he Killam Fellowships Program, supported by an endowment from the American Killam Trusts, is designed to develop a cadre of young leaders committed to enhancing mutual understanding between Canada and the United States. The Killam Fellowships Program provides exceptional undergraduate students from universities in Canada and the United States with the opportunity to spend either one semester or a full academic year in the other country during their undergraduate career.

he Fulbright Canada-Mitacs Globalink Research Internship is intended for U.S. Students interested in coming to Canada to undertake advanced research projects for 10 to 12 weeks (between May and August) in their area of interest. Projects will be drawn from a broad cross-section of research topics covering all academic disciplines, and students will be placed with a university research project and undertake research projects under the supervision of a professor. Students will be given the opportunity to take part in professional training and extensive opportunities for cultural, social, and recreational experiences.

he Fulbright Arctic Initiative is an international, multi-disciplinary collaboration on Arctic research. As Arctic nations continue to take concrete steps to work together and address public policy research questions relevant to their shared challenges and opportunities, the Fulbright Arctic Initiative offers a collaborative model for scholarly exchange.
The current group of nineteen scholars is the third cohort of Fulbright Arctic Initiative Scholars, representing the eight countries that make up the Arctic Council: Canada, the Kingdom of Denmark, Finland, Iceland, Norway, Russia, Sweden, and the United States. They are led by two notable Arctic experts, Dr. Greg Poelzer, a Professor in the School of Environment and Sustainability (SENS) at the University of Saskatchewan, and Dr. Elizabeth Rink, Professor of Community Health in the Department of Health and Human Development at Montana State University, both of whom are alumni of the Fulbright Arctic Initiative.
Fulbright Arctic Initiative Scholars conducted research in the areas of Arctic security and cooperation, Arctic infrastructure in a changing environment, and the community dimensions of health. They covered a wide range of topics, including engaging local and Indigenous knowledge towards human, environmental and food security; exposure to toxic chemicals in the Faroe Islands; community-based solutions to Indigenous health and elder care in Alaska; climate change resilience; sustainable development; and the role of the arts in Arctic communities.
The third Fulbright Arctic Initiative received funding from the U.S. government and partner governments, including the governments of Canada, the Kingdom of Denmark, and Iceland.

Honouring Nations Canada
Honouring Nations Canada (HNC), a Fulbright Canada initiative, was established in 2021 to recognize, celebrate and share examples of Indigenous achievement. Indigenous-led and Indigenous-informed, this initiative supports research and promotes knowledge sharing by creating national awards that recognize exceptional achievement and underwrite case studies of Indigenous issues and Indigenous economic development. Fulbright Canada announced the launch of the Honouring Nations Canada Good Governance awards in May 2023. The nomination period was from May -December of 2023 and it was a successful call, doubling the target of nominations received. Throughout the nomination period, community
outreach consisted of social media, the hosting of an informational webinar in partnership with Honoring Nations (USA), and email campaigns. Members of the Circle of advisors helped to promote the recognition program within their networks and met to review the submissions early 2024. Twelve semi-finalists have been selected and the Awards Review Committee will soon meet to agree upon finalists. The finalists will be presented to the remaining circle members before the honourees are announced to the public. In addition to the six originally planned recognition categories, Fulbright Canada will also remark the considerable contributions of Bill Montour award in remembrance of a founding member of the Circle of Advisors, that we sadly lost last year.

The Fulbright Canada Honouring Nations Canada Initiative is made possible through partnerships with the Samuel Centre for Social Connectedness and the Harvard Kennedy School. In addition, the work is supported by generous commitments from the University of Saskatchewan, the Canadian Mountain Network, the Government of Canada and the US Embassy in Canada.
This was an excellent year for partnerships. HNC has expanded the partnership with the Canadian Mountain Network and attended the Braiding Knowledges Summit hosted by the Canadian Mountain Network in Parksville, BC. Fulbright also welcomed University Canada West and the Laurier Institution as event partners for the recognition ceremony which is scheduled for May 9, 2024. The event will consist of two parts –a knowledge sharing panel in the afternoon, and a celebratory dinner in the evening.

each city. Virtually, the EducationUSA team ran a March-May webinar series focused on finding your best fit, leading up to the May 2023 fairs. These four events saw 256 live attendees.
EducationUSA is a U.S. Department of State network which promotes U.S. higher education by offering accurate, comprehensive, and current information about opportunities to study at accredited postsecondary institutions in the United States.
EducationUSA also provides services to the U.S. higher education community to help institutional leaders meet their recruitment and campus internationalization goals.
During fiscal year 2023, EducationUSA returned to full regular operation which included hosting and attending in-person events. Advisers Jenika Heim (Ottawa), Zhaoying Hu (Vancouver), and Hang Lyu (Toronto) coordinated, created materials for, marketed, and ran their first Canadawide EducationUSA College Fair from May 9-13, 2023 with stops in each adviser’s home city. More than 70 U.S. higher education institutions participated in the fair which also include a Guidance Counselor Forum in each city and a cultural event (Blue Jays baseball game) in Toronto. Between 120180 students and their families attended in
The EducationUSA team promoted studying in the USA across Canada with trips to Victoria (BC), Calgary (AB), Edmonton (AB), Winnipeg (MB), Hamilton (ON), St. Catharine’s (ON), Waterloo (ON), Montreal (QC), and Quebec City (QC). Visits consisted of high school and university visits, guidance events, college fairs, school presentations, and/or conferences. The EducationUSA team attended numerous academic conferences to network with U.S. higher education representatives. The highlight was the EducationUSA regional forum in Costa Rica in November 2022 which all three advisers attended.
Both Hang and Zhaoying have moved on from EducationUSA. Looking ahead, EducationUSA will maintain two advisers in Ottawa and Vancouver, dividing the advising responsibilities between East and West.

Conclusion of the Fulbright Arctic Initiative III
The Fulbright Arctic Initiative concluded its third cohort with a series of events in Washington, D.C. For the past two years, Fulbright Arctic Initiative Scholars from the eight Arctic nations – Canada, the Kingdom of Denmark, Finland, Iceland, Norway, Russia, Sweden, and the United States -- have worked together to address shared challenges and opportunities through collaborative research.
From April 24-28, 2023, these scholars gathered in Washington, D.C., with other experts and government officials from the Arctic nations to present their work, provide policy recommendations, and discuss how they will continue collaborating on future projects.
Events included a poster exhibition and a symposium where scholars presented public policy recommendations from their collaborative work and discussed the Indigenous foundations of Arctic knowledge.
It is with great excitement that we celebrate the 20th anniversary of the Killam Fellowship Program. This year's 2022-2023 cohort of Killam Fellows marked a special milestone for the program. As a part of their exchange, Fulbright Canada hosts all new Killam Fellows each year at an Orientation program in Ottawa in the fall and again at a seminar in Washington, D.C., in the spring. This year's spring seminar in Washington, D.C., took place from April 23-24, 2023, where Fellows explored the city, attended the Fulbright Arctic Initiative Symposium, visited the Embassy of Canada, and celebrated this momentous milestone with a 20th-anniversary dinner.
The Killam Fellowships Program has achieved outstanding success over the past two decades. The first cohort began in 2002-2003; the program has produced nearly 600 alums since then. We have partnered with close to 45 institutions in Canada and the United States over the past 20 years, with our current cohort of partners including 20 Canadian universities and 16 American universities.

Canada Colloquium IV: Contemporary Challenges to Democracy and Democratic Institutions
In partnership with the University of Hawaiʻi at Mānoa and the Center for the Study of Canada at the State University of New York College at Plattsburgh, Fulbright Canada was pleased to host the fourth iteration in our Canada Colloquium series. The colloquium was held at the University of Hawaiʻi at Mānoa’s beautiful campus in Honolulu from October 25-27, 2023. The theme of this year’s colloquium was Contemporary Challenges to Democracy and Democratic Institutions, and it asked authors to address issues such as political polarization, threats to multi-ethnic democracies, economic inequality, the growing maldistribution of wealth and income, democratic backsliding, and the rise of populism.
The colloquium commenced with the authors’ workshop and closed with an open town hall meeting that included students, professionals, officials, and the interested public at the University of Hawaiʻi at Mānoa on the evening of October 27th. The 23 authors will contribute their scholarship to an edited volume produced by the hosts.

Kw’umut Lelum’s Adventure to Boston
Honouring Nations Canada, an Initiative of Fulbright Canada, was pleased to support ten Indigenous youth from Kw’umut Lelum Children’s Services as they embarked on a week-long adventure to Boston. In partnership with the Maple Leaf Foundation and Kw’umut Lelum, we are pleased and privileged to support initiatives such as this one, which provides experiential learning opportunities for Indigenous youth.
During their time in the city, the youth visited several landmarks and institutions, including the Peabody Museum, the Pequot First Nation, MIT, and the Harvard University Native American Program.
They also had the opportunity to attend a Pow Wow with the Harvard Kennedy School and meet with Pequot Youth. Of course, no trip to Boston would be complete without exploring the Freedom Trail and catching a Red Sox game!
Indigenous youth from Kw’umut Lelum
Every year, Fulbright Canada receives the incoming cohort of American Fulbright students and scholars, along with the entire cohort of Killam Fellows, at the annual Fall Orientation in Ottawa.
In September 2023, 99 grantees joined the two-day orientation and took advantage of several enrichment activities. Among them were information sessions, academic panels, networking opportunities, visits to several cultural landmarks in Ottawa, and fun social events. These visits included private tours of the Supreme Court of Canada and the National Gallery of Canada, an Indigenous walk tour that took them through downtown from an Indigenous perspective, and finally, the annual friendly hockey game at the Carleton University Ice House.
Every year, orientation provides us with an opportunity to welcome new students and scholars and gives the new cohort an in-person opportunity to network with their new colleagues and future research collaborators.
