| Introduction Dear Members, Partners and Friends, We are pleased to present you this activity report for the financial year 2018-2019, which will give you a glimpse into our activities from the past year. Since the last General Assembly and the adoption of the new articles of association, the French Business Council Dubai & Northern Emirates has worked on defining a 3-year strategic plan revolving around 5 pillars: • a more member centric and segmented offer, • a pivotal role within “Team France Export”, • a stronger relationship with the local authorities and business decision makers, • new partnerships to accompany our members in their regional business development • a stronger presence in the Northern Emirates. The implementation of this strategic plan has structured our activities this year. Based on the results of a questionnaire to our members, we have revamped our membership packages, tailored to our members’ needs, offering them a wider choice and better and clearer value to enhance their business opportunities and company’s visibility within the French-Emirati community. As part of the “Team France Export” reform, which serves as a major revision of the French public export support system, the French Business Council Dubai & Northern Emirates has been selected by Business France among the listed and endorsed suppliers in two categories of business services: commercial representation and business center offices. Constructive and regular dialogue with the authorities of Dubai also ensure the FBC remains an important stakeholder in the local‘s business ecosystem. We voice our opinions on local policies and initiatives by regularly welcoming Emirati officials to talk at events and committees meetings, and by organizing large scale events such as our forums with RTA (Roads and Transport Authority) and DEWA (Dubai Electricity and Water Authority) aiming to build and develop bridges of collaboration between our countries. We have also strengthened our relationships with the Northern Emirates and Dubai local authorities, with the organisation of an economic forum in Sharjah and several visits to the Emirates of Ajman and Ras Al Khaimah. Last but not least, we are on the road to Expo 2020! Our Annual Gala Dinner 2019, held under the French Pavilion’s theme “Lumière, Lumières” in the iconic Dubai Opera, gathered around 1,000 guests. It was also the occasion for us to sign an agreement with COFREX (Compagnie Française des Expositions – in charge of Pavilion France) in order to mobilize French companies and local stakeholders around the Pavilion France during the 6 months of the Universal Exhibition but also upstream. With the beginning of the new fiscal year 2019-2020, the French Business Council Dubai & Northern Emirates aims to provide high quality services to its members. Several projects lie ahead for 2020, and we are working collectively with our partners of the “Team France Export” to continue acting as a true ecosystem for both small and large companies. | The French Business Council Dubai & Northern Emirates Since 1987 the French Business Council Dubai & Northern Emirates (French Chamber of Commerce for Dubai and the Northern Emirates) has been committed to build, develop and sustain prosperous FrancoEmirati relationships. Following high standards of ethics, integrity and service, we facilitate business connections, economic development and knowledge-sharing to boost the success of both our business communities. We support the development of companies which are members of the French Business Council, as well as companies willing to set-up in the U.A.E.. The French Business Council also advertises and leads the FBC business community by offering relevant services and hosting events. As a member of the CCI France International network, with nearly 800 members, the French Business Council represents today the largest French and Francophile business community in the Middle East. Our Chamber is also ranked #9th largest French Chamber of Commerce in CCI France International network (124 French Chambers of Commerce in 93 countries).

| 2nd Edition of the France-UAE Economic Forum
We were in charge of the project coordination of the second FranceUAE Economic Forum in Paris, organised by Dubai Chamber and MEDEFI, aiming to strengthen economic ties between the UAE and France and to explore possibilities for expanding bilateral cooperation in the areas of smart cities, renewable energy and investment.
OCTOBER
The FBC organised a conference on “Doing Business in India” with the exceptional and valuable presence of the French Indo Chamber of Commerce (IFCCI) President and Director General. They presented the current economic scenarios and opportunities for companies in the indian market. This was followed by a panel discussion with companies active in this market giving a feedback on how to do business in India.

| Annual General Meeting 2018/2019
The FBC held its Annual General Meeting with the review of last year’s milestones. The new Executive Board has been elected, and our Chamber’s status updated to offer more flexibility in its governance.

| Business Engagement Summit
for Future of Mobility & Innovation The Roads and Transport Authority (RTA) and the FBC organised jointly the 2nd edition of the Emirati-French Business Engagement Summit for Future of Mobility and Innovation. Around 65 French companies and 200 C-level participants attended the event at RTA headquarters.

Erik Linquier, CEO & President of COFREX and France’s Commissioner General for Expo 2020 Dubai, explained in detail the theme of Expo 2020 Dubai and how the French pavilion will develop for its visitors.

The FBC Transport & Logistics Committee had the opportunity to visit the ZHENG HE, a CMA CGM containership, the 2nd largest CMA CGM containership and one of the largest in the world.

Sara Khoja, Partner, and Yannick Ramsamy, Employment Associate for CLYDE & CO, shared their expertise on burning topics concerning the UAE and Saudi labour law with more than 50 HR professionals of our business community.
| Annual Gala Dinner 2019 More than 1,000 guests attended our Annual Gala Dinner, held on Thursday, 2nd May 2019, in one of the most iconic location in the Middle East: the Dubai Opera. During the evening, the FBC signed a MOU with COFREX.
More than 90 participants joined this event: French MNCs and SMEs as well as Sharjah-based professionals and local authorities such as Sharjah Economic Development Department, Sharjah Investment and Development Authority (Shurooq) and Sharjah Commerce & Tourism Authority.

| Working Together Forum 80 SMEs and MNCs participated to the 4th Edition of the Working Together Forum. Around 300 individual B2B meetings were organised.

| Country Mission Pakistan After having organised a conference about Pakistan in March 2018, the French Business Council Dubai & Northern Emirates organised a companies’ delegation to Karachi, Pakistan, proposing its members a tailored program including meetings with the French government representatives, local authorities, site visits, personalised B2B meetings and networking dinners.

On January 2019, the French Business Council Dubai & Northern Emirates received a delegation from Paris Capitale Economique. Paris Capitale Economique is the investment arm of the Greater Paris region. We organised for them a series of B2B meetings with local authorities and investments funds. Their mission ended with a networking cocktail organised by the FBC at the Residence of the Consul General of France to Dubai.

| Emirati-French Business Engagement Summit for future of mobility and innovation
On Monday, 25th February 2019, the Roads and Transport Authority (RTA) and the French Business Council Dubai & Northern Emirates organised jointly the 2nd edition of the Emirati-French Business Engagement Summit for future of mobility and innovation. Around 65 French companies and 200 C-level participants attended the event. It was an unique opportunity to meet the Roads and Transport Authority decision makers as well as French MNCs and startups in the transport and mobility industry. Attendees included H.E. Mattar Al Tayer, Director General and Chairman of the Board of Executive Directors at the RTA, H.E. Ludovic Pouille, Ambassador of France to the United Arab Emirates, H.E. Raja Rabia, Consul General of France to Dubai, and Patrick Pélata, Advisor to the French President for Autonomous Vehicle Affairs, as well as Laurence Batlle, Chairwoman of Executive Board for RATP Dev. The summit included two discussion panels during the plenary session: • Commercial Transformation in the Context of Public Transport Services, with Ibrahim AlHaddad, Director of Commercial and Investment at the RTA, Sophie Hassan, RATP DEV, Benoit Richard, YUSO, and Francois Bruyant, Transdev. • Future of Mobility: Digitalization and Autonomous Vehicles with Ahmed Bahrozyan, CEO, Public Transport Agency, Pierre Schaeffer, Thales, Pierre Chehwan, NAVYA, Arnaud Vitou, Transdev and Cyrille Giraudat, RATP DEV. Followed by three workshops : • Autonomous vehicles with a presentation from Khaled Abdulrahman Al Awadhi - Director, Transportation Systems Departement at the RTA • Smart Cities with a presentation from Maher Farid Shirah - Director, Information Technology Corporate Technology Support Services at the RTA. • Use of Big Data & Digitalization, with a presentation from Abdulla Al Bastaki - Director, Technology Strategy & Governance Department at the RTA.
| Sharjah France Economic Forum The Sharjah-France Economic Forum co-organised by the French Business Council Dubai & Northern Emirates and the Sharjah Chamber of Commerce & Industry has been held in Sharjah on Monday, 1st July 2019. In the presence and with the welcome speeches of H.E. Ludovic Pouille Ambassador of France to the United Arab Emirates, H.E. Abdallah Sultan Al Owais, Chairman of SCCI, H.E. Raja Rabia, Consul General of France to Dubai and Geoffroy Bunetel, President of the French Business Council Dubai & Northern Emirates. More than 90 participants joined this event: French companies both MNCs and SMEs, Sharjah-based professionals and economic local authorities such as Sharjah Economic Development Department, Sharjah Investment and Development Authority (Shurooq) and Sharjah Commerce & Tourism Authority. Sharjah is a fast moving Emirate with high potential and ambition on different fields discussed around sectorial workshops such as Education & Culture tourism, Energy & Sustainability, Healthcare and Tourism & Hospitality, Governement & Free Zones as well as exciting hospitality projects on the East Coast. 20

| Emirati-French Business Forum for Future of Energy & Innovation On Wednesday, 3rd July 2019, the French Business Council Dubai & Northern Emirates and Business France organized the 2nd edition of the Emirati-French Business Forum for Future of Energy and Innovation hosted by Dubai Electricity and Water Authority (DEWA), to pursue the French/Emirati dialogue on Energy and Sustainability, one of the 3 pillars of Expo 2020 Dubai. H.E. Saeed Mohammed Al Tayer, MD and CEO of Dubai Electricity & Water Authority (DEWA), H.E. Ludovic Pouille, Ambassador of France to the UAE attended the event and delivered a speech. The French Business Council Dubai & Northern Emirates, in partnership with the British Business Group Dubai & Northern Emirates and the Canadian Business Council Dubai & Northern Emirates, jointly launched the fourth edition of the Working Together Forum. The event was held at the Fairmont The Palm hotel on Sunday, 22nd September 2019 and was sponsored by Sodexo and AccorHotels. The objective was to provide an efficient platform for companies to explore available business opportunities in Dubai. Sessions of B2B meetings were organized through a dedicated digital platform between Multinationals and SMEs. This forum is organised once a year and has enjoyed growing success since its first edition in 2016. This year’s edition accommodated almost 300 qualified B2B meetings! | FBC Annual Gala Dinner 2019 “Lumière, Lumières” Around thousand guests attended our Annual Gala Dinner, held on Thursday, 2nd May 2019, in one of the most iconic location in the Middle East: the Dubai Opera. We had the opportunity to receive several VIPs, including H.E. Élisabeth Borne, French Minister of Transport, H.E. Sultan Al Olama, Minister of State for Artificial Intelligence in the United Arab Emirates, H.E. Ludovic Pouille, Ambassador of France to the United Arab Emirates, and also H.E. Najeeb Mohamed Al-Ali, Executive Director, Bureau Expo 2020, H.E. Majid Saif Al-Ghurair, Chairman of Dubai Chamber of Commerce & Industry, H.E. Hamad Buamim, President & CEO of Dubai Chamber of Commerce & Industry and Chairman of the World Chambers Federation, as well as H.E. Mohamed Ali Musabbeh Al Nuaimi, Chairman of RAK Chamber of Commerce and Industry, and other local and French senior representatives. The theme “Lumière, Lumières” of our 2019 Gala Dinner, based on the one chosen for the French Pavilion, which will represent our country at the 2020 World Expo, was an opportunity to celebrate the Light and the Enlightenment.
During the evening, guests were able to attend a concert of classical music by Trio Virtuoso, featuring pieces of the greatest French musicians, such as Camille Saint-Saëns, Claude Debussy or Francis Poulenc, followed by a performance of Kamal Musallam Trio (featuring Eddie Misk), interpreting various French and Arabic songs in oud, guitar and singing. The final show, composed by The Fridge Dubai, honored the legend Michel Legrand through dance, music and acrobatics. For the occasion, the Dubai Opera, usually shaped in theater layout, has turned into flat-floor.

| Country Conferences | Doing Business in India In November, the French Business Council Dubai & Northern Emirates organized a conference on “Doing Business in India” with the exceptional and valued presence of the French Indo Chamber of Commerce (IFCCI). The President of the French Indo Chamber of Commerce (IFCCI), Guillaume Girard-Reydet and its Managing Director Payal Kanwar made it all the way from Delhi for this event. They presented the current economic scenarios and opportunities for companies in the Indian market. This was followed by companies active in this market who gave a feed back on how to do business in India.
| Update on the Middle East situation with a special focus on Iraq The French Business Council Dubai & Northern Emirates held a conference dedicated to the geopolitical and economic opportunities, as well as the business perspectives through the vision of a panel of Middle East experts and companies. We had the great pleasure to welcome as speakers, Jacques de Lajugie, Head of the Economic Department for Middle East, and Florentin Hyvert Deputy head of the Economic Department at the French Embassy in Iraq. Today Iraq represents a tremendous opportunity of development for those companies that are willing to settle, taking advantage of the skilled and trained local work force.

Starting with an insightful keynote speech by Patrick Chalhoub, CEO of Chalhoub Group, on how consumers’ changing behavior pushes retail to adapt to high expectations, the FBC Luxury and Retail committee was followed by a fruitful panel discussion on Saudi Arabia market, “a land of opportunities for the luxury brands ?” with JeanMarc Shammas - Piaget, Youssef Benkirane - L’Oreal Luxe, Christophe Penne - Rubaiyat Fashion Group and moderated by Cyrille Fabre - Bain & Company.
| Luxury & Retail Committee - Exhibition “Le French Design, how innovation creates history” During the Dubai Design Week 2018, which continues to grow, cementing Dubai as the design capital of the Middle East with more than 230 events including the exhibition “Le French Design, how innovation creates history” which will be showing the work of 14 French designers members of the Collective “Made in France en Transparence”. The Luxury & Retail Committee had the occasion to have a private tour of “Le French Design, how innovation creates history” followed by a Q&A session with Maud Louvrier-Clerc - Artist and Designer to inspire a desirable future Curator and founder of the Collective Made in France en Transparence. 26

| Committees | Transport & Logistics Committee - Visit of the container carrier CMA CGM ZHENG HE The Transport & Logistics committee had the opportunity to visit the ZHENG HE, a CMA CGM containership. It is the second largest CMA CGM containership and one of the largest in the world. The vessel has on its board a team of 26 people. It was freshly coming back from Europe and was about to leave 24 hours later to Asia.

| France on the Road to Expo 2020 Dubai Expo 2020 Dubai will be held from 20th October 2020 to 10th April 2021 in Dubai, United Arab Emirates (UAE) around the theme "Connecting Minds, Creating the Future", with 3 sub-themes Sustainability, Opportunity and Mobility. The French Business Council Dubai & Northern Emirates is involved in this major event. On Thursday, 2nd May 2019, our organization has signed a partnership agreement with COFREX (Compagnie Française des Expositions) to support the Pavillon France during the Universal Exhibition 2020. This partnership was signed by Erik Linquier, CEO & President of COFREX and France’s Commissioner General for Expo 2020 Dubai and Geoffroy Bunetel, President of the French Business Council Dubai & Northern Emirates in the presence of Elisabeth Borne, French Minister of Transport. The agreement aims to mobilize French companies and actors around the French Pavilion during the 6 months of the Universal Exhibition but also upstream.
