Ifcurrentleadershipwere responsibleforallorevenmostof theagency’sproblems,suchamove mightmakesense.Butthesadtruth isS&WB’sfailureswentunaddressed fordecadesbeforeKorbanarrived.
Whateveronemightthinkofthe currentleadership,Korbanand boardmembersknowtheissues facingtheS&WB,andthere’sno indicationKorbanhaslostthe supportofrank-and-fileemployees. Withproperlocalandstatesupport —including,perhaps,limitedstate oversight—Korban,theboard andtheNewOrleansCityCouncil wouldbewellsituatedtoimplement neededreforms.
Statesupportiscritical.Itmay comewithstrings,perhapseven oneortwostateappointeestothe board.Itshouldnotcomeatthe expenseofcounciloversight, however,particularlygiventhe council’snewroleasfinalarbiter ofbillingdisputes.
Whateverlawmakersdecide, S&WBmanagementneedstofixthe agency’sbillingsystem.Thecurrent planistomaintainthestatusquountil new“smartmeters”areinstalled citywide—which,atbest,won’t happenforatleasttwomoreyears That’sunacceptable.ratepayers whoalreadyhavesmartmeters, alongwiththecouncil,shouldbeable toknownow,nottwoormoreyears fromnow,ifthenewbillingsystem willwork.

Asoriginallydrafted,Cloud’sbillwould applythatexceptiontotheformulation ofAll“governmentaldecisionsand policies”—notjustthegovernor’s.If SB482werealreadythelaw,Mayor laToyaCantrell’sfirst-classflightsat taxpayers’expenseandlSU’scover-up ofsexualabusebyathleteswouldnot havecometolight.Almostnothingthat citizensreallyneedtoknowabouttheir governmentwouldbeapublicrecord. THE GOAL OF THE FIRST FRENCH QUARTER FESTIVAL actuallywastoconvincelocalstocometotheFrenchQuarter.Inadvanceof the1984World’sFair,orLouisianaWorldExposition,repairstosidewalks andotherimprovementshadmadetheFrenchQuarteraconstruction zone,andcityofficialswantedtoshowofftheimprovements.
Inthefourdecadessince,thefreefestivalhasgrownintooneofthe state’sbiggestmusicevents,andit’salwayslookingforwaystogrow.This year’seventfeaturesmorethan300performances,runningThursday, April11,throughSunday,April14,onupto21stages Thefestivalfootprint iscrossingCanalStreetwithanewstagesetupatSpanishPlazaalongthe riverfront Thefestivalalsocontinuestoevolve,includingtheintroduction ofadedicatedDJstagethisyear(see“GoDJ,”page19).
