It’snotclearifthedecisiontofreezenew fundingforthecomplexcouldjeopardize theS&WB’sconstructiontimeline.It’salso notclearwhylawmakersfrozethemoney.
Gov.JeffLandry’sofficeonTuesday calledamediabriefingtoannounce “fundingimprovements”fortheproject,suggestingsomeplanmightbein
theworks.Butthebriefing,scheduled forWednesday,wascalledoff.
LandryspokespersonKateKellysaid theeventwascanceledduetoaschedulingconflictandthattheannouncementwouldbeheld“sometimeinthe nextfewweeks.”
TheS&WBsaidinastatementitwould continueworking“toidentifyeverypotentialfundingsourceavailabletoensurethe PowerComplexisbroughttofulfillment forthepeopleofnewOrleans.”
Thedecisiononfunding,whichwas finalizedwiththeendofthelegislative session,comestwoweeksafterMayor LaToyaCantrell,whoalsochairsthe S&WB,questionedaslateofbillsaimedat improvingtheS&WB’sbillingprocessand streamliningthecity’sdrainagesystem.

Aftereightyearsofhavingformer Gov.JohnBelEdwardsstandingintheir way,anti-queertheocratsinthelegislaturetookfulladvantageofhavingone oftheirownintheGovernor’sMansion thisyear
Bywidemargins,bothlegislative chambersapprovedabillforcingtrans kidstousetheirdeadnamesand pronounsinschoolunlesstheyget writtenpermissionfromtheirparents, passedLouisiana’sversionofa“Don’t SayGay”billprohibitingteachers andstudentsfromdiscussing“sexual orientation”and“genderidentity”and adoptedaregressive“bathroombill” targetingtranskidsandadults
Noneofthosebillsfacedsignificant oppositionfromlawmakers.Most passedwithlittlediscussionand few,ifany,amendments despite pushbackfromthepublicandthe medicalcommunity.
Thebathroombillanddeadname measuredemonstratedaparticularly troublinghostilitytowardstransgender kids,somethingthat’sbeenbuildingin theCapitoloverthelastseveralyears. Forcingtransyouthtousebirthnames theynolongerwanttogobyhasbeen showntoincreasetheriskofself-harm inapopulationthatalreadyhasadisproportionatelyhighsuiciderate.
Thebathroombill,meanwhile,aims tosolveanon-existentproblem namelytranspeoplelurkinginstalls acrossthecountry.Inreality,itlikely willcreateaproblembyputtingtrans
youthinharm’sway.Significantdata showsthatforcingtranspeopletouse bathroomsthatdon’tcorrespondwith theirgenderexposesthemtoharassment,assaultandrape,especiallyin schools,sheltersfortheunhousedand prisons theveryareastargetedin thebill.

Insomeways,religiousextremists overplayedtheirhandduringthe2024 session:Mostoftheirlibrarybillsfailed tomakeitoutofcommittee.That includedaneffortthatcouldhavecriminalizedschoolandpubliclibrariesfor havingbooksthatincludeinformation onLGBTQissuesavailableforteens. Socialconservativesnonetheless scoredamajorvictoryinthewaning daysofthesessionwhenlawmakers passedLafayetteRepublicanRep.Josh Carlson’slibrarybill.Thatmeasure removesarequirementthatlibrary directorsholdamaster’sdegreein libraryscience whichisuniversally consideredabasicrequirementfor holdingtheposition andallowslocal governmentstofireadministratorsand otherlibrarianswithoutcause. “I’msurewehavethebusiest MondayinLouisiana,”hesays.
He’salreadylookingaheadto SpicyMango,anewOrleans Caribbeanfusionrestaurantheplans toopenatthecornerofesplanade andFrenchmeninthecoming months.Thespotwasmostrecently hometoTheYardandhasalarge outdoorcourtyard.
