the ‘European Forum Alpbach’ strives to be a space for intellect and culture and a platform for encounter, exchange and debate; a place for the forward-looking development of Europe’s academic, cultural, humanitarian, political and economic heritage.


In 2019 the European Forum Alpbach took place in the calm before the storm. Only — nobody knew that at the time. Looking back now, the general theme “Freedom and Security” can be seen as a gloomy prophecy. Those who were in Alpbach in August 2019 were already unknowingly debating the questions that would accompany every single person through everyday life from the following year on. How much of my freedom must I give up to increase my health and safety or the mere feeling of being safe? The debate, which took place in Alpbach in a nuanced and cross-disciplinary fashion, has taken on an increasingly polarized nature nine months after the Forum. In this respect, the Forum was once again able to equip us all with the tools to better understand the future, to see it in a broader context and to find objective arguments for ourselves and our society when substantive debates elsewhere take a back seat.

Forum, had known what was coming and gave us this premise. The external conditions alone do not determine our lives — what counts is also what we make of them, what we conclude from them and how we use them as an opportunity for a better life for all and for more — not less — freedom in security. Perhaps now more than ever before, the European Forum Alpbach 2019 showed that our joint event is not an isolated snapshot, but an ongoing debate that continues to develop thoughts and ideas over a long period of time. For, as it turns out, we will come to understand both freedom and security evermore strongly as vital foundations (i.e. fundamentals, incidentally the main theme of the next Forum). The statement by Hungarian philosopher Ágnes Heller was a beacon of clarity in the blurred space between freedom and security. In her opening speech for the Forum she wrote that the question of freedom does not only refer to whether one has it, but especially to how one uses it. It was as if the intellectual, who passed away shortly before the

Alpbach in Motion

43 young, international managers came to Alpbach to discuss the economic future of Europe in an interactive setting and develop innovative solutions.

Make_shift

In a progressive 3-day setting, 25 representatives from large companies and entrepreneurs met in Alpbach to discuss the central question of how to seize potentials for sustainable transformation and innovation and how to develop them within a company. At the end of the programme, participants were encouraged to transform their freshly developed ideas into forward-looking, sustainable concepts and projects — i.e. “moonshots” — and to carry these into their companies.

Retreats in Alpbach

The main programme comprised two to three-day conferences on forward-looking issues in the fields of financial markets, health, politics, law, technology and economy. An integral part of the proceedings were occasions such as the Tyrol Days and the Arts and Culture Programme, including Artists in Discourse.

Numerous organizations took advantage of Alpbach’s informal and interdisciplinary atmosphere for retreats, including the Ban Ki-moon Center for Global Citizens together with the Federal Chancellery and the OeAD-GmbH.

Intensive Course: Leaders in Foundation Management

The course was held for the first time this year and was organized in cooperation with the Center for Philanthropy Studies (CEPS) of the University of Basel and the Association for Charitable Foundations. Theoretical principles and practical tools for successful foundation management were taught in a compact and systematic form.

Seminar Week & Scholarship Programme

Over 660 people under 30 from over 95 countries came to Alpbach thanks to a scholarship. The programme included 15 scientific and 14 artistic and action-oriented seminars. During the Alpbach Learning Missions they had the opportunity to explore topics such as water security, digital democracy or non-communicable diseases in a self-organized fashion over a period of two and a half weeks.

Alpbach Campus

The “Alpbach Campus” accompanying programme offered the opportunity to acquire new knowledge for one’s own professional development in a practice-oriented manner. The programme included the “Entrepreneurship” summer school, the “Leadership Programme on Foundation Management” and the “European Neighbourhood Policy (ENP) PhD Summer School”. Academic partners such as the University of Cambridge and the College of Europe contributed their expertise.

Actually, the opening speech in 2019 should have been held by the Hungarian philosopher Ágnes Heller. Unfortunately, Heller, who had been looking forward to the Wiedersberger Horn as a friend of mountain hikes, passed away only a few weeks before the Forum began. Two days before her death she sent the text of the speech to a good friend, the philosopher Josef Mitterer, who agreed to hold it in her place. “The future of society depends on how it uses its freedom”, is Heller’s message. She would have known, being of Jewish descent and having narrowly escaped being shot by the Nazis together with her mother when she was 15 years old. Dealing with freedom occupied her for a whole lifetime. Until her death, Ágnes Heller was part of the opposition to the anti-democratic policies of Hungarian Prime Minister Viktor Orbán.

SEMINAR WEEK

Every year, the Alpbach Seminar Week focuses on the interplay of science, creativity and critical thinking in order to jointly master social challenges. To achieve this, the Seminar Week is meant to be a place of innovative knowledge transfer. 2019 saw the first Alpbach Learning Missions (ALM), which gave participants the opportunity to develop their own ideas — in a self-organized fashion, but with the help of experts — on globally relevant topics such as water security, the transition to a low-carbon society, non-communicable diseases, intellectual self-defence and digital democracy. 9

The framework conditions for doing business are more complex than ever due to geopolitical power shifts, rapid technological change and the deep impacts we leave in the ecosystem. The multilateral world trade order, in which negotiations were conducted at the global level, seems to be history. Are trade agreements between individual states and agreements between corporations becoming a permanent trend? Isn’t the digital transformation restructuring everything anyway? How can companies use technological developments, for example in artificial intelligence, to develop new business practices? These were the questions posed by the participants at the Economic Symposium 2019. Arancha González stood up for an international agreement on the pricing of CO2. She said that it was not easy to achieve things at the multilateral level because it was already difficult to achieve them at the national level, but that was no reason to give up in the fight against climate change.

The global financial system is marked by political upheavals, after-effects of the debt crisis and weaker growth of the world economy. The tension between freedom and security exists as much in the financial world as elsewhere. At the Financial Market Symposium 2019, the participants tackled how to deal with different and regularly appearing challenges. At the same time, the aim was to create a framework that would enable innovation and facilitate new forms of cooperation and competition, and to explore the role that the industry should play in financing a more sustainable economy.

With their performance “Of All The People in All The World”, the theatre company Stan’s Cafe illustrated relations of ownership and quantity in the world in order to point out inequality and unimagined dimensions and made abstract-looking statistics tangible for everyone. In order to lend their narrative a local anchorage in Alpbach, the artists worked in a former grocery store in the village center with mountains of grains of rice.

Under Construction: Conditio Humana

Six larger-than-life figures hung suspended in a scaffold in front of the entrance to the Alpbach Congress Center, the Conditio Humana construction site, under which all participants had to walk. In keeping with the general theme, the bronze statues were both confined and sheltered in the construction made of old Italian scaffolding. The Ladin sculptor Lois Anvidalfarei was thus able to create his largest installation to date in Alpbach.

Democracy and the Rule of Law

Matej Voda is a student at the Central European University (CEU). He used his appearance as a Young Expert at the opening of the Political Symposium to draw attention to the situation of his university in the Hungary of Viktor Orbán.

I have also a story that connects me to Alpbach that I have found out about only recently. Two years ago, Michael Ignatieff visited the European Forum Alpbach. Ignatieff is the rector of Central European University. In his speech, he stressed that he was absolutely convinced that the University will be not forced out of Hungary. He was convinced that values like academic freedom are too sacred and that forcing out a university is a step too far. That the EU would not allow this. And most politicians, commentators and academics agreed at the time. As you might already know, they were wrong. We were forced out and I will be among the first cohort to start their studies in Vienna this year. First time since the Second World War that something like this happened in a European country that calls itself a democracy.”

“As somebody coming from Eastern Europe, the Czech Republic in particular, democratic backsliding and the deteriorating state of the rule of law is a topic very close in Europe to my heart. In June, more than 250 thousand people protested against the rule of oligarchy in Prague. It was the biggest protest since the fall of communism and I have the feeling that civil society is waking up now.

Climate emergency in Alpbach

During the Political Symposium, Alpbach became a place of encounter and discussion between Federal President Alexander Van der Bellen and members of the “Fridays For Future” movement. With a lot of noise in the narrow streets of the mountain village, the organization called for the attention that the topic of climate change deserves at the Forum. Together with the municipality of Alpbach, they then declared a climate emergency. The Forum thus proved — as it often has done — to be the perfect setting for placing global debates in a local context. With around 950 participants, the opening of the Political Symposium was the most attended event of the European Forum Alpbach 2019.

With “Counter”, the Alpbach author Robert Posser performatively led his audience into the boxing ring, along the pulsing rhythms created by voice, drums and fight. Incidentally, it wasn’t into the cliché-laden myth of the ring, but into the direct confrontation between two opponents, into the exceptional experience that becomes possible in the ring. Thus, he struck the opening bell for the Legal Symposium. 18

From the perspective of “Freedom and Security”, the 2019 Technology Symposium will also look at technological and social progress. The all-connecting internet has already created undreamt-of freedoms and promised information and education for all, but it has also showed its darker sides such as cybercrime, bullying or targeted information manipulation. The internet is now also expanding our sense of life; clever assistants and robots, coupled with artificial intelligence, are doing unpleasant work for us. But wait! What does this mean for our society? Who has a right to be operated by a human being and not a robot in future when it comes to certain services? The Technology Symposium tries to answer these and other questions.

High Noon on the Balcony

Students of the Royal Academy of Dramatic Art, the Salzburg Experimental Academy of Dance and the Music and Art Private University of Vienna surprised the audience with their interpretations of balcony scenes from world literature eight times at noon on the dot. Venue: three balconies of the Alpbach municipal office. Taking their cue from famous balcony scenes, the young artists developed their own views on the general theme of liberty and security. Touching memories included the personal moments of the Brexit of the young British actors and actresses as well as a choir concert on several levels, which resonated through the whole village.

“Fear is part of life and only fools have none”, writes Ruth Beckermann, the host of Artists in Discourse 2019, inviting a number of artists to participate in the day’s events. She exchanged views on freedom, security and their personal lives with them. Among the artists were the photographer Elfie Semotan, the composer Georg Friedrich Haas, his partner and storyteller Mollena Lee Williams-Haas, the Israeli film-maker Avi Mograbi and the German author Max Czollek. Together with the audience, a whole day of lively discussions, attentive listening and laughter was shared. The day ended with a long table spread of bread, cheese and wine.

The learning journey continued after the meeting in Alpbach in the form of a dynamic network. Throughout the year, participants received relevant training and knowledge transfer on topics relating to sustainable corporate transformation. These “moonshots” were jointly developed further, accompanied by experts and coaches.

Away from the hustle and bustle of the Economic Symposium, young executives met again at Alpbach in Motion. People from start-ups, small and medium-sized enterprises, social enterprises and the creative industries attended this meeting to share knowledge about their typical challenges and to develop new ideas together. As an incubator for leadership, Alpbach in Motion aims to motivate young leaders to use their position to promote innovation in their companies and to see their work in a broader social context. 28

In 2019, Make_shift — our innovative leadership training on recycling management and system innovation — took place in Alpbach for the first time. In an interactive 3-day setting, 25 corporate designers and managers met sustainability and transformation experts. The programme offered a toolbox of concepts, know-how and instruments to enable participants to help shape the climate-neutral environmental service sector of the future. In the form of “moonshots”, participants developed concrete ideas and concepts which they then transferred back to their respective companies.

“This is my conviction, and that makes me act”

In 2019, five evenings of panel discussions on topics such as the ethics of artificial intelligence, party financing, Europe in world politics and gender equality took place in the Berio-Saal of the Vienna Konzerthaus.

Re:think Alliances

EUROPE AN FORUM ALPBACH

Re:think Alliances aims at strengthening democratic culture and social cohesion in Europe through ‘unlikely alliances’. In the first edition of the joint initiative of the European Forum Alpbach and Stiftung Mercator, supported by Robert Bosch Stiftung and ZEIT-Stiftung, the participants looked at their personal capacity to take an active role. Their conclusion: don’t complain, change something. Everyone has to get involved and develop their own strategies based on common democratic values. Moreover, strategic coordination among pro-democracy actors has to happen across borders. The political and societal context might differ on the ground, but the structural challenges like building up organisations or developing a communication strategy are often the same.

If Marion Prange, mayor of the Saxon city of Ostritz, or Talia Sasson, human rights activist from Israel, are to be followed, democracy and social cohesion could be strengthened by a deep conviction and the courage to stand up for it under all circumstances. At the democracy laboratory “Re:think Alliances” the two extraordinary women met the “usual suspects” of the non-profit sector: representatives of foundations, scientists, NGOs, media representatives, but also “unlikely allies” such as the influencer Dariadaria, social entrepreneurs, programmers, artists and activists. Radically new approaches and connections between actors who do not usually cross paths are needed to develop sustainable strategies for strengthening democracy.

The future of public service journalism was a hotly debated topic at the DialogForum on 16.01. Nadja Hahn (ORF Radio Information), Christian Fuchs (professor at Westminster University London) and Florian Scheuba (cabaret artist and author) examined different future scenarios and emphasized the importance of independence from public media.

Before the 75-year anniversary of the European Forum Alpbach, the Alpbach Dialogue went on tour. The first stop was Klagenfurt, in whose stadium a forest stood — the art installation “For Forest” by Klaus Littmann. Against this backdrop, the sustainable use of resources was discussed.

The scholarship programme of the non-profit private foundation of the European Forum Alpbach enables young people from across the world to come to Alpbach and to participate in the Forum. Here they find an intellectual environment in which they can tackle key socio-political questions in depth. The international exchange, the constructive dialogue and the substantive debates with renowned academics, managers and thinkers influence and connect the scholarship holders far beyond Alpbach. Thus the non-profit foundation of the European Forum Alpbach makes a sustainable contribution towards European integration and intercultural understanding.

Without the support of national and international partners, the extensive scholarship programme would not be possible. Around 650 scholarship holders took part in the European Forum Alpbach 2019. This was made possible by partners, the international Forum Alpbach Network and the foundation´s own funds. The foundation was established as a non-profit private foundation of the same name by the association ‘European Forum Alpbach’ in 2005. Otto Molden and Simon Moser founded the European Forum Alpbach in 1945 with the aim of strengthening democracy and social cohesion in Europe. To this day, these goals stand for the “Spirit of Alpbach”. In order to ensure the long-term existence of the European Forum Alpbach and to enable the expansion of its network, the Alpbach Circle was founded under the leadership of Karl Sevelda. The Circle is an exclusive circle of people who support the Forum out of personal conviction.

The European Forum Alpbach has had a strong international character since its inception. In recent years, however, it has been able to extend its transnational reach and attractiveness even further. For a long time, the Forum has had a desire to make use in an organized way of the unique expertise of all the outstanding international personalities who have participated in Forum events over the years. The International Advisory Board (IAB), which brings together a group of outstanding experts from all over the world, aims to support Forum Alpbach in its efforts to achieve greater internationalization. The IAB makes recommendations on thematic orientation and programming and supports the Forum in attracting guests at the highest level, thereby further expanding its international network of supporters. The first meeting of IAB took place during the Alpbach Political Symposium 2019. The panel pays particular attention to promoting human rights as the global foundation of an international world order, finding solutions to the climate crisis and, in coordination with the priorities of the Alpbach Circle, expanding the Forum’s network in India, China and other Asian

The time spent together at the EFA connects former scholarship holders over the course of many years and across national borders. This year, 35 alumni organizations active in 26 different countries are a visible expression of this bond. They organize successful scholarship programmes and spread the “Spirit of Alpbach” out into the world. The European Forum Alpbach had its 2018 financial statements audited for the first time by Ecovis Austria Wirtschaftsprüfungs- und Steuerberatungsgesellschaft m.b.H. This means that the use of the sponsorship and donation funds entrusted to us is accounted for. The audit for the 2018 financial year was unanimously approved by the General Meeting on 16.5.2019: “In our opinion, the present accounts provide a transparent and comprehensible picture of the business processes. The first European Forum Alpbach took place in 1945 as the ‘International College Weeks’. Founded in 1948 as a non-profit association based in Vienna, it acts independently of any ideology, religion or political party. The association only functions thanks to the vast number of people who, with the exception of the organisation team, all give their time voluntarily to the Forum Alpbach. They have contributed to making the European Forum Alpbach one of the most important interdisciplinary dialogue platforms in Europe for science, politics, economics and culture today.
