WINCHESTER FESTIVAL

5TH - 13TH JULY

he Winchester Festival returns with a packed programme of talks that will take us from Charles Spencer’s account of Charles II evading capture by Cromwell’s army to Andrew Marr’s history of modern Britain to Simon Schama’s contemporary reflections on the arts, politics and food. The concerts will bring you sacred vocal music from the Sistine Chapel, Renaissance repertoire from Spain, Portugal and the New World and a quintessentially English evening of Elgar and Vaughan Williams in the Cathedral. John Keats, who wrote Ode to Autumn while in Winchester, is remembered in a dramatic presentation and in actor walks and the talented young musicians of Winchester will once again be delighting audiences in the lunchtime series.

Since the Festival started in 1998 there has been an extraordinary increase in the number of concerts and talks happening in Winchester so that every week - almost every day - there are wonderful performances across the city. Winchester now has a wealth of music and literature throughout the year and we have decided, with a great deal of deliberation and a lot of sadness, that this will be the final Winchester Festival. We hope you will find many events to interest you in this year’s programme and that our last Festival will be one to remember. Last year over 4,000 festival-goers of all ages enjoyed the all-day party atmosphere of the Alresford Music Festival, and this year it’s set to be even better. For our 10th festival we have an exciting new arena, packed festival village and a huge choice of local and international food stalls. Plus our popular beer festival has local beers from Itchen Valley brewery as well as Prosecco, Pimms, cocktails and a dedicated cider bar.

FAMILY ARENA

Once inside the festival the family entertainment arena is FREE all day. Relax and watch your kids run free or have-a-go at something yourself! Details on the website or see opposite page for a few of the highlights.

LINE UP

A wide range of bands will play throughout the day from midday, non-stop until midnight. London Afrobeat Collective ramp up the party with a totally infectious 10 piece mix of groovy dub with uplifting horns and female vocals full of soul. We will then close our 10th festival with a party finale like no other with Next level who are fronted by three professional singers who have toured with Take That, Duran Duran, Olly Murs and many more.

TRAVEL

There are discounted bus fares with Stagecoach, just show your festival ticket or wristband. Buses run every half-an-hour throughout day on route 64 between Alton and Winchester.

CAMPING

There’s plenty of camping in Arlebury Park (tents only) on both Friday and Saturday nights, with weekend camping only £10 per person. Alresford Music Festival is a community event in the heart of the town. It only happens due to generous support from residents, volunteers and sponsors. We are very grateful to; First Option Software, Thomas Miller Creative Ltd., Cedar Group, CleverTouch, Mint Signs, NFU Mutual (Winchester Agency), Butler & Co., Belgarum, Holiday Inn, Rawlings Opticians, The Globe, The Swan Hotel, Cedar Veterinary Group, Shrekfeet and many more. TRAVEL, TOURISM AND FOOD SECTOR GUESTS ENJOY THE LAUNCH OF THE HOLIDAY INN WINCHESTER’S NEW ODYSSEY RESTAURANT The Holiday Inn Winchester recently celebrated the launch of their new Odyssey Restaurant, Bar and Pizzeria with a VIP reception with guests from the travel, tourism and food sectors. The restaurant is part of a £2.5 million major project to redevelop and refurbish the four star award-winning hotel and will also include a new Spa opening mid-July. The hotel’s General Manager Marc Solarz commented: “It is great that the owners of the hotel have the confidence to make such a serious investment in the business. The completed project will provide hotel guests and local residents with a much broader offering in the restaurant, with outside dining and a stunning new bar, all now on the upper ground floor level with its own designated entrance.” The hotel now has an ‘open lobby’ to the upper ground floor - which was completed in April. This new contemporary styled space provides a large lounge comprising of a quiet workplace area and an entertainment media/fun relaxing area, as well as a new hotel

Mr Roger Cox, the grandson of long serving Alresford Fire Officer, Harry Godsell presented his brass helmet, silver long service medals and silver cigarette box on long term loan to the Alresford Museum. Harry Godsell, an excellent engineer had worked for Hankin’s Garage in Alresford for many years, died on the 6th November 1953. Harry had been a member of the Alresford Fire Service for nearly 40 years, holding several awards for long and faithful service. In his younger days he had served in the Winchester Force, and during the First World War served with Yeomanry and later transferred to the Royal Army Service Corps, attaining the rank of Sergeant. Roger Cox said “the family are proud to present Harry’s artefacts to the Alresford Museum in memory of my grandfather’s long public service to Alresford Community”. Robin Atkins, Chair of NATT, welcomed the artefacts to the Museum and hoped that this might encourage other residents to follow suit with other local artefacts being presented to the Museum.

GARDEN WEED CONTROL CAN BE CHALLENGING, LET’S UNDERSTAND WHY

W

hen I first began studying plant science I remember a tutor asking me; ‘Kenyon, when is a daffodil a weed’? The answer it seemed was simpler than I knew at the time. Weeds can be described as any plant growing in an area where it is not wanted. If that daffodil is in your rose-bed it might be considered a weed. If your lawn grass is in your flower-bed it most certainly is a weed. You must hold a suitable qualification as a paid professional applying pesticide to control weeds. If you ask your regular gardener to do it, and she doesn’t hold a licence, then you are both breaking the law. The general code of practice covering the use of pesticides states that you should attempt other forms of control before you start to use pesticides to control a weed issue. Weeds can be relatively small, like clover, or large like thistles. They are typically fast growing and spread rapidly, impacting on plant growth in and around them. Weeds are characterised as narrow leafed, like grasses, broad-leafed, like dandelions or woody, like brambles. Large weeds can often be removed by hand, but removing smaller weeds from your lawn may require an effective pesticide. Pesticides used for treating weeds are often called herbicides. There are two types of herbicides; selective herbicides control only certain types of weeds, typically either broad-leafed or grass-like weeds. Nonselective herbicides control and kill all plant types with which they come into contact. The application of a broad-leaf herbicide will affect and control the growth of broad-leaf plants. As such, this herbicide can usually be applied onto existing lawns, but will control only broad-leaf weeds. A grass herbicide controls the growth of grass type plants. Grass herbicides can safely be applied to flower beds and will have no impact on broadleaf plants, but will control and impact on grasses. How weed killers work Some work by disrupting the fine balance of biochemical processes that occur within the plant. Often causing uncontrolled growth, twisting, thickening, elongation, and eventually death. The weed literally grows itself to death. Others target photosynthesis, the process where plants produce energy from sunlight. Blocking photosynthesis is only part of the story. When photosynthesis is blocked, highly toxic oxygen and other compounds form within the plant. These compounds rapidly destroy cell membranes, causing the weed to die. Many selective herbicides target enzymes within plant cells. Enzymes allow complex chemical reactions to occur. When herbicide targets an enzyme it disrupts the sequence of complex chemical reactions, producing highly toxic compounds in the plant and killing the weed. So why don't selective herbicides kill the useful plants we are trying to grow? The main reason is because the useful plants are able to metabolise (break down) the herbicide more rapidly than the weeds, allowing them to survive.

When to use weed killers Herbicides are most effective on actively growing plants, as the active ingredient is carried by the sap of the plant. The faster the plant is growing, the quicker the solution will be moved through the plant. Application during less active growth periods are also effective, however the results will take longer.

How to use Weed plants fall into different families. Much like sprouts and cabbage are different plants but within the same group of plants, some weeds are in the same family group and some in different groups. Certain plant groups are susceptible to certain herbicides that other groups might not be affected by. Identifying what weed you need to kill, understanding which plant group it is in and what pesticide needs to be used to treat that specific group is the key to weed killing success. All herbicides have application rates. Much like medication you take at home has a recommended dose. Exceed the dose and you may cause issues, take too little and there may be no effect. Getting the dose right isn’t just about how much you pour out of the bottle, it’s also about how much water you add to the mix and how much of the mix is applied to the weed. Is one application enough? If you select the correct herbicide for the weed you aim to kill, use the correct dose rate and apply at the right time then often one application is enough. However some weed varieties are more resilient than others. Some have thick leaf coatings or hairs that reduce the contact of the droplets of pesticide that have been sprayed on the weeds. Some weeds are persistent and are not controlled after only one application and several, consecutive applications are recommended. Applications may be necessary throughout the growing season and should continue until the weeds have been successfully controlled. Failing to do so may increase the weed’s resistance to the type of pesticide used – much like the risks of not finishing a course of antibiotics. Often additives can be used along with the pesticide to increase the efficacy of the chemicals present. Remember, weeds are fast growing and quick to set and disperse seed. These seeds germinate to form new weeds, so regular herbicide applications are essential. It’s relatively complex, which is why you need to study for an exam to carry a licence to use pesticides. The chamber does not want to see the high street fragmented or denuded. The Alresford Chamber of Commerce has been aware of the Long Barn's business proposition since 2010. The applicant initially presented their proposal to the Chamber committee prior to the barn being built and it received general support. The Chamber continues to support Long Barn as a valued local business as long as they adhere to the planning permission and conditions they were granted as per 11-01702FUL. Long Barn has developed and grown as an Alresford business which the Chamber is here to encourage. However this retrospective application along with further investigation has made the Chamber aware that the initial conditions and restrictions that the Chamber supported have not been adhered to. A large number of our members has been clear about the detrimental financial impact on their businesses of Long Barn's failure to comply with the terms of their granted planning permission. Therefore Alresford Chamber of Commerce objects to this application and cannot offer its support. Around 6.5 million people in the UK are carers, looking after a parent, partner, child or friend. A carer is someone who provides unpaid care and support to a family member or friend who has a disability, illness, mental health problem or who needs extra help as they grow older. Caring can be a hugely rewarding experience but sometimes carers find it challenging to take care of their own well-being whilst caring. The impact of caring on health and well-being should not be underestimated this Carers week we will be looking to share examples of good practice from supporters of which have helped carers to stay Healthy and Connected. Princess Carers Trust for Carers in Hampshire The work we do is varied and is tailored to the needs of each individual carer. Our focus is on giving carers accurate and up to date information on anything from disability aids to benefit claims. We also run special support groups, act as carers’ advocates. Liaise with Adult Services, GP’s, hospitals and the Benefits Agency amongst others and offer free counselling to carers by way of qualified voluntary counsellors.

Carer Support and Information Who is a carer? A carer is someone who, without payment, looks after or provides help and support to a partner, child, relative, friend or neighbour who could not manage without that help. This could be because of age, physical or mental illness, addiction or disability. Anyone can become a carer. Carers come from all walks of life, all cultures, and can be of any age. Many carers do not consider themselves to be 'a carer'. They are just looking after, e.g. their mother, son, or best friend, just getting on with it without a second thought. Many carers also work

outside the home and are trying to juggle jobs with their responsibilities as carers. Taking on a caring role can mean facing a life of poverty, isolation, frustration, ill health and depression. Police and Crime Panel (PCP) As you will be aware, one of the increases in your Council tax this year was by the Police & Crime Commissioner (PCC). This was approved by the PCP as the funding is allocated to recruit over 200 officers and PCSOs for the County. The PCC is working with the Commissioner to ensure more Police Officers and their visibility in our communities, hence the recent visit to the Arlebury on the 27th April. In the coming months, a new 101 system will be released – we are promised, greatly improving the service! We certainly hope so. You can report incidents on line, but if a crime is on-going use 999.

CARING FOR A PET DURING ILLNESS There are many charities and organisations that can help you look after your pet while you are ill, in care or hospitalised, as well as schemes that will ensure your beloved pet is cared for and rehomed after you have gone. At home If you still live at home, but are struggling to care properly for your pet, the good news is that there are plenty of options available. If you can’t find a helpful neighbour or local dog walker, try; • Borrow My Doggy (020 3826 8628) – volunteer dog walkers. • Pet Pals (01264 326362) – professional care for all domestic pets and small animals. Going into hospital Worrying enough without also fretting about who will look after your pet. Try; • The Cinnamon Trust (01736 757 900) A network of volunteers who offer a pet fostering service. Going into care Don’t fear the worst if you need to move into residential care or sheltered accommodation. HOME INSTEAD SENIOR CARE Home Instead Senior Care commissioned a survey about eating habits for older people and they asked what their favourite dishes were. Celebrity chef Rosemary Shrager created a twist on three favourite recipes which are nutritious and simple to make in a short while. A recent training session at Home Instead’s offices in Alresford used these recipes from the “Stay Nourished” campaign. CAREGivers were shown the benefits of eating well as we get older and what the warning signs of somebody affected by a poor diet and dehydration. It finished with a fun session of making a meal in a mug which CAREGivers thoroughly enjoyed as they could eat the results of their efforts. The Central Hampshire branch of Home Instead was set up in 2011 by Jan and Steve Gapper. They specialise in providing non-medical care for older people in their own homes, covering Alresford, Winchester, Eastleigh and Chandlers Ford. Finding care for elderly loved ones to allow them to stay in their own homes for as long as possible can be daunting. Home

Six months after work started on construction of a brand new community store and post office in Preston Candover, the building has officially been handed over to Candover Valley Community Store committee chairman Jane Laws. Christian McCabe, main contractor and owner of Alresford-based CPFM Construction presented Jane with the key outside the front doors of the building on Friday 17 May. The 95sqm building is due to open for trading at 10.00am on Monday 10 June once final fit-out and stocking is completed. The post office will open the following day at 2.00pm. “This is such a milestone for us,” said Jane Laws. “It has been a long journey to reach this point and we are all so thrilled to see this lovely building coming alive. Inside the store is a bright, airy space that will provide an array of useful and tempting goods available seven days a week as well as a cheerful welcome for locals and passers-by. We are immensely grateful to everyone whose generosity and hard work has ensured this vital local amenity is not lost.” Candover Valley Store will offer a range of groceries, fresh meat, fruit and vegetables as well as chilled and frozen foods with the focus on local produce wherever possible. Greetings cards, gift items and wines will be available too. A range of useful services will be available at the post office counter. A small coffee area with tables and chairs will allow customers to relax while they shop and enjoy a hot drink with a slice of homemade cake or a sandwich and a chat with friends. Free WiFi will also be provided. The store will be open from 8.00am until 6.00pm during the week with shorter hours on Saturday and halfday opening on Sundays. A team of volunteers will help to run the store alongside recently appointed manager Garry Green and local resident and mother of two, Emma Simpson in the assistant manager role. Funds of £220,000 to build, fit out and stock the store were raised through a share scheme, donations from local benefactors and grants from a variety of institutions including Hampshire County Council, Basingstoke and Deane Borough Council, The Prince’s Countryside Fund, National Lottery Awards for All and the Linbury Trust. SUMMER at Long Barn marks the welcome return of our favourite flower in full bloom. Our oak framed Barn is once again awash with lavender’s uplifting aroma and delicate colour. We are situated on a site, which, since the 1860’s, was used to pen herds of sheep for the Alresford Sheep Fair, hence ‘ The Old Sheep Fair ’ address. Our 5000 LAVENDER plants now grow where once as many as 16,000 sheep huddled, and we are proud to link with Alresford’s rich trading history. We got our start selling

at farmers markets, then moved into our first shop on nearby East Street and now reside in our current home on Bishop’s Sutton Road.Long Barn: home, garden store and cafe has been a favoured destination in the pretty, bustling market town’s history since 2009 and this year we CELEBRATE 10 YEARS trading from our beautifully rural home in the heart of the English countryside. Many of you will have sons, daughters, family and friends who work with us and we’d like to invite you all to join us in the

warmer months for a spot of al fresco feasting in our outdoor CAFE and to take part in an exciting schedule of anniversary events that truly celebrates our love of lavender. GOSS & PARTNERS - ARCHITECTURAL DESIGN IN THE MEON VALLEY

STEVE BRINE M.P Spring saw the third mass cycle ride in Winchester and it was lovely to take part once again, this time with young Emily. Organised by Cycle Winchester, an energetic campaign which simply aims to make Winchester better by bike, it saw several hundred of us form a cycle train around the one-way system in town. The event is important but it cannot of course be an end in itself. Bottom line is that action speaks louder than wheels and one thing we need to see is more than a few yards of dedicated, safe, cycle ways in the District if we’re going to turn Winchester into the cycle city it should be. That is vital if parents like me are going to have the confidence to do this much more often with our children; in the city for sure but across the District including here in Alresford and the Itchen Valley. How many of us would feel comfortable at present cycling with our little ones along the main road through Itchen Abbas or along the Avenue, let alone let them go that way to school or to visit friends?

It all reminds me of a piece of work I was involved in early during my time as our MP, as Vice Chair of the All-Party Cycling Group. The Get Britain Cycling inquiry was huge and produced a weighty report full of recommendations for central and local Government. One key aspect came under the heading “redesigning our roads, streets and communities” and said local authorities should seek to deliver cycle-friendly improvements including segregated cyleways that keep vehicle and cyclist apart. Progress has been made but not enough and not here. You can find more on this and see that landmark report at www.stevebrine.com/cycling Secondly, and sticking with the Green Winchester agenda I have pursued for more than 12-years now, I have already used my new position on the backbenches to speak out on the environment and it was during a debate in the aftermath of the Extinction Rebellion protests I called for a new Green Deal in our country. We absolutely should set our sights on the net zero emissions target Ministers have asked the Committee on Climate Change for advice on. As I said in the House of Commons, a new Green Deal is about tackling one of the biggest issues we face in getting there - retrofitting existing housing stock. And it’s not all doom and gloom and things we need to give up or pain we need to feel; better insulated homes benefit the environment but they save us on energy bills at the same time. It’s an issue I will be robustly pursuing in Parliament! Fly Fishing on the River Itchen by Andy Morffew

olden, late September sunlight slanted through the beech branches overhanging the road, and the lingering morning mist was swiftly departing as she turned down a lane with a halfhidden entrance. In a wooden cabin by a lake, a welcome, a cup of coffee and a bacon sandwich awaited amongst the assorted fisher-folk who too had bought a ticket - and presumably a rod licence - to fish that day. After brushing the breadcrumbs from her coat, she was led to a bench by the waterside and the lesson began with tying something called a half-blood knot. Applying herself diligently, she attached the recommended ‘green montana’ to her fishing line. Pleased with her achievement, she sucked her bleeding thumb gently as she observed the next step; casting. Well, that looked easy. And then again looks can be deceptive. That thrashing thing she was doing with her rod, line and fly? - it in no way resembled that effortless thing everyone else was doing. As she, yet again, disengaged her montana from the waterside sedge (and then from her thumb), it was patiently explained that she was not a coachman, the rod not a whip, and the water not a team of reluctant horses. No, it seemed that she should move the rod firmly back and forth as if it were hands on a clockface from ten until two. Tick.Tock.To and fro. Although alien and awkward, this method improved proceedings mightily and her fly actually landed in the water more than two feet from the bank! A little more practice of letting the line out with each forward ‘tick’ and the fly was travelling farther towards the middle of the limpid pool. Pulling the line back, she varied the speed, twitching the fly as if it were a living (although floundering and hopefully soon-to-be-consumed) insect. Totally absorbing. Time ceased to have meaning and the unheeded autumnal sun reaching its zenith warmed her back, as she cast and retrieved and cast again. “No luck yet? Try a different fly – fish might fancy something else from the menu, so to speak.” The helpful advice gave her the opportunity to choose something colourful and attractive from the tin. A red, black and white striped affair with a gleam of silver tempted her. Utterly dissimilar from the little drab thing she’d snipped from her line with the titchy scissors, she attached it after a couple of attempts and a bit more thumb sucking.

A half decent cast – the furthest yet - and there was a wondrous great ripple of water as her cheery fly was snatched from beneath. The line streaked away and the reel let out a genteel scream. Suddenly, instruction was forthcoming from all quarters; “Keep your tip up and your rod’ll act like a spring.” “Keep the line tight.” “Give it line.” “Reel it in…” And she learned to give and to take, to let the fish swim and then to reel it back towards her. Slowly, slowly, she allowed the fish to tire, let it swim away less and brought it back towards her more, until she was able to use a proffered net to land it. With an audience, she dispatched the four pound trout using a weighted antler ‘priest’ and removed the fly from its mouth with forceps, thankfully no thumb sucking required. Something primeval within her stirred and her inner hunter-gatherer was elated. Much later, as dusk deepened and the air turned damp and cool with the returning mist, she sat in a deckchair, sipping hot tea, reflecting upon the day. The evening rise had yielded a three pound brown trout. She’d bake this one in the oven with butter, silky fronds of dill and slices of lemon – to be eaten with hollandaise, baby potatoes and peas, mmn… For the earlier, larger rainbow she had other designs; given the number of a local smokery, she planned to enjoy that catch for longer. It had been an exciting, extraordinary day. A day of firsts: First fish caught, something she’d dreamed about as a child – literally. In the bizarre way of dreams she’d fished at a swimming pool and caught a sturgeon. She supposed she might have been a strange kid. With her barbecued steak lunch, a first slice of giant puffball fried in olive oil. Delicious – who knew? And the most surprising first; akin to some tropical serpent, a grass snake seen swimming across the lake, lazy, sinuous. A double-take, a look around. Still England. Driving home in the dark, favouring her tender thumb, she planned a tetanus booster and added fly fishing kit to her virtual Christmas list. He did admit that he didn’t think his voice mattered. WINCHESTER CITY COUNCILLOR MONTHLY REPORT JUNE 2019 The Election result for WCC – not the outcome we were seeking, however I am still an elected Councillor for Alresford & Itchen Valley here to represent the views of residents, assist them in Council matters and speak out for Parishes or the Town as requested. Running. An obsession which has had to slow, due to twisting my ankle dog walking! If you need some encouragement, on Facebook you can find “Alresford Couch to 5k” which already has 139 members and only started up a few weeks ago. I haven’t lost any weight, but I have changed shape, and the mental space it gives me is uplifting even if some days running feels a struggle. This is my time and space, whether that’s 30 minutes or an hour. Think about what you do for yourself – totally for yourself.

Provide a free, confidential and impartial advice on issues debt, benefit claims, housing, legal agreements, consumer rights – in fact pretty much anything. Partly funded by WCC to assist residents, but they are a registered Charity. Their goal is to help everyone find a way forward, whatever problem they face. Winchester Criterium A warning, or invite to attend, Sunday 9th June Winchester will be very busy with cyclists. It’s a great spectacle with professional cyclists young and old, as well as those who just ride the route for fun. You have to be entered to ride the route, but it’s a good day out with lots going on.

SHELAA News The plethora of sites submitted to WCC for the next phase of the local plan, which is around ensuring we have a continuing land supply for housing and economic growth is underway. The next meeting is due in June to review the submissions and look at where any allocation might be possible, if required! Land submitted in no way has any permission for development, it still has to be approved as part of the local plan and the strong local plan currently in place for the District means we are able to resist further attempts for development of sites.

Police and Crime Panel (PCP) As you will be aware, one of the increases in your Council tax this year was by the Police & Crime Commissioner (PCC). This was approved by the PCP as the funding is allocated to recruit over 200 officers and PCSOs for the County. The PCC is working with the Commissioner to ensure more Police Officers and their visibility in our communities, hence the recent visit to the Arlebury on the 27th April. In the coming months, a new 101 system will be released – we are promised, greatly improving the service! We certainly hope so. Report incidents on line, but if a crime is on-going use 999.

JACKIE’S COUNTY CORNER FOR JUNE Does your child have a favourite school lunch? Pizza is popular, and fish & chips of course! School meals are set to rise by 10p in the Autumn, bringing the price to £2.40 per day. The higher cost of ingredients (sourced in the UK) and minimum wage increases have prompted the County Council to charge more. Will you be able to cope with the increased charge? Is your entitlement to Free School Meals still valid? Please contact me if this will be a problem for you. ‘County Lines’ is the euphemistic term used to describe the massive and growing ‘industry’ of child exploitation as gang masters enlist young people to become drug mules, delivering dangerous drugs out into the shires. It is estimated that the value of this drug peddling in the UK was £37 billion in 2018. ACE children (those who have Adverse Childhood Experiences) are particularly at risk of being exploited in this way. If you are at all concerned about a child being exploited, please call the Police or Children’s Services on 0300 555 1384, more details on the website. I’m aware that this is a heavy subject for a village magazine, but we should all be aware of the impact of County Lines and drug use in Hampshire. County Councillors of all colours who care about children have committed to informing residents about the impact of drug use by rich and poor. It’s a terrible fact, but our county demographic makes Hampshire a worthwhile target for gangs. If you are purchasing ‘recreational drugs’, you are contributing to this industry. Please stop. For some time, I have been working with County officers to increase the likelihood that new residential roads are adopted. Now we have a change of administration at the City Council, I will be bringing this issue to the Local Plan debate. Developers can’t be forced to have roads adopted, but not doing so puts another financial

burden (as well as Council Tax) onto residents and risks hidden poor workmanship when links into mains services are made. If this affects you, I’d like to hear your story. Do you want to purchase an electric car but your home arrangements prevent you from charging it? If we want to act on the climate emergency, this is one box we need to tick. This was raised during canvassing and I will be pursuing the challenge: how to put an electricity charging point into the road for your car if you don’t have an allocated parking space or drive. How do you manage your food waste? I’m particularly keen to hear from flat dwellers. If you have a good idea about reducing waste, you may be able to get a grant to follow it through. Lesley Rose, Advice Services Manager for Citizens Advice Winchester District, advises what action to take if you’re struggling to pay your council tax. My first council tax bill of the year has come through and I know I’m not going to be able to afford it with so many other important bills to pay, let alone food.What should I do? Council tax arrears is a “priority debt”, which means you need to address it before paying off other non-priority loans like credit cards. Once you’ve missed a council tax payment, you’re in “arrears” and so owe money to your council.You should receive a letter from your council - it’s important not to ignore this as after 14 days your council can take you to court and request you pay your entire year’s bill at once. It’s important you speak to the council straight away if you don’t think you can pay. Ask to speak to someone in the council tax office and tell them about your situation.

Schools and young people have been asking for crossing points at entrances to their towns and in Winchester. A pelican crossing (Pedestrian Light Controlled) or a Zebra crossing tends to have two functions- it enables everyone to cross safely and slows down traffic just a little. I am really pleased that the Public Health County Department has recently assigned an officer to every planning authority to ensure communities are planned for residents to live more healthily: crossing points are one way to reduce the barrier to more walking and cycling. HELP SAVE THE HONEY BEE Saving the bees is a big job- but taking action is easy! By starting in your own community, you can help make our world a healthier place for bees. Here are some things that you can do to save our bees: Protect bee habitat One of the largest threats to bees is the lack of habitat due to urban sprawl. If you notice a lack of green space in your neighborhood, you can volunteer to plant a bee garden or create a habitat corridor with nectarrich plants such as wildflowers.You don’t need a ton of space to help save the bees- gardens can be established in small spaces like balconies or street corners, and flowers can be planted along roadways and other public areas.You can also get involved with your local government to advocate sensible limits to development where you live. Avoid harmful pesticides Synthetic pesticides, fertilizers, and herbicides are harmful to bees. Using these pesticides in your garden can not only keep bees away, but also endanger their lives. If you must treat your garden, opt for organic pesticide options and spray at night when pollinators are least active. Or use beneficial insects such as praying mantises and ladybugs in your garden. Avoid chemicals belonging to the neonicotinoid family at all costs, as they are especially harmful to bees. Plant a bee-friendly garden Flowers help feed bees and other valuable pollinators. Not only will you be helping save the bees by planting bee-friendly plants, but you’ll helping your garden as well. Some tips: • Avoid hybrid flowers, which may be sterile and have little or no nectar or pollen • Skip the double flowers, which lack pollen • Make sure you’ll have blooms for bees year round. • Plant flowers in patches - bees like to focus on one flower type at a time • Leave an undisturbed plot for ground-nesting bees

When a tree blooms, it provides bees with hundreds if not thousands of blossoms to feed from. Trees are not only a great food source for bees but they are also essential to a bees habitat.Tree leaves and resin provide nesting material for bees, while their natural wood cavities make excellent shelters.With deforestation and development on the rise, you can help bolster bee habitats by caring for trees and joining tree-planting parties in your area. Create a Bee Bath A fun activity that can also help save the bees is creating a bee bath. Fill a shallow bird bath or a small dish or bowl with clean water, and arrange pebbles and stones inside so that they poke out of the water. Bees will land on the stones and pebbles to drink the water as they take a break from foraging and pollinating. Build homes for solitary and bumble bees Did you know that, with the exception of honeybees, most bees are solitary creatures? 70% of bees live underground, while 30% live in holes inside of trees or hollow stems. Since many solitary and bumble bees build their nests in undisturbed land, why not keep an untouched plot of land for them in your garden? “Bee condos” allow solitary bees like mason bees to take up residence and pollinate your garden, and are widely available for sale online.You can also learn how to build your own bee condo and create a better space for solitary bees. Become a Bee Ambassador You can do your part to save the bees on your own, but just like a colony of honeybees, making real change takes strength in numbers! Educate your friends, family, and community on how to help bees by becoming a bee ambassador. Current bee ambassadors engage others by asking for bee-benefitting donations in lieu of birthday gifts, and selling muffins door to door. COUNCILLORS REPORT: RUSSELL GORDON-SMITH: NATC AND WCC COUNCILLOR I don’t as yet have much to write about as I am yet to have my first council meeting and that is largely formal. I have some casework to sort in the meantime. However, I would like to thank all those who voted for me. I would also like to thank all those who voted for someone else. The validity of the democratic electoral process depends on a good turn out and on people taking part. There is nothing as depressing when out canvassing as being told on the doorstep that ‘voting is a waste of time’, ‘there is no point’, ‘we’re not interested’ or remarks in that vein. So, my thanks to all that took part, elections can hang on a very small number of votes, it is not electioneering hyperbole to say every vote counts, they really do! I was delighted too, with the nearly universal courtesy I met with when my sometimes persistent door knocking disturbed a householder. Only in a tiny percentage of cases does one encounter rudeness. I would thank all for this politeness. Politeness is the oil that allows our small and crowded island to function smoothly, more especially when tempers are running high. There are places in the world I have visited or worked in, where political differences are settled by violence and not by debates and a vote. Events around the world show democracy is not as robust as it may seem. The dire damage humans are doing to the environment has become a very topical issue and very belatedly. Rather than throwing up our hands in despair we can work collectively to reduce our impact. I would like to publicise every month small steps we can each make that collectively will have a huge impact.

CURTIS MUSEUM & ALLEN GALLERY OUR MAJOR EXHIBITION THIS SUMMER IS ON WILLIAM CURTIS THE BOTANIST (1746 – 1799) ‘Dear Nature’s child’ is an exhibition that looks at William’s life and legacy and also highlights work recently done in the Gallery Garden by volunteers to incorporate some of the plants illustrated in the early editions of the Botanical Magazine. The exhibition title is a line from a poem on his tombstone, now lost, in St Mary’s Church, Battersea. The Exhibition lasts from June 1st to July 20th, and is FREE. BROCANTE FLEA MARKET COMES TO ALRESFORD

As a start: Living in West Street, in the middle of Alresford, I am constantly amazed at the number of people who leave their car or van engines running whilst parked. This is contrary to the Highway code, but also damaging to the owner’s wallet’s and everybody’s lungs. Petrol and diesel are expensive so why burn the stuff for no purpose? Science has shown how small children and babies in buggies, who breathe air closer to the ground and thus car exhausts are suffering lung damage. I would encourage all vehicle users to turn their engines off as soon as they stop and start them once they are ready to pull away. A bit of foresight will allow you, for example, to put a new destination into your sat nav before you start your engine. Avoid damaging your wallet and our lungs!

THE ARTS SOCIETY ALRESFORD IS LOOKING FOR I.T. SUPPORT The Arts Society Alresford (formerly NADFAS) is looking to appoint an IT proficient person or persons to set up a laptop, projector and sound system for its monthly lectures given by visiting speakers, normally using Powerpoint presentations. All equipment is provided. The lectures take place in the afternoons of the 4th Tuesday in each month (except in August and December) in Itchen Abbas village hall and on two whole days, one in Spring and one in Autumn in Alresford. The first Brocante Flea Market was welcomed in Alresford on Monday 6th May. The sun was shining and the event was attended by hundreds of people, tourists as well as local residents. The traders enjoyed a very busy day, and the few shops that did open were very busy. In light of this successful day the Brocante Market will return on Sunday 15th September along with the opening of the Norman Bridge and the Eel House. The Town Trust hopes you will make a note of this date in your diary, and make it another successful event.

ALRESFORD TOWN COUNCIL REPORTS New Alresford Town elections have passed and we welcome five new Councillors, Sally Bailey, Ann Bean, Sarah Jane Cavell, Keith Divall and Lisa Griffiths. These join our re-elected Councillors, Michael Byrne, Simon Evans, Russell Gordon-Smith, Barbara Jeffs, Andy Sprott and Bill Witchard to complete our new Council of 11 members. We wish them every success in the future. We also say goodbye to the outgoing Chairman Steve Deeming and thank him for his contribution to the Council, we wish him the very best in future endeavours. The Annual Town Assembly was held on 7th May 2019, where the chairs of the Committees and outgoing Chair of the Council delivered a short brief on the activities of the council over the previous year. Two excellent presentations by local people on local issues and events were delivered by Ken Veitch and Roger Harrison. Mr Veitch spoke about the Alresford Music Festival detailing the history of the event from commencement to the current 10th Anniversary Festival to be held on June 8 2019. He shared the growth in income and costs, and the many charities supported both locally and abroad. In line

with current environmental issues this year’s event will be plastic free.

The second presentation was delivered by Mr Harrison. A fascinating talk on the current state of the River Arle and Upper Itchen. Sadly, our rivers are in a poor state due to pollution and in need of urgent action to improve the quality of the water. Mr Harrison is passionate about his specialism and is leading the charge to protect our rivers.

Alresford’s Community Litter Pick took place on Saturday 27th April 2019, which this year was funded by the High Street Community Clean Up Grant and supported by Winchester City Council who supplied additional equipment. It is fair to say we live in a fabulous community with over a hundred people turning out for the event, even though the weather was not at its best. The council would like to convey a special thanks to all residents that took part and for their contribution to the bags of

rubbish collected. There are a number of organisations that we would like to specifically thank - Alresford Rotary, Alresford Ladies Group, New Alresford WI, the Town Trust, Alresford and Cheriton Scout Group and the staff and children from Sun Hill and Perins schools. A special thank you also goes out to the ladies at The Arlebury Bar and Cafe who supplied hot and cold drinks free of charge. We look forward to next year’s event. The Council is obtaining a new Speed Limit Reminder (SLR), which we will use in addition to our current SLR. The new SLR has high visibility and claims to reduce speed by up to 25%, it will inform drivers of the speed they are travelling and will collect data for traffic travelling in both directions. The Recreation and Environment Committee are also considering additional locations to site the SLR around New Alresford to assist with road safety. The Allotments at Spring Gardens has received some much need attention, the foliage and vegetation has been trimmed to improve drainage of the stream. 1. Going for a walk releases feel-good chemicals A walk in the countryside builds up cardiovascular fitness and releases the feel-good chemical in the brain, serotonin. If walking with your dog, be sure to keep it on a lead.

3. Getting closer to nature increases self-esteem Studies point towards spending time in a greener environment as being good for increasing self-esteem, reducing the stress hormone cortisol and reducing blood pressure. 4. Natural light is essential for healthy brain function Spending too much time indoors, away from natural light, can have a negative impact on our mental health and studies suggest it can contribute to sleep issues, poor memory and anxiety. Just 20 minutes of exposure to daylight can increase the brain’s levels of serotonin and help control our natural circadian rhythms that dictate sleep-wake cycles.
