AccordingtoWWL’sinvestigative team,Morris’city-ownedvehicle clippedanothervehicleontheevening ofMay7.Morrisradioedpolice dispatchers,butnopolicereportwas filed—andhedidn’ttakeadrugand alcoholtestafterward.Morrisinitially claimedOPCDrulesdon’trequire suchtestsunlesssomeoneisinjured, andheproducedanOPCDdocument indicatingasmuch

But,asWWLreported,Morris secretly—andpotentiallyillegally— modifiedtheoriginalOPCDpolicyfour daysafterthecrashbutbackdated thechangeto2019,apparentlyto coverupboththecrashandhisfailure totakeadrugandalcoholtest.The stationusedmetadataembeddedinto themodificationtoshowwhenitwas changedandwhomadethechange

Thecity’sInspectorGeneralisnow investigatingMorris.Otheragencies maysoonfollowsuit—iftheyaren’t alreadylookingintothis.Meanwhile, Morrishastilyannouncedhis resignation,effectiveSeptember15. CouncilPresidentJPMorrellandVice PresidentHelenaMorenohavecalled forhimtobefiredimmediately

Cantrell,whohiredMorrisshortly aftertakingofficein2018,standsby Morris,callinghim“avitalpartofour publicsafetyteam”andclaimingOPCD needsanextendedtransitionperiod. IfthiswereMorris’onlyproblem, orifhe’ddoneabrilliantjobat

OPCD,Cantrell’spositionmight beunderstandable,ifmisguided. However,thisisjustthelatest controversyinvolvingMorris

Hehasrunarealestatebusiness duringmuchofhistimeatOPCD,while the911systemhascollapsed.Itfailed almostentirelyafterHurricaneIda andhasroutinelycausedresidentsto waitextendedtimesforoperatorsto answer.That,inturn,hasexacerbated slowpoliceresponsetimes.Errorsin dataentryandotherinternalproblems likewisecausedcopstorespondto wrongaddressesandotherproblems.

Morrisalsousedno-bidprocesses forapairoftechnologycontractsin 2020and2021,andhetookover anewtechnologyprogramatthe NewOrleansPoliceDepartmentthat hasbeencriticizedbyrank-and-file officersand,asofMarch,appearsto havestalled.

DespiteMorris’checkeredhistory, Cantrellputhiminchargeofher violentcrimetaskforceinJanuary, sayingshe“can’tthinkofabetter leadertobeoverthiscommand.”

Thetaskforcewassupposedtomake recommendationstothemayor, NOPDandthecitycouncil,butithas failedtoperformaspromised

Meanwhile,thecity’s311nonemergencysystem,whichMorrisalso oversees,hasprovedallbutuselessfor residentsandcitydepartmentsalike.

AfterMorrisrepeatedlyproved himselfincapableofrunning OPCD,Cantrell’sloyaltytohim isindefensible.It’salsocosting taxpayerstensofthousandsofdollars —andlikelyputtinglivesatrisk.

Themayorneedstoendthis debacle.SheneedstofireMorrisnow, notlater.

Yet,hereweareinthe wakeofthecourt’srecent decisionstrikingdown Alabama’scongressionalredistrictingplan, whichlooksremarkably similartoLouisiana’sin severalrespects.

Alabama,forexample,hasseven congressionaldistricts,onlyone ofwhichismajorityBlack,anda voting-agepopulationthatisabout 27%Black

Louisianahassixcongressional districts,onlyoneofwhichismajority Black,andavoting-agepopulationthat isalmost31%Black.

Ifitweremerelyamatterofmath, Louisiana’splanwouldhavenoshotat passingjudicialreview.But,contrary towhatmanyhavebeensaying,or atleastimplying,it’snotjustabout thenumbers

GiventheSupremeCourt’srightward lurchinthelastfewyears,alongwith earlierdecisionsseenascircumscribing theVotingRightsAct,virtuallyallcourt watcherssawthecourt’sdecisionto takeupachallengetoAlabama’snew congressionaldistrictingplanasthe Act’sfinaldeathrattle.

Instead,thecourtshockeditscritics andcheerleadersalikewhentwoofits conservativemembers—ChiefJustice JohnRobertsandAssociateJustice BrettKavanaugh—joinedthecourt’s threeliberalsinrejectingAlabama’s planunderSection2oftheAct

Then,onJune26,thecourtbya 6-3voteliftedastayithadhastily orderedayearago,pausingimplementationofU.S.DistrictJudgeShelly Dick’spreliminaryinjunctionbarring useofLouisiana’snewcongressionalredistrictingplaninlastyear’s mid-termelections.

Dickorderedstatelawmakers todrawanewplanwithasecond majority-Blackdistrictafterdeclaring

theGOP-drivenplaninvalidbecauseof racialgerrymandering.

TheRepublican-ledLegislature insteadslow-walkeditsresponse asthestatesentaHailMarytothe SupremeCourt,whichcamethrough withthestayorderonedaybefore JudgeDick’sdeadlineforcompliance. Conservativesgreetedthehigh court’seleventh-hourstayorderasa godsend—andahintatthedeathknell oftheVotingRightsAct.

Instead,thecourtstunnedbothconservativesandliberalswithitsruling againstAlabama

InliftingthestayonLouisiana’scase, thehighcourtsentitbacktotheFifth CircuitCourtofAppeals,alongwith aterselywordedsuggestionthatthe lowercourtswrapitupbeforenext year’scongressionalelections.

Theappellatecourtgotthemessage, orderingplaintiffsandthestatetofile briefsonhowandwhytheAlabama caseaffectsLouisiana’snewcongressionalmap

Ultimately,theFifthCircuitcould decidetotakeupthecaseitselfor senditbackdowntoJudgeDickfor furtherproceedings.

JohnnyRupp,bothofwhomplayed keyrolesinthedevelopmentofthe NewOrleansRecreationDepartment, orNORD.Thestadiumislocatedon VespasianBoulevardintheBehrman neighborhoodinAlgiers.

JosephP.Skelly,knownas“Red,”was aNewOrleansnativeandlongtimelocal politicalleader.Afour-termcitycouncil member,healsoservedasRegistrarof Voters,astatesenatorandcitypublic propertycommissioner.Hisnephew, J.SkellyWright,wasafederaljudge knownforhislandmarkrulingsduring the1960sschooldesegregationcrisis Skelly’sfrontpageobituaryinthe Feb.24,1950,Times-Picayunenoted that“inpubliclifehisinterestcentered onstreetconditionsandbeautification inthecityandtobetterrecreational facilitiesforNewOrleanschildren.”

FollowingSkelly’sdeath,Westside ParkinAlgierswasrenamedinhishonor. In1988,theparkwasclosedtomake

NewOrleans City Council Utility Docket UD-23-01, Entergy 2024 Integrated Resource Plan

Every three years an Entergy NewOrleans (ENO) Integrated Resource Plan (IRP) is produced. This is the planning process by which Entergy assesses the resources available to meet the power supply needs of NewOrleans. The IRP is produced following an open, transparent planning process through which all relevant resources are investigated. Resources considered include supply-side (such as power plants, including both conventional and renewable sources of power) and demand-side (programs to modify customer loads to reduce or shift loads from hours with high electricity costs or reliability constraints to other hours, such as demand response programs, the Energy Smart energy efficiencyprogram, and energy storage). The factors influencing choice among these resources are considered in the planning process. The goal is to identify the optimal set of resources to meet current and future electric service needs at the lowest total cost to customers and ENO, in amanner consistent with the long-run public interest and the Council’senergy policygoals. The expected combination of costs, reliability, risks, and uncertainty are considered.

The planning process to develop the 2024 IRP is underway.Aninitial public meeting will be held:

ThreeJapanesetraditionaljazz artistshavejustarrived,andStafford issuddenlyconsumedwitharranging extrachairsonthetinystage,making enoughroomthathecanfithisfriends fromTokyoalongsidehim.Withina fewminutes,Staffordwillbeplaying histrumpetalongsideayoungwoman Japanesetrumpeter,amiddle-aged Japanesesaxophonist,andtheir teacher,whoisbangingawayonthe pianobehindthem

Afterafewsongs,Staffordjumps offstageandbeginssashaying alongthefloor,histrademarkshowmanshiponfulldisplay,delighting theaudienceatthisintimateFrench Quarteroutpostwithhissecond linemoves.

Itwouldbedifficulttoknow,given Stafford’ssprightlydancing,thathe hasamilestonebirthdaycomingup: OnJuly6,Staffordwillmake70.But youwouldn’tguessit.Helooksmuch younger,andactsit,too,eventhough he’swidelyknownamongmusicians forhishighlyorthodoxstylethat soundslikeit’sfromanotherera.Stafford’sdedicationtothepreservation oftraditionalNewOrleansjazzcan oftenmakehimsoundlikeanoldsoul Staffordisthefourthgenerationof musiciansinhisfamily,buthedidn’t

gettomusiceasily.Hewantedtobe anairlinepilot,andhismotherwas reluctanttobuyhimhisfirsttrumpet. Buthewasfascinatedbythesecond linesthatparadedinhisneighborhood,andhewasoftenaroundmusicians:AsawaiteratPerky’sPancake ParloronBourbonStreet,Stafford metpeopleliketrumpeterThomas Jefferson,JackWillis,AlHirtand LouisPrimaaftertheygotoffwork downthestreet.

WhenStaffordfirstgotholdofa trumpetandstartedgettinggood atit,heplayedwithsomelegendarybrassbandsfairlyearlyon,like OlympiaBrassBand,anexperience thathelpedhimdevelophistraditionalstyle.Itisastylethathisfellow musician,pianistRickieMonieSr.,said cansounddeceivinglyuncomplicated: “Thesimplicityofthemusiciswhat reallymakesitswing.Butsometimes it’shardbecauseit’ssimple.”

AllofStafford’smentorsencouragedhimtohewtotradition.He developedparticularlycloserelationshipswithbandleaderslikeHerman ShermanofYoungTuxedoBrass Band,whouponhisdeathin1984

toldhiswifethatStaffordshould inherittheleadershipoftheband AndStaffordlovestotalkaboutthe yearswhenheplayedinthesecond linesfornow-defunct,buthighly influentialorganizationssuchasOdd FellowsandKnightsofPythias,and forchurch-ledsecondlines,which havegoneextinct

AluminaryinNewOrleanstraditionaljazz,Barkerhadplayedwith manyofthegreats—includingCab CallowayandPaulBarbarin—but returnedhometoNewOrleansinthe 1960s.StaffordmetBarkerinthe early’70s,whenBarkerwasleading theFairviewBaptistChurchBand. BarkerbecameStafford’sprime mentor,teachinghimthehistoryof themusicandthesongsthathehad learnedfromtheearliestyearsofNew Orleansjazz Questionsandanswershavebeen editedandcondensedforclarity.

Instead,Nava,aself-trainedchef withaPh.D.ineconomics,wantedthe menutoreflectthepartners’shared connectiontotheauthenticMexican tableandseveralofitsregional cuisines.NavaisfromColima,south ofGuadalajarainthestateofJalisco onthePacificcoast,whileVazquez hailsfromthecapital,MexicoCity,an increasinglypopulardestinationfor Americantourists.

Unafraidtointroduceunfamiliar flavorsandingredientstocustomers whomayhavedroppedinlookingfor anenchiladacombo,theduo’sintent isclear.“Wehopetoredefinewhat MexicanfoodisinNewOrleans,” Navasays.

Thepairarecelebratingtheir restaurant’sfirstanniversaryinJuly Theyworkedtogetherforeightyears, bothinNewOrleansandonthe Northshore,beforeventuringouton theirown.Theynamedtheirplace tohonorNava’slatewife,whowas affectionatelyknownasTia.

LaTiastandsaloneintheseaof taqueriasthathavesprunguplocally inthepastfiveyears.Althoughithas outstandingversionsofcrowd-pleasing disheslikefajitasandquesadillas,a curiousdinercanlookbeyondtodishes lessfamiliartoAmericans

OneshowstopperistheJaliscostylebrontosaurus-sizedshortrib,a bone-in,24-ouncemonsterthatis braisedfor12hours.Chipawayatthe saltedcrusttogettotenderstrands ofmeat,pairedwithasmokytomato andguajillochilisauce,servedwith springgreens,Brusselssproutstossed inmoritapeppervinaigretteandwarm corntortillas.At$44,it’sthemenu’s big-ticketitem,butitiseasilyshareable fortwoandwortheverypenny.

Our Sauvignon Blanc is acleanplatinum hue thatopens with beautiful aromas of tropical guava and hints of lemon grass. Brightzesty citrus flavors areabundantonthe palate and highlightedby nuances of fresh pineapple and green apple. This light bodied whitefinishes with asplash of acid thatis delightfullyrefreshing.

Whenwewerekids,myparents decidedtohomeschoolus.They pulledmeoutofschoolinthirdgrade Wedidourschoolinthemorning,and Ihadtolearntocookandworkinthe restaurantduringtheday.Atfirstitwas justpotstuff,gumbo,soups,jambalaya andstufflikethat.

IspentmyentirelifesayingIwould nevergointotherestaurantbusiness Ididsomanydifferentthingstotryto escapeit.IwasintheNavy.Afterthat IworkedforStarbucksforfiveyears asanoperationsmanager.Iworked infilmforawhiletoseeifthatwasfor me.Itwasnot.ThenIwasatButcher forawhile,whereIwasdippingmytoe backin

L: AtButcher,wedidmainlyboudin andobviouslyandouille—wewent throughalotofthat.Ilearnedalot aboutsausagemakingandstuff.

Ididn’treallyintendtodoanything withitwhenIleft.Butmymomreally wantedmetomakesomeItalian sausagethatshecouldhaveforthe restaurant.Ihadsomeextraone day,soIvacuumsealeditandputit inthecase(attherestaurant).Itsold reallyquickly Mymomwaslike,“Iknowyoudon’t wantto,butyou’regoingtohaveto keepdoingthisformeforawhile.The restaurantispartofthefamily,soyou havetohelp.”IdidthatandIcameup withmyownrecipe.Itwentreallywell AtButcher,theyhadanItalian sausagerecipethere,butthey’renot Italian.Mymomis,soIwaslike,we’ll havetoplaywiththatrecipe.Ispent monthsonit,addingstuff,makingit alittlemoreSt.Bernard.Thebasic ItaliansausagehasItalianseasonings andredandblackcrushedpepper.But youcanmakeitmoreSicilian.Youadd fennel,anise,freshgarlicandalittle chilipowder

Thefirstpop-upwasatPete’sOut intheCold.Theownerandmanager aregoodfriendsofmine.Ididone atHenry’sUptownBar,andoneat BidRip’s.Iwasdoingonceaweekat Pete’s,butwiththenewrestaurant project,Ihavedonemylastone Iwasonlydoingpop-upstopromote thesausage.SoIreallyonlydidthe Italiansausagesandwich.I’dcookitin redgravy.I’dgetDongPhongFrench breadloaves,whicharefabulous.I’d topitwithprovolonecheese,andI

cameupwiththisgarlic-Parmesan grinderslaw.Ithinkitsoldpeoplemore thanthesausageitself.Peoplecame backandaskediftheycouldbuyjust theslaw.

Iwasdoingthatoneitemandgarlic bread.Iwantedtosellthesausageraw atfarmers’markets.

ThenIdidapop-upatFaubourg Brewery,andtheyhavearestaurant space.TheyaskedmeifIwantedto takeoverthatspace.SoIamgoingto dothatattheendofJuly.

I’llcontinuetosellItaliansausage, buttheconceptatFaubourgisgoing tobeabitdifferent—likemyparents’ placewithCreoleandCajunfood ButI’llmakemyownandouilleand smokeitthere.Iplanonplayingaround withthat.

Ihavebeenmakingsausageoutof myparents’restaurantkitchen.OnceI moveinatFaubourg,I’lldoitthere It’saprettynicespace.It’sgoingto havetobeabigsetup.IthinkI’llhavea teamoffour.

Self-reflections

“VERILUX”ISAFABRICATEDWORD. Andjustlikeanyofthecountlessnew wordsthatenterourever-evolving usage,veriluxtakesitsmeaningfromthe surroundingcontext.

ForNewOrleansmusicianNoraJane Messerich,veriluxmeans“truthglowing withlight.”It’sawordwithacertain energysurroundingit,andit’saconcise framefor“Verilux,”Messerich’sfirst albumunderthemonikerZoraLucent.

ReleasedinJune,“Verilux”isa fascinatingalbumofethereal,expansive worksblendingvocalexperimentation, glitchyelectronics,percussivebeatsand stringarrangements.Messerichwrote, recordedandproducedZoraLucent’s “Verilux,”andengineerBenLoriohelped mixandmastertherecord.

Whilelistenerswillbeabletoground themselvesinfamiliar,contemporary classicalelements,Messerich’sexperimentationcreatesafeelingofspace wherereflectioncanhappen.There’s apushandpullofthehumanandthe technological.“Myhopeisthatthemusic willguidelistenersintointrospectiveand imaginalworlds,”Messerichsays.

“Verilux”openswiththetitletrack andthewords“Mysweetmemory,”but thesongpivotstoastringoffamiliarand fabricatedwords:“vineanebula,”“striata nova,”and“lucentaphylla.”Theprecise meaningisn’timportant.Setagainst sparseelectronicsandstringsandmodulatingvocaltones,Messerichisshaping afeeling

Othersongsonthealbum,like “Severance//FeedbackLoop,”fitmore conventional,poeticlyricalstructure, whileotherscontainfabricatedwordsor acombination.Stillothertracksrelyon lyrics-lessvocalization.

“Ienjoyworkingwithandmanipulating myvoice,sothatremainscentrictomy music,”shesays.“Itwas,afterall,my firstinstrumentanditholdsthisinherent rawnessandvulnerabilityandcapability ofexpressingnuance.Buttheprocessof manipulatingthevoicetakesitintothese otherworldlyterritoriesforme.”

MesserichgrewupinSt.Paul, Minnesota,singingpopmusicaswellas religiousandRenaissancechoralpieces, shesays,andaftergraduatinghighschool leftforGlasgow,Scotland,tostudy music.Herdegreehadherwritingatonal orchestralmusicandlearningclassical, jazzandexperimentalmusic.

“IwrotemydissertationonBjorkand SarahVaughan,”shesays.“Whichwas reallyjustanexcusetogodownobsessive rabbitholesontheinternetaboutthem.”

ZoraLucentrecentlyreleased herdebutalbum,‘Verilux.’

Bjork,Messerichadds,hasbeenanotableinfluence,andshenotestheIcelandic artist’s“Vespertine”and“Vulnicura” albumsasparticularinspirationswhen creating“Verilux.”Messerichalsogives nodstoexperimentalelectronicaartists likeDolphinMidwivesandAishaDevi.

Afterfinishingherdegreein2016, MesserichfoundherwaytoNewOrleans Andinrecentyears,shejoinedguitarist andpianistTristanGianolatoformthe electro-chamberduoPinkLion,performingvocalsandelectronicsalongwiththe glassharp.

ButthemusicMesserichwasbecoming increasinglymorepassionateabout, shesays,requiredworkinginadigital audioworkstation,andinrecentyears sheshiftedtocomposingintheprogramAbletonandlearningmoreabout musicproduction

“Ihavealwayswantedtohavemore self-sufficiencyandfreedominmy creationprocessaswell,andelectronics offerthis,”shesays.

Theprocessofmaking“Verilux”took abouteightmonths,shesays,butitcame aboutafterafour-yearperiodwhereshe wasintenselyfocusedonoccultism,magicalstudiesandhealingpractices—energy work,trancework,herbalism,divination. Shealsohadduginto“TheArtist’sWay,” JuliaCameron’sbookaboutcreativity andself-growth.

Thecombination“resultedinalot ofhealingandunlockingofpartsof myself,andclearingthechannelifyou may,whichmadethismusicpossible,”

Messerichsays

“I’vebeeninclinedtowardsmaking musicthatleanssoothing[and]etherealratherthansuperhigh-energyor hardcore,”sheadds.“Thisalbumwanted tobegentle,because,Ipresume,that’s whatIneededenergeticallyatthetime.”

“LittleShop”washatchedasablack comedyinalow-budget1960film, whichfeaturedJackNicholsonina minorrole.ItwasdirectedbyRoger Corman,whoisknownfordirectingand producingaprolificspreeofpopfilms, includingsilliertitleslike“Attackofthe CrabMonsters,”“TeenageCaveman” and“LastWomanonEarth.”

Inthemusical,SeymourKrelbornisa haplessandmeekassistantattheshop. HesecretlyfallsforhiscoworkerAudrey

KeithandLeslieClaverie starin‘LittleShopofHorrors.’

Fulquard,whoisin arelationshipwithan abusiveboyfriend. Theshopowner,Mr. Mushnik,wantstofire Seymourformessingupan order,butSeymourappeals tohimthathehasaspecial plantthatwillhelpthestoredobetter. Seymouralsodiscoversthattheplant wantstodrinkbloodfromacutonhis finger.Whenheletsitdoso,theplant findsnewlife,andhenamesitAudrey II,afterhisbelovedAudrey.Everything startsmovingintherightdirectionfor Seymour,butAudreyIIhasaninsatiable appetite.Theshowfeaturesfourever largerpuppetsplayingAudreyII.

Thisproductionalsohasafeatof familycasting.SeymourandAudreyare playedbymarriedactorsLeslieClaverie andKeithClaverie.Throughoutthe musical,atrioofsistershelptellthe storyandcommentondevelopments. Ronnette,ChiffonandCrystalareplayed

bysistersWhitneyMixon,JessicaMixon andOliviaMixon,respectively.

Proctorislettingthemusicdrivethe show—he’sbeenafanofitsincehigh school.Hewasinanartshighschoolin NewJerseywhenthemusicaladaptation wasonBroadway.

Oneofhishighschoolfriendsmissed graduationbecauseshewascastas Chiffoninthe1986remakeofthe movie,starringRickMoranisasSeymour andSteveMartinasthedentistwho datesAudrey.
