEDRAL Southampton Philharmonic Choir returns to the magnificent setting of Winchester Cathedral on Saturday 22 June 2019 for a performance of Verdi’s Requiem. Few choral works have captured the public imagination in the same way that this piece has. Unashamedly theatrical in style, the work has moments of great tenderness and simplicity juxtaposed with passages of the most powerful and thrilling intensity. The soaring lyrical melodies, which lie perfectly for the human voice; the scintillating orchestration and its extraordinary dramatic and emotional depth all contribute to the Requiem’s status as one of the icons of Western choral music. Verdi wrote his Requiem in 1873 and conducted the first performance on 22 May 1874 in the church of San Marco in Milan. The second performance, three days later, at La Scala Opera House seemed a more suitable setting for this operatic masterpiece. As in previous performances, the Southampton Philharmonic Choir and Southampton University Philharmonic Choir will be performing without scores, no mean feat, but one that allows the singers to communicate the dramatic extremes of the piece to full effect. Performing with the choirs will be partner orchestra the New London Sinfonia, and four professional soloists under the baton of the Phil’s professional conductor, David Gibson. Times are changing. Traditional boarding is moving over to accommodate a fresh, more flexible offering in order to meet the demands of modern family life.

FASCINATING EEL HOUSE TALK HIGHLIGHTS LIFE OF THE EEL On 23rd March David Woods gave a talk on behalf of the New Alresford Town Trust (NATT) in the John Pearson Hall entitled “The Life of the Alresford Eel” to a very enthusiastic audience, not only to tell the fascinating story of the eel but also to recruit volunteers to help man the Eel House on its 6 Open Days this summer. It began with the extraordinary life-cycle of the eel which starts in the mysterious Sargasso Sea; mature eels swim the 3,000 miles from Europe to mate and spawn, and then disappear completely in and around the Bermuda Triangle. The larvae are swept on the Gulf Stream to the estuaries of Europe arriving as glass eels, and then, as elvers travel to the canals, streams, ponds and lakes where they mature into brown eels over 12-30 years, waiting for the call back to the Sargasso Sea to begin the cycle again. We learnt of the 90-95% decline of the eel population over the last 30 years (through pollution, obstruction of waterways and overfishing) and the efforts being made to help this endangered species recover. But there is hope: we saw brief videos of elvers in cress-beds at Itchen Abbas and a mature eel wriggling into its hole in the riverbank just below the Dene in Alresford. The recovery battle throughout Europe is being led by The Sustainable Eel Group. The history of the 19th century Alresford Eel House followed, with an account of trapping eels there up to 1980, its collapse in 2006, and the terrific work done by the Alresford Society and the New Alresford Town Trust to restore it. First opened to the public in 2009 it has

had 8153 visitors since then. The next battle is to finance repairs to the three culverts that support the footpath on the upstream side – an eel’s life is not an easy one! Robin Atkins, NATT Chair, commented that David’s talk was very well received by an audience of 60, who generously contributed £201 towards the Eel House Restoration Fund. It was a very enjoyable evening. The 10th year of Open Days starts with Saturday 20th April followed by 2 Open Days in May, namely 6th and 19th (Watercress Festival). Warmer weather sees greater activity of biting and stinging insects and some reptile species such as snakes can deliver a nasty bite. Adders are our only venomous snake and they can deliver a harmful or even fatal bite to your pet. Always keep your dog on a lead when walking in the habitats of these creatures or avoid them altogether during the warmer parts of the day. Wasp and bee stings are most commonly found around the face and feet and can vary in their symptoms from localised swelling and pain to more severe reactions like collapse and breathing difficulties. Contact your vet immediately if you suspect your pet is having a severe reaction to a bite/sting or has been bitten by a snake.

Summer is the time when we can spend more time outside with friends and family and be out and about with our pet pets enjoying the longer days together. Help to keep your pets safe and well this summer by considering the following potential hazards. Heat exhaustion is the main and most avoidable risk to your pet at any time, more so in the warmer months. This can occur by leaving a dog in an enclosed area such as a car, a conservatory or a room without shade or a cooler area to retreat to for even just a few minutes. Dogs are not able to sweat to lose body heat and will pant rapidly to maintain their temperature. They therefore can easily overheat resulting in dehydration, brain and kidney damage and death. Do not leave a dog in any such situation for any length of time. If you suspect your dog has overheated, use wet towels to dampen them down and always provide a source of water for them to drink.

Barbeques are a great way to dine al fresco but they can be a risky activity for your dog. For example, a hot grill and food can present as a burn hazard to your pet whilst misplaced utensils have the potential to cause injury if left lying around. It may seem harmless to feed dogs food that have been cooked on a barbeque but some food items are marinated in sauces containing garlic or onions which are toxic to dogs whilst kebabs have skewers or sticks in them which can be ingested. Also, under-cooked meats pose the same risks to health for dogs as they do for humans. As such, it is recommended to avoid feeding your pet such foods and supervise the cooking of food outdoors whilst they are around. Signs of gastro-intestinal problems can include vomiting, diarrhoea, coughing, retching,

Cats are also encouraged to be more active and spend more time outside. It is important therefore that they are microchipped and/or have a collar fitted for identification purposes should they wander or have an accident. If using a collar always use one with a ‘snap-open’ or quick release fastener and ensure correct fitment (enough room between collar and cat’s neck for two fingers) to prevent them getting caught on branches etc. Cats can suffer gravely from collar injuries and have been known to have wounds bad enough to warrant amputation of a limb. Hot summer days can also mean lots of open windows in the household. Although often believed that a cat will always land on its feet they can actually sustain serious or even fatal injuries from a fall. This can occur if the cat has not had time to ‘right’ itself onto its feet before landing or if it falls from a great height. CLLR LISA GRIFFITHS - WINCHESTER CITY COUNCILLOR MONTHLY REPORT “Welcome to May and local elections, if this arrives for you to read before the 2nd May. The Conservative Administration have looked after your services and finances for all but one year of the last 11 - that year being one after which internal disarray and disagreement within the LibDems (with many of those faces still in place) found themselves back in opposition. As a Conservative City Councillor, the Opposition have a determination to disagree. Dismissing resident and consultant input fills me with dismay as this is not serving your needs, nor is muddling the story of finances - the staff employed by the City Council have a legal duty to ensure Councillors are not putting your Council in jeopardy. Whatever the result, I will remain a City Councillor up for re-election in 2020 and would like to ensure that younger people - 18-45 - in particular get their voices heard. (I’m also happy to hear from those at Perins who are bored of nothing to do, we need to have a serious look at what they want and see how life in the Ward can be improved.) Getting in touch with me to make sure your particular needs is as easy as a phone call or email. Like you, I want to see that Alresford & Itchen Valley provides the best it can for residents. Later this year the Sun Lane site will move forward with 60% of new homes being smaller, 2-3 bedroom homes - exactly what residents say we need. The use of the Open Space will be an important contribution to our lives and another great space for use by residents - an area open to us from which we have previously been excluded. Ensuring that there is easy and safe access for all to the town is vital to ensure the health and happiness of our community. In Itchen Valley, we need to ensure smaller homes can be built to sustain their longevity, but communities can be frustrated by the South Downs National Park allocation of very few homes against the wishes of some villages. There have been many SHELAA sites put forward across the District for the Local Plan review up to 2037 - enough for 48,000 new homes - this is way more than required but landowners are able to put forward a piece of land, however this does not in any way mean it has been approved. A good piece of news is that WCC are undertaking work to identify how much of windfall sites can be taken into account, whereas this was previously dismissed as an option. For me, tasks ongoing in the past weeks at the City Council : agreements for doorstep glass collection and ordering boxes for the new service; the new sport and leisure centre - by the end of April excavation of 50m, training and hydrotherapy pools; the planning application for Station Approach - hurrah for jobs and homes with easy access to public transport in the City; moving ahead with some of the 1000 more homes by the City Council, as well as maintaining the 5000 they already own; and ensuring that rate rebates come through to businesses on time to support them. I’ve been working with the City football clubs over their use of the Chilcomb Ground and renovating the current pavilion/relaying pitches to enable increased participation grows. Attending the Police & Crime Panel to ensure that the increased precept does deliver more officers and that their presence in the local community is raised - you will have no doubt noticed the session at the ARC in Alresford at the end of April. THE PELICAN GRIEF "G ood heavens – did you see that? It was George from down the road – lives in Foxglove Cottage. What, in the name of all that’s decent was he wearing? Surely no man over a certain age should be trussed up in such an outfit..?” Aghast, he was craning his neck around far enough to do himself a mischief. And her too, if he carried on looking where they’d been, rather than where they were going.

“Car.” She suggested calmly. No response. “CAR!” much louder as, indeed a car was approaching - and they were on its side of the road. He swerved and averted disaster, raising his hand automatically in apology, whilst clearly suffering from shock. “But it’s such good exercise Darling. Low impact, with the added benefit of fresh air and lovely scenery. Good for the psyche.” She’d been thinking that, in addition to the dog walking and gardening, they should extend their exercise regime to include cycling. Something that they could do together, she had romantic notions of pedalpowered picnics in the countryside, biking to the pub and riding to the village shop on a Sunday morning for the papers. But he had the bit between his teeth “Well, I wouldn’t be seen dead in a get-up like that. Ridiculous. There’s gangs of these lycra-clad road hogs, you know - and no hope of passing them when they’re strung out along these country roads in a Pelican!” “Peloton” she’d heard it on the TV. “Well, whatever - they weave about, neither fast enough to follow, nor slow enough to overtake. Positively dangerous, if you ask me.” Well, she wasn’t asking him. Moreover, she hadn’t asked him before ordering a pair of his and hers bikes off the internet that were due to arrive that afternoon, according to the helpful text updates. Awkward. She felt an errand coming on. One that would take dear old hubby off to the builder’s merchants, or maybe the garden centre… Pet shop – yes, that would do it. She checked her texts; bicycle delivery was at half three which, coincidentally, would be about the time they would urgently require a giant sack of kibble and a slab of tinned meat for their faithful and ever-hungry Labradors. Later, he had returned from his successful expedition, armed with numerous chews and a new dog bed that had not been on the list. Driving there and back without any inflammatory encounters with cyclists, he seemed to have put the subject to bed. Much as she had the two bicycles now in the shed, draping the gleaming black and

chrome machines in an old blanket. Hybrid crossovers, with big comfy seats and bullhorn style handlebars, such as she had purchased, could go everywhere apparently and she’d have dearly loved to leap astride hers and pedal off through the village and down the country lanes. Shame. However, slowly slowly catchy monkey – as her dear old mum would have said… Later, replete after a Dine-In-For-Not-Very-Much-Money that she hadn’t had to cook, they sat on the sofa, each with glass of red in hand, dogs at their feet. With feigned innocence she enquired “Do you mind if we watch something on i-player, Darling?” “Whatever you like, Darling. Just so long as it’s not some medical programme.” He shuddered theatrically. “It’s Rick Stein – one of his ’Long Weekends’.” She quickly pressed the button and Rick appeared, extolling the virtues of the Danish capital for a short break. Hubby’s attention was drawn to the screen. He liked Rick. She liked Rick. Pretty sure the dogs liked Rick. What was not to like: affable and watchable as he enjoyed his food, sort of reminding her of her very own darling husband. But with a longer fuse and good at cooking. Frikadeller, turbot, prawns and pastries – an ensemble of her beloved’s favourite foods looked deliciously appealing. And when scenes of Rick cycling in a leisurely fashion around Copenhagen appeared, he was sufficiently softened up to find that appealing too. Pointing at the screen he enthused “Now, there’s the sort of cycling that I like. None of this hunching over drop handlebars, on a knifeedge prostate-killing saddle, shrink-wrapped in a suit that shows every lump, bump and roll of fat. Sitting up comfortably, wearing ordinary clothes, enjoying the scenery – going to the pub, maybe off on a picnic, or even to the village shop on a Sunday morning to collect the papers. WHO SHOULD LOOK AFTER YOUR FRONTAGE? We’ve all noticed that the streets are looking a bit shabby. In the Town Centre weeds, litter and leaves lie about, in residential roads and villages hedges loom and undergrowth creeps from gardens onto pathways. The Town Centre is swept once a week, but weed growth makes that less effective. Weed spraying has been reduced to once a year and in 2018, due to the hot weather, seed had set by the time it was done. Some residents have taken matters into their own hands, they may be seen with a hoe of a summers evening, and some shopkeepers sweep their curtilage and beyond. A very long time ago shopkeepers would keep their

own frontage immaculate through the year, is that practical nowadays? The villages and residential roads present equal but different challenges. We have blocked drains more suitable for mowing than brushing, damage to verges that make householders despair of any attempt at maintenance, and some very dubious resurfacing that is showing weed growth already. Although Hampshire County Council have the authority to deal with hedges and undergrowth from private land restricting roads and footpaths, they lack the resources for energetic enforcement. Gutters are swept in high leaf fall areas but parked cars make that less effective than we would wish. On the bright side, we see gardens that give immense pleasure to all those that pass by, should we celebrate those more than we do at present? This is especially important this year as Alresford is a competitor in the Parish in Bloom competition, time for a special effort? Judging will be in June. Soon we will be negotiating a new Waste Collection Service, doorstep glass will be in, food waste will be on the shopping list, but should we also think about the effectiveness of the green waste bags? They blow away, tear easily, and are a hazard to cyclists and motor cyclists after they are emptied. Many local authorities use large bins for green waste, and they make collection easier – the same mechanism as for our waste and recycling bins. But for householders it would necessitate storage of yet another bin, how would that work for flats where bin storage can be limited? BEST MOTHER’S DAY PRESENT EVER? ALRESFORD TOWN COUNCIL REPORTS By the time readers of the Forum have this posted through their doors, the votes for a New Alresford Town Councillors will have been cast and the posts of Chairs and vice-Chairs will have been filled. We offer our thanks to those who have decided not to stand again. Irene Spencer, Margot Power, Ernie Jeffs and Stephen Pinch will be sorely missed. Personally, I have gratefully appreciated their wisdom and strength in trying times over the past year. Thank you to other Councillors who are hopefully reappointed - may you have a productive 4 years - and thank you to any Councillor who has not been re-elected. NATC is grateful for the work of Sue Hobbs who stood in as Locum Town Clerk when Council were desperate! Sue continues as an adhoc consultant in support of our new Clerks. I have been Chair for the past 12 months and it might not outwardly appear that Council has achieved a great deal. Electors need to know that a considerable amount of time and effort has been spent on appointing new staff, whose expertise and experience sit well alongside our continuing Committee Clerk, Frances Simpson, who has supported Councillors in the interim. We are infinitely grateful for her support. We also thank William Rushton for his continued litter picking – a vital role in all our open space.

Marcia Phillibert is our new Town Clerk and Responsible Finance Officer. Sarah Johnson is our new Deputy Town Clerk and John Predeth is the new ARC caretaker. Liz Jenkinson also joins the office in May 2019 as Clerk’s Assistant. We wish them a happy time with NATC. Our Town Clerk and Deputy Clerk come from strong office and financial backgrounds. Both have been literally thrown in at the deep-end as Local Government procedures and protocols, rules and regulations are a law unto themselves and they had to hit the ground running on their first day. So, a considerable time has been spent on training and support, in-office and elsewhere. Electors may be aware that this meant that the office has been closed for the occasional week in order to complete elements of the training and to allow NATC staff to get a grip on existing and/or nonexisting internal procedures and policies, whist still servicing the Full Council and Committees. It may mean that future temporary closures are needed. At the 2017/18 year-end, it was clear that financial reserves were on the high side. Both internal and external auditors were content with this, on the basis that there would be expected non-specific and non-predictable expenditure on staffing and training throughout 2018/19. As we come to the 2018/19 yearend, clearer and more transparent financial procedures will allow for a more efficient public delivery of budgets and costs etc. Therefore, action on Committee decisions has been limited by time.

The Recreation and Environment Committee has been working on a planned refurbishment of the skate-board park, whilst also authorising work on paths and trees in the Memorial Gardens. Work continues with Stratton Bates parking and all playgrounds that are the responsibility of NATC. There is a large waiting list for allotments in Alresford, and the Council are keen to find other ways for people to be able to grow their own vegetables. Garden share is a national idea whereby people with gardens that they are unable to look after, share their land with someone who looks after the space, uses it to grow fruit and vegetables, with both sharing the produce. If you have a garden you think may be suitable, please get in touch and we can ask people on our allotment waiting lists if they are interested.

NATC understands that Hampshire County Council budgetary restrictions have left streets, particularly in the centre of town, looking slightly the worse for wear. Would shop keepers and residents be prepared to help improve the look of their streets by doing their bit out the front? I’m sure we all wish Alresford well in ‘Alresford in Bloom’!

Finance Committee has been involved in what it should be and is considerably relieved by the appointment of new Clerks!

Relevant financial details are published on it as are agendas and minutes from all our meetings. Please come along to the NATC Annual Town Meeting in the ARC on 20th May 2019 at 7.30pm. There will be reports from the Committees, talks by Roger Harrison on ‘The Alre and Upper Itchen’ and Keith Vietch on ‘The Alresford Music Festival’ as well as wine and nibbles…. see you there!!!

Planning Committee is a very useful, if routine, body. Notifications of planning applications come from Winchester City Council for consideration. Whilst NATC has no formal influence on final decisions, its opinion is eagerly sought by City planners and it has been busy with that. Economy and Tourism Committee continues to work from its 5-year budget and strategy, including work with Alresford Pigs regarding LED Christmas tree lights, hanging baskets and more for Parishes in Bloom launched by ‘The

Staffing Committee had its work cut out in 2018/9 as mentioned above with appointment of new staff and the necessary work that goes alongside. Facilities Committee is concerned with a leaking roof and a general repair programme for the ARC internally and externally.

PROPERTY COMMUNITY Last on Normandy’s list (the region has around 25 visitor courses) is Saint-Saens, once a Flying Bomb site but now another good test of golf. So down and out of the first five holes of French architect Denis Robinson’s 1989 creation with stream and pond to negotiate followed by a climb through meandering woodland to broad hilltop holes for the long hitters, finally down again past oak and beech to the chateau.

BATTLEFIELD NORMANDY… LEST WE FORGET Just imagine, if you will, a gentle and relaxing five-hour cruise with Brittany Ferries, travelling from Portsmouth and gliding into Caen in France. It was all very different seventy-five years ago when the Allied D-Day landings took place on the beaches of Normandy and where many brave people died fighting for freedom. D-DAY GOLF Club, iron, shot, bunker…those soldiers might well think that they were back in the fray and that war and golf were much the same. In truth, some of the most diverting golf beyond English shores has a military involvement: Omaha Beach in Normandy, Dunkirk in Pas de Calais or Waterloo in Belgium are among the better known. For the moment though let’s stay with the Normans, last of the British conquerors, and see what they offer in the way of golfing engagement.

ALRESFORD RFC NEWS - MAY

I keep saying this is our last entry for the season then add more! The rugby matches have now finished for the 2018-19 season, which has been a classic mixture of highs, lows, injuries, massive pride and commitment as I have commented before. New friends have been made, new sponsors have come on board and our future is bright. The First XV finished 7th from 12 in Hampshire Premiership; with a little more luck, better in-game decisions and a few

Initially playing Omaha Beach, an undulating course set out on spectacular cliff tops playing over three nine-hole loops – La Mere a Scottish style links course; Le Bocage, playing through an apple orchard and L’Etang an American style 9-holes with lots of water dotted about and with emotive views of the Normandy landing beaches. It is a moving experience playing off tees marked with names of wartime heroes – Churchill, Eisenhower, Montgomery, Patton, De Gaulle for example. Granville Dunes lies in Western Normandy towards the south-west end of the Cherbourg peninsular – part of Rommel’s West Wall in anticipation of the D-Day landings. Harry Colt and Charles Allison were the course design masters here. It is the sort of links the French do not often provide – a length of 5,834 meters and a par of 71. Lots of sand and bunkers, this course is mostly flat, undulating at best, with short cropped grass. A challenge and a half on your good day – especially when the wind blows! less injuries a 5th place would have been achievable. However, 7th is incredibly respectable and sets the bar to be exceeded next season. The First XV ended their season where it started, against the champions, Basingstoke RFC who finished their season by winning all of their 22 games. We gave them a very competitive game, but in the last quarter, ran out of uninjured players and energy. The game was preceded by the largest club lunch ever held at the ARC, which was attended by 64 people including guests from Basingstoke RFC, sponsors, Alresford RFC members old and new plus our hardy supporters, which bodes so well for the future of the club. The Second XV finished 4th in Hampshire League 3, which is an incredible achievement given the regular requirement of players to step-up and play for the First XV, whether on merit or due to injuries and all due respect to Gavin, Mossy and all the Second XV players that so fully commit to one of the most important parts of our club.

Thursday 6th June 2019 marks the 75th anniversary of the D-Day landings and the Battle of Normandy and with it a momentous occasion to celebrate peace, liberty and reconciliation.The D-Day Festival takes place on the 1-9 June and will see a rich and unprecedented programme of events, bringing the memory of this tragic period of world history to life.The French are passionate about D-Day and the towns and villages are thronged with the locals dressed in British and American Army uniforms (never German!). Careful how you drive…you are just as likely to meet a World War II tank as a jeep in the many villages as you join in the nine days of celebrations . Getting there is just part of the fun with Brittany Ferries; just drive aboard and enjoy high levels of service and an impressive range of facilities – a choice of bars and restaurants, cinemas and live entertainment with great value shopping and well-appointed cabins.
