THISWEEKTHELOUISIANA SENATEAPPROVEDSTATE SENATORBETHMIZELL’S SB41,whichmakesdonations toanti-abortion“pregnancy crisiscenters”eligiblefor stateincometaxcredits—but exemptsthecentersfrom regulatoryoversightbythe stateDepartmentofHealth.

OnlyoneDemocratic senator,NewOrleans’Royce Duplessis,votedagainst themeasure.Worsestill,no DemocratspokeagainstitontheSenate floor.AsTheLouisianaIlluminator noted,“therewasnodiscussionofthe billatallbefore”the36-1voteapprovingthebill.Whereweretherestofthe Democratsisatleastasconcerninga questionasisthebillitself.

Underthebillthecreditswouldequal 50%ofeachdonation,withanannual creditcapof$5,000perdonation anda$5millionannualcaponcredits statewide.Creditswouldbegiven onafirst-come,first-servedbasis, butunusedcreditscouldbe“rolled forward”intofutureyears.

Thecredits,whichbeginin2025and endin2030,amounttoagenerous statesubsidyofunregulatedanti-abortion“pregnancycrisiscenters”that intentionallyadvertisethemselvesusing languageparrotingthatofabortionclinics.Theythenattempttodissuadevulnerablewomenfromgettingabortions —andevenfromusingbirthcontrol.

UnlikePlannedParenthoodclinics, thecentersareNOTmedicalclinics, andtheycommonlydisseminate widelydiscreditedanti-abortionpropagandaasifitwereseriousmedical advice.Worse,Mizell’sbillspecificallystatesthateligiblecentersmust affiliatewithatleastone“national organizationforpregnancycenters includingHeartbeatInternational,Care Net,ortheNationalInstituteofFamily andLifeAdvocates.”

Allthreeofthoseorganizationsare faith-basedanti-abortionnetworks. AstheJournalofInternalMedicine putitina2019article,theyseekto “interceptwomenwithunintendedor ‘crisis’pregnanciesanddissuadethem fromundergoingabortion.”
