Mostof“Jumpup”wastrackedat JonAtkinson’sBigTonestudioinNew Orleans,Halloransays,withgear straightfromthe’30s,’40sand’50s. Forafewsongsthebandhadrecorded atotherstudiosaroundtown,they remixeditthroughAtkinson’sgear.

“Everythingheownsisribbonand analog.ItlookslikeanEdWood,1950s sci-fi[set]inhishouse,”Halloransays withalaugh.“It’sunbelievable.We weregoingforthesoundofanalbum thatcameoutin1959.”

The15-track“Jumpup,”whichwas releasedonNu-ToneRecordings, cruisesaroundtheCaribbean—and includesNewOrleansinitsplaceasthe region’snorthernmostcity.

Thingsbegantochangeafterthe startoftheCubanembargoandasthe cityapproachedthe’70sand’80sand modernization,Halloranadds,“butthat eraofNewOrleansisreallyconnected totheCaribbean.…Itwouldhave beenroutineforjazzmusiciansinNew Orleansinthe’50stoknowahandful ofCubansongsandsomeLatinsongs becausethey’replayingfordancers.”

NewOrleansmusicianslike ProfessorLonghair,EddieBoandDave Bartholomewincorporatedelements theyheardfromCaribbeangenresinto theirmusic.“Thoseguysgotothat flavoralot,”Halloransays.“Theygoto thatclave,rhumbabeatoften.”

AndNewOrleansmusicinturnhas foundfansinCaribbeancountries,like JamaicanartistAltonEllisrecording tunesbyLeeDorsey.

ItwasafunexperienceandHalloran spunoffTheTropicalestofocuson thesemid-centurysoundshehad alwaysbeeninterestedin.Theband releaseditsfirstalbum,“shakethe Rum,”in2019andhadare-release onNu-Tone’ssisterlabelHi-Tidein 2022.Aholidayalbum“Presentsfor Everyone!”followedlatelastyear Duringthepandemic,Halloranalso releasedthe“Alcoasessions,”named fortheAlcoacruiselinethatranoutof NewOrleansinthe1950s.

Landryhimselfopposedthe conceptofexecutiveprivilegein 2022when,asattorneygeneral, hewasaplaintiffinalawsuitthat accusedthefederalgovernment ofcolludingwithBigTechtostifle speech.Backthen,Landrysaidthe federalDepartmentofJustice“must notbeallowedtohidebehindthe veilofexecutiveprivilege.”

FormerstateRep.BarryIvey, R-Central,isamongthosewho requestedrecordsfromLandry’s administrationandreceiveda responsethatsomerecordswere beingwithheldunderdeliberative processandexecutiveprivilege.Ivey soughtcommunicationsbetween Landryandmembersofhisexecutive staffinJanuaryabouttheirattempts toclosepoliticalprimaries

Formerstatesen.DanClaitor, R-BatonRouge,authoredthebillto doawaywithdeliberativeprocessin 2015.Hesaiditwasdifficulttostrike therightbalancebetweengiving governmentofficialsroomtowork withoutpreventingthepublic’sright ofaccess.Thepublicshouldgetto seebothwhat’s“onthesurfaceand underthehood,”Claitorsaid.

Claitorpointedtotheintroductory paragraphofthestatestatuteon governor’srecords,whichstatesthat democracydependsinpartonopen accesstorecordssothatcitizensmay betterunderstand“thedeliberations anddecisionsthatgointomaking publicpolicy.”

“Youhavetobeconcernedwhen theexecutivebranchwantstomake sweepingchangestopublicrecords,” Iveysaid.“Thathastobearedflag foranyoneconcernedaboutaccountabilityandgovernment.Partisanship isn’tevenpartofit.”

Louisianaoncehadadeliberative processexemptioninstatelaw specificallyforthegovernor’soffice thatwaspassedduringformerGov BobbyJindal’sadministration.Buthe andtheLegislatureagreedtodoaway withitonceJindal’stermended.

Inoneinstance,aMountainGrass unitshowatChickieWahWahcost$15 ifpurchasedonlinefromthevenueand $20atthedoor.OnstubHub,those sameticketsweregoingforaround $50—andinonecaseupto$543each.

Ticketbuyersandvenuesalsoare dealingwithspeculativetickets, caseswherethe“reseller”hadn’tyet purchasedtheticketstheyofferedfor resale,andonlydidsoaftersomeone hadagreedtobuythem

Howlin’Wolfandothervenueshave seenmultipleinstancesofpatrons comingtothedoorwithfaketickets purchasedonsecondaryticketsites.

Thispracticepresentsmultipleproblemsforvenuesaswellaspatrons.First, itputsvenuesinthedifficultpositionof havingangrypatronswhoeitherbought faketicketsorattendedashowonlyto findthecostatthedoorwasafraction ofwhattheypaid.Thiscreatesahorribleimpressionamongconcertgoers, understandably,andcanleadpeopleto stopfrequentingamusichallaltogether

involved—venues,performersand patrons.Mostperformersworkincrediblyhardatwhattheydo,literally puttingtheirheartsandsoulsintoeach gig,yetmanycanbarelymakeends meetinthebestoftimes.usingtheir laborandarttofleeceunsuspecting fansisreprehensible.

ItalsohasabroaderimpactonNew Orleansasadestination.Touristswho cometotownforashowspendmoney inmanypartsofoureconomy,includingrestaurants,bars,shopsandhotels Butwhenticketsfor,sayTaylorswift, runintothethousandsofdollars,many willdecidenottocomeorwillspend lessonotheritems.

Congressiscurrentlyconsideringtwo billsdesignedtohelpwiththisproblem: TheTICKETAct(H.R.3950)inthe HouseandTheFansFirstAct(s.3457) inthesenatearebeingpushedbyFix TheTix,acoalitionofindependent musicvenues,artistsandmusicindustry professionalshopingtobringsome sanitytothesecondaryticketmarket. unfortunately,todate,noonein Louisiana’sHouseorsenatedelegationshassignedontothebill,despite theenormousimpactthatlivemusic andentertainmenthaveonour economy.Thisissueisano-brainer, particularlyforHouseMajorityLeader stevescaliseandDemocraticRep TroyCarter,whorepresenttheNew Orleansarea.Weurgethemandtheir colleaguesintheHouseandsenate tobacktheseeffortstoprotectour hardworkingmusicians,entertainers andvenuesfromaninsidiousgriftthat posesaseriousthreattoLouisiana’s culturaleconomy.

Insomecases,bookshopsbecameculturalphenomenaof theirown.InPortland,Oregon,Powell’sanditsunparalleled collectionofbookshasbecomeatouristdrawforbibliophiles theworldover SanFranscisco’sCityLights,foundedby poetLawrenceFerlinghetti,wasahometoBeatgeneration writers,aswellasapublisherofsomeoftheirworks.
