MOTORING Our MOT rate is £48.50 but any pre 1980 car is reduced to £28.50. We have done this as the law now states that cars built 40 years ago don’t need an MOT but we think it’s sensible if they do so we have reduced the rate to encourage people to get an MOT. We are keen to get established and believe our service rates are very competitive so please give us a chance and call us for an estimate.

The Winchester Auto Barn and Drivers’ Club is a new company that has been formed specifically to create a local hub and destination for all motorists who need a service, repairs or just an MOT, and also for classic car owners and enthusiasts. We want to form a community for people to basically come and show off their pride and joy, meet kindred spirits, source their next purchase/ parts or just ‘hang’ and talk car.
All of the hugely experienced staff (from Hill Farm Garage, the previous business on the site) have been kept on and are continuing to service, repair and MOT modern vehicles such as Mercedes Benz, Range Rover, Audi, BMW etc... We do specialise particularly in Mercedes Benz and we are an Approved Independent Mercedes Benz Service Agent utilising their latest service software. At the Winchester Auto Barn we aim to provide good value without compromising the quality that we want to deliver – a good reputation is very important to us.

As we come to the end of the year, I wanted to update you on the work being done to tackle anti-social motorbike use. Last month, at a long-planned meeting, I met with the chairman of C.A.N.S. (Communities Against Noise and Speed) to discuss next steps in taking action against the noise from motorbikes that so blights the lives of those living near and using the A32 and the A272 in the Meon Valley. I very much welcome the formation of C.A.N.S. and the forum it provides for the community to voice its opinions on the motorbike issue and
scrutinise what the relevant authorities are doing. We were joined by a representative from the office of my colleague Damian Hinds, MP for East Hampshire; Rob Humby, Executive member for the Environment and Transport, and also one of your local councillors here in Meon Valley; and Sue Walker, who has been a tireless advocate on your behalf on this issue. We talked through a good deal, but, before I detail the conclusions, I want to be clear that this is the most intractable and difficult issue to deal with that I have encountered in my years as your MP. I have petitioned ministers on the issue and recently met with the new Roads Minister, Jesse Norman, along with representatives from Hampshire Constabulary, the County Council and a senior member of staff from Gwent Constabulary. Gwent Constabulary have had notable success in dealing effectively with similar concerns. As a result of the meeting, the Minister has initiated research into what is being done currently in the UK and in other countries, and has committed the Department to look into what technology exists to more effectively and efficiently identify these road traffic offences. He has promised to update me with these findings in January. The big step forward though is an emerging understanding that the only way we are likely to deal with this issue in the short term is not, as we have focussed on up to now, finding a technical solution and creating new offences.
The garage and site is very much a work in progress and we are hoping to get approval on expanding the showroom and creating a comfortable retro waiting area as well as car storage. We will decorate the building with genuine period automobilia such as posters, luggage, signs etc... This will all be for sale. We also plan to have regular breakfast club meetings at the garage, the next one is Saturday 1st December 9am – 12pm. There is a catering van providing coffees, teas, pastries and butties. Instead, what we must focus on is trying to make the routes less attractive to ride and this is what my meeting with the Chairman of C.A.N.S. focussed on. We have a number of ideas in mind (including the long talked about average speed cameras) but success in delivering them will, I think, only come if we create a broad coalition of interested parties, from C.A.N.S. to the South Downs National Park Authority, local councils, the Police and, of course, the affected community. In short, a coalition of those who police and regulate and those with an interest in ensuring that these authorities deliver their promises. To that end, Rob Humby committed to the County Council facilitating a quarterly meeting of a small steering group, representing the interests of these diverse groups, at which proposals will be put forward. With C.A.N.S. in the chair, the implementation of these ideas will be scrutinised and the agencies involved held to account for their delivery. Ultimately of course, this is a very longstanding problem and one which is not easily solved. I do want to reassure you that all of your elected representatives in this area, as well as many officials from agencies and the many volunteers who are involved, remain absolutely focussed on tackling this as a priority. www.georgehollingbery.com

POTATO GRATIN WITH CHEESE & HAM This is a good recipe for using up Christmas leftovers. Any cheese that melts down can be used and the ham could be omitted to suit vegetarians. Serves 6 people. INGREDIENTS 50g butter 2 Medium onions (sliced) 400g Potato, peeled and sliced thickly 140g Cheese (cheddar, stilton brie, etc) 300g Cooked ham cubed or shredded 1 Teaspoon dried sage 500ml Double cream Ground nutmeg, salt and pepper to taste
METHOD Preheat the oven to 200/180C. Butter a gratin or shallow baking dish generouslymand set aside. Cook the prepared potato in salted water for 7 – 10 minutes. Cook the sliced onions in the butter until just translucent and layer with the potatoes cheese and ham into the buttered dish. ou have seen it all over the news in the last few days, the world has suddenly opened its eyes to the plight of the orangutan and many other rainforest animals, pushed toward extinction. Highlighted recently by a powerful advert created for Iceland supermarket chain. It is easy to sign a petition or share a news item but does it stop there? Is there something we can do as a purchaser to quell the tide of destruction? Rainforest Rescue has a few simple tips and guidelines that could help make a difference. If everyone does a little it may just influence the major retailers and their suppliers to take steps toward saving our depleting rainforests. The warm, humid climate of the tropics offers perfect growth conditions for oil palms. Day after day, huge tracts of rainforest in Southeast Asia, Latin America and Africa are being bulldozed or torched to make room for more plantations, releasing vast amounts of carbon into the atmosphere. As a consequence, Indonesia – the world’s largest producer of palm oil – temporarily surpassed the United States in terms of greenhouse gas emissions in 2015.With their CO2 and methane emissions, palm oil-based biofuels actually have three times the climate impact of traditional fossil fuels. Palm oil is not only bad for the climate: As their forest habitat is cleared, endangered species such as the orangutan, Borneo elephant and Sumatran tiger are being pushed closer to extinction. Smallholders and indigenous people who have inhabited and protected the forest for generations are often brutally driven from their land. In Indonesia, more than 700 land conflicts are related to the palm oil industry. Human rights violations are everyday occurrences, even on supposedly “sustainable” and “organic” plantations. As consumers, we are largely unaware of these broader issues, yet our daily palm oil consumption also impacts our health: refined palm oil contains large amounts of harmful fatty acid esters that are known to damage DNA and cause cancer.The solution – a revolution on our dinner tables and in our fuel tanks.
Follow these simple tips to recognize, avoid and combat palm oil: Enjoy a home-cooked meal - Use your imagination: A meal cooked from fresh ingredients beats processed foods containing palm oil every time. Oils such as sunflower, olive, rapeseed or flaxseed are ideal for cooking and baking. Read labels - As of December 2014, labeling regulations in the EU require food products to clearly indicate that they contain palm oil. However, in the case of non-food items such as cosmetics and cleaning products, a wide range of chemical names may still be used to hide the use of palm oil. A quick check of your favorite search engine will turn up palm oil-free alternatives, however. Remember that the customer is king Ask your retailers for palm oil-free products.Write to product manufacturers and ask them why they aren’t using domestic oils. Companies can be quite sensitive to issues that give their products a bad name, so inquiring with sales staff and contacting manufacturers can make a real difference. Public pressure and increased awareness of the problem have already prompted some producers to stop using palm oil. Sign petitions and write your elected representatives Online campaigns put pressure on policymakers responsible for biofuels and palm oil imports. Have you already signed all of Rainforest Rescue’s petitions? Leave your car at home Whenever you can, walk, ride a bicycle or use public transport. Be informed and inform others: Big Business and governments would like us to believe that biofuels are good for the climate and that oil palm plantations are sustainable. Spread the word - share this information with your family and friends and encourage them to rethink their consumption habits. It’s in our hands! The sorted spectacles are then sent to Medico France in Le Havre where they are further graded before being sent to third world countries. In the last few years, Lions have donated over 2.5 million spectacles in this way. Imagine what the cost of new spectacles would be at over £100 a pair! Thanks for supporting us Wickham Co-op and thanks to all those locals who dropped off their old specs! We’ll be repeating the programme in October 2019!
MEON VALLEY LIONS CLUB: BRINGING CHARITY INTO FOCUS! Since Helen Keller spoke at the 1925 International Convention, Lions Clubs have been carrying out Sight projects across the globe. To save the sight or to improve sight, is one of the greatest gifts that anyone can give a fellow human being. All those who have suffered from cataracts will know the relief that comes after a successful operation! Meon Valley Lions Club has supported the Sight initiative for a number of years through the SpekTrek programme coordinated by Petersfield Lions and supported by other clubs in our District. The programme in essence is very simple – we collect old and unwanted spectacles from people who no longer need them in the UK and “recycle” them to parts of the world where people have a need and the cost of a new pair of spectacles is exorbitant by local standards. TITCHFIELD CELEBRATES PINTER’S TRAGIC COMEDY MASTERPIECE THE BIRTHDAY PARTY
Harold Pinter’s dark and tragic comedy masterpiece The Birthday Party celebrated its 60th anniversary earlier in 2018 and this month audiences can enjoy the play at Titchfield Festival Theatre. Pinter was a playwright famous for his love of the absurd and this production will appeal to both his fans and those who are new to his subtle,
simple idea though is a massive logistical exercise and hours of hard work. Our own Lion, Ron Wilson has coordinated our Club’s collections for a number of years and this year, he was able to gain the support of the Wickham branch of the Southern Cooperative to help create a bumper pile of old glasses for the programme! In a week coinciding with World Sight Day on Thursday 11th October, the shop offered us space in their entrance area for a collection bin into which the residents of Wickham happily deposited piles of old specs! In total, this collection amassed over 300 pairs, which in conjunction with collections from local schools and optometrists brought the total to 461. All the spectacles collected in our annual Spectrek programme go to Chichester for initial sorting. Children’s glasses are separated out for reuse as are uncut lenses. Some cannot be used again but this does not mean that they are not valuable as precious brilliant writing and strong characterisations. The Birthday Party tells the story of Stanley, supposedly a pianist who lives in Meg and Petey’s rather seedy boarding house, set in the 1950s on the coast. Two sinister strangers – Goldberg and McCann – arrive. Stanley’s birthday party suddenly is turned into a nightmare. The Birthday Party is directed by Titchfield’s Daniel Fox who says, “I am a big fan of Harold Pinter. The Birthday Party has a dialogue which is very relatable and includes characters that we will find both human and thought-provoking. I love the way in which Pinter has written the script, which is almost Shakespearian in its use of subtle pauses; this is a challenge for the actors but makes for great theatre. It has a political dimension too, which will really make people think. The production at Titchfield Festival Theatre will include plenty of beach themes taking
Keep your eyes out for Santa Can it be that it’s nearly Christmas already? Yes – and the Lions are well into planning the annual tour of the Meon Valley villages with Santa and his Sleigh. It has already been brought out of storage and given a wash and brush up for this year’s fun! Santa and the Lions will be out and about throughout the month of December, with visits to all the villages from East and West Meon at the top of the valley, to Wickham, Boarhunt and Knowle at the bottom. He’ll also be on duty on the Saturday mornings running up to Christmas at Wickham Square, Bishops Waltham High Street and Swanmore Village Store. Over recent years, we have very much enjoyed offering free entry to the Museum on Jane Austen's birthday. This year however, due to an unprecedented increase in popularity, introducing half-price entry will ensure that our small site and team of staff and volunteers can manage the crowds!
The festive events kick off from as early as the 5th November! As volunteers Frances Law and Rosemary Lanning run a Christmas decorations workshop each Monday until the 10th December. Each session Rosemary & Frances will teach you how to make beautiful decorations for your home, each session costs £10 and runs from 10:30-12:30, the cost includes materials and refreshments. On Sunday 25th November you can try your hand at Wreath Making, in our popular workshop, so popular in fact that the Saturday workshop has already sold out! This relaxing day of making beautiful unique Christmas wreaths, with good company, refreshments and an opportunity to visit the museum, starts at 11am and costs £40.

RUMPELSTILTSKIN VISITS BISHOP'S WALTHAM In January 2017 nearly 200 children and adults enjoyed an evening of fun, laughter and story-telling at the Jubilee Hall when the Bumblefly Theatre Company entertained us with The Frog Prince. On Friday January 11th 2019 they will be back, this time weaving their tales around the story of Rumpelstiltskin and the Miller's daughter, whose mother promised that she can turn straw into gold.

The Garden Club was delighted to welcome John Amand, who, following in his Father’s footsteps gave a fascinating insight into the world of flowering bulbs. Jacques Amand came to England some 70 years ago and the company has been offering bulbs ever since. Interestingly, the company started its life as a flower shop in The Strand but is now firmly established as the supplier of rare, unusual as well as established bulbs.
The audience was shown beautiful slides of many flowering bulbs which come in various shapes and sizes. For example, the Cardiocrinum Gigantia which is a beautifully scented bulbous plant of the lily family and can grow between 11ft – 12ft in height. This bulb can be found in the Himalayas, China, Russia and Japan. We were told about the 4 huge flower markets in Holland where cut flowers are enormous business and where they routinely sell over 1 million flowers a day. However, even the flower industry is not immune to political correctness! John recounted a story about a grower who named a new variety of tulip, as Tulipa Humillis ‘Persian Pearl’ only for Facebook to take it down refusing to advertise it as they….”don’t wish to do business with Iran…”

EAST HAMPSHIRE’S VOLUNTEERS RIGHTFULLY RECOGNISED AT AWARDS CEREMONY East Hampshire’s volunteers were publicly recognised and rewarded for their efforts as more than 150 people attended the East Hampshire Volunteer Awards in November. The awards ceremony, organised by Community First and East Hampshire District Council (EHDC), took place at the Old Thorns Hotel in Liphook and celebrated the dedication and enthusiasm of local volunteers who make such a difference to the lives of many residents. The evening featured speeches from Sandy Hopkins, Chief Executive of EHDC, Tim Houghton, Chief Executive of Community First and a video speech from Damian Hinds (link is external), MP for East Hampshire, who all spoke about how important volunteers are for the district. There was also a live performance from the Alton College Jazz Band and a breathtaking violin piece from The Petersfield School (TPS) student Pradip Tran. Throughout the evening attendees were encouraged to spread the word about volunteering and get more people involved and making a difference in East Hampshire. “Inspiring”, “dedicated”, “selfless” and “role model” were just a few of the descriptions for the winners and volunteers. NO SUCH THING AS A SEAGULL “That’s him!” Jenny points angrily at the culprit. “I’d know him anywhere!” “How do you know it’s male?!” I’m puzzled by her outburst as we walk beside the River Dart in Devon. “It looks like any old seagull to me.” “That’s where you’re wrong.There’s no such thing as a ‘seagull’. There are six species of gulls in Britain and that one’, she waves her umbrella, “is a herring gull.” The gull in question potters along the Dartmouth esplanade with a couple of avian companions. Stiff-legged and hunched against the drizzly wind, the birds amble like an elderly trio on a day-trip to the seaside.They all have orange beaks and white bodies, but the grey feathers on their backs are subtly different, marking each bird as an individual. Each has bright, inquisitive eyes and they watch us with interest, keeping pace as we progress slowly towards the town centre. “They look harmless enough.” I say, trying not to step on one as it meanders in front of me. “You wouldn’t say that if you’d been sitting over there.” She points in the direction of a bench outside a clothes shop, the ideal place to park a bored husband. “Last week I nipped in to try something on and I left Mike outside to enjoy the sunshine. I was half-dressed in the changing room when I heard this terrible shriek. Mike came running in with his new jacket covered in bird poo! That hideous gull was sitting up there on that balcony waiting to take a pot shot at someone. Apparently it happens all the time. Filthy creatures!” I look at the gull and I’m sure it’s smirking.While defecating on unsuspecting citizens is hardly neighbourly, I can’t blame a
bird for choosing a sheltered inland perch over a windswept clifftop.The gulls started coming ashore to escape the worst of the weather, nesting on flat roofs and ledges in coastal towns. But having discovered that there’s easy food to be had, often left lying around by humans, they’ve decided to stay. Instead of using their excellent dive-bombing techniques to catch fish, they have adapted these skills to raid discarded scraps or overflowing dustbins. It’s common to see a flock of gulls wheeling over landfill as another truck-load of garbage is unloaded. And in the same way that some folks enjoy feeding pigeons, others like to give hand-outs to seagulls. If some towns have become plagued with birds, we humans are largely to blame. More worryingly, the boldest gulls will steal from unsuspecting humans. From Skegness to Salcombe, from Tobermory to Tenby, there are stories of people being mugged for a bag of chips or a sandwich. Not content with scavenging in rubbish, the herring gull has grown fearless, and will happily swoop in to steal a snack. So be warned if you enjoy eating al fresco. It’s not just food that’s an issue. Herring gulls are fiercely protective of both nest and chicks and will take on anything – or anyone – they feel is a threat.With a wingspan of 1.4 metres and a sharp beak, an angry gull is something to avoid.There are reports of heads and hands being assaulted and one poor woman being pushed into the sea. Small dogs have been pecked to death and an adult cat (briefly) lifted into the air. Suddenly a scene from The Birds doesn’t seem so far-fetched. Yet some people like them. Brighton and Hove Albion football team is nicknamed The Seagulls, and for many the seaside just wouldn’t be the same without them. BY CLAIRE THURLOW

WINCHESTER CHRISTMAS MARKET
SECOND WIND RUNNING: WINTER CROSS ULTRA (45 MILES & 50K) Blow away the Christmas cobwebs with four out and back legs of different terrains and challenges awaiting you on the Winter Cross Ultra (three legs on the 50k). The challenge is to start and finish within the time from dawn till dusk on one of the shortest days of the year. Aid stations (roughly every 10k) are all indoors, with drinks, food, toilets and other emergency kit. Awaiting you at the finish is a bespoke medal made specifically for this event, plus some warm refreshments. On the day, you may purchase the quality panelled technical T-shirt designed especially for the event. Sizes from XS to XXL at £7.
and climbing as you pass over the hills, and on a clear day, your views will be spectacular across the Solent to the Isle of WIght. The run back is easier - only one major uphill in this direction! West (21k with 12k being off-road) is varied and interesting. Whilst not having the views of the East leg, it passes through the picturesque villages of Meonstoke and Exton to join the South Downs Way heading through farms towards Winchester. One good climb sees you onto the Downs, and passing a second pub along the way you'll have a gently undulating run to the aid station and turn point at Holden Farm. Again, your run back should be easier than on the way out, and if you are on a 50k day out, the finish awaits back at the race HQ. South (21k with 20k off-road) mostly flat and straight on gravel/chippings. Out and back on the old railway line, no navigation, just follow the Meon Trail then a small signposted pavement run to the Wickham Community Centre which is your last checkpoint and aid station with its drinks and food to set you up for a "quick" 10k back to the finish.

hat’s on?” He asks, sitting down with his wife and daughters in front of the flat screen. Judging by their feverish anticipation, some momentous broadcast is imminent.
“Sshh!” He should have guessed. The John Lewis Christmas commercial. A festive triumph as always; witty and poignant. But such excitement for an advert? In November? Mind you, the tree’s already twinkling in the corner.. When he was a kid, Christmas kicked off on 24th December. Sounds of frantic sellotaping ceased as his parents joined him for the ‘big film’ before bedtime. The year of the pogo-stick featured ‘Khartoum’, with, if memory served him, rather un-christmassy scenes of slaughter and decapitation. Happy days. Sunday lunchtime: Salt baked sea bass. Whilst nice in its way, he felt a bit cheated out of his roast. And not entirely full. “Dress rehearsal for Christmas.Very European to have fish.” Mummy announced. Dad was (very quietly) appalled. With Brexit and everything, he wasn’t feeling particularly European just now. But he didn’t cook and it didn’t do to upset Mummy. Rather wear a wasp nest on your head than upset Mummy. “Lovely…” he murmured, planning a clandestine visit to the Toby Carvery for a pre-Christmas stuff-up lunch. He sighed in pleasant anticipation.

he was a man apart, independent, free. A few purchases, a charitable donation and he was done. Cradling his poinsettia and carrier bag, it was dark when he arrived home. His children looked tragic. His wife had a mobile to her ear, shouting at some poor unfortunate as she paced. His usually positive, confident wife hung up and crumpled. Dad held her close. Crying into his coat, she hiccupped; “Christmas is ruined. We bought presents online, the tracking said they would arrive before today, but nothing’s come.” She snivelled into his lapel. “And the things I got gift wrapped in the market – there’s tins of beans inside the boxes! I’ve been robbed.” “And no sea bass in the groceries.” She wailed. ‘Every cloud’ He kissed the top of her head. “Love, don’t cry. I’ll nip out and get your big fish before the shops shut.” Mercifully, no sea bass were found that Christmas Eve. Turkeys, however, were abundant. Keeping the joy from his voice, he rang and broke the news to his wife. Like a deranged stockbroker she shouted “Buy! Buy!” Elated, he bought a bird and all the trimmings. Next day, after his second Christmas dinner that week, Dad presented his forlorn family with their presents. “Daddy, I love Pooh bear!” His youngest cooed. “Pluto was always my favourite.” His oldest cuddled hers. “Minnie. That’s what you used to call me.” Mummy smiled nostalgically.
Mummy was saying “Girls, Christmas shopping tomorrow? Get it done, no rushing around on Christmas Eve - like your Dad. “ Sadly true, every year. And he wasn’t alone.Vast numbers of men gathered, moving in herds, buying the wrong perfume and lingerie two sizes too small. They would not be seen together in such numbers again until 14th February.
“I’ve an idea.” Dad had their attention. Ideas were Mummy’s department. “We’ll have a Festive Fishy Christmas when things arrive from China.” “Really?” Mum looked happier. “Yup - something to look forward to. And there’s more.You know, Christmas isn’t about stuff.
“Tomorrow..? ” “Cyber Monday, Daddy. Everyone does online shopping then, if they didn’t get it all on Black Friday.” His youngest, the go-to for all things interweb. “Black Friday? Didn’t you go with your friends, love?” Curious, he hadn’t seen his wife weighed down with carrier bags. “Yes! A fight broke out over discounted T.V.s. We saw it from the escalator.Vicious, so much blood.. When those women were arrested, we called it a day and went for Prosecco.” Christmas Eve: “I’m off into town. Anyone coming?” “No thanks love, expecting some deliveries. And the food shopping’s arriving.”

The event was for past client’s families to come and share treasured memories and funny stories of their loved ones. The event was emotive and heartwarming, there were laughs and tears, poems and songs followed by a lovely afternoon tea. To dovetail neatly with this all of the children and staff have made fused glass poppies – 400 in fact! The outcome being that the final results would form a commemorative window in the school reception as well as beautiful window hangings all around the school. KEEPING THE POWER People ask, why make a Lasting Power of Attorney (LPA)? What is the point? Many people think about what will happen to their assets when they pass away, but less people consider what will happen if they become unable to manage their own affairs and make decisions themselves. Deciding who will make decisions for you if you cannot is as important as what will happen when you pass away. If you lose the ability to make decisions for yourself someone can apply to court to become your deputy – the person responsible for managing your affairs - but you do not know that they will be the person who you would have chosen. In addition, the application is costly and time consuming for your family/friends at an already difficult time. Instead, it is far better to maintain control by preparing Lasting Powers of Attorney (LPAs) to cater for if you lose mental capacity. There are two types of LPAs – property and financial affairs (PFA) and health and welfare (HW). The PFA LPA allows your attorney to make decisions about monetary matters and HW allows your attorney to make decisions about more personal issues including end of life treatment. You can appoint more than one attorney and you can appoint substitutes attorneys. It is important to consider attorneys will work well together and whether they will understand your needs and wishes. It is important to talk to your attorneys about what you would want them to do if they had to act on your behalf. Couples often say “it’s okay, if I can’t make a decision my wife can” or “everything is joint so it won’t be a problem”. A spouse/civil partner does not have automatic rights to make a decision for you, they need an LPA (or a deputyship order) to make those decisions. This does not just apply to financial decisions. If you own your house jointly, both of you will need to sign to sell it so again, this requires an LPA if one of you has lost mental capacity. For joint bank accounts, the situation is greyer, technically the bank accounts should be frozen if one of the holders has lost mental capacity and there is no LPA or deputyship order, but practically speaking, often banks do not know one holder has lost mental capacity and therefore, the bank accounts will stay active.
– for example if you take a lump sum from your pension and invest it or you downsize and invest some of the proceeds of the sale of your property. This quirk only became clear in September 2015 following a case where HSBC refused to accept an LPA as it did not contain express provision for the attorneys to use a discretionary investment manager. It was held that as an attorney cannot delegate their duties they could not use a discretionary investment manager as that would amount to delegation. As a result the Office of the Public Guardian guidance states that if the LPA in question does not contain express provision by the donor regarding discretionary investment decisions, then the attorneys would have to apply to the Court of Protection (CoP) for an order to appoint a discretionary investment manager. If an attorney is currently delegating to a discretionary investment manager without having permission then they will have to apply to the CoP to be given retrospective permission. CoP applications are costly and drawn out and therefore the best practice is to include the provision when drafting financial LPAs and to carry out a review of existing LPAs to be sure that there is provision for discretionary management. If you have an LPA but it does not have such a clause, then you should consider whether you need to make a new LPA to allow this as you cannot amend an existing LPA. There have also been questions raised as to whether under an Enduring Power of Attorney (EPA) – the old style powers of attorney which had to be created before October 2007 – an attorney has the power to delegate to a discretionary investment manager. Therefore if you have an EPA then it would be safer to prepare a new PFA LPA. EPAs do not cover health and welfare decisions and therefore if you have an EPA you should also consider preparing a health a HW LPA. Here at Trethowans, if instructed to prepare your LPAs we will ensure the necessary wording is included and recommend that if your LPA does not have such necessary wording you make a new one to provide security for your future. In addition, if you do not have LPAs at present, we strongly recommend you make them as no one knows if and when one may be needed. LPAs makes life easier for your loved ones if you lose mental capacity.
Making an LPA takes away the uncertainty about who will make your decisions if you cannot and means that there is someone waiting to step in should it be needed. LPAs must be made whilst you have mental capacity. Most people think of LPAs as something that will needed when they are in their later years but we encourage everyone to make LPAs sooner rather than later as sadly no one knows when an illness or accident could render them incapable of making decisions. With the financial LPA there is an added complication. Due to a quirk in the law, it can be difficult for an attorney to continue to manage financial affairs if there are investments held under discretionary management. This is when you have invested your money through a stock broker/investment manager/bank and the person investing the money on your behalf manages your portfolio and makes decisions about what investments to buy and sell without asking you each time. Discretionary managed portfolios are becoming increasingly popular. Even if you do not have such a portfolio now there is a possibility you may have one in the future

Amid the national commemorations for the centenary of the end of the Great War, the small town of Bishop’s Waltham has recorded the stories of its sixty-one servicemen who laid down their lives in this “war to end all wars”. “We Will Remember Them”, written by Peter Ridley, Alan Inder and Tony Kippenberger, is published by the Bishop’s Waltham Society at £8.99. The 156-page book is packed with details of the men, their families and the war itself. With more than 50 photographs, it captures the effect that this brutal conflict must have had on the men and women of a quiet rural town in Hampshire. The Bishop’s Waltham servicemen signed up to many different kinds of service on

A town that had a brewery, nine public houses, five butchers, five bakers, two banks and two blacksmiths. A town whose families were closely linked by kinship and marriage and one that would directly feel the loss of so many of its young men. The youngest was just 16 when he was killed. The town’s first fatal casualty died of his wounds near Merville in November 1914 and the last died at his mother’s house in July 1919. Five men lost their lives on the same day at the Battle of Jutland, two families lost three of their sons during the course of the war. The men fought on the Western Front, at Gallipoli, in Mesopotamia, in Serbia and Italy. Peter Ridley conducted extensive research and has written biographies of all these men. While originally focused on the names recorded on the town’s War Memorial, the work also took into account two Rolls of Honour commemorating those who died in the Great War, one held in Bishop’s Waltham Museum and the other on the wall of the local church, St Peter’s. Alan Inder is the instigator and overall editor of the project. He has also written about the

Throughout the book are war poems chosen to reflect not just those who gave their lives, but also those who lived with the consequences of this terrible conflict. STAIRWAY TO HEAVEN IN BISHOP’S WALTHAM? On November 4th, Bishop’s Waltham United Free Church opened their brand new disabled lift, outside the church, to enable worshippers and others using the church building to reach the front door without climbing several steps. At 3 pm the grand opening was performed by Mrs Joan Muehlnickel assisted by the project manager for the work, Mr Keith Fry. Mrs Muehlnickel cut the white ribbon before ascending in the lift to the upper level front door of the church. The church is very close to an urban crossroads in Bishop’s Waltham.

Luxurious treatment rooms will offer peaceful spaces for visitors to be pampered and there will be a relaxation zone, a gym, a studio and a large hydrotherapy pool. Spa memberships will be available for local people.

The cost of the lift installation at £15,000 was met by fundraising, donations from church and local authorities, BW Rotarians and the Parish Council. Keith said the most difficult part of the project, apart from fundraising, was adhering to the planning and other regulations. The lift itself was manufactured by a local company based in Romsey. After the opening on a gloriously sunny Sunday afternoon everyone was invited inside the church to afternoon tea and cake.

With 2019 marking 50 years since the Apollo 11 moon landing this year’s event, which celebrates the National Park’s International Dark Sky Reserve status, will have a distinctly lunar theme.
Look out for outdoor star- and moon-gazing (fingers crossed for a clear night) as well as indoor talks and activities where you can meet some of the wildlife that loves the night, discover why the moon is so important, dress up as an astronaut to stage your very own moon landing, or learn the secrets of taking stunning night photography. “The South Downs Dark Skies Festival is our chance to show-off our night skies, share tips on how to enjoy them and explain why they are worth protecting. With the full moon falling during the festival we’re looking forward to telling the story of our nearest neighbour and the influence it has on plants, animals and us. I
t’s funny the ageing process, before I was in my fifties I would occasionally hear older ladies explain, ‘Well I had this fall you see and it has taken me a week or two to get over it’. I must confess part of me thought ‘oh for goodness sake! Really?, but not any more. In fact, just recently it seems I have become one of those ladies who fall over regularly and take a while to recover. So there I was in the middle of a local wood, the sun was shinning, the Pagan Pup happily going about his mischief and I was in the midst of a day dram regarding how I would distribute my, (dead certain), Euro Lottery win amongst my friends and relatives when…. Do you know that feeling? It's like the Laurel and Hardy trying to maintain balance and dignity knowing only too well that you can’t save yourself. And so down I went, with all the grace and elegance of a hippo in a tutu making that ‘euff ’ sound as the air left my lungs followed by a rather pathetic ‘oooh ouch’. I lay there for a minute pondering which bit of me hurt the most ankle, hand, back, neck even teeth- but it soon became apparent it was definitely my hip. The Pagan Pup turned up and stood over me as if to ask ‘what are you doing?’ He watched unconcerned as I struggled to my feet and I set about brushing the debris from my clothes before attempting to walk on. Clearly that was not going to happen so I apologised to Pagan Pup that his walk would be cut short and limped back to the car. The next day I felt as if someone had got a hold of my skeleton and shaken it until everything was in the wrong position, but thankfully there was no damage, not even a bruise, so no harm done. I did wonder if there were any external signs of the pain in my hip, so a couple of days later I decided the only way to find out was to take a photo of my upper thigh, not being the owner of a full length mirror – which goes a long way to explain my
numerous fashion faux pas, Anyway there it was, the biggest black and purple bruise I had ever seen with a hard lump in the middle of it. Large enough to cover my enormous upper thigh it actually made a pleasant change aesthetically from the normal white puffy surface.The Husband actually hadn’t noticed but was suitably repulsed when I showed him, which is quite normal. The following week I was coming out of the bathroom post shower and yes, over I went again landing on the same hip! It’s not every day a 15 year old finds his mother in a heap on the landing desperately trying to cover herself up with a bath towel while deciding if anything was broken. “Ugh, Mum, that’s disgusting!’ Thanks. Such was the enormity and ever-changing aubergine hues of said bruising Stars I and II wanted regular updates. But as the bruise faded so did their morbid interest and all I was left with was a sort of yellow stain with a mauve edge, until…. I was walking from my car at a friend’s house when I found myself getting up close and personal with her gravel. Fortunately nobody saw. I felt almost tearful, falling on the same hip yet again, this was getting beyond a joke.That evening I was the proud owner of a purple thumb, a new bruise experience, and a dinner plate sized hard swelling on said hip which had already begun to colour up beautifully. As old wives tales insist that bad things ‘come in three’s’ I have concluded that for the moment at least I’ve had my quota. Friends various have suggested all manner of explanations for falling in the same way three times, the most ghastly of which is ‘old age’! Well, you know what? No way! I’m just not falling for it. Old age? No way you’re meant to wear purple not be purple. Personally I think I am just clumsy! Sandra Pagan

HEAD MASTERS SUPPORT SOUTHERN DOMESTIC ABUSE SERVICE THIS CHRISTMAS Head Masters are helping spread the festive cheer this year by supporting the Southern Domestic Abuse Service. The hairdressing salons based in Bishops Waltham and Stubbington, have supported various charities in the past including: the Breast Cancer Haven, The Daisy Trail Cycle and Water Aid. This Christmas they are wanting to help the local refuge that provides support and temporary accomodation for women and children who are escaping domestic abuse. Often these families leave the abusive home to escape to the refuge with nothing but the clothes on their backs, so anything you can do to help would be greatly appreciated. Head Masters are collecting new personal items, toiletries, childrens clothes, toys, books, games and puzzles. If you have any items you could donate to this fantastic cause please bring them into one of the salons and then everything collected will be distributed to the 7 refuges across Hampshire.
