Bad Weather Policy

If you believe there is threatening weather or inclement conditions, please call our 24-hour HOTLINE at 763-572-3578 prior to your program or activity to see if it will still be held.

Photo Policy

Photographs are periodically taken of participants while they are engaged in programs, special events or enjoying the parks. Please be aware that these photos may appear in the local newspapers and/or Parks & Recreation Department publications including our web site and Facebook. If you would prefer that we not use your photo, please let the photographer know.

Park Shelter Permits

The Parks & Recreation Department issues park facility permits to Fridley residents or organizations wishing to use picnic shelters at Flanery Park, Commons Park or Moore Lake Beach and Park. Rental fees for Fridley residents (not including tax) are $35 for an open-air shelter at Moore Lake or $65 for an enclosed shelter at Flanery or Commons Parks. A refundable deposit is required with all rentals.

Springbrook Nature Center Volunteer Opportunities

Springbrook Nature Center is looking for volunteers to assist with programs, special events, animal care and general park maintenance. Anyone age 12 and older who is interested in volunteering at Springbrook can call 763-572-3588.

Repairs Needed in the Parks?

Please notify Park Maintenance at 763-572-3566 if you see broken play equipment, damaged park benches or vandalism to athletic fields or any park facilities.

Community Involvement

It often times takes the help of volunteers within the community to put on many of our events. WinterFest, Safety Camp, Nickel Jamboree, Pumpkin Night in the Park, and Spring Fling are just a few of the activities that community groups have assisted us on. If you or your group is interested in volunteering for any of these activities, please call 763-572-3570.

Participant Code of Conduct All participants are expected to exhibit appropriate behavior at all times while participating, being a spectator, or attending any program or activity conducted or sponsored by the City of Fridley Parks & Recreation Department. The following guidelines are designed to provide safe and enjoyable activities for all participants: 1. Show respect to all participants and program staff. 2.

Take direction from program staff/supervisors.

Refrain from using abusive or foul language.

Parks & Recreation News Part-Time & Summer Jobs Available

If you enjoy working with Elementary/Middle School students and have some spare time during the after school and/or summer hours, we may have a great opportunity for you. We currently have openings for quality instructors and leaders. We look for staff who enjoy working with kids, can plan and instruct a variety of activities, and work independently with little supervision. The positions pay between $8.42 - $10.61 per hour.

Garden Plots

The City of Fridley has garden plots available for rent in Locke Park, east of Columbia Arena. Plots are 15’ x 20’. Weather permitting; the gardens should be available for use by May 15th. Rental cost is $28 per plot for Fridley residents or $22 for Fridley senior citizens age 55+. The non-resident fee is $45 per plot. Gardeners are limited to two plots each. Call 763-572-3570 for further information.

Moore Lake Beach & Park Beach Opens Mid-June

(No lifeguards will be on duty.)

The City of Fridley operates a public swimming beach at Moore Lake Park located at 5890 Central Avenue N.E. The beach is scheduled to be open mid-June through mid-August. The beach will be open from 12 noon to 6:00 p.m. with no lifeguards on duty. The City of Fridley will close Moore Lake Beach whenever dangerous swimming conditions exist. No person shall be permitted in the water during the periods when the swimming area is declared closed.

Park Rules • Parking is allowed in parking lots only -- no cars allowed on park land. • Dogs or pets are not allowed at the beach. • Rental permits are issued for the picnic shelters. Be aware that if you use a shelter without reserving it, you may be required to move. • Alcohol is not allowed at any City park, including Moore Lake Beach. • Park closing time is 10:00 p.m. • Be aware that the City places certain restrictions on noise and other disruptive behavior. • Tobacco use is prohibited in all City parks.

Park Shelter Permits

This 8-week class is a great introduction to dance. Children will enjoy learning basic dance steps for ballet, tap, tumbling and creative movement. Pre-school Activities Parent/Child Pre-School T-Ball Ages 4 – 5 Monday/Wednesday 8 classes This basic instructional program is for a parent/adult (18+ years of age) and child (boy or girl). Children, along with their parent, will learn the skills of throwing and catching a ball, running the bases, proper batting techniques and the basics of the game through repeated drills. These fundamental skills are the first steps needed in the development of baseball/softball players. The main emphasis of this program is on having fun in a non-competitive atmosphere while allowing the child to play with their parent and interact with other children! This program runs for 45 minutes and will be held at Commons Park (555 - 61st Avenue NE). Participants will meet in the northwest corner of the park near the park shelter. Classes are limited to 18 parent/ child pairs. Gloves and equipment will be provided (softie t-balls will be used)! Fee is based on parent/child pair, and includes a t-shirt for the child. This class promotes early development by taking advantage of your child’s critical first three years. The focus will be on tumbling and creative movement exercises that you can do with your child. This class will help build a foundation of balance and strength that will prepare your child for advanced challenges within future dance, gymnastics and/or sports programs. Beginning Tennis Lessons Grades 1-6 Tuesdays 6:00 – 6:30 p.m. Join us on Tuesday evenings at the Commons Park tennis courts to get a jump on summer and learn the rules and skills of this life-long sport. Hitting the ball, volleys, forehand, backhand strokes and game rules will be taught. Lessons are held on the lower courts at the north end of Commons Park. Min/max: 4/8. Kids will begin playing small-sided scrimmages where they will learn more about teamwork and playing as part of a group. Our instructors keep the atmosphere fun, friendly and noncompetitive. Youth All-Day Program (Grades K-7)

This is a popular, all-day program, which offers continuous recreation and enrichment activities for up to 10 weeks this summer.  Structured activities including sports, clubs, science, visual arts, and performing arts are offered in the morning (see pages 10-16). Each class will meet Monday, Tuesday, Thursday and Friday — not Wednesdays at the Fridley Community Center (6085 7th Street). Wednesdays are special event/trip days. Grades listed apply to the 20142015 school year (grade completed). Week 4 ROCKS will not meet on Thursday, July 2nd or Friday, July 3rd.

Frequently Asked Questions... 1. Do I have to register for the entire summer? No, you may register for any or all of the weeks advertised. 2. Can I register for all weeks and pay for one session at a time? Yes, when you register you only need to pay for the first week (plus a $50 cancellation deposit per child) and then payment is due for additional sessions one week in advance on Mondays by 4:30 p.m. 3. Are Wednesday Trip fees included in my ROCKS fee? Yes, trips and special events are included in the ROCKS weekly fee. Separate registration is not necessary for ROCKS participants. 4. Can I register by phone? Due to the complexity of the ROCKS registration, we ask that all completed ROCKS registrations be submitted by mail, FAX or in person. 5. Can my child bring a guest once in awhile? Yes, participants may bring a guest at a cost of $30 per day, per guest. Please notify the Recreation office ahead of time. NOTE: No guests on Wednesdays, children may sign up for the trips or special events separately.

6. Can I drop off my child before 7:00 a.m. if I am comfortable leaving them alone. No, it is the policy of the Fridley Community Center that all children on the property must be supervised by an adult.

10. If I don’t make a payment by the Monday deadline what will happen? If payment is not received, by Monday at 4:30 p.m. a $10 late fee will be charged to your total for each day it is late through Wednesday.

7. Can I pick my child up earlier than 4:30 p.m.? Yes, you may visit or pick up your child anytime throughout the day. Just be sure you watch the activity schedule so you know where to find them. It is also required for you to sign out your child with Recreation staff.

11. If my plans change after I have registered, can I cancel and get a refund if I prepaid? Yes, however, notification of cancellation must be made to the Recreation office -- not the ROCKS staff. Listed below are the guidelines:

Youth Instructional Activities General Information

The classes listed on the following pages (9-15) will be held at the Fridley Community Center and Commons Park facilities. All participants of these classes are to meet the Recreation staff at the east entrance of the Fridley Community Center and will return there at the completion of the activity. Participants will be escorted to and from the class site by Recreation staff each day. Grades listed apply to the 2014-2015 school year (grade completed). Each class will meet Monday, Tuesday, Thursday and Friday – not Wednesdays. Wednesdays are field trip/special event days, which are included in the ROCKS weekly fee (see pages 16 -17). For all day ROCKS participants, the class fees are included in your weekly ROCKS payment -- when registering for individual classes, pay the advertised fees (listed within the class descriptions). Registration You may register ONLINE for individual classes, but ROCKS all day registrations can only be submitted to the recreation office by mail, FAX or in person.

Minecraft Movie Making

Minecraft is the game phenomenon focused on creativity and building, allowing players to build environments out of textured cubes in a virtual 3D world. Working in groups, students will be introduced to Minecraft in real life with our customized Legos, and finally film a stop motion movie using Minecraft-inspired Lego creations. American Flag Rugby (non-contact)

This camp is designed to introduce the young athlete to the sport of Flag Rugby through skill development and small group games. It is a coed, non-contact “touch” form of rugby using flags. Skills including running, kicking, passing, space strategy, teamwork, and self-confidence are developed. Rugby experience is not necessary because the American Flag Rugby game is essentially a game of tag where you run with a rugby ball in one direction and pass backwards when your flag is removed. It’s time to play! Don’t miss this opportunity to have a great summer break! Children will have a blast with their friends and our awesome energetic staff as they enjoy some fun in the sun. This is a recreational program designed to involve children in a variety of activities, which will promote the development of friendships, good sportsmanship, coordination, motivation, and creativity. Each week a new theme will be presented with games, stories, crafts and imagination to provide a well-rounded experience for your child. All playground participants will meet their leaders at the Hayes warming house which is located on the southwest corner of the school near the Fridley Historical Society building. Transportation Fridley Recreation staff will pick-up and drop-off children from 3 different locations throughout the city: Stevenson Elementary, Rice Creek Townhomes and Fridley Terrace. Please note on your child’s registration form if they will need transportation. (Maximum 10 participants per location.) Extended Hours If you are unable to pick up your child at 3:30 p.m. you can register for the Extended Hours program. Youth Trips & Special Events

All trips will depart and return to the Fridley Community Center (6085 7th Street). Grades listed are the grades completed during the 2014-2015 school year. Trained youth workers from the Recreation Department staff all trips at an approximate ratio of one leader to ten participants. Fees include admissions, supervision and transportation. If you have any questions regarding the trips or special events listed below, please call 763-572-3570. Min/max: 20/60. Extended Hours for Working Parents For all trips, an extended time is listed with an additional fee (Ext Hrs). Parents may drop off children as early as 7:00 a.m. and pick-up as late as 5:30 p.m. Pre-registration using the additional program number is required. It is expected that your child will be picked up at the advertised time. A late fee will be charged after this time to cover the cost of staff that remain with your child.

Wednesday, June 10 Grades K-3 Nickelodeon Universe is the first of its kind, with rides matched to popular characters from the Nickelodeon TV shows: SpongeBob, Dora the Explorer and other favs. Those that want “thrill rides” will find nine choices. The Rock Bottom Plunge coaster has loops and spirals and the Fairly Odd Coaster spins and twists. Members of the Fridley Fire, Police and Recreation Departments will once again be hosting this exciting program designed for kids to have fun while learning good safety practices. Children will learn and experience safety related to a variety of topics which may include: fire, seat belt, animals, electrical, bicycle, first aid, swimming & water, weather, and 911! The camp will be held at the Commons Park shelter (555 61st Street NE) - - rain or shine. There will be snacks and lunch served daily. On June 12th, there will be a graduation ceremony held in the evening (6:00 p.m.) at Fridley High School (6000 West Moore Lake Dr.) We strongly recommend that your child attend this graduation ceremony, as it is an important conclusion to this two-day experience. 2015 Spring/Summer Programs A Message from Springbrook Nature Center Director - Mike Maher

Springbrook Nature Center is scheduled to begin construction of an expansion to our building during the spring or early summer of this year. All of the staff are thrilled about this incredible opportunity to better serve our community and create an exciting gateway to your next outdoor adventure. Our plans include additional classrooms, dynamic exhibits, a large gathering space for events, expanded visitor amenities, incredible views into nature, and sustainable design elements such as bird-safe glass, a green roof, and geothermal heating and cooling. Fundraising is also underway for a nature-based play area, amphitheater and new picnic pavilion. As we proceed through our improvements, we will continue to offer limited programs and services in a safe environment. We will be renovating our existing building and constructing an addition between the current building and the parking lot. New construction will begin first, allowing us to continue our popular summer camp programs in the current building. As the new addition is built, the two structures will be connected creating a seamless, redesigned, interpretive center that will serve the people of Fridley for generations to come. Beginning this spring, we will experience some interruptions of programs and services. We will keep our park users informed of our progress and any closures through our website, newsletters and Facebook page. As we improve our nature center building, our focus remains on the health, safety and appearance of our park grounds. During the last year, we added three new bridges to the park and 400 feet of new boardwalk. Improvements will continue this year with plans to continue replacing our boardwalks and to add security cameras in our parking lot. I hope to see you at Springbrook Nature Center during our spring and summer season. We have an all new Spring Fling event on May 16th, and have some incredible summer camps planned. We always love to visit with our park guests to hear about sightings of wildlife, answer questions, or help you explore our exhibits. Dragonfly 101

Saturday June 20 Digital dragonflies in an analog world? Join us for a different kind of field trip with a focus on dragonflies. We will spend about a half hour in the classroom reviewing dragonflies and then spend about an hour out in the wetland looking for dragonflies, taking their photos when we can get them to pose and netting those that do not want to pose. We will have a projector available so the image will be shown on a very large screen instead of a computer monitor. There is no charge to participate, but pre-registration is required. Do you love ROCKS and want to be a recreation leader? In this youth leadership program you’ll learn valuable teamwork, child care, first aid, problem solving and leadership skills. In addition, we will cover basic professional development skills such as job hunting, completing job applications and interviewing. The LIT team will also plan and execute a community service project. Upon completion of the LIT program, participants will be eligible to apply and interview for a Junior Leader volunteer position in following summers. Following the program (July 27 – August 14) there will be volunteer opportunities available for the LIT graduates to begin to test their skills. Co-Rec Sand Volleyball We are teaming up with the City of Spring Lake Park for a fun recreational co-rec sand volleyball league. This is an exciting and healthy was to enjoy time with your friends. Tax Assistance (E-filing Available)

Wednesdays Through April 15 The AARP Tax-Aide program offers free tax preparation and answers questions for low to middle income seniors. Their services will be available on a first-come, first-serve basis for 10 weeks at the Community Center between 9:00 a.m. –12 noon and 1:00 – 3:00 p.m. Be sure to bring copies of your 2014 tax forms, Wage and Tax statements (W-2P), Interest Statements (1099), interest and medical expenses, records of contributions, CRP from landlord, and Statement of Property Tax and a copy of your 2013 tax return. The scope of training sometimes makes it necessary to refer more complicated tax returns to paid preparers. An example of tax assistance that is beyond the scope of training includes Farm Taxes, Business Taxes and complicated Investment Taxes.

Legal Aid for Seniors

The Senior Law Project will continue its monthly outreach service at the Fridley Senior Center on the first Tuesday of each month between 9:30 - 10:30 a.m. Areas of assistance include nursing home issues, housing issues, health insurance, public benefits (Social Security, Medicare and Medical Assistance, Subsidized Housing), debt collection, repossession, conservatorship/guardianship, landlord/tenant rights, and conciliation court cases. Do you need help working around the house on small projects? Cleaning the garage or basement, painting, weeding, changing a light bulb? We might be able to help. To qualify for help you must be over the age of 60. Give us a call for help with these daily tasks. The Fridley Chores & More program tries to help people with small chores that professionals usually do not want to do. The workers are independent contractors, and work on a referral basis from our program. We also have some subsidy dollars for those in need. Developed by the Foreign Policy Association in 1954, the Great Decisions Discussion Program is the longest-standing and largest grassroots world affairs educational program of its kind. The program provides materials that help people reach informed opinions on the issues and participate in the foreign policy process. A Briefing Book places the thematic or geographic issue in historical context and provides background, current policies and alternative policy options. Fridley ‘49er Days Activities New Venue -- New Festival

The venue for the 2015 festival will be Commons Park, located at 6249 7th Street NE. The festival will start off with the parade on Thursday, June 25th and will continue Friday and Saturday, June 26-27. We will have activities for all ages spread throughout the park. Did You Know Minnesota Bicycle Laws Minnesota Statutes Sections 169

The following is a condensed summary of Minnesota State laws that pertain to bicycles and can be used as a reference by cyclists and others who need to know the laws. RIDING • On roadways, ride in the same direction as traffic. (169.222, subd. 4b) • Ride as close as practicable to right hand curb or edge of roadway, except when passing a vehicle moving in same direction, when preparing to turn left at an intersection or into a private driveway, or when necessary to avoid conditions (such as objects, surfaces, hazards) that make it unsafe to ride close to the right. (169,222, subd. 4) • Obey all traffic control signs and signals that motorists must obey. (169.222, subd. 1) • Ride two abreast only if not impeding normal and reasonable traffic flow. (169,222, subd. 4c) • On trails and bike paths that cross roadways, obey all stop signs and warning devices. (169.222, subd. 1) • Ride with lamps and reflectors on at night and in dim light. (169.222, subd. 6) • Carry only the number of persons on a bicycle for which it is designed and equipped. Exceptions include legal baby seats and seats attached to the bike operator. (169.222, subd. 2)

• Don’t ride a bicycle if its size doesn’t allow the operator to stop, support and restart bike safely. (169.222, subd. 6 d) • When passing a bicyclist or person on a bikeway, maintain a safe distance from the bicycle or person being passed. A full refund is given if the Parks & Recreation Department cancels your class/activity or if we are unable to register you because it is full. Refunds cannot be guaranteed after the registration deadline or after the class/activity has begun. Trip refunds are subject to specific policies on a per-trip basis based on advanced purchases. Participants/guardians must contact the Parks & Recreation Department prior to, or during, the class/activity to request a refund. Refunds will not be given if requested after a program has been held.

Registration Information

The City of Fridley registration procedure is set up to allow all residents time to receive and review their activity brochure before we begin our registration process. Because some residents receive their brochure before others, we have set up the following guidelines: Residents 1. Registration begins Monday, March 24th for Fridley residents. 2. T h e P a r k s & R e c r e a t i o n Department will continue to accept registrations throughout the spring season provided there are openings in the requested activity.

3. Instructors are not permitted to accept registrations at the activity location. 4. If the original class offered should be filled, a waiting list will be started. Additional sessions will be started if interest is shown and if space and instructors are available. 5. Pre-registration is required for all programs unless noted otherwise. 6. Please completely fill out the registration form with the information requested. Missing information could cause a delay in the processing of your registration.

Non-Residents 1. Non-resident registration begins Friday, March 28th. Non-residents are those who do not live within the City of Fridley. Non-residents registering as residents will forfeit their fee, the class, and the right to register/participate.
