Lastweek,duringGov. JeffLandry’sspecialsessiononcrime, legislatorshastilyandoverwhelmingly approvedSenateBill1bystateSen. BlakeMiguez,r-NewIberia.

EffectiveJuly4,thenewlawwill allowany“law-abiding”person18or oldertocarryaconcealedhandgunin Louisiana—withoutapermitorany trainingwhatsoever.

That’sasignificantchangefrom existinglaw,whichrequiresaconcealed-carrypermit,aminimumageof 21andlive-firetraining.

Miguez’sbilldoesn’tdefine “law-abiding.”It’sjustatalkingpoint. Effectively,hisbillletsanyonewho isnotaconvictedfelonorjudicially declaredincompetentcarryaconcealedhandgun.

Asappliedto18-to-21-year-olds,it includesyouraverageoversexed,emotionallynot-yet-fullyformedhighschool senior—andhisorherconsequentially obtuse,potentiallyill-temperedfriends, cousinsandoldersiblings howmanyofthemdoyouthinkwill knoworfollowthebill’slimitationson wheretheycanpackheat?

Inrecentyears,similarconcealed-carrybillseitherfailedtopass orwerevetoedbythen-Gov.JohnBel Edwards,whocomesfromalonglineof sheriffs.Thisyear,thankstoLandry’s staunchsupport,Miguez’sbillsailed throughbothlegislativechambers. Butlawmakersdidn’tstopthere. TheyalsopassedMiguez’sSenateBill 2,whichgrantsimmunityfromcivil damagesifsomeonewithaconcealed carrypermitshootsandinjuresorkills a“perpetrator.”

Miguezsaysthatwillencourage peoplewhocarryconcealedhandguns togettrainingandpermits.

Maybe.

Thismuchiscertain:SB2doesnot define“perpetrator”—andthatopens aPandora’sbxofpotentialabuses.

“Basically,themessageis,‘Keep shooting.Emptytheclip,’”saidformer staterep.JoeMarino,ano-party independentfromGretnaandacriminaldefenseattorney.“Iftheperson youshootcan’ttestifyandthereare nootherwitnesses,youcanclaim self-defense.”

First,thegood news:Afteraprotractedlegalbattle betweenthecity andsomeshorttermrentaloperators,U.S.District JudgeIvanLemelleupheldthecity ordinanceregulatingresidentialSTrs, includingtheuseofalotterysystem forprospectiveoperators.

Peopleonbicyclesride pastarowofSTRson GovernorNichollsSt.

Lemelle’srulingwasaneartotal, andwelcome,winforthecity,which hadbeenstymiedinitseffortsto regulateSTrsduringthelengthycourt challenge.Predictably,theperiodof laxenforcementallowedbadactorsto runroughshodoverNewOrleans’most vulnerableneighborhoods.Thislawlessperiodwassooutofcontrolthat, atthestartoftheMardiGrasseason thisyear,thereweresixtimesmore listingsthancitypermitsforSTrs

Longbeforethecourtchallenge, however,MayorLaToyacantrell’s administrationallowedbadfaithSTr operatorstoflouttheruleswithimpunity.That,inturn,causedproperty valuesandrentstosoarinhistoric andhistoricallyBlack—neighborhoods likeTreme,displacingmanylongtime residents.Theerosionofhistoric neighborhoodshitthe5thand7th Wardsparticularlyhard.Inthoseand otherareas,it’snotuncommontohave fiveorsixSTrs,legalorotherwise,on asingleblock

WhilemanylocalSTroperators followtherules,theindustryisdominatedbyout-of-stateindividualsand corporationswhoseeNewOrleans’ historicneighborhoodsasaresource ripeforstripmining.Thankfully, Lemelle’srulingallowsthecouncilto limitthenumberofSTrsonasingle block,anditaffirmsthecity’sauthority toregulatecorporateowners.

Therulingisamajorwinforthe NewOrleanscitycouncil,particularly

councilVicePresidentJPMorrell, whotooktheleadinreininginSTr scofflaws.Still,significantissues remain,mostnotablythecommercial permittingsystem—andgettingthe administrationtoenforcethelaw.

Now,thebadnews:OnFeb.27, Landryannouncedanewtaskforceto “review”operationsoftheSewerage& WaterBoard(S&WB)andrecommend “reforms”forlawmakerstoenact.It’s notable—andunfortunate—thatnone ofthetaskforce’s14memberswillbe appointedbythecouncil,themayor, consumergroups,communitygroups orenvironmentalorganizations

Yes,theS&WBneedsmajor reforms.Andyes,theagencyisa hybridentity—createdbythestate butmostlyappointedbythemayor andsubjecttosomecitycouncil oversight.ThosefactsmakeLandry’s taskforcelookliketheprecursorto anotherpowergrab,thisoneaimedat takingcontroloftheS&WB.

Morrellwasquicktopointoutthat Flint,Michigan,presentsacautionary taleofwhatcangohorriblywrong whenapoliticallyhostilestategovernmenttakescontrolofamajority-Black city’swaterutility.

NewOrleanshasproblemsaplenty, butstateaidshouldcomeintheform ofadditionalresourcesandreforms thatwillbenefitcityresidents—not stripthemoflocalcontrol.

FIFTYYEARSAGOTHISWEEK,NEWORLEANSFIRSTBECAMEANNBATOWNwhen theNationalBasketballAssociationannouncedthecreationofthefranchisethat wouldbecometheNewOrleansJazz.OnMarch7,1974,NBAcommissioner WalterKennedyannouncedthattheleaguewasawardingits18thfranchisetoa nine-mangroupledbyFredrosenfeldofBeverlyhills.hisgroup,whichincluded severalLouisianainvestors,paid$6.15millionfortheexpansionteamtobelocated inNewOrleans.

AccordingtotheStates-Item,acontesttonametheteamreceivedmorethan 6,500entries.InJune1974,theNewOrleansJazzwasselectedasthewinner. Yousee,orangutansareourRoman Empire.Wethinkaboutthemdaily. Theyareintelligent,lessquickto angerthanotherapes—andmost importantly,theydon’tseemtotake lifetooseriously.Theybuildforts, pullmischievouspranksandeven createmakeshiftsuperherocapes outoftarpsbeforeswingingfrom branches.Basically,theyspendtheir

daysbeingawesome,engagingin awesomeactivities.

TheWildEncountersareintended togivevisitorsacloserlookattheir intricatelivesandachancetolearn aboutthecarethatgoesintokeepingthemsafeandhealthy.Audubon staffalsouseitasanopportunityto talkabouttheexistentialchallenges theseanimalsfaceinthewildand conservationeffortstohelpkeep theirspeciesaround.

Unlikesomeotheranimal-related excursionsthatcanseemexploitive, theencounterwasopt-inforthe orangutans,meaningtheycould hangoutsideiftheyweren’tinthe moodtomeetfansbackstage.And beforeyouask,no,youcan’thugthe orangutans,oreventouchthem.No matterhowveryhuggabletheymay look,theyarestillverywildandVERY stronganimals.

Arenovationisunderwaythatwill expandboththediningroomandthe kitchen.Therestaurantwillstillhave about60seats,asbefore,butwith morespacebetweentablesandnew designtouchestosoftenthevolume aroundtheroom.Withmorespace inthekitchen,therestaurantwill makemoreofitsstapleingredients in-house.
