HOW TO MAKE A MEADOW Five years ago, South Downs Way ranger Ben Bessant and National Park ranger Jan Knowlson set themselves the challenge of turning a large patch of nettles into a wildflower meadow. For National Meadows Day in July, Jan tells us about their work. We have lost 97 per cent of our meadows in Britain since the 1930s, a shocking statistic. So when the opportunity to convert a large patch of nettles on the South Downs Way came along we jumped at the chance – whilst nettles are a great food plant for some butterfly species, a meadow with a variety of native plants can support a much wider range of pollinator species.With kind permission from the landowner,YHA South Downs, we brought in a local meadow creation expert to see what they thought. After they stopped laughing, they advised that it would be a lot of effort, but could be done. The first year of work was spent clearing nettles and spraying-off the regrowth, clearing again and removing the cuttings to reduce soil fertility – meadow flowers thrive in poorer soils.We needed to make sure that we’d completely removed the nettles’ rhizomes (underground plant stems) so we hired an excavator to take off the top six inches of soil.Then we had to wait to see if there was any regrowth and then cut and treat the area again. For anyone worried about species that love nettles, an enormous patch remains on the other side of the path! The more time you spend preparing the ground the better chance you have of establishing a meadow.The Google satellites caught it at precisely this moment! It looks brutal but we wanted to create as much bare
ground as we could to give the seedlings a better chance of establishing, without competition from stronger, dominant plants such as nettles and thistles.We did get some questions about what was going on. It looked a little bit brutal after the nettles were cleared… There was a lot of evidence of rabbits so during this first year our fantastic volunteers came out to help us put up rabbit-proof fencing around the area we were going to seed.We needed to stop the rabbits from getting to the seedlings if we wanted the meadow to work.We sowed the seed the following February and then waited expectantly for summer to arrive. By July the meadow looked incredible, it was so satisfying! The meadow changes each year. In the first year we saw lots of the big flashy cornfield annuals such as ox-eye daisies and poppies.They were spectacular and I even met one group of walkers who’d left the hill tops specifically to find out what was making the big flash of white down in the valley. Summer 2016 and the meadow is in full bloom with annuals including: cornflower, corn cockle, ox-eye daisy and corn chamomile. In the second year we started to see some of the perennial species come through.We cut the meadow in July to stop too many of the annuals re-seeding and encourage more diversity – the wider the variety of plants, the more different pollinators will come. The meadow has to be managed to keep the diversity and so is cut annually and the cuttings removed, to keep soil fertility low. In the past meadows like this would have been managed for hay to feed the farm stock.This year we’re finally seeing the bird’s-foot trefoil, kidney vetch and red clover all flowering for the first time. I love our meadow and, being right next to the South Downs Way, thousands of people get to enjoy it.We see their faces change as they come around the corner. Even better it is literally buzzing with pollinators. I’ve spotted butterflies such as the small tortoiseshell, marbled white and common blue as well as lots of different bees and hover flies and we are monitoring species more formally. LAWNS ARE HUNGRY FEEDERS; LET’S TAKE A LOOK AT WHAT THEY NEED TO REMAIN HEALTHY THROUGHOUT THE YEAR
T
om Jones may well have sung about the green green grass of home, far too few gardeners understand what goes into the perfect lawn. Most think it is okay to pick up a bag of feed, sprinkle it liberally on the lawn and all will be okay.Your lawn has a complex relationship with nutrition, which changes throughout the growing season and these things need to be taken into consideration if you want a healthy, attractive, disease free lawn. You may be thinking that surely it can’t be that complicated. Let’s try to explain the basics. When it comes to lawn nutrition there are really three main things to think about; fertiliser composition, timing and application methods.
earlier, ideally you want a product that releases its nutrients into your lawn slowly, as required, over time. There are two downsides to liquid feeding. The first is that it is immediate.Your lawn gets an instant food hit then nothing. The other issue is that liquid feeding can be very time consuming and it’s difficult to get the application rates right. However liquid feeds come into their own in the summer months – no need to water in! Controlled-release granular feed is by far the best choice when you can guarantee a regular supply of rain. Most gardeners will attempt to apply this themselves and this can create issues. Application by hand is almost impossible to get right. The granules slip through your fingers easily and distribution is uneven. Apply too much to one area and you scorch the grass, often blackening or killing it in patches. Uneven application results in uneven grass growth.
Fertilisation is important as it influences the colour of your lawn, its ability to cope with the stresses of drought, mowing and extremes of temperature and to fight against disease and weed infiltration. Choosing the right fertiliser and applying it correctly really is the key to success. Chemical and organic fertilisers display the nutrient content by way of three different numbers. These three numbers represent the compounds Nitrogen, Phosphorus and Potassium (or Potash). Often displayed as N-P-K. The numbers correspond to the percentage of each of these compounds in the fertiliser inside the pack. That’s the easy bit! What each of these compounds does for the plant is probably the most important part. Nitrogen helps leaf growth. Phosphorus helps the growth of roots and flowers, and Potassium is important for the overall health of the plant. When to promote leaf or root growth is really the key to successful lawn nutrition.You want healthy leaf growth in the growing season to encourage a stronger grass plant, but you don’t want to go into winter with too much leaf that can be damaged by the bad weather. High nitrogen fertilisers encourage quick leaf growth but potentially make the plant more susceptible to the attacks of pests and diseases. Phosphorus is important going into winter to encourage healthy and robust roots to support your lawn throughout the challenging months ahead. Another important factor in selecting the right lawn fertiliser is the type of nitrogen actually in the product. Nitrogen fertiliser may consist of fast-release or controlled-release nitrogen. For lawns, fertilisers containing controlled-release nitrogen sources are best. Lawn care professionals tend to use coated granular product. The coating is formulated to break down gradually over time, therefore providing a slow release of fertiliser as the plants require it. It tends to be more expensive but it certainly is effective, provides professional results and gradual grass growth, rather than a sudden burst of growth resulting in excess mowing requirements. SO WE HAVE COVERED COMPOSITION AND ALSO TIMING OF APPLICATION. LET’S TAKE A LOOK AT APPLICATION METHODS. Most home owners who buy their lawn feed from the garden centre will have a choice between granular or liquid feeds. As we mentioned
Ideally use is a broadcast spreader consisting of a hopper holding the fertiliser and releasing a controlled amount onto a rotating disk, powered by the forward movement of the wheels, distributing the granules in a controlled and even manner. The amount of fertiliser released is controlled by adjusting holes in the base. Getting the quantities right is important and you must calibrate the spreader before you use it, based on the flow rate of the fertiliser, the granule size, the application rate required and the size of the hopper holes. It’s important not to miss any of the lawn or to overlap as you make each pass with the spreader. One final thing to remember is that too much nitrogen causes thatch which starves your lawn of air and water causing the grass to die. Get it wrong and your lawn really will pay the price. I’ve tried to make things as simple as possible but lawn nutrition, product selection and application rates can be relatively complicated. By the time you have bought the product, the right applicator and factored in the time it takes to carry out the work, you can usually save money by asking a lawn care professional to help look after this part of your garden for you. BRAMDEAN’S BUMPER BOOT IS BACK Contrary to rumours circulating around the county, the famous August Bank Holiday Monday Car Boot Sale at Brockwood Park near Bramdean is back in business. Held every year for over 30 years, the popular Car Boot Sale is hosted at the home of Caroline Stanley who devised and has organised the event for over three decades. She has decided, quite rightly, to hang up her collecting bucket this year but as a former volunteer for family support charity Home-Start she is happy for the charity’s fundraising team to take over the reins. “I will of course be keeping an eagle eye on proceedings,” says Caroline “and will be popping in for a bacon butty to see how they are getting on.” Gates open at 8am on Monday 26th August and eager buyers should follow signs from the A272. ALRESFORD RFC NEWS - JULY Alresford Rugby Club brought our season to a close with a fabulous awards dinner at The Arlebury. There are so many individuals and sponsors to thank it would take up another edition to name you all! Needless to say, a heartfelt thank you to you all. For this edition we wanted to focus on the playing side of our club. The 1ST XV finished 7th from 12 in The Hampshire Premiership, having played 22 very competative matches, winning 9,losing 13 and finishing with 50 points. Despite losing so many key players to serious injuries, we finished comfortably above the clubs below us and not that far off a couple of clubs above us. The 2ND XV have been outstanding in Hampshire 3 league. Despite each week being robbed of players we finished 4th out of 10 sides, winning 11 and losing 7, culminating with 63 points. Outstanding. ALRESFORD TOWN COUNCIL REPORTS The Town Council supports New Alresford by representing the local community, delivering services to meet local needs and striving to improve the quality of life within the town. The work of the council is supported by a set of committees covering areas such as Economy and Tourism, Facilities, Finance, Planning, Staffing and Recreation and Environment. Further details can be found on our website www. newalresford-tc.gov.uk. All meetings are open to members of the public and the Council welcome public participation and feedback. Agendas are posted three days before each meeting on the two noticeboards in the town and in the foyer of the Council office at Arlebury Park and on the website. Meetings normally take place in the Lower Meeting room at the Council Offices on Tuesdays. The first Full Town Council meeting of the municipal year 2019/20 has taken place and Councillor Keith Divall was unanimously elected as Chair. Councillor Divall is a local resident and has a background in finance. A list of the other councillors, their responsibilities and contact
details can be found on the website. Our sincere apologies to Cllr Sally Holmes who was referred to as Sally Bailey in the June issue of the Forum. Councillors are unpaid but the Council funds professional training to help them in their often challenging roles and to be more effective when contributing to Council meetings. Council staff support the running of the Council. In the last year four new members of staff have been appointed Marcia Phillibert Sarah Johnson, John Predeth and Liz Jenkinson join Frances Simpson and Bill Rushton. For the first time in a long period the Council Team is now fully staffed. The Council Office is situated in Alresford Recreation Centre and is open to the public from Monday to Friday 11am to 1pm. New Alresford Town Council wishes to join the Town to express their deepest sympathy to family and friends. The Council supports several different projects across the community. Parish in Bloom competition - June saw the annual Parish in Bloom competition. The Town Council administers the annual hanging basket and trough scheme which are provided by Hanging Garden.
Each basket costs £39.00 and they have proven to be just as popular with town centre residents and businesses alike. The Council continues to finance the maintenance and watering of the baskets.
Pavement cleaning - To support the Parish in Bloom competition the pavement cleaning was undertaken by the Lengthsman – RP Gardening at the end of May, this was funded by a grant obtained from Winchester City Council. The clean and weed free pavements add to the overall attractiveness of the town and have been commended by residents.
Alresford Music Festival - The Festival took place on 8th June 2019 and has proven to be as popular venue as ever despite variable weather. The Council allows the Festival to use Arlebury Park grounds free of charge whilst only charging for utilities and part use of the recreation centre. Despite the weather the party rocked on celebrating the 10th Anniversary of the event.
The Avenue - Extensive works to the Avenue has just been completed thanks to The Town Trust and Councillor Rob Humby. With the support of the New Alresford Town Council every effort has been made to ensure the Avenue continues to be a unique and attractive feature of the town. The Bishop of Winchester will be celebrating the 150 years since the Avenue was gifted by the Church to the people of Alresford on Friday 20th September 2019. Recreation Centre at Arlebury Park - At last the repairs to the roof at Arlebury Park have been completed. The leaks in the roof were fixed and the solar panels serviced and upgraded to ensure they are as efficient as possible. Thank you to Cleeve Construction for project managing the works. The energy produced by the solar panels raises in the region of £4,500 per annum in income for the town which can be offset against the cost of energy bills.

This year’s Hat Fair, the UK’s longest continually running Outdoor Arts Festival, takes place in Winchester from Friday 5 July to Sunday 7 July 2019. Celebrating 45 years this year and taking its name from its busking heritage, the free three-day festival brings the very best in international street performance, theatre, dance and circus-inspired events to the city. Hat Fair will run throughout the city centre on Friday and Saturday with Sunday’s festivities taking place at the North Walls Recreation Ground, a short walk from the High Street. HIGHLIGHTS FOR HAT FAIR 2019 INCLUDE: • Motionhouse return with Wild, a brand new show co-commissioned by Hat Fair. TICK BITES- HOW TO SPOT AND REMOVE TICKS
APPOINTMENTS We offer a mix of routine, pre-bookable appointments and ‘same-day’ duty doctor appointments each day. Our routine appointments open up for booking on a rolling 14 day basis. So this means, for example, appointments on Friday 19th July will open up for booking on Friday 5th July. Patients who are acutely unwell or concerned about a medical problem and who cannot wait for a routine appointment will be added to the list for a telephone call from our duty team in the first instance. The doctor or nurse who calls you will take some details of your problem and will either offer advice on how to care for yourself, arrange a prescription or book an appointment for a face to face appointment as appropriate. In addition to the doctors listed above we also host trainee GPs. These are qualified doctors who are in the final stages of their specialist training. They will have undertaken a number of jobs in different hospital departments before starting their training to learn the skills of a GP. The trainees have regular tutorials and have clinical supervision with an experienced GP.
TRAVEL ABROAD If you are travelling abroad and think you may need advice and vaccinations from us you must complete a questionnaire (available from reception or from our website) and make an appointment with a nurse. We have become aware that patients are often leaving it too late to seek this help, some vaccinations need a course spread over a few weeks so please make apply in good time – up to 2 months before departure.
Tick bites aren't always painful.You may not notice a tick unless you see it on your skin. Regularly check your skin and your children's or pets' skin after being outdoors. To remove a tick safely: • Use fine-tipped tweezers or a tick removal tool – you can buy these from some pharmacies, vets and pet shops. • Grasp the tick as close to the skin as possible. • Slowly pull upwards, taking care not • to squeeze or crush the tick. Dispose of it when you've removed it. • Clean the bite with antiseptic or soap and water. • The risk of getting ill is low.You don't need to do anything else unless you become unwell. CONTRACEPTIVE COIL AND IMPLANT FITTING During our latest patient survey we were asked about which doctors are able to fit contraceptive coils and implants. I am very pleased to report that Dr Marie Dodd is currently undergoing the training necessary
to undertake these procedures and will soon be able to offer this service in addition to Dr Paul Webb. Both Dr Webb and Dr Dodd will be able to fit coils and implants. If you are considering using one of these long acting reversible contraceptive devices please make an appointment to see either Dr Webb or Dr Dodd. At this appointment they will discuss your previous medical history to ensure the most suitable device is offered to you. They will talk to you about the pros and cons of the different options and the side effects and any risks involved. Once you have decided to go ahead a second appointment will be arranged in order to fit the device and if you are having a coil fitted this will be a joint appointment with the doctor and one of our Practice Nurses.

Smoke alarms save lives. You may be able to hear your smoke alarm with your hearing aid in but what about at night when you are asleep? Conventional smoke alarms work by emitting a high pitched noise when smoke is detected. If you are hard of hearing, this may be the kind of sound that you can’t hear so well. Thankfully, there are additional ways to ensure you’d be aware of a fire in your home. There are a range of smoke alarms available which activate a bedside strobe light and a vibrating pad which fits under your pillow. FIGURES REVEAL FEW ADULTS CYCLE TO WORK Despite the government pouring £1.2 billion into cycling, new research has revealed that it is still only a slim few who are cycling to work, with many citing nervousness about cycling in traffic as the reason. A survey of more than 7,600 UK adults published by Decathlon in the Decathlon Activity Index 2018, shows that only 7% of the nation is commuting to work with a bike. Despite cities including Manchester, Cambridge and London having made drastic changes to accommodate cycling, more than 1 in 4 (26%) still feel it is too dangerous to do so.

This was followed by 21% who said they are still too scared to cycle the roads to work. Philippe Rebelo, UK marketing director at Decathlon commented: “It is clear to see that not many of us actually choose to commute to our workplace with a bicycle. This is despite the Government increasing the spend on cycling, with improvements for cycle to work schemes and even overhauls of roads in cities to accommodate cyclists.”

Meanwhile, 21% also said that the distance to their place of work is too far to travel via bike. 17% admitted they don’t even own a bike, even though cycle to work schemes are making this more viable for commuters, with 183,423 employees picking up this scheme in 2014. A further 1 in 7 confessed that they actually don’t like cycling which explains why they currently can’t commute to work with a bicycle. Our work continues following the excavations of June 2016, July 2017 and July 2018 when a team of Winchester University Archaeology students and over 100 volunteers from villages in the Meon Valley and beyond took part in the excavation of a site near the village of Meonstoke The results of a geophysical survey carried out in 2015 by the Meon Valley Archaeology & Heritage Group had revealed a hexagonal shaped structure which is very rare in Roman Britain.The team of students and community volunteers, led by Professor Tony King, slowly unearthed the foundations of this very rare Roman building, which is thought to be a Roman temple. In addition, an adjacent room was revealed which is believed to be a Roman bathhouse. The work of the dedicated team of metal detectorists also proved invaluable in finding artefacts from the Roman period and Iron Age. This year we plan to explore the central area of the Temple site.We shall also extend current excavations to the west and the north of bath house. Additionally we will also excavate on the other side of the A32 where Neolithic barrows were discovered by a MVAHG geophysical survey in 2015. Further investigation close to the Roman aisled building will also take place. This is an exciting opportunity to take part in practical archaeology in a joint project between Winchester University, and the Meon Valley Archaeology & Heritage Group, led by Professor Tony King. Participants of all levels from novice to expert welcomed. No experience is necessary as training will be provided.You must be over 18 to take part and ideally live in or around the Meon Valley. NEW ALRESFORD TOWN TRUST The residents, businesses and organisations help to make Alresford a thriving and happy community. The New Alresford Town Trust has taken the lead in setting out the programme for Heritage and Open Days in 2019. The Trust itself organises Open Days at Eel House, Norman Bridge (with the help and support of Caroline Perry) and the newly created Museum at the Old faire Station (OFS) as well as the French and Brocante markets, Broad Street Fair, and this year the 150th Anniversary of the Avenue on 20th September. Roy Gentry has been the inspiration for the Museum and he has built it up from nothing in 2010 to the occupation of the front room at OFS to be extended in 2020 to half the building. Roy has been a diligent trustee for over 11 years, and on doctor’s advice will take a back seat in the future with Andrew Smith taking over the Museum Committee where he will be ably supported by Richard and Ann Pay and the remainder of the committee. The Museum had 405 visitors on 16th June opening donating £152 towards Museum Funds. One of the visitors said “It is the smallest Museum I have ever seen but the most interesting”. The Museum displays the 1893 Merryweather Steam Pump Fire Engine and many fire related accessories, pictures and T.V. slide show with pictures from Godfrey Andrews’ heritage collection. It also displays the dolls and soft toys from Alresford Crafts, a collection of crested ornaments, Alresford clockface from 1700, bottles and jars from Batchelors Brewery as well as 5 boards specially produced by the Museum Committee showing the development of Alresford from pre-Roman times to 20th century. The next opening for the Eel House, Norman Bridge and Museum will be on 13th July, when we will also have a visit to Alresford by the Lord Lieutenant of Hampshire. WINCHESTER AUTO FEST A NEW CHARITY MOTORING AND MUSIC EVENT FOR THE TEST VALLEY
H
undreds of classic car fans and their families are set to dance the night away at the Winchester Auto Barn next month. Rock band The Reason, bluesy Jazz group 663 Squadron and Acoustic guitar virtuoso Jake Morley will all take to a stage under the stars at Auto Fest, set to be held between 4-11pm on Saturday, July 13.
Those wanting to properly let their hair down can catch a complimentary shuttle bus service to and from villages around the garage, which is on the A30 north of Winchester.
Dozens of classic and interesting sports cars will be on display at the countryside garage, including a rare 1972 Lamborghini Muira SV, a 1967 275 GTB/4 Ferrari, a De Lorean, a 1966 Mustang, a 1943 Dodge Truck, a 1936 Austin 10 Ripley and a V10 Audi R8 Spyder to name just a few.

All profits from the party will be donated to Naomi House and Jacksplace, the children’s hospice based in the nearby village of Sutton Scotney. “The Winchester Auto Barn's been going for nearly a year now and we've got a lot to celebrate,” said garage owner, Niall Holden. "People coming to our monthly Breakfast Club meetings have asked for a party - so we're throwing one! We want to attract local families as well as petrol heads up to the garage for a fun afternoon out whilst at the same time raising funds for a really important local charity."

LONDON’S OLDEST FOOD MARKET HOSTS HAMPSHIRE Last week, local food group Hampshire Fare took a taste of the county to London’s Borough Market where they hosted the two-day Hampshire Food Fare. On Friday 7th and Saturday 8th June, Market Hall at Borough Market was taken over by sixteen Hampshire food and drink producers. Market goers were able to sample and buy produce including wasabi, watercress, wine, trout, cheese, gin, biltong, oils and fish cakes. It has been brilliant to talk to food lovers from all over the world about the quality of Hampshire produce. Water on the route was given out by the 2nd Alresford Guides and 4th Alresford Brownies, who did a fantastic job of both refreshing and motivating the runners as they headed back up the hills.
ALRESFORD ROTARY 10K ROAD RACE SUNDAY 16TH Alresford Rotary’s 12th annual 10k road race was held on Sunday 16th June over the usual course, from Arlebury Park through the town to Abbotstone hamlet and back. The race was part of the Hampshire Road Race League this year and attracted some of the best club runners from across the county. Over 450 runners took to the road despite some inclement weather early in the day.The cool conditions were excellent for running though and the race winner, Andy greenleaf, set a new course record

Our Fun Day is taking place on Sunday 28th July from 12.00 until 16.00 at the Worthies Sports and Social Club, Lovedon Lane, Kings Worthy SO23 7NJ. This is a FREE event for everyone to attend. At our fun day we will have various stalls, amusements, a BBQ and live music. We are hoping to continue to promote awareness of the importance of first aid, and to raise funds for St John Ambulance. St John Ambulance is the nation’s leading first aid charity. Every year, more than 400,000 people learn how to save a life through our training programmes, including hundreds of thousands of young people. Our volunteers provide first aid in their communities, keeping people safe at events, and working alongside the NHS in response to 999 calls. We’re campaigning to raise awareness of first aid and directly educate the public. As well as this, we hope to raise money that allows us to continue to look after our community at events and provide first aid training whilst ensuring our equipment is of the highest standard. www.sja.org.uk

TRAVELLERS & UNAUTHORISED ENCAMPMENTS We are rapidly approaching the time of year when we hear of a number of reported cases where travellers/gypsies have set up unauthorised camping on local land and car parks. During the period June – August 2018, there were over a dozen reported incidents, including encampments in a Farlington Supermarket and Eastleigh train station.This has led to a number of calls and queries regarding what can be done about these unauthorised camps and who is responsible? The situation does not appear to be improving, as many believe Travellers have a marginalised and reviled position in today’s society, although it should be remembered Gypsies & Travellers are preotected against discrimination under the UK Equality Act.There is a history and tradition for some people to live in caravans, or move around the country; however, encamping
FARMING IN A TIME OF CLIMATE EMERGENCY – AND HOW TO STAY POSITIVE! Each day there are news stories reporting on the state of the Global Climate Emergency that we face.We are reminded of the threat to the natural world from melting ice caps to the mass extinction of pollinating bees and insects, from global warming to rising sea levels and plastic pollution, the extent of which goes beyond imagination.These images can be frightening, but also equally hard to comprehend when we live, as we are lucky enough to do, in a beautiful part of the British countryside.The road verges appear rich and full of grasses and wild flowers, birdsong seems loud and clear, the views across the rolling downs and fields look as breath-taking as ever. What could be wrong? There can be no question that the recent Extinction Rebellion activities in London
So what can be done? 1. Does the Council or Police have a duty to move travellers camped without the landowners permission – The powers given to local authorities and the police are discretionary and can only be used when certain conditions exist.Trespass on land itself is not a crime, it is a civil matter, so police will deal with crime committed by travellers when there is a complaint and evidence to support it. 2. When can the Police move them on – The Police may activate their powers under Section 61 of the Criminal Justice Act and are able to do this where they are satisfied that two or more people are trespassing on the land and the landowner has taken reasonable steps to make them leave. In addition one of the following has to apply: • Damage has been caused to land or property • Threatening/Abusive/Insulting behaviour has been used against the occupier • The trespassers have 6 or more vehicles 3. When can the Council move them on – If Council land is camped on, without consent, then they can recover the land through a County Court Order. However, before this the Council must complete the following: were instrumental in the British government announcing a ‘Climate Emergency’, meaning they are now beholden to certain actions, in a strict time-frame. Since those spring days of bridge closures and road blockages in the capital, the media is now addressing climate change as headline news.The narrative and vocabulary are becoming mainstream. Underneath what can be gloomy headlines however, there are local positive actions going on, addressing these difficult issues. And there are some really good-news stories too.The pioneers in this movement can give us hope and offer an example of how we can move forward in a more sustainable way. Near to home, we have individuals who in their own way as farmers working the land, are actively taking on the challenges of the climate emergency. As custodians of some of the landscape familiar to us in and around Stockbridge, they are committed to fulfilling their part of the role in feeding the population, while at the same time prioritising the natural and delicate ecology of the chalk down land, woodland and river-valley landscapes that they farm. Both men are acutely aware of their prime responsibility to care for the soil. Use of chemicals is minimal, if not altogether absent.Work is afoot to protect the water quality and wildlife of the Wallop Brook with raised awareness of appropriate management of the water-catchment land. Their challenge is to adapt agricultural conventions to the realisation that the old ways are unsustainable and to question whether rewilding might be part of the answer.They will have an opportunity to ponder this conundrum, along with the author of ‘Wilding’, Isabella Tree, and Alison Cross from the Hampshire and Isle of Wight Wildlife Trust, at a panel discussion chaired by John Humphrys, on 10th August, held at Dagan’s farm. WINCHESTER CITY COUNCILLOR MONTHLY REPORT JUNE 2019 If you have any comments or questions on the content of this report, please do not hesitate to get in touch. And of course, on any matter relating to WCC responsibilities where I will help. Running! In June I completed the Alresford 10k - a difficult task as the heat has increased. I definitely love cold mornings but it has taken me 55 years to realise! WHAT DOES A CITY COUNCILLOR DO FOR YOU? Sometimes your efforts to get a response can seem to take longer than necessary or you just don’t know where to start. Bin emptying, planning progress or complaint about an Officer recommendation, neighbours being annoying, no idea if you need planning permission, special event planning, licensing if you look after pets - a very varied brief! If it’s not a City Council responsibility, I can ensure you are referred to someone who will be able to steer you in the right direction. BIN COLLECTIONS Bin collections have gone from bad to worse in the past few weeks. You can report missed bin collections on line, however if they aren’t emptied within 48 hours of reporting, please let me know. MUTUAL EXCHANGE/HOMESWAPPER SERVICE For those in City Council owned homes, sometimes there is a desire or a legislative force to move due to changed circumstance. Having assisted families and individuals in the past to find their way through the system, I am always happy to be the link with WCC officers if you are finding this troublesome. A Councillor can make all the difference, and often they do!
WINCHESTER FOOD PARTNERSHIP Whilst Portfolio Holder for Health & Wellbeing, I championed the District being part of a sustained effort on : good food, strengthening the local economy, environmental sustainability, strong and resilient communities and fairness in the food chain. Currently the partnership is formed of representatives from the City Council, NHS Trust, University of Winchester, health professionals, academics, business owners, community organisations and charities – all of whom appreciate the importance of food! We have many existing local producers – such as allotments and food farming (small or large) – but it is important to look at further opportunities as nutrition is vital to our long term health. Local food sources are also way better for the environment. If you are part of the ‘food chain’ and have yet to become involved, let me know. GULLIES /DRAINS/POTHOLES/FOOTPATHS HCC cleared 8,070 drains in the County (911 in Winchester District) in April. 683 potholes repaired in Winchester District, out of 3,692 in the County. As for the Bishops Sutton Road by Long Barn, I despair! Tichborne Down has been reported for investigation due to a lengthy repair which has left the surface difficult for drivers, let alone cyclists (whether by pedal or motor). Finally, 118 sq m of footpath was repaired in the District, however this did not include the footpath between Bishops Sutton and Alresford. This is a long battle, which apparently requires the support of the Chancellor! However, those who live in Alresford and use The Avenue are no doubt delighted at the smooth surface underfoot (that’ll be in the May figures). SPORTS AWARDS 2019 It may feel early to be thinking about these, but it’s important to recognise volunteers, players, coaches and supporters of our local sports clubs. Yes, you recognise them within your own club, but you spread the news of your successes and may attract new members by putting the word out of how great your club is by nominating to the District Awards presented every February at the Holiday Inn.

SOUTHAMPTON AIRPORT IS LOOKING FOR AIRCRAFT OF THE FUTURE

The competition will form a part of the “Spirit of SOU” event that will celebrate the past and the future of Southampton Airport during the week of 8 July. The event will be packed with engaging activities throughout the whole week, from a Spitfire flight and airport exhibition to a flight simulator and choir performance. Neil Garwood, Managing Director of Southampton Airport, said: “We are always on the lookout for innovative ideas, and it felt like a perfect match to get students involved in shaping the future of the aviation industry. We are looking forward to seeing all the interesting designs, that hopefully one day will fly out of our airport.”

COMMUNITY I welcome and hope that you will see the benefit for your communities too. The proposal for HCC to take on road parking continues, with a view to a countywide warden scheme. Permits may cost more, so I am sure we all want to see value for money with better enforcement, potential for recharging car and bike batteries, and generally higher standards of maintenance. I’d welcome your views about siting of electrical charging points and what an efficient and effective parking scheme looks like for you. HCC has made a decision to start charging for licences to dump rubbish at the HWRC.This makes it even more difficult for residents to dispose of small fly-tipped waste mounds found on their land. I have asked the officers to see what could be done to help you, and I hope to report back on the outcome of this next month.
JACKIE’S COUNTY CORNER FOR JULY The County Council did not have any elections this year, but Cllr Roy Perry stood down to return to be replaced by Cllr Keith Mans as the new Leader. His background is varied, and it was pleasing to hear him embrace the Climate Change concerns that were put forward by my party. THE THREE MAIN DECISIONS MADE AT MAY’S COUNCIL MEETING WERE: • To support the WASPI challenge to Government: women born in the 50’s have had a poorly managed pension deal as the pensionable age was extended to 62, then
ALRESFORD PIGS JULY NEWS Who are we? It’s a very good question, and with so many newcomers to Alresford over the past few years it’s one worth answering. The Alresford Pigs Association started in the 1970s when a number of locals decided that they wanted to provide financial help for people in the town who needed it. Since then hundreds of people and organisations have benefited from donations and support. We raise money by organising or contributing to community events such as: • Taking entry fees, manning the gates & acting as security support at the annual Alresford Show

THE ECO WORRIER “Y ou shouldn’t leave your engine running – it’s bad for the environment.” A silver-haired, diminutive woman thrust her face closer and cocked her head towards the parked car.
True enough, her car was still burbling away. Between the radio’s jolly offering and the fan heater blasting warmth over her chilly passenger, she’d not noticed the engine noise when she hopped out and run into the shop to buy a paper. The car usually switched itself off as soon as she put it into neutral and took her foot off the clutch. Somewhat wrong-footed, she struggled to explain the failure of her vehicle’s environmentally friendly (if occasionally irritating) feature to the elderly lady currently fixing her with a dubious eye. There was probably some techno-reason why the car hadn’t done its eco-thing, but the accusation of being less than environmentally friendly made her review her own planet-saving impact. For one, she assiduously went through her rubbish to separate out the recyclables to be deposited in the brown bin, trooping to the bottle bank with her washed glassware too.
When she remembered, which was most of the time, she shopped using her own bags ‘for life’. Although she anti-bac-ed them regularly as she’d read somewhere they could harbour deadly bacteria and, really, bags ‘for death’ didn’t have quite the same jaunty ring.. Deliberately not buying cheap, virtually disposable clothing, she preferred to spend her money in charity shops and car boot sales when her
wardrobe needed a makeover; surely something of a win-win for everyone? But truthfully, as just a well-meaning, ordinary human, she found trying to be less of a blight on Mother Earth something of a minefield. Here’s one - Old Car versus New Car. An ‘Old Car’ might not be so clean to run, but scrapping it or trading it in for a ‘New Car’ that used goodness only knows how much energy and raw materials to manufacture. Which car takes the chequered eco-friendly flag? And here’s another - plastic bags versus paper ones. Did she read somewhere that one supermarket was going to offer paper grocery bags? But didn’t she also read that the production and transportation of paper bags contributes more to global warming than plastic ones? Where had she seen that – and was it true? Reaching for her ‘phone she jabbed and scrolled feverishly, searching. And if some plastic bags were bio-degradable, she wondered, why weren’t they all? Surely then there’d be a chance they’d naturally disintegrate before reaching the oceans where turtles and whales could eat them. Then there was palm oil. A viral advert last Christmas rather poignantly highlighted the deforestation caused by palm oil plantations. That supermarket had vowed to ban palm oil from their own brand and she’d vowed to shop there as a consequence. Now she was disappointed in herself that she hadn’t done it more often. And what about her beloved wood burner? Was she harbouring a soon-to-be-banned polluting monster in her sitting room? If a betting person, she’d have put good money on it being healthier for our planet than burning oil or gas forcibly extracted from the depths of the earth and transported hundreds, if not thousands of miles. Ditto electric heating. Wasn’t most electricity made by some process that involved… burning fossil fuels or using nuclear power with its accompanying toxic waste? And where did this leave the debate on electric cars? They might be clean to run, but the power to charge them up had to come from somewhere, didn’t it? She was no eco warrior – just concerned about doing the right thing. Wouldn’t it be great if she didn’t have to worry so much about her choices? What if only the right choices were available? Like her car. It made the right decision when it switched itself off – at least it did most of the time. She hoped it was the right decision anyway. As she didn’t actually sit stationary in traffic for long periods, she sometimes wondered if all this repeated re-starting didn’t in fact burn MORE fuel and release MORE pollutants into the atmosphere. Should look that up, along with every other thing she wasn’t sure about. AAAGGHHHH… the list was endless and it was, to coin a phrase, doin’ her head in. Neither a ‘chuck-it-all-in-the-same-bin’ barbarian, nor a ‘go-plasticfree’ paragon, it dawned on her she was that middle-ground creature someone who does a bit to save the planet, whilst fretting a lot about the state of the planet. She’d become an Eco-Worrier. And worrying, as everyone knew, was pointless, achieved nothing – she needed to know more, do more, try harder. And that feisty lady in the shop was quite right. MARGOT POWER: WINCHESTER CITY COUNCILLORS REPORT JUNE 2019 SPEEDING - This a concern across the ward, from Martyr Worthy to Bishops Sutton, to such a point that residents are willing to fund works themselves. Attempts to get indicative costs from Hampshire Highways have so far been unsuccessful, please ask your County Councillor to provide this information so we can have some informed decision making. But we all need to do our bit, by observing the speed limit you impose that limit on following traffic. Tailgating is common and intimidating, but in these days of rear and front cameras more of us are able to report this and provide evidence – see https://www.hampshire.police.uk/tua/tellus-about/soh/something-youve-seen-or-heard/ FOOTPATHS AND PAVEMENTS - We found many problems during the run up to the elections that had not been reported, and some have been fixed already. You can’t leave it for somebody else to report a problem, and now it is so much easier to these problems online it is down to the tech savvy to make it their job. I use www.fixmystreet.com for three major reasons a) I can’t remember all the different sites and phone numbers for different problems b) it is public, so shows that a problem has been reported – no arguments about when it was reported in case of claims against the Council c) I don’t have to have a debate with myself about who is responsible for that particular tree, pavement, footpath etc. – the site works it all out for me. www.fixmystreet.com is a one-stop shop for paths, lights, fly tipping, overgrown hedges, potholes, graffiti, dirty public lavatories and so much more. FLY TIPPING - The statistics for tipping on public land are known, and the method of dealing with this is publicised, even if under resourced. However, tipping on private land is on the increase, and the cost of clearance falls upon the landowner, disregarding potential contamination and danger to livestock. I am seeking to get the reported incidents included in statistics, recognising that this will be incomplete. WATER QUALITY - Many of you will have seen the Countryfile program on June 9th which looked at the damage to water quality, especially from commercial operations. Here are a few no/low-cost ways you can help: • Use no phosphate cleaning products. Ropley shop has a good range, and a refill service • Pressurise local supermarket to carry no phosphate products • Look after your septic tank.Treat it as carefully as you do your own digestive system. • Use less cleaning products, often a damp cloth will do the job. And reducing our use of tap water saves how much we have to take out, and the energy use in purification: • Steam your food to cut water usage and retain more of the natural nutrients. • Be plumbing aware, report leaks immediately, know where your stop cock is, insulate pipes to prevent leaks. • No running taps, turn off the tap when cleaning your teeth • Save water, money and energy by only boiling the water you need • Save up your dirty clothes, washing a full machine load uses less water and energy than 2 half loads • Install a Cistern Hippo • Shower not bath, set a 5 minute or less timer on your phone • Ditch the washing up, a well loaded dishwasher uses less water than the equivalent bowls of washing up.
