TheNewOrleanssinger-songwriter hasbeenthefirstcallforgigs.earlier thisyear,sheledherownbandat FrenchQuarterFest.Acoupleof weekslatershejoinedAllisonrussell, whoclarkregularlytourswith,for ashowatJazzFest.Andcurrently, shemightbefoundonFrenchmen Streetplayingreggaeonenightand funkanothernight.Thenshemight headoutoftownforanacousticset atacoffeeshop.

Soforherfirstfull-lengthalbum, “TellittotheWind,”clarkwanted topullallofthosestringstogether. Shewantedto“tellithowIseeit,” shesays.

“Thisalbumhastakenmemy wholelifetowrite,”clarksays.“It takesawhileforlifetogiveyouthe experiences,andittakestimeforyou tobebraveenoughtostandinyour ownstory.”

“TellittotheWind”wasreleased Oct.4onAniDiFranco’srighteous Baberecords.

Thereleaseof“TellittotheWind” comesatatimeofgrowthandpositive changeforclark,shetoldGambit clark,whorecentlyturned40,has hadalotofexcitingcareermoments overthelastfewyears,liketouring withrussell,playingwithBrandi carlile,singingasongshewrote alongsideDiFrancoandpayingtribute toTracychapmanattheFolkAlliance Internationalawards.

Butamidallit,shesays,she alsowascomingintoherownnot onlyasasolomusicianbutalsoas aperson.

“Theperiodoftransitionisreally comingtopeacewiththedisparatepartsofmyself:mychristian upbringing,myqueerness,”clark says.“comingtopeacewiththose thingsandreallybringingthemall togetherandpresentingJoyclark’s artistry.It’scomingintomyown andrealizingwhatmystorycan offerpeople.”

clarkwasborninHarveyasthe youngestoffiveinafamilythatwent tochurchmultipletimesaweek.And itwasinchurchthatclarkstartedto learntheguitar,especiallybystudying christianartistslikeMargaretBecker andJenniferKnapp—alongwith musicianslikechapman,roberta FlackandLalahHathaway

Butplayinginachurchmeantshe hadtohidehertrueself

“I’maqueerBlackwomanwhogrew upplayingmusicinchurch,andyou quicklylearntocompartmentalize life,”clarksays.“There’sjustariskof youbeingyourfullself,whichishard Itworeonmealot.”

Whenshestartedcollegeatthe UniversityofNewOrleans,clark startedwritingmoreofherownmusic andperformingatopenmicsaround town—andlearningtobeherfullself. Thoseopenmicsquicklyledherto joiningSoulkestraandcyrilNeville’s bandalongwithplayingwithpianist LilliLewisandmanyothers.

clarkultimatelymetBeckerand askedhertoproduce“Tellittothe Wind.”Beckerco-wrotesixofthe ninetracksonthealbum,whenclark wouldhappentobeinNashvillein late2022andearly2023orduring FaceTimecalls.

“BeingabletoworkwithMargaret, whowasveryassociatedinmychurch time itfeelsalittlelikebeingvindicated,”clarksays.“ThefactthatI’m gaydoesn’tmeanthosesongsdidn’t havepowerorthatfeelingdidn’t[have power].Itmeansevenmorenowthat wewereabletofindeachotherand puttogetherthisbodyofwork.It makesitevenmorepowerful.”

Tobeclear,despiteclark’shistorywiththechurchandBecker’s

involvement,“TellittotheWind”is definitivelynotachristianalbum. It’sanAmericanarecordshowcasing clark’smusicalrange.

“TellittotheWind”includes blues,likeon“Lesson,”whichclark dedicatestohergrandmother,and r&B,likethesoulful“Shimmering.”

“Accusationafteraccusation afteraccusation,”cantrellcontinued.“Butalsoatrackrecordof deliveringresults.”

Sheleftthecitycouncilchambers swiftlywithouttakingquestions. Hersecond-in-command,Gilbert Montaño,whoisalsoimplicatedin theindictmentofinspectionfirm ownerrandyFarrell,remainedto finishthepresentation.

Theallegationsintheindictment willnodoubtfurthererodeNew Orleanians’faithintheirlocalgovernment,whichmanyalreadyblamefor qualityoftheirroads,waterandelectricalservice,saidedchervenak,a politicalscientistattheUniversityof NewOrleansanddirectorofUNO’s Surveyresearchcenter.

“Thisadministrationhaspretty muchestablishedareputationof beingmoreconcernedwithgetting benefitsoutoftheirpositionthan theyarewithrunningthecity,” chervenaksaid.“Itfitsinwiththe

Theindictmenthasagainstirred frenziedspeculationaboutcantrell’s legalfuture.Bydescribingcantrell againandagain,Farrell’sindictment sentasignalthatthefeds’two-year probeofthemayor’saffairscouldsoon yieldchargesagainstcantrellherself It’sthesecondcriminalindictment filedinfederalcourttoprominentlyinvolvecantrellinasmany months.NamingMontañointheindictmentcouldsignalprosecutorsplanto chargehim,too—oritcouldshowthey hopetofliphimasawitnessagainsthis boss,legalexpertssaid.Montañohas defendedhimselfinrepeatedpublic statementsinrecentdays

Still,Farrell’sindictmentdetailsa sprawling,years-longschemethatcould haveramificationsforhomeowners,

businesspeopleandprospectivehomebuyerswhomthefedsallegeFarrell deprivedofproperelectricalinspections ontheirhomesandbusinesses,potentiallythreateningthesafetyandsticker pricesofthosebuildings.

Perhapsmoreimportantly,Farrell’s indictmentisthesecondreturned byafederalgrandjuryonPoydras Streetinasmanymonthsthatdirectly outlinescantrell’sroleinaccusations ofpubliccorruption.

AtTuesday’sbudgetpresentation, cantrellsaidshestandsbehind Montañoandthankedcityemployees forcontinuingtoworkdespiteaccusationsswirlingaroundheradministration.evenreferencingtheaccusations publiclymarkedamajorshiftforthe second-termmayor,whostayedquiet afterVappiefacedcharges.

Montaño,too,addressedhisrole inFarrell’sindictmentinameeting withTheTimes-Picayuneeditorial boardMondayandagainspokeout atTuesday’spresentation.Hehas defendedtheacceptanceofsporting ticketsaspartofpolitics,telling WWL-TV,“Itypicallygoand…I representthecityinsomewaysand thenIsocializeandhaveallthese differentplaces.”Theindictmentwill surelyaffectmoraleatcityHall,said Karencarvin,alongtimepolitical consultantwhohelpedruncantrell’s firstmayoralcampaign.

Despitetheforward-lookingnatureoftheannual event,cantrellchosetolook backwardbytreatingherself toaramblingairingofgrievancesagainsthercritics.

“HowIcameinseemstobe howI’mgoingout,”shetold thecouncil.“Accusationafter accusationafteraccusation—butalsoa trackrecordofdeliveringresults.”

Puttingasidecantrell’seffortsto painttwoongoingfederalinvestigations thathaveimplicatedherindozensof allegedcrimesasmerely“accusations,” herstatementraisesaninteresting question:Howmanysignificantresults hasshedeliveredforthecity?

Theanswer,perhapspredictably,is farlessthanshe’dhavethe publicbelieve

cantrelldoeshavesomekeyaccomplishments,ofcourse.Mostnotably, sheguidedthecitythroughtheearly monthsofthecovidpandemic, courageouslyshuttingdownmajor economicsectorsamidharshcriticism butavertingthecatastrophiclosses publichealthexpertshadpredicted. Hereffortsclearlysavedmanylives.

cantrellalsohasoverseenwhat couldbecomethebeginningofthe endofthefederalconsentdecree governingtheNewOrleansPolice Department.Aftermorethanadecade ofJusticeDepartmentsupervision,the cityandDOJlastmonthjointlyasked afederaljudgetoletNOPDenterthe decree’s“sustainability”phase

U.S.DistrictJudgeSusieMorgan isexpectedtoruleonthatrequestin thenexttwomonths—amidlingering questionsabouthowsuccessfully NOPDhasendedpolicemisconduct. eveninhersuccess,however, cantrellwasherownworstenemy. Sincecomingintooffice,shehas railedagainstthedecree,blamingit foramassexodusofcopsduringher tenuredespiteclearevidencetothe contrary—andevidenceofbacksliding ratherthanmakingprogressonother decree-relatedmetrics.

Thatisn’ttheonlyinstanceofcantrell claimingcreditforsomethingwhen,in fact,shehadimpededprogress Forexample,cantrellhasbegun takingcreditforprogresstoward redevelopingLincolnBeach.Mostof thecreditshouldgotomembersofthe community—notablyreggieFord, whohasworkedwiththecitycouncilto getthingsmoving.
