Oncetheyare adopted, we do everythingwecan to keep theirfamily together, andhelpthose familieswho don’tadopt from us,too.Through ourfoodpantryweare ableto feed nearly 1,900petsyearlyand provide affordableand accessible veterinary care to close to 15,000 animals at ourCommunity Clinicfrom variousparishes across SoutheastLouisiana.

Since2007, School ReadinessTax Creditshave been an easy wayfor businesses to redirect theirtaxes locally in supportofearly childhood education.Businesses with aLouisiana TaxID areeligible to receivea100%refundable state tax credit for up to $5,000 forcontributionsto ChildCareResourceand ReferralAgencies. If the creditexceeds your business’tax liability, youwill receiveacheck forthe difference.

Dependingonyourbusiness’ entity—Sole Proprietorship,LimitedLiabilityCorporation, Partnership,Corporation,SCorporation, C Corporation or Franchise—youcan take thecredit against individual income tax,corporateincome tax,orcorporatefranchise tax on your Louisiana Statetaxes.

School ReadinessTax Credits(SRTC) are apackage of refundable statetax credits designed to support qualitychild carein Louisiana. Thesecredits allow tax breaks to families,childcareproviders, childcare directorsand staff, andbusinessesthatsupport childcareinanefforttoencourage childcare facilities to voluntarilyparticipateinthe quality rating program administeredbythe Louisiana Department Education (LDE).Almost20years later, thesetax creditsrepresent an annual investment of $18million in Louisiana’scitizens, whichhelps draw down an additional $80million in federalfundingeach year.

School ReadinessTax Creditsare comprised of five separate tax credits. Althoughthe first threeare focused on individualsinthe child care system, onlythe last twoare directedto businesses,and of thoseonlythe TaxCreditfor DonationstoResourceand Referrals Agencies is fullyrefundable.

AChildCareResourceand Referral (CCR&R) organization servesasaresourcehub for families, childcareprofessionalsand communities. CCR&Rs increase access to high

quality,affordable childcare by providingmany different services dependingonwhere an individual lives, includinghelping familiesfindchildcare, providing support, education andresources to childcare providers andraising awarenessof, andsupport for, early childhoodeducation.There aresix Resource andReferrals agenciesinthe stateofLouisiana; Agenda forChildren is theResourceand Referral agencyfor theNew Orleansregion.

High Quality EarlyChildhood Education is a critical elementindetermininghow successful achild will be in theyears to come. Research hasshown that achild’searly experiences are crucial to brain development andlifelong success.Thisisbecause eighty percent of brain development takesplace from birth through age three. Children whostart school behind generallystaybehind, andmorethan 40%of Louisiana’schildren enter Kindergartenalready behind. Thegoodnewsisthatthe investment providedbySchool ReadinessTax Creditshas begun to turn thetide.Datacollected overthe past twodecades showsthatthe very large gap in academic performance between high-and lowincome children is shrinking,and many of these improvements arelinkeddirectlytoincreased access to high quality andaffordableearly childhoodeducation.

Throughthe development of theSchoolReadiness TaxCredits,Louisiana is supporting asector that includes abroad networkofchildcare providers that create jobs andincomeintheir local economy, in addition to providingcritical childcarefor workingparents. Forevery dollar spent in theLouisiana earlycareand education sector,there is an immediatereturnof$1.78 into thelocal economy,and research suggeststhe long-term return on investment is up to sixteen dollars. TheSchoolReadinessTax Creditshave been asuccessfulway to strengthen thequality of earlycareand education services in the

StateofLouisiana,improvingyoung children’s KindergartenReadinessand strengthening local economies. They areawin-win-winfor Louisiana’s children, families, andcommunities.

ClaimingSchool ReadinessTax Creditsis simpleand requiresverylittleeffortonthe part of thefiler. To donate,you canwriteacheck forupto$5,000,toyourlocal ChildCareResource andReferral(CCRR)agency. Businesses in the NewOrleans area should go to agendaforchildren. orgfor more information or to donate online. Once youhave made your year-end donation,you will receiveaformal letter from theCCRRshowing proof of your donation.

To file individually, usetax form IT-540.Iffiling as acorporation or franchise, complete tax form CIFT-620. Makesureyou mark“agency” and usecode68F to denote that this is adonation to your ChildCare Resource andReferrals agency. Next,attach allnecessary documentation to the form:1)the formal letter from theCCRRshowing proof of your donation;2)the canceled check; and3)ifapplicable, ascheduleK-1,Partner’s or Shareholder’sshareofincomeetc.whichshows thepercentage of thedonation that canbe claimed forapartner.

Onceeverything is submitted, youwill receive anoticefromthe Louisiana Department of Revenuestating that your tax return hasbeen selected forreview. PleasenotethatLDR is only reviewing your requestfor schoolreadinesstax credits, not your full return.You should expect to seeareduction in your tax liabilityorarefund equivalent to theamount donatedupto$5,000 within afew months of filing.
