Message from the Board Chair and the Chief Executive Officer

One of the great privileges of serving on the Board of Fulbright Canada is having the opportunity to engage with the students, mentors and scholars participating in the Fulbright Canada program. We appreciate the opportunity to observe their unbridled brilliance, intellectual curiosity and commitment to academic discipline. Further, we applaud their energy, rigor and pursuit of excellence. Despite the differences of their respective fields of study, the students, mentors and scholars share a mutual commitment to the ideals of the Fulbright program. Even more, they desire to be impactful. They are determined to use the support of the Fulbright Canada program to solve intractable problems and develop new ideas, scholarly works and technologies to advance our communities on both sides of the U.S. - Canadian border and beyond. Leaders often talk about hope and change. The students, mentors and scholars exemplify hope and change through their commitment to, and participation in the Fulbright Canada program. It is my profound honor to serve as the Board Chair, working with exceptional university presidents, business leaders and diplomats. We are proud to work hand in hand with the outstanding Fulbright Canada management team under the leadership of Dr. Michael Hawes.

On behalf of the Foundation’s Board of Directors, my colleagues at the Secretariat, our increasingly active and engaged alumni, and the entire Fulbright Canada family, I am pleased to present the 2018 Annual Report of the Foundation for Educational Exchange between Canada and the United States of America. This report is both a historical record of our activities in 2018 and a celebration of the many accomplishments of our grantees, alumni, partners, donors, and friends. I remain inspired by their successes and encouraged by their dedication. Fulbright Canada has experienced considerable growth this year, both in our core programs and concerning special initiatives and community involvement. Meeting our mission means a firm and unwavering commitment to our core goals – supporting excellence, inspiring young leaders, and enhancing mutual understanding. Fulbright is a field-open program with interests and commitments in a wide variety of disciplines. Fulbright Canada has been especially focused on issues relating to comparative public policy, sustainability and wellness in the far north, indigenous peoples (and especially indigenous youth leadership), the growing importance of STEM research, and a broad commitment to diversity. Academic exchange is a critical tool for enhancing mutual understanding in an increasingly complex world. We are pleased to be able to do our small part in the pursuit of greater understanding, and increased peace and prosperity.

The

Fulbright Program

Long regarded as the world’s premiere academic exchange program, the Fulbright Program attracts exceptional students and scholars from more than 160 countries. The first cohort of Canada-U.S. Fulbright award recipients was named in 1991. Since that time, more than sixteen hundred distinguished students, scholars, and professionals have participated in this educational exchange program. Canada-U.S. Fulbright students and scholars conduct research, teach, or study in their host country for either one semester or a full academic year. In 2017-18 Fulbright Canada supported 58 outstanding Canadians and 62 exceptional American students and scholars. Traditional Fulbright Awards for students are intended for graduate students and junior professionals who wish to study and/or conduct research in the host country. In addition to the Traditional Fulbright awards, scholars in both countries are invited to take up one of the 60 Fulbright Visiting Research Chairs at 38 of North America’s best universities. These chairs are intended to enable emerging and established scholars, post-doctoral researchers, and experienced professionals to conduct research, teach, or undertake a combination of activities for one semester or a full academic year at one of our partner universities. These chairs develop long-term partnerships between Fulbright Canada and the university and build the university’s capacity for excellence in research. The scope of the Fulbright program in Canada continues to grow. Fulbright Canada has introduced a number of new programs, and expanded key existing programs for our scholars, students, and professional grantees. Excellent examples of this growth and our innovations include the growing research chair program in Canada and the U.S. and various youth centered programs - both highlighted in this report.

The Fulbright Visiting Chairs - established through a 25-year commitment valued at $8 million from Fulbright Canada that will be matched by Carleton University - will be hosted by the Sprott School of Business, Faculty of Science, Faculty of Public Affairs and Faculty of Arts and Social Sciences. Since 1992, Carleton University has been an important institutional partner in Canada to Fulbright Canada. Carleton University has welcomed 43 outstanding students and scholars from the U.S. through Fulbright Canada’s programs: the Fulbright Scholar Program, the Fulbright Student Program, the Killam Fellowship Program, and the Specialists Program.

The Fulbright Canada Award for Outstanding Public Service Brad Smith President and Chief Legal Officer Microsoft Corporation

On behalf of the Fulbright Canada Board of Directors, Canada’s Finance Minister the Honourable William Morneau, and Parliamentary Secretary for Trade Pamela Goldsmith-Jones, Brad Smith, President and Chief Legal Officer at Microsoft Corporation, was recognized for his significant contribution to the public good and for his role in bringing nations, especially, Canada and the United States of America, closer together. After accepting the award, Brad Smith spoke about the incredibly connected relationship between Canada and the United States, and the importance of increasing collaboration on common challenges, such as cybersecurity and privacy, in both the public and private sectors. He noted that effective international collaboration on these issues must start with the ongoing creation of opportunities for higher education and research that reflect the diverse world we live in.

Fulbright Distinguished Awards Fulbright Canada-Palix Foundation Distinguished Research Chairs in Brain Science, and Child and Family Health and Wellness Since 2015, Fulbright Canada and the Palix Foundation’s Alberta Family Wellness Initiative have worked closely with Alberta’s three worldclass research-intensive universities – the University of Alberta, the University of Calgary, and the University of Lethbridge – to provide an unparalleled interdisciplinary opportunity to American scholars to conduct important research in Canada. These exceptional scholars will incorporate a focus on current brain science about the effects of toxic stress on children, families, and lifelong health and wellness outcomes, in particular toxic stress related to mental health and addiction, in their work. Through their research and with their expertise, these scholars will be set out to collaborate with the Alberta Family Wellness Initiative, Alberta’s research-intensive universities, and the local community to make a difference for individuals and families facing addiction and mental health challenges.

Fulbright Arctic Initiative The Fulbright Arctic Initiative aims to stimulate international scientific collaboration on Arctic issues, while, at the same time, integrating models of traditional knowledge and increasing mutual understanding between the people of Canada, the United States, and the Arctic Council countries. It is designed to create a network of scholars, professionals, and applied researchers from the United States, Canada, Denmark, Finland, Iceland, Norway, Russia and Sweden to engage in collaborative research and to undertake an academic exchange.

The second Fulbright Arctic Initiative, began in spring 2018, and included both established experts and earlyMs. Susan Chatwood, Institute for Circumpolar Health Research career specialists from the eight Arctic Council states for Fulbright Arctic Initiative Scholar at the University of California - Los collaborative research in one of two focus areas: Resilient Angeles Communities and Sustainable Economies. Alumni are encouraged to engage in their communities, take action, and expand their Fulbright experience beyond their academic institution. The Killam Fellowships Program “My Killam Fellowships experience was beyond what I had imagined it would be. I had preconceived notions of what to expect, but I quickly learned that what you anticipate and what actually happens are two very different things. What surprised me the most about my exchange was the amount of self-reflection and “soul-searching” that I was able to do abroad. The Killam Fellowships Program, supported by an endowment from the American Killam Trusts, is designed to develop a cadre of young leaders committed to enhancing mutual understanding between Canada and the United States. The Killam Fellowships Program provides exceptional undergraduate students from universities in Canada and the United States with the opportunity to spend either one semester or a full academic year in the other country during their undergraduate career.

EducationUSA is a U.S. Department of State network of over 425 international student advising centers in 178 countries. The network promotes U.S. higher education to students around the world by offering accurate, comprehensive, and current information about opportunities to study at accredited postsecondary institutions in the United States. EducationUSA also provides services to the U.S. higher education community to help institutional leaders meet their recruitment and campus internationalization goals. This year has been an exciting one for EducationUSA. Advisor Jenika Heim participated in the EducationUSA Forum in July. Advising in 2018 has been extremely busy. EdUSA Canada advised 34 students through the 2017-18 admissions cycle with students now attending Florida Polytechnic University, Harvard University, University of Michigan, Nova Southeastern University, University of Chicago, Yale University, and more. For the 2018-19 admissions cycle, we are working closely with more than 70 students. This demonstrates that EducationUSA is becoming more viable across Canada, with more students using our services. EdUSA Canada participated in many education fairs and gave many presentations across Canada. EdUSA visits included Calgary (1), Kingston (1), Montreal (2), Quebec City (1), Toronto (2), Winnipeg (1), and Vancouver (1). New to 2018, EdUSA partnered with the Go Global Expo to offer reduced pricing to U.S. universities, creating an EducationUSA pavilion at this event in Montreal and Toronto. Another highlight was our advisor’s first trip to Winnipeg, where she participated in the Rotary Fair and gave a successful Guidance Counsellor Forum event. The Guidance Counsellor Forum has become EducationUSA Canada’s signature event. In 2018, it was held in Winnipeg, Victoria, Vancouver, and Calgary.

Highlights Fulbright Canada had an outstanding and productive year. We continued to support exceptional students, scholars, and alumni, we launched youth-centered programs and events, and we built on our commitment to indigenous issues and opportunities. Further, we developed new partnerships and renewed key public and private sector partnerships. Through these initiatives and our core programs, Fulbright Canada continued to grow both the reputation and impact of the Fulbright Program in Canada.

Orientation The annual Fall Orientation was held in Ottawa on September 14th and 15th. The 2018-2019 U.S. Fulbright Scholars and Students and all new Killam Fellows came together and participated in a range of academic, professional, and cultural activities. Canada 1968 Fulbright Canada, The Center for the Study of Canada at the State University of New York College at Plattsburgh, the Canadian Studies Program at Bridgewater State University, and the Canadian Museum of History hosted a one-day scholarly colloquium, “1968 in Canada: A Year and Its Legacies.� The colloquium celebrated the significance of the year 1968 in the history of Canada. The conference resulted in an edited collection, released by the University of Ottawa Press early in 2020.

Fulbright Canada - Maple Leaf Foundation Exchange Fulbright Canada and the Maple Leaf Foundation partnered to create an updated and newly expanded Maple Leaf Foundation Exchange Program and Community Service Initiative. The MLF has, for more than twenty-five years, engaged high school students in the Boston public schools and their counterparts in Canada in a successful program of academic and cultural exchange and wishes through this agreement, to ensure that the program continues and grows.
