ThechargesagainstJosepharisefromhisproduction ofamailertoutingCantrell’saccomplishmentsduringthe recalleffortagainsther.Themailercostatleast$50,000 incityfundsandappearedtoviolatelocalandstatelaws againstusingpublicfundsforpoliticalpurposes
Councilmembersinvestigatedthematterforsix monthsbeforeinvokingaCityCharterprovisionthat allowsthem,byasimplemajorityvote,tosuspendor fireamayoralappointeeforgrossmisconduct,incompetence,orneglectofduty.Thecharterrequiresa hearingsothattargetedappointeescanberepresented bycounselandpresentevidenceintheirdefense.
Joseph’shearingwasscheduledforOct.3,buthe wasano-show.
Instead,CityAttorneyDonesiaTurnerappearedon hisbehalfforthe“limited”purposeofrequestingatwoweekcontinuance—sothatJosephcouldhireanew
privateattorney.Josephhadanattorneyasrecentlyas Sept.28,butTurnertoldthecouncilthatthatattorney (whomshedeclinedtoidentify)hadsincewithdrawn fromthecase.
Thecontinuancerequest,alongwithJoseph’sabsence, pushedseveralcouncilmembersovertheedge CouncilPresidentJPMorrelldemandedtoknow ifJosephwasworkingorevenatCityHallontheday ofthehearing.Turnersaidshedidn’tknowand wouldn’tspeculate.
Forhispart,Josephhasdissedthecouncilonsocial media,sayinghewouldnotattendthehearing.
“Mr.Josephhasn’tbotheredtosendthecouncilan emailaskingusforacontinuance,”Morrellsaid,adding thatJosephhadn’tcommunicatedatallwiththecouncil buthas“saidrepeatedly,toeveryonewhowilllisten,he hadnointentionofattendingthiscouncilmeeting.”
Othercouncilmemberschimedin,buttheyultimately tooktheadviceoftheirownattorneyandgrantedthe two-weekextension.Morrellwarnedthatnoadditional delayswouldbegranted.

“Intracingherlife,wegofrom LouisianaunderFrenchruletoSpanish andbacktoFrance,”Myricksays. “WegothroughtheLouisiana Purchase,throughtherevoltof1811, thelargestslaverevoltinthehistory oftheAmericas.Wegothrough theWarof1812andtheBattleof NewOrleans.Indealingwiththose years,youhavetodealwithpartsof Louisianaculture,includingplacage andthequadroonballs.”
Myrickhasbeenworkingonthe dramaforlongerthantheperioditcovers.ShetrainedwithMarkR.Sumner, whocreatedseverallandmarkhistoricaloutdoordramas.In1994,Myrick wenttoNorthCarolinatowork withSumneranddirecthisshow, “PathwaytoFreedom,”aboutthe UndergroundRailroad.
WhenshereturnedtoNewOrleans, shedecidedthatthecityneededits ownepichistoricaloutdoordrama.She enlistedSumnerandthetwobegan workingon“LeCodeNoir”together Theytookthenamefromthelaws writtenforFrenchterritories.Manyof thoselawsconcernenslavedpeople, butthefirstrequiresthatJewseither converttoCatholicismorleavethe
territory.Howthelawsworkedin Louisianaalsowascomplicated.Asthe pirateJeanLafittesaysinthedrama, “Italldependsonwhoselawsyou’re reading.”Aswritten,thecodeforbade thegatheringofpeopleenslavedby differentowners,butthathappenedin NewOrleansunderSpanishrule,and suchgatheringsinCongoSquarewerea foundationofthecity’smusic.
Santeeisafictionalcharacter,named foroneofMyrick’sancestors,whowas enslavedinLouisiana.Butthedrama isgroundedinhistory,anditfeatures historicalfiguresincludingLafitte,Marie LaveauandAndrewJackson.
