ENVISIONING HEALTHIER NEIGHBORHOOD DESIGN:

GREENWOOD PHINNEY

University of Washington Department of Landscape Architecture Neighborhood Design Studio Winter 2014

MOVEMENT ECOLOGY CIVIC

In January-March 2014, the University of Washington Landscape Architecture’s Neighborhood Design Studio focused on the Greenwood-Phinney neighborhood of Seattle to identify and envision ways of improving the neighborhood’s streets and open spaces. The Greenwood-Phinney Greenways group served as a key stakeholder for the 12 Bachelor of Landscape Architecture (BLA) students in this studio led by Associate Professor Julie Johnson. The students learned about the neighborhood and gained insights on their design ideas from community members. They got underway by exploring and analyzing aspects of the neighborhood, identifying opportunities, and visiting local precedents. Students met with community members one evening in mid-January at the Greenwood Branch Library, to learn more about the neighborhood’s features and potentials. Community members were invited to three subsequent design discussions at UW’s Gould Hall, addressing initial design ideas, design schemes, and refined proposals. As part of their initial scoping, the students identified three interrelated systems to address designs for a healthier Greenwood-Phinney neighborhood: • movement systems –to support safe and appealing pedestrian and bicycle networks; • civic systems –to engage diverse groups in shared play, learning and stewardship; and • ecological systems –to improve urban environmental conditions such as stormwater, habitat, and urban agriculture. While each student undertook an individual design project, their work overlaps and connects with others’ projects spatially and programmatically. They sought to coordinate these relationships, to cross scales, and to suggest short term as well as longer range potentials. The projects include design proposals for certain streets to support walking and bicycling, such as greenways, as well as open space interventions to enrich ecological and community life towards a healthier neighborhood. Following the studio’s presentations in March, a community member initiated potential for the studio to display their designs as part of the Phinneywood Art Walk May 9 and 10. Collaborating with community members, the studio transformed a vacant commercial space at the corner of N. 85th Street and Greenwood Avenue N. into a series of interactive exhibits augmented by Greenways and community venues. Visitors were encouraged to add “sticky note” comments on the students’ boards, to afford a visual conversation on the varied proposals. Greenways and community members provided information on Seattle Neighborhood Greenways, a children’s play space, a space for watching videos on improving streets, a comment wall for people to express their ideas for the neighborhood, and refreshments. Images are found at the end of this booklet. --Julie Johnson, Associate Professor, U.W. Landscape Architecture.

MOVEMENT ECOLOGY CIVIC

This booklet presents the students’ design proposals for a healthier Greenwood-Phinney neighborhood, as a resource and catalyst for continued community dialogue and action. The proposals have grown from feedback provided by community members, designers, and others. We thank all who met with us to share and discuss ideas throughout the quarter and at the final presentations:

Carkeek Park Connection

The focus of this project is to reveal a hidden ecological history in Greenwood, fostering a stronger connection between the neighborhood and Piper’s Creek watershed. The remains of a glacial peat bog are currently covered by tarmac and concrete. Water is piped away from absorbant layers of partially decomposed Spagnum moss, caus the peat bog. historic headwaters of Piper’s Creek will be partially re vealed. The life cycle of the urban stream is primarily concealed through culvertization and diversion to rigid piping systems. By revealing the stream’s journey at key moments stormwater resilience and public understanding of At Sandel Park the historic peat bog is revealed through excavation. Sandel is currently poorly drained, especially . at its south west corner. An opportunity for green stormwater infrastructure and ecological literacy is apparent. At the crossing of Holman and 7th Ave the pedestrian connection to Carkeek Park is improved. The pedestrian and bicycle connection to Carkeek is currently very limited, especially when approached from the south. This project proposes the purchase of two currently vacant lots on the south and north side of Holman, connecting the two with a pedestrian and cyclist overpass. The south lot will host a skate dot and a demonstration garden highlighting the stormwater detention pond, where visitors are given the oppor Carkeek

According to Seattle’s Citywide Skateparks Plan, a skatedot is a piece of “integrated skateable terrain” designed to blend seamlessly into small neighborhood parks. Unlike a large skatepark, these features may not exceed 1,500 square feet, should complement or enhance adjacent landscaping, and may support other types of uses beyond skateboarding. By including skatedots in its small parks, Seattle will create networks of safe, accessible “skate trails” throuhgout the city. This will help attract existing skateboarding activity into appropriate areas and build an inclusive environment for practitioners of this popular active sport.

The northern most proposed skate dot is a vacant lot that provides a premium opportunity for the location of an active space. Another studio design has proposed a pedestrian footbridge to cross Holman road and would land at this location. The proposed P -1 neighborhood green way is located on this block as well. Located adjacent to the block is a shopping center , additionally the southern entrance to Carkeek Park is within a block. Storm water treatment , and examples of sustainable practices could set examples for the community to learn from at this small site.

Plans for the lot located north of Greenwood Public Library to be converted into a public park space are being addressed by other members of the neighborhood studio. This is an ideal site to establish a connection of active space in the center of the Greenwood neighborhood. It sits along the business corridor, and is located a block away from the proposed P-1 green way that runs along 1st Avenue. This site is being approached as a collaboration with other members of this studio. Subtle elements would be installed as skate-able pieces, but also doubling in function through ecology, or practicality.

This site is in the center of a residential neighborhood that is bordered on its eastern periphery by Greenlake and the Woodland Park & Zoo. Located in lower Woodland Park is one of the city’s larger skate parks. This would serve as the ideal anchor to an arm of active space “skate dots” spanning through Greenwood and connecting to the already established Crown Hill skate dot. Located a block from the studio-proposed green way, running along Fremont Ave, Linden Park would serve as an installation site of skate-able elements that correspond to the existing design of the park. 0

Why call this the power trail? People power, neighborhood power, powerlines, the power of opportunity and cooperation, food as a source of power and nourishment for the community. At the north end of the greenwood neighborhood is a well

worn path which connects an “alley culture” to the interurban trail, Greenwood park and Evanston p-patch. located between 90th street and 105th street, the trail offers respite from the city life and exposure to nature. The trail is intersected by 8 streets running east and west, and has a gradual elevation gain of about 50 feet running north along a ridge line. The greenwood

greenways group made a proposal to develop the trail with public support, but the negotiation with Seattle city light is ongoing.

By permanently closing Evanston, the neighborhood will benefit from having less cut through traffic and gain a local open space. Further enhancements could be made at the intersection of Fremont Ave and 105th Street, including pavement treatment and signage leading users to the new park. Additional signage could draw users beyond the Evanston park, to the Seattle City Light transfer station across the street. There is a lovely children’s exhibit and broad undeveloped lawn that could be the next community park.

For reasons unknown, the alley between 90th street and Greenwood Park has been fenced closed. Reconnecting this section to the Power Trail would connect these two neighborhood assets.

Between 90th street and 95th street is the only segment of the Power Trail that is inaccessible to cars. This would be an excellent place to create a hard surface trail, and to introduce more community p-patch gardens. The extra activity would increase safety, and beautify the experience.

Between 95th street and 97th street is a huge public right of way adjacent to multi-family housing. This area would benefit greatly from a new community playground and p-patch gardens.

This design is to use the proposed greenway, the N 100th Street, to build up connections with other destinations, put in program to activate the narrow space, and final but not least to make it green and safer for bike users and pedestrian. The concept is to use three different conditions intersection to illustrate three different concepts. The first one is “intersection”, which draws a consideration of safety and bike trails. The second one is “street park”, use the intersection with the inter-urban trail and the nearby space to make it a recreational street park. The last one is “transfer”, taking the intersection with the Aurora Ave and the rapid-ride station to make it a transpotation hub. The whole design is drawing out a future of greenway development with lowing down the street traffic volume, bring more people into the street and use them as recreational destination without considering any safety issue.

CROSSING AURORA AVE. Luna Cheng We were presented with the site of Greenwood, where the neighborhood is segregated by the infamous Aurora Avenue. The seven-lane traffic has discouraged the walkablity within the area and created safty issues for pedestrians. Also, as a result of the lack of bike lanes, pedestrians have to compete with cyclist who bike on the sidewalks. I proposed to have bike lanes and bioswales along the 90th, forming a more integrated biking and ecological system.

90th St. towards Aurora Ave.

90th St. and Aurora Ave. intersection

Along 90th street would be a series of way-finding features of a variety of scales, which lead the pedestrians to a fun, vivid pedestrian bridge that spans across the Aurora and 90th intersection. The bridge would not only serve as a landscape but the purpose of getting pedestrians and cyclyist safely across. Connecting the educational organizations and the schools nearby.
