The United Arab Emirates is composed of 7 emirates.
The Supreme Council comprises the rulers of the 7 emirates. The Supreme Council has both legislative and executive powers. It ratifies federal laws and decrees, plans general policy, approves the nomination of the prime minister and accepts his resignation. The President and vice-president of the United Arab Emirates are elected among the members of the Supreme Council to serve for a renewable 5-year term in office. In 2004, the leader of Abu Dhabi, H.H. The Federal Supreme Court comprises 5 judges who are appointed by the Supreme Council. The Federal National Council (FNC) has 40 seats.  The rulers of the seven Emirates appoint 20 members.  The other 20 members are elected to 4-year terms. Elections are based on individual candidates, as there are no political parties in the United Arab Emirates.
