Suchcrackdownsareatime-honoredtooloflocal governments.Whendoneright,theyhelpkeepbusinessownersincompliancewithlocalhealthandsafety ordinancesandassurecitizensthatthefoodthey’re abouttoeatwaspreparedsafelyandtheestablishment they’repatronizingissanitary.

Unfortunately,aswithCantrell’spreviouscrackdowns againstvendorsundertheClaiborneoverpass,thelatest sweepsfeellesslikemeaningfulpublichealthandsafety exercisesandmorelikeshowsofforce.

ThetargetsofCantrell’sregulatorysortiesaren’tlarge corporationsengagedinunfairlaborpracticesorillegal short-termrentaloperators,thelatterofwhichher administrationhasallowedtorunamokforyears.

Instead,thecityhasfocuseditsrecentattentionon smallbusinessesandaveragecitizens.First,theadministrationconductedahigh-profilesweepofneutral groundvendorsonSt.ClaudeAvenue.Ostensiblyto

dealwithtraffic issuesandahandfulofbadactors, thesweepalso ensnaredfolkswho merelysoldlatenightfoodinapart oftownwithfewoptionsforitsmanypartyingdenizens.

Nottobeoutdone,theDepartmentofPublicWorks recentlytoldsomebusinessesoperatingso-called “parklets”(parkingspacesoutsidetheirestablishments whichhavemorphedintooutdoorpatiosforpatrons) toremovethembytheendofAugust—evenasthebusinessownersandtheOfficeofEconomicDevelopment wereironingoutchangestothelocalordinanceauthorizingthecitytoissueparkletpermits.

Thenthere’stheChanceinHellsnowballstand,a populardestinationintheBywater.Thatis,untilthis/last week,whentheadministrationabruptlyshutdownthe standbecause,accordingtothecity,itsownerswerenot permittedtosellsnowballsatthatlocation.Ironically,the ownershavespentyearsworkingdiligentlytoopenaformalbrick-and-mortarshopwithalltheneededpermits.

BLACKPEOPLE builtEdgecombe County.Fromthe1700suntilthe 1860s,whitesettlersbrought enslavedAfricansuptheTarRiver toasharpbendatShilohLanding northeastoftown.Theretheywere forcedintolabor,deforestingtheland forlumber,turpentineandfarmland andtendingtovastcottonplantations renownedfortheiryields.

Edgecombe’scottonboominthe 1850stransformedTarborointoan agriculturalhubandacentralpoint forimportandexportontheTar River.AcrosstheSouth,deforestationandmassivecottonplantations depletedthesoilandreleasedcarbon storeddeepinthegroundintothe atmosphereascarbondioxide.From 1850to1970alone,agriculturereleasedtwiceasmuchcarbondioxide intotheatmospherethanburning fossilfuels,wroteJudithD.Schwartz inherbook,“CowsSaveThePlanet.” Wealthynationsareresponsible formorethanhalfofmoderncarbon emissions,butclimatechangebegan ontheplantation.

CottonpickedbyenslavedAfricans ledtotheinventionofcoal-powered machinesthatbirthedindustrialrevolutions,empirespoweredbyfossil fuels,and,ultimately,aworldwhere thedescendantsoftheenslaved,like thoseinPrinceville,areamongthe

mostdisproportionatelyharmedby climatechange.

TheCivilWarshatteredthesouthernforcedlaboreconomy,andfreed 4millionenslavedpeople.Butwhite Edgecombelandownerskeptthe goodlandforthemselves.Thefreed BlackpeoplefledtoUnionlinesona tractofswampylanddeemedworthlessbyitsownersonthesouthbank oftheTarRiverinthefloodplain.

A2006studyshowsthatinformer Confederatestatesacrossthe Southeast,particularlyinsmallcities andtownslocatednearPiedmontfall linesandwithintheoldcottonbelt, likePrinceville,Blackpeoplewere disproportionatelyrelegatedtothese low-lyingfloodlands

Lowwages,discriminatoryhousing andlabormarkets,and“naked oppression”forcedSouthernBlack communitiesfoundedafterthe CivilWarto“theleastdesirable areas,manyofwhichwereswampy, mosquitoinfested,pronetosmoke fromfires,andfrequentedbyfloods.”

Whitesescapedfloodingbysettling onhigher,morevaluableground,the study’sauthorswrote.

Theplantation’swhitedescendants latersoldacreagetoemancipated Blacks,andthere,asthetownwebsitecommemorates,they“laidthe foundationforanexperimentinblack self-determination:FreedomHill.”

In1885Princevillebecamethefirst incorporatedBlacktowninAmerica, namedafterTurnerPrince,acommunityleaderandcarpenterwhohelped buildmanyofthetown’sbuildings.

DaniellePurifoy,anassistant professorintheDepartmentof GeographyattheUniversityofNorth CarolinaatChapelHill,andexpert onBlackgeographies,callsPrinceville a“shadowtown”—aBlacktownon theoutskirtsofatowngovernedby whitepeople.

Thewhitetownis“relianton,and developedbythetransferofresourcesfromtheverycommunitiesof colorfromwhichitdistancesitself,” accordingtoPurifoy.Thisdesign recreates“historicplantationpower relationsbetweenBlacksandthe whiteplanterclass,”whichunderminestheBlacktown’smunicipal independence,leavingitconstantly onthevergeoffailure

“Whiteplacemakingcorresponds totheunmakingofblackplaces,”she wroteinherthesisatDukeUniversity. This“unmaking”inPrincevillemakes thetownmorevulnerabletoflooding disastersandclimatechange.

YetPrincevillepersisted.Despite BlackcodesandJimCrowand vigilanteviolence.Despitebeing disenfranchisedfromstateand federalelectionsbyRedeemers. DespiteattemptsbywhitesupremacistsinTarborotorevokePrinceville’scharter,annexthetownanddo whatfloodinghasfailedtodo:erase Princevillefromthemap.

Thesepocosinsactlikesponges thatholdnormalrainfallforgradual releaseintoitscreeksandstreams.

Overthe20thcentury,thousands ofmilesofditchesweredugto draintheseswampsintonearby tributaries,whichwerechannelized —widenedanddeepened—tocarry morerunoffmorequicklysothe landcouldbefarmed.Thisdestructionpreventsthefloodplainsfrom absorbingandreleasingwaterata naturalpace

Princevilleisonlyafewmilessouth oftheTarRiver’sconfluencewith itslargesttributary,FishingCreek, whichdrainsvastacresofpocosin viatheseditchesandchannelized tributariesintotheTarasitflows pastPrinceville,accordingtoRiggs.

Secondaryfloodplainsfarther fromtheTarRiverarelessobvious,butarecrucialtoholdingand drainingwaterduringmoreintense storms.Herepeopleoftenbuild theirhomes,ordevelopthelandfor industrialfarming.Andherearises theconflictwithwaterandthe naturalprocessesoftheland.

TheeasternNorthCarolina countrysideisalsocrisscrossedby elevatedroadbermsthatactas dams.Mostoftheseroadberms arepiercedbytinydrainage culvertsthatallowwatertodrain throughthem,butduringflash floods,watercanpoollikealake behindtheseroads.

When you’re outsidegardening, playing sports, or eatingalfresco, it’s notahuge surprise if abee comesbuzzing around.While theinclination maybetoswatitaway, chances arethatthe bee is simplycuriousor looking for anutrition source.

“A lotofpeopleget worriedthattheywill getstung, butthat’sonlyaconcern if youare allergicorparticularly sensitivetobees,”said Zack Lemann,curator of animal collections at AudubonInsectarium.“We always try to getpeopletocalmdowninthe presence of bees because theinsects themselvesare calm.Aslongasyou arenot tooclose to anest, thereisverylittletoworry aboutwhere bees areconcerned.”

Honey bees andbumble bees aresomeofthe most populardisplaysatthe Insectarium. As part of thenew renovations, Lemann said it wasimportant to createspacesfor visitors to seethe beesinanatural habitat so they canbe engagedand educated aboutthe speciesand theirbehavior. Here, Lemann shares more aboutthe bees andhow localresidents can enhancethe environment for theirsurvival.

We have twodisplayswithbees. Oneisnear thebeginningofthe guestpathway andisfor ourbumblebees.Those aregroundnesters, so we have them in an underground area and visitors canpress abuttontosee thebees in theircolony. Thereisalsoaforagingarea with artificial flowersand nectar we make

Do bees have anynoticeable personalitytraits?

Recently,though,Gomeshasbeen usingamonthlyresidencyatTheRabbit Holetohighlightthebandsplaying internationalsoundsrighthereinNew Orleans.Theseries’firstshow,inJune, featuredHaitianrootsbandRAM,and lastmonth,BatukiTrioperformed Brazilianjazzandfunk.Alongwitha band,eachshowfeaturesDJsetsby C’estFunkandaguestDJaswellasa pop-upfoodvendor.

“Therearesomanyinternational bandsinNewOrleans,andthisisan opportunitytoreallygetallofthebands I’mafanof[and]tokindofunitethe differentcultures,”Gomessays.

ThenextC’estFunkPresentsshow isat9p.m.Thursday,Aug.10,withLa Tran-K,aMetairie-basedbandplaying salsa,merengueandcumbia,aswellas DJsetsbyC’estFunkandBriceNice. QuePastaNOLAwillbeoutserving food.Ticketsare$10inadvancevia rabbitholenola.com.

NewOrleanshasalwaysbeenan internationalcity,sittingatthecrossroadsofCaribbean,African,South AmericanandEuropeancultures,and Gomessayshehopestorepresentthe rangeofinternationalgenresthatcan nowbeheardaroundthecity.“Ifthere islikeaTurkishband,Iwanttoget them,”hesayswithalaugh.

“Iwantpeopletoopentheirmindsa littlebit—andpeoplehavebeenreally receptive,”headds.“Forme,thebest feelingiswhensomeonecomesto adancepartyandtheyleaveitandI getmessagessaying,‘I’dneverheard cumbiabefore,andnowI’vegoneintoa rabbithole.’”

GomeswasbornandraisedinBelo HorizonteinsoutheastBrazil.Whilehis familydidn’tplayinstruments,hegrew uparoundalotofBrazilianmusicand events,inparticularthepunkrockscene.

Gomeswentbackeveryweektosee SoulSister,dancingand“gettingaliteral educationindiscoandfunkandsoul, anditfedmesomuch,musicallyand culturally,”hesays.

Fromthat,hestartedlearning howtodosomethingthatwould representhimselfandhisloveforthe musicheknewfromBrazil.Hewasn’t familiarwithanyspecificallyBrazilian danceparties,sohestartedamonthly nightatTheQuisbyhostelonSt.

Hestartedslowly,playingworlddisco andBrazilianmusic,buthefoundmore peoplewerebecominginterestedinthe events,includingattendeesfromother cultures.Thatbecamefuel,hesays,to researchmusicfromothercountries.

AnthonyBeanCommunityTheater hadalongtimehomeintheCarrollton neighborhood.In2016,Beanmoved thetheatertoaformerchurchsitein Gentilly,butrenovationcostseventuallyforcedhimtoabandontheplan Inthesevenyearssince,Beanhas continuedtooffertheatercampsand training.Thoseprogramsarenowbased atSouthernUniversity.Developing youngtalentsandofferingtheater experienceshasalwaysbeenpartofthe theater’smission.
