Law No (22) for 2015 governing the relationship between the public and private sectors in Dubai aims to foster an investment climate conducive to the private sector, and encourages private enterprises to take part in various development projects. It calls for increased private investments in a variety of fields in support of the economic & social development in the Emirate, and empowers the government to deliver its strategic projects with added efficiency. The RTA has charted out a comprehensive policy for partnership with the private sector and set out a structure for studying & delivering such projects in a scope that acts as a reference in preparing and delivering projects under the PPP model. RTA’s profound experiences in undertaking joint projects with the private sector spans across various infrastructural facets including roads, bridges, underpasses, crossing and several mass transit means. Projects envisaged in RTA’s Strategic Plan 2017-2021 will open up new horizons for cooperation and partnership with the private sector. We welcome the participants to the Emirati-French Business Summit, wishing every success to this event in promoting bilateral cooperation and partnership.

The first edition of this Summit, in 2017, gathered more than 200 CEOs and business leaders in public and private sectors from 63 Emirati and French entities, strengthening cooperation and synergies. It was also the occasion for the RTA and Metropole de Lyon to cement a strategic relationship, with the signature of a MOU. This second Business Engagement Summit aims to pursue the Emirati-French dialogue and cooperation on Mobility, one of the main pillars of Expo2020, and aims to serve Dubai’s long term strategy for sustainable development in Dubai Plan 2021 perspective for a smart, integrated and connected city. This summit will not only continue to bolster cooperation, knowledge and experience sharing, but also aims to nurture reflection on PPPs, and identify new prospects for strategic cooperation between our two countries. Transport and mobility is a sector of excellence and a key element of attractiveness for both France and the UAE. At the French Business Council Dubai & Northern Emirates, we are convinced that both UAE and France will deliver great synergies in addressing these projects together with innovative approaches and solutions. SPEAKERS PROFILE Laurence Batlle is Chairwoman of the RATP Dev Executive Board, and has sat on the RATP Group Executive Board since 1st January 2017. She joined RATP Dev in 2007 as CFO, and since then has played a major role in defining its strategy and supervising its international growth. She became a member of the Executive Board in 2011, and was in charge of its Americas-Africa and Sightseeing Business Units from 2014 to 2016. She has also been an independent Board member of Elior Group since 2014.

Laurence Batlle has a proven executive management track record: prior to joining RATP Dev, she spent 14 years driving sales growth in major consulting firms, first for PricewaterhouseCoopers and then as VP Global Finance Support at Atos Origin for two years. She is a graduate of Harvard Business School and Institut Commercial de Nancy, and is a Knight of the French National Order of Merit.
Patrick Pélata, the former chief operating officer at Renault, has a new assignment since October 2018: Guide the French auto industry through the transition to electrification and autonomous driving. Pélata will draw up a long-term plan to ensure that French industry can keep pace with European and Asian competitors, at the request of President Emmanuel Macron.

Patrick Pélata focuses on digital transformation in automotive and new mobility solutions with his company Meta Strategy Consulting. Before that he was chief automotive officer and EVP at Salesforce in San Francisco, supporting automotive eco-system transformation with cloud computing technologies. From 1984 to 2012, Patrick had 28 years of leadership experience driving product and management innovation both at Nissan in Japan, and at Renault in France. He served as Chief Operating Officer of Renault where he had led Product Engineering. Patrick has been very engaged in the EV program of Renault-Nissan. Patrick graduated as an engineer from Ecole Polytechnique and Ecole Nationale des Ponts et Chaussées and earned a PhD in socio-economics from EHESS in Paris.

Commercial Transformation in the Context of Public Transport Services
Over the past eleven years, RTA has managed to develop a broad network of services with reliable and smooth operations managing to contribute positively to the Department of Finance (DoF) budget. Continuing the ambitious growth path of Dubai, RTA developed a long-term investment strategy to enable itself finance its projected growth in a sustainable manner. Recently, RTA started a project to study the commercial transformation of some of its core services This is in synchronization with the outputs of RTA’s Investment Strategy and its strategic investment programmes that are intended to lead towards achievement of its strategic goals. RTA’s primary goal is to optimise, its investments and commercial performance and results by capitalising on RTA’s income generating, stable and mature public services and business lines and its asset bank. This panel intends to showcase RTA’s efforts on the commercial transformation in the context of public services and business lines, relevant strategies, policies and regulations. A case study on the recent agreement signed with Careem services will be discussed and draw on lessons learnt from the experience. It will also outline plans for services, and business lines to be considered for commercial transformation.
Mr AlHaddad is a seasoned professional with an astute vision for leadership and strategy, spanning over 15 years of both public and private sector engagements. He is an Architectural Engineer by training and a holder of a Master Degree in Real Estate Management from the University of New South Wales – Sydney. His focus is on commercial transformation and Public Private Partnerships.

Mr AlHaddad joined RTA in 2013 as the Director of the Commercial and Investment Department. He heads a number of committees and teams within RTA, most notably; the Private and Public Partnership Committee. Since joining RTA, he has been striving to reshape the department with an emphasis on sustainable revenue diversification, increased engagements with the private sector, and leading with innovation in achieving RTA’s strategic goals. Recently, Ibrahim led the RTA’s efforts on concluding a globally pioneering JV arrangement with ride-hailing app Careem Networks Company (Careem) on an E-Hail Taxi Joint Venture in order to boost the taxi sector. It is expected to raise the efficiency of taxis through enhanced vehicle accessibility and online booking as well as reduced vehicle waiting time. It will also enable the launch of future transit services such as shared journeys. The company is expected to launch in April 2019.

The UAE and France are developing advanced models of cooperation in a number of vital sectors related to the fields of future of mobility, digital transformation and autonomous vehicles. RTA has launched last year the Dubai-World challenge for Self –Driving Transport amongst which some French companies are finalists. This panel intends to provide an overview of some models developed by French players in France though some case studies and how RTA is planning the development of autonomous vehicles services in Dubai.
Ahmed Bahrozyan is the Chief Executive Officer of The Public Transport Agency, which is responsible for offering the needs of public transport in the city (Public buses, Taxies, School Buses, Lemozine, Labor Transport Buses…) Bahrozyan holds an undergraduate degree in Management Information Systems (MIS) from the University of Colorado, USA, 1991.

In December 2017, Ahmed Bahrozyan was appointed as Chief Executive Officer of the Public Transport Agency. In 2008, Ahmed Bahrozyan was appointed as the Chief Executive Officer of the Licensing Agency where he mainly focused on building a strong team, simplification of the services, improvement of processes and services. Ahmed Bahrozyan joined the RTA in December 2005, one month after the organization was established, as Deputy Director of the Information Technology Department. He progressed to become the Director of the IT Department and then moved on to hold the position of Director of the Development and Corporate Performance Department where he was responsible for working with all RTA agencies. Prior to joining RTA, Ahmed Bahrozyan was the Manager of e-Government Services at Dubai Municipality, where he oversaw the development of hundreds of online services that were focused on improving services. Bahrozyan is RTA’s board member since 2008.

Pierre Chehwan is Director of Strategic-Alliance and Institutional Relationship at NAVYA Group. His mission is to strengthen the relation with institutions and governments as well as to coordinate large scale projects like European Union or governmental funded projects. With 25 years of experience in fast paced technologies within market movers’ companies, he worked in entrepreneurial pioneer Startups, as well as international organisation challengers.

Future of Mobility: digitalization and autonomous vehicles Arnaud Vitou is the deputy director of Transdev Autonomous Transport System, in charge of strategy, finance and sales. Transdev ATS team is developing technologies (supervision, embedded intelligence, connected infrastructure, customer application) to safely operate fleets of shared Autonomous Vehicles. He started his career as a consultant with 7 years spent in strategy consulting before moving to Caisse des Depots where he was in charge of equity investment and monitoring in large corporates.
