ThechoreographerandassistantchairoftheTulaneUniversity DepartmentofTheatreandDancehas traveledextensively,fromannualtrips totheedinburghFestivalFringeto recenttripsbuildingconnectionswith danceartistsinChile.

Lastyear,shefoundedthe InternationalDanceFestivalNew Orleans,andoneofthemaincomponentswashostingatrioofChilean dancersfromValparaiso.

Thefestivalofcontemporary movementanddancereturnsforits seconditerationthisweek,running Sept.12-15atvenuesacrosstown. Anothercontingentofmovement artistsiscomingfromChile,thistime fromValdivia.Therealsoisanew DanceFilmFestivalportionofthe festival,andScott’sBodyartDance Companywillpresentanexcerpt fromherpiecereflectingonher Midwesternupbringing.

“IgrewupinKansas,”Scottsays. “It’sareimaginingofgenderroles throughthelensoficonography, specificallythroughthelensof‘The WizardofOz.’”

Thefestivalfeaturesdifferent performanceshowcasesonThursday, FridayandSaturday.Therearemany visitingperformers,withonlyone returningfromlastyear’slineup. Mostpiecesaresolosorduets,andall piecesattheMarignyOperaHouseon Saturdayfeaturelivemusic.

SaraSilkinisblindinoneeye,and manyofherworksreflecttheconstraintsordistortionsofsight.She presentsasoloworkre-imagining “TheWizardofOz.”

TherestofSaturday’sperformances reflecttheconnectionsbetween TulaneandChile.Scottpresentsher pieceaboutgenderperceptions.It wassupposedtobeperformedin Chilein2022,whenScottwasbuilding relationshipswithChileanmovement artists,butitwascanceleddueto Covid.She’llbetakingthepieceback toValdiviainearly2025.

Oneoftheartistsshemetthere, IgnacioDiaz,createdthefinalpiece inSaturday’sshow.Diazisthe directoroftheCenterforperforming Artsexperimentationandbuiltthe contemporarymovementscenein Valdivia.Hispiececombinesmovementandvideoprojections,both recordedandlive.Afterthefestival, he’llpresenttheworkatBasinArts andatNorthwesternStateUniversity inNatchitoches.

PUTTINGTHEBRAKESONgiving outexceptionstothecity’sresidentialshort-termrentalcapandmay doawaywiththeprogramaltogether,citing“unforeseen challenges”withtheprocess, whichbeganthissummer

programinthecity.Thatproposal hassofarbeensignedoffonby allmembersofthecouncilexcept presidentHelenaMorenoandis expectedtopass

Louisianalawmakersreclassified misoprostol—adrugusedtohelp stoppostpartumhemorrhaging, amongotherusesinthedelivery room—asaScheduleIVcontrolleddangeroussubstance.That hascreatedworryandfearamong doctorstryingtocomplywiththe lawwhilealsoproperlytreating women,theLouisianaIlluminator reported.Gov.JeffLandryinMay signedlegislationreclassifying misoprostolandmifepristone becauseoftheirusesinabortion care,evenaftermorethan200 doctorssentalettertoprotest thechange.

Currently,STrsarelimitedto oneper“blockface.”Thosewho don’tgetthepermitcanapplyforan exception,whichrequiresfeedback fromneighborsaswellasareview andrecommendationbytheCity planningCommission.Thecouncil canthenapproveuptotwoexceptionsperblockside.

Butthatprocesshasproven problematic:Sofar,thecouncilhas overrulednearlyalloftheCpC’s recommendationsagainstgranting exemptions,whichhasupsetSTr opponents.Councilmembers, meanwhile,havehadtheirown frustrationswithhowCpCdecides whetherornottorecommend grantinganexemption

ThesituationhasledCouncil VicepresidentJpMorrelltopropose tworelatedmeasurestodealwith theproblem.Thefirstwouldtemporarilysuspendtheexemptions

Thesecond,whichissupported bythefullcouncil,directsCpCto determinewhetheritwouldbe bettertocapthenumberofSTrs allowedonablockwithoutexceptions.Suchstudiestypicallytake aroundninemonthsandinvolve meetingswhereresidentscan giveinput.

Thecounciloriginallypassedthe blocklimitsandexceptionprocessin March2023aspartofseveraltighter rulesforshort-termrentals.Atthe time,themajorityofcouncilmemberssawexceptionsasacompromise withownerswhowantedtokeep theirSTrs.

FORLOW-INCOMEFAMILIESINNEW ORLEANS,SNAGGINGONEOFTHE ROUGHLY18,000subsidizedhousing vouchersadministeredbythecity’s publichousingauthorityisarareshot ataffordablerentinanincreasingly unaffordablecity.

Butthosewhomanagetogetoff thelongwaitlistfortheHousing ChoiceVoucherprogram—commonlyknownasSection8—still struggletofindhousingbecause landlordswon’trenttothem, accordingtoareportpublishedbythe LouisianaFairHousingActionCenter onTuesday.

Sixty-eightpercentoflandlords saidtheywouldnotacceptahousing voucherasrentpayment,according tothestudy,whichreportedthe findingsoftestcallsmadeto100 landlordsbetweenOctober2023and January2024.

Nothinginlocalorstatelaw requireslandlordstoacceptSection 8vouchers.Thathaslongposed achallengetotheHousingAuthority ofNewOrleans’voucherprogram, theauthority’smainformofhousing aidforlow-incomeresidentsasit hasshiftedawayfromowning andoperatinglarge-scale publichousing.

Inastatement,HANOspokespersonCalandraCorderwrote that“HANOisalwaysstrivingto helpresidentsaccordingtoHUD guidelines.”Andshenotedthat HANOis“makingprogress”on voucheracceptance,referringtoa 2009studybythefairhousinggroup thatfoundthatjust18%oflandlords interviewedacceptedvouchers comparedwith32%inthe updatedstudy.

ThenumberofvouchersadministeredbyHANOhastripledsince 2000,twoyearsafterthefederal voucherprogramwascreated,but demandstillfaroutstripsthenumber ofvouchersavailable.Currently, 6,908familiesareontheSection8 waitinglist.Thewaitlistwasmany thousandsofapplicantsmorethan thatpriortoa“purge”ofthelistin 2021,accordingtoreportingatthe timebyWWL.

Toconductthestudy,testers weretrainedtoposeasBlackwomen withyoungchildrenseekingto rentanapartmentusingahousing voucher.Nearlyallofthecity’s voucherholdersareBlack,and almosthalfhavechildren.

Fortypercentoflandlords contactedrejectedthetesters outright.About28%oflandlords saidtheywereunsureoftheir voucheracceptancepolicy,ordid notshareiftheyacceptedvouchers. Afifthsaidtheyacceptedvouchers butonlyifthetenantagreedtoextra

“Wespliteverythingevenlyandfairlybasedupon whatyoudidonthe(collective)track.Peoplethat weren’tsignedupforBMIandASCAPandpublishing entities,wegotthemsignedupsotheycangetmailboxmoney,”Yusufsays “Wejustwantedtoshow everybodywecandomorethanjustmakesongs together.Wecandobusinesstogether,too,anddo itfairly.”

Backin2019,Pell,YusufandCameronwerespendingalotoftimetogetherontheroad.

Pell,aNewOrleansnative,hadbeenlivinginLos Angelessince2015,afterthesuccessofhisdebut album,“FloatingWhileDreaming,”catapultedhim ontoanationalstage.EvenontheWestCoast,hestill foundhimselfoftenrecordingwithmusiciansfrom NewOrleans,likePJMorton,andfrequentlyreturningtohishometowntoworkwithlocalmusicians.

Yusuf,achildhoodfriendofPell’s,hadstudiedlaw atTulaneUniversityandfoundhiswayintothemusic industry,includingastintatalabelinNewYorkCity. WhenPelllaunchedhiscareerin2014,Yusufbecame histourmanager.

Meanwhile,Cameron alsoaNewOrleansnative whohadlivedontheWestCoastandMidwest workinginthemusicindustrybeforereturningto hishometown wasthetourmanagerforTankand theBangas.SowhenPellwastappedtoopenfor TankandtheBangasonanationaltourfollowingthe releaseoftheiralbum“GreenBalloon,”thethree menspenttimetalkingaboutNewOrleansmusicand whatwasmissing.

“Onthattour,wealljusthadtheseconversations aboutthe[NewOrleans]musicscene,”Yusufsays “Thesameconversationsthateverybodyhasabout howwe’renotconnectedanddon’tworktogether Howdowefostermorecreativityandconnective tissueandbetterrelationships?”

ThoseconversationsalsoechoedonesPellwas havingwithNewOrleansartistswhowouldvisithim ontheWestCoast,likeprorducerMalikNinety-Five. Afterthetour,Pell,CameronandYusufleftfeeling inspiredtomoveonaproject.

BackinLA,Pellstartedworkingonwhat wouldbecome“glblwrmng,vol.1” rightasthe COVID-19pandemichit.Withtheworldpaused,Pell

reachedouttotheartistsbackhomehewantedto workwith,like$leazyEZ,Kr3wcial,NesbyPhipsand KennethBrother.

“Theworldwasendingineverybody’smind,soit wasnowornever,”hesays “Ithinkthatmadethings cometogetheralotquickerthantheywouldhavehad wenotallbeeninside.”

Asthepandemicdraggedintolate-2020andearly-2021,PelldecidedtomovebacktoNewOrleans. Andthescopeofglblwrmngonlycontinuedtogrow, fromarecordingprojectintoanambitiousinitiative tobuildupyoungNewOrleansmusicians,especially BlackandBrownartists.

“Iremembertheeraofthecampsandcliquesand possesandhowtherewasjustsomuchpowerin that,”saysCameron,pointingtooutfitslikeWu-Tang ClanandRuffRyders Atlanta’sDungeonFamilywas aninfluenceonhisowngroup,theLiberatedSoul CollectivewithTarriona“Tank”Ball,ElliotLuvand SybilShanell.

“IwasblessedtogrowupinanerawhereIsaw BlackbusinesscombinedwithBlacktalentanditwas working.Peopleweremakingmoney lookingback theyshouldhavebeenmakingmore,”Cameronsays

“IgottoseeBlackbusinessasamusicbusiness reallystarttothrive,”headds.“Now,we’reina differentworld.Theset-upoftheindustrynow isintentionallysothatnotasmanypeoplethrive likethat.”

NewOrleanshashaditsshareofhip-hopcollectives.Oneofthebestknown,Psychowardfeatured 28membersinthemid-1990s,includingMacPhipps Intheearly2000s,therewasMediaDarlingRecords. AndalongwithLiberatedSoulCollective,more recentgroupshavebeenTygahWoods featuring SlangstonHughes,J-DubbleandMrJ’ai,among others andNewRenaissance,managedbyBrandan “B-Mike”Odums

“Butithasn’treallybeendonetothisdegree, whereit’sbeenconsistentreleases,consistentshows andcollaboration thathasn’thappenedinawhile,” saysAlfredBanks.

GLBLWRMNGLAUNCHEDinFebruary2021 withthesingle“504”andacolorfulvideoproduced bythecompanyRedBalloon.Todate,“504”has rackedupmorethanamillionstreamsonSpotify. It’sbecomethecollective’ssignaturetrack,andthe groupperformedthesongduringaNewOrleans PelicansgameintheSmoothieKingCenter.

But“504”originallywasn’tmeanttobethelead singlefrom“glblwrmng,vol.1,”saysKr3wcial.

Kr3wcial,whogrewupontheWestBankwith afatherandbrotherwhoalsoaremusicians,has knownmostofglblwrmngforyears.He,$leazyEZ, ShaoGroveCoalandPeacetheOGhadtheirown collectivecalledLocalsOnly,andheandPellgoback morethanadecade.

“Forme,thisisallmyfriendswhoknoweach other,andImetthemseparatelyalongtheway,” Kr3wcialsays “Wejustkeptworkingaroundand witheachother.”

WhenPellandhiscollaboratorsstartedworking on“vol 1,”thingsmovedfromgroup-creatingtoalso welcomingsubmittedsongs.Kr3wcialdecidedtotoss inasonghehadworkedonacoupleyearsprior.

HewassharingastudiospacewithproducerNiyo Davinci,whowasthefirstproducerKr3wcialever boughtabeatfrom.Heboughtthebeatfor“504” andstartedworkonit,recordinghisverse,averse by$leazyEZandatrumpetbreakdownbyBrandon “Mouse”Bierria.

“Buttimepassed,andIletthesongsitonmy computerfortwoyears,”Kr3wcialsays,until“vol 1” camearound.ThecollectiverecordedaversebyPell andfinishedthetrack.

AfterDavinciwaskilledinthespringof2020, thegroupdecidedtorelease“504”asitsfirstsingle.

“Thesongbecamekindofrootedinhisremembrance,”Kr3wcialsays “Itwasalsowhatsome peoplebegantotellmewasagreatinterpretation ofwhatthecitysoundsandfeelslikewithouthaving tobeovertlyviolentorcrassinanyparticularway.”
