TheMystick KreweofBarkus’ theme forits annual parade is “Top Dogs’ 30th Mission: Barkus Comes to theRescue.”It’sa nod to theTop Gunfranchise,and it also highlights theimportanceofanimalrescue— which thekrewe hasbeen promotingfor threedecades

“Wewentwith amoreHollywood, bigbox office themethisyear,”says GregoryCurtis, thepresidentof Barkus.“We trytoappealtoyounger kidsand families,sowelook for movies that attractfamilies andchildren andthatare funtocostume in.”

Thekrewe gathersinLouis ArmstrongParkand windsits way throughthe French Quarterbeginning at 2p.m.Sunday, Feb. 12.

Butunlikethe flying aces depicted in thefilms,the canine participants of theparade arenot necessarily macho.They’ll mostly just thereto wagtheir tails and spread awhole lot ofjoy —maybe even while sporting aviatorsunglasses.

Theparadefollows itsusual 15-block routebeginning at thepark gatesatSt. AnnStreet. There’sa ceremonial stop in frontofa reviewingstand at Good Friends’ Bar on Dauphine andSt. Annstreets. There, spectators canraise atoast —orperhapssalute thedogs and thank them fortheir service.

Good Friendsbar is wherethe krewe’s founders and dogenthusiastscame up with theconcept forthe parade backinNovember 1992. They were meetingfor drinks and bondingovertheir fandom of thefamed WDSU meteorologist, Margaret Orr— whoalso serves as theparade’slongtimeMC. In past years, Orrshared her duties with longtime WWLanchorAngelaHill “[Barkus]has humble roots,” Curtissays. “Itwas just awalking meetingfor theMargaretOrr Fan Club. Butitwentfromtheretoa full-onparade.”

It’s also become amajor fundraisingeffort. Curtissayseachyearthe krewe donates about$75,000 in grantmoney and directfunding to avariety of regionalanimalrescue organizations.Theycollect donationsand membership and entrance

fees from participants, though Curtis says no one who wantstobeinthe parade would ever be turned away forlack of funds.

This year,the parade celebrates its30thanniversary. Whilethere’sno shortageofpomp andcircumstance celebratingman’s best friend(s), it also promotesanimal adoption.Partofthe krewe’s missionisto help getsheltered and rescued animalsintoforever homes. Even itsroyalty reflects that

“The king is usually selected from someone whocontributes in abig way, mainly through financialsupport,” Curtis says.Meanwhile,the queenservestoexemplify a“rags to riches” story.

This year is alittledifferent.The King,PeteSampras, andhis Queen, BillieJeanKing, aremembers of the same family,though they arenot biologically related. Usually,that’s notthe case

localnonprofits,including several animal rescuegroupsand the Innocence ProjectNew Orleans TheInnocence ProjectNew Orleanshelpedexonerate Malcolm Alexander in 2018,and then reunited himwithhis dog Innocence,whomhehad raised as a puppywhile servinginAngolafor a crimehedidn’tcommit.

Innocence,who was“princess royale”ofBarkusin2020, will once againmarch this year.

Those chemicals,calledPFAS, do not easily breakdown, canmix with drinking waterand have becomeubiquitous in Americans’ bodies. PFAS chemicals have been largelyunregulated untilrecently. Morrellsaidhe’salready introduced legislationrequiringthe mayor’sMardi Gras Advisory Committee to determinewhich kreweswill be permitted by June 15 eachyear.

“It’sincreasinglyobvious that mayors kind of dictate, especially thelast one,haphazardly what’s goingtohappen with routes,” he said.“Andthere’s atremendous amount of heartburnand heartachearoundroutesbecause manypeople decidewhere they livebased upon what parade routethey’re on and look forward to it year-round.”

He also notedthatwaiting is unnecessaryand thecityalready hasmechanisms in place to plan ahead.

Morrellalsoquestioned the effectivenessoflast-minute agreements to bringinoutside police,who maynot have adequatetraining. He said he wondered if deciding to “shove some cops from Ruston into theroute” afew weeksbeforethe parade is scheduledtorollwill actually makeresidents anysafer.

AccordingtoMorrell,he’sstill sortingout howhewill pursue other changesand doesn’texpect to makedecisions on thoseuntil afterthisMardi Gras.Still,the new city councilpresidentseems to have aclearset of goalsinmind.

For“traditional” parades— primarily krewes that feature floats withridersand that roll thefinal twoweekendsofCarnival, Lundi Gras andFat Tuesday— perhaps thebiggest change Morrellhopes to seeisthe advisory committee to weed outunderperforming parades. Traditional parades are

“We’ve heardrumors foryears that thereare krewes that arenot financially solvent, that arekind of leasing theirspace to other kreweswho areonthe waitinglist or simply don’t want to go through theprocess,” Morrellsaid. Others have simply notprovidedthe sort of spectacleand artistry residents expectfromMardi Gras parades.

Such aprocess could also allow forthe city to handle other types of badactors.For instance, it could create amechanism to oust Nyx, which hasbeenplaguedby controversies,including members throwing racistbeads in 2019,their krewe captainposting racistcomments on socialmedia,alawsuit from five membersallegingfraud and abuseand thedecisiontohold aballinBiloxiin2021asaprotest of sortsagainst thecity’sCOVID-19 restrictions.Similarly,Druidshave come undercriticisminrecent years forcrossingwelloverthe line of satire into racisttropesand other insensitivethemesfor theirfloats.

“Thereneedstobeamechanism wherethere’ssomecurationon behalf of themayor’sMardi Gras

advisory committeetogothrough thekrewespost-MardiGrasand go, well,how wasthe parade this year? Diditliveuptoexpectations? Does theirrosteractually matchupwith theamount of riders they saythey have?Are they financiallysolvent?

Allthese things arethingsthatthey should be doing,”Morrell said Morrellalso said he wantsto give thecommitteethe authority to adjustthe number of legally permitted parades, noting that with theadditionofthe Legion of Mars as asolo parade,therewill be 35 permitted paradesthisyear—while currentordinances limititto30.

Morrellacknowledgedthatthese changes could causesomeanger amongkrewes, buthenoted “there’s actually awaiting listofdifferent people whohave krewes that want to actually geta route.”Hebluntly argued that if krewesaren’twillingto liveuptotheir obligations,the city hasevery righttoreplace them

“The symbioticrelationship betweenthe public andMardi Gras is that thekrewesgiveusthistremendousshow. that helps both lift oursouls andalso helps the city’s bottom line,”headded.“To that end, when youhave krewes that aren’t doinga goodjob, you’re justsubsidizing them.”

Morrellalso said walking groups like the610 Stompers,which have become increasinglypopularparts of thebig parade krewes,also need to be better defined andthat some sort of parameters should be createdfor howmanycan be includedina givenparade

“The waythey’ve gotten around it for yearsisthata lotofgroupslike 610 Stompers consider themselves bands,and that’s kind of aweird gray area to be in,” he said.“We’re goingtotry and makeiteasierto register as awalkinggroup because those areverydifferent.”

Meanwhile, when it comesto walkingkrewesand thegrowing number of paradesthatrollin theperiodleading up to finaltwo weeksofCarnival, Morrellsaid he wantstoput them on asimilar

footingasthe traditional parade krewes, particularly when it comes to dealingwithcitygovernment.

Currently,cityordinances name onlyfivewalking krewes that are technically able to receiveCarnival paradingpermits,Morrell said That meanspopularparadeslike Chewbacchus, krewedelusion, Krewe Boheme, Joan of Arcand othersfalloutside thoserules

“Theyneed to be givena spot so that they’regiven thesame respect as theother krewes because right now…the waythey’re treated is like weirdMardi Gras squatters, and they’retreated very badly,”hesaid.

Forinstance, last year theCantrell administration abruptly shortened Chewbacchus’ routeinthe days before theparade.Thisyear, the city forced changestoKrewe du Vieux’straditional routethathave upsetbusinesses alongFrenchmen Street, whilekrewedelusionwas forced to curtailits routebecause of theunexpectedcostfor security the city provided them in recent weeks.

That’s notthe case.Cantrell has heldpublic office far toolongto cast this as an oversight.Instead, it’s part of apattern of her using taxpayer fundsfor her ownbenefit —a regal senseofmisplacedand outsized entitlement.

NewOrleanians sawitinher prodigious first-class travel arrangements andtoo-frequent junkets, which have continued unabated into 2023 despite last year’s outroar. At theheightof that controversy, Cantrell had to be shamed into reimbursingthe city nearly $30,000 fortaxpayer-fundedextravagance. Even then,she did so onlyafter offering preposterous rationales —COVID19,safetyand heranxiety

Krewe of Corkhas grownoverthe last twodecades from 40 people to 406people,saysvan Hoorebeek,who also reigns as permanentking. If thelatternumber seems specific,it’sbecause membership is capped at 406as anod to Greekplaywright Euripides,who oncewrote, “Where thereisnowine, thereisnolove.” Euripides died in 406B.C

EdgarChaseisthe fourth generation of theChase family,which this year marks the82ndanniversaryof DookyChase’s Restaurant, made famousbyLeahChase. He knows athing or twoabout strong,smart women.“Even if Leah Chasewasn’t my grandmother,she’dbethe most amazing womanI’veeverknown,” he says.“She’dalways say, ‘Keep working it to makeitwork,’and that’s what I’mdoing.”LeahChase diedin2019atage 96

“She wasinthe kitchen well into her 90s,”hesays. “She’d sitata table in thekitchen we called her command center,peeling vegetables and entertaining guests.” Although he admits Leah Chase left adauntingexample to live up to,EdgarChasesayshehas many family membersshouldering that challenge.

Themenu pays homage to theDooky Chasetradition whileforgingthe kitchen’s own path.Instead of shrimp and grits, thereare fish andgrits, featuringfried farm-raised catfishatopa mound of savory gritslayered with aromatics and finished with cream. Ascattering of blisteredheirloom tomatoes keepscompany with a corn maque chouxstudded with charredcornand nibs of andouille.

“Everybody makesshrimpand grits, butthisdishreminds me of both my grandmothers,”Edgar Chasesays. “Onthe onesideit wouldbefarm-raised catfish, the other side it wouldbeperch.”

Therestaurantopens forbreakfast at 8a.m.and that menu is available through lunchaswell. Options include grits, eggs,bacon and biscuits, abarbecue shrimp omelet and agarden omelet bright with vegetables.There’sa riff on asandwich his grandmother loved— an oyster BLT, which she’dfix with juicypiecesof pork tenderloin,fried oysters, lettuce and tomato.Bacon is substitutedfor theporkatChapter IV.

HAITIANRADIO is filled with new songs made specifically for theseason. Thenew musicis celebratoryand upbeatand oftenpointedly references the issues of theday

It’s atradition many Haitian musicianstakepartin, includingrenownedHaitian roots band RAM, which has written dozens of Carnival songs sincethe groupcame together in 1990.

“Wetry andget aheadstart on ourCarnivalsong,” says William Morse, RAM’sguitaristand theson of theband’s foundersLunise and RichardA.Morse. “A lotofpeople go into thestudioinJanuary. We’vegot into thehabit of starting sometime in October,November, trying to geta head start,get it mixedand mastered andall the backgroundstuff.”

Within thefirst weeksofCarnival, thesongisreleased andRAM is outdoingpromotion.Then the gigs start to pick up as MardiGras approaches, withtwo or three showsa week around theirlongtime home city Port-au-Prince

“And then there’sthe actual Carnival parade,the officialparade, wheretheypickcertain bandsfrom that year and they give youa float and youplayyoursonginfront of maybea million people,” Morse says.“Andthe organization for that is justnuts— makingsurethe soundisthere, theequipment, the soundcheck,the food and drinks

RAMonJan.18released itslatest Carnival song,“NanGinen O(Peyi aChanje),” butthe band this year is celebratingCarnivalinNew Orleans,its newhomebase. And true to form,the grouphas abusy schedule in theleaduptoMardi

Gras,playing Vodou rara music —festivestreet musicthatcenters drums andhorns —withrock elementsmixed in RAMisatd.b.a.onMondays in February. Thegroup also plays Krewe Du Kanaval’sballatthe Civic TheatrewithCimafunkand 79rs Gang on Feb. 10;BJ’sLoungeon Feb. 12; ToulouseTheatre on Feb. 17; and Café IstanbulonFeb.21.

overthe HotelOloffson, andmet and marriedLunise Exume.

Inspired by theHaitian mizikrasin movement, thetwo startedRAM in 1990, mixing traditional folk music withrock’n’ roll and apunkattitude.And RAMbecame apopular band in itshomecountry in addition to regularlytouring NorthAmerica whereitplays to both Haitiancommunities along theEast Coast and to worldmusic audiences

Last October,RAM decamped from itshomeinPort-Au-Princeto setupheadquartersinNew Orleans

“It’sgetting moreand more difficult to live in Haiti, to function andoperatethe business,” says WilliamMorse, referencingrecentpolitical andcivil instability in thecountry.“Gettinggas is aproblem, electricity is aproblem, safetyisa problem. It just wasn’t able to work under those conditions.”

AfamilyrelationinNew Orleans had ahouse available forthe group RAMhas gigged in NewOrleans occasionally since2018, and in early 2020,the Morsefamilywas visiting forafew weekswhen thepandemic shutdowns hit. They ended up staying forclose to five months, Morsesays.

Aftersettlingin, RAMquickly began regularlyplaying spotsinNew Orleans,including at theToulouse Theatre,Maple Leaf,Café Istanbul and theHaitian restaurants Fritai and Rendez-Vous.RAM also had shows last fallinBrooklyn, MiamiBeach, Boston and back in Port-Au-Prince

“New Orleans is such an interestingplace musically,” Morsesays.

“It’sa city formusicians,and with thewhole Creole historyand the Voodooculture andCarnival, it was kind of perfect forusinasense.”

Thefilmturns notsomuchonsecond or thirdasendless lastchances.Leslie mostly resists help that shefinds patronizing. Oneofher last chances comesfroma hotel managerplayedbyMarkMaron.The comedianis excellentasa guywho’s gotten hislifetogether butisnot asking formuch. He knows whereLeslie is coming from Thereare severalsolid performances besides Riseborough’s. Audiences mayrecognizeAndre Royo from DavidSimon’s “The Wire”and Stephen Root from an arrayofroles.

In theend,Morris andwriterRyanBinaco’sfilm and treatmentofrecovery is less arthouse than somethingdesignedfor Hollywood. Butthe film is well made and theperformancesare worthy of theattention it’s finally gotten
