Not Your Mother’s Retirement

Baby boomers approach retirement in a new way; businesses take note By Amelia Compton Wolff For The Northwestern Robin Oxley retired from teaching at Perry Tipler Middle School last year at age 55. She refers to her own retirement as “slow paced,” but compared to those of generations past, it is anything but. Oxley and her husband, who is also retired, have already gone on two cross-country trips this year, one to the Pacific Northwest and one Southwest, with plans to visit every national park. “I’m hoping to try things that I’ve never been able to try,” Oxley said. “I would like to learn more about the computer and I’ve never learned anything about art. I’m on a journey of figuring all that out.” According to the U.S. Census Bureau, this year the oldest of the 77 million baby boomers turn 65, with more than 10,000 turning 65 every day for the next 19 years. By 2030, baby boomers, those born between 1946 and 1964, will represent an estimated 20 percent of the population. As boomers begin to retire in record numbers, their new approach to the golden years is making the world take note. “I’m reinventing myself,” Oxley said. “I’m no longer Mrs. Oxley, the teacher. I have to

recreate my identity.” Oxley’s approach to retirement, that it’s a time for reevaluation and rejuvenation, echoes the trends that are creating some big booms in certain business sectors. “Older people used to sit on a bus and go somewhere to watch something,” said Dr. Ashay Desai, associate professor of management at UW-Oshkosh. “Now people prefer to do things themselves.” This emphasis on active participation is causing big gains in the entertainment and leisure sectors, particularly as boomers begin to watch their dollars. Desai notes retirees are indeed cutting back on buying in key ways. “Instead of buying a boat they buy a cruise or three,” he said. “Smaller sources of entertainment are being pursued.” In addition to leisure and entertainment, the health care industry, in particular alternative medicine and therapies, have been benefiting from the boomer influx.

may not be selling their homes for as much as they thought, resulting in smaller nest eggs. Baby boomers are also delaying selling their homes altogether. Improved health and longer life expectancy is allowing boomers to remain in their own homes for extended periods of time. Other areas being greatly affected are government programs such as Social Security and Medicare. “As Americans age and the average age gets older, there will be a lot more pressure on Medicare,” said Dr. Chad Cotti, associate professor of economics at UWO. “As seniors retire they stop paying in and start receiving benefits. It’s a double hit.” According to the Congressional Budget Office, in 2010 there where 3.4 workers per Medicare enrollee. By 2030, that number is expected to be at 2.2 workers per enrollee. “The problem compounds when seniors start needing more health care as they age,” Cotti said. “The last few years of life are very expensive.”

“People’s life expectancy is growing. They buy lots of products that help them rejuvenate. There has been growth in spas, increasing longevity, genome and hormone therapy,” Desai said.

There is some worry about the continuation of such programs. Potential solutions include increasing retirement age, increasing co-pays or taxes, or decreasing benefits.

But for boomers, there may be some tough times ahead. According to the Center for Economic and Policy Research, the decline in home prices between 2006 and 2008 led to a $4 trillion loss in real housing wealth, equaling to more than $50,000 per homeowner.

“The hardest part is it’s an emotional issue,” Cotti said. “We have to be able to sit down and be willing to make sacrifices. It will probably be a bundle of those things.”

Taking Retirement to the Bank

Building a nest egg begins with proper planning

Retirement and exotic retreats may have a few things in common – no bosses, alarm clocks or agendas – but there is at least one glaring difference: the amount of time we spend planning them.

Take into account where you hope to retire in order to more accurately plan, since expenses can vary greatly by location. Do you and your spouse hope to travel? Do you have grandchildren to spoil? Define what you hope to achieve in retirement as well as the day-to-day expenses.

“Contribute enough to get the full match from your employer,” Hoff said. “That’s one hundred percent return on investment right there.”

“Facts show us that most people do more planning for a vacation than retirement,” said Ted Hoff, financial adviser with Edward Jones. If that’s the case, envision retirement as the ultimate vacation that is well worth the forethought. The U.S. Department of Labor reports that the average American spends 20 years in retirement, yet fewer than half have calculated how much they really need to save. As Americans live longer, our retirement savings will need to outlast us, but factors such as inflation and market fluctuation can make retirement planning seem futile. The good news is there are number of things that can be done today to get on track with retirement saving.

Establish goals No two individuals have the same plan for retirement. Determining what’s on your retirement “wish list” will lead you to specific financial goals. “Retirees need to be thinking not only in monetary terms, but also what do they want to retire to,” said Mary Wiedenmeier, CFP and partner at Provident Financial Consultants. “We

Crunch numbers Take a look at your current income and expenses. For an easy estimate, figure you’ll need at least 80 percent to 85 percent of your current income to cover expenses in retirement; some financial experts advise upwards of 90 percent. Hoff recommends determining a month’s worth of current expenses to figure what you will need for the years to come. Eliminate expenses associated with working, i.e. gas for the commute, while adding those that may increase in retirement with new hobbies and medical care. Despite low inflation costs over the past several years, medical costs are increasing and are expected to continue rising about 7 percent a year. Around 20 percent of retiree income will go toward health care, so it’s best to plan for higher inflation rates and end up with more money than not enough.

Work contributions Retirees today rely on a combination of investments, Social Security benefits plus personal and work-related savings as fewer

If your employer does not offer a retirement plan, you can still make contributions to any of your IRA accounts. Sixty-two-year-old Bob Luedtke retired from the Oshkosh Area School District as a physical education teacher in 2010 and is pleased with where his savings ended up after 22 years in the making. “My wife’s colleague was into a 401(k) and IRAs so we got into them also. We started out saving minimally,” he said. “Over the years it’s kind of amazing what you can accumulate.”

Play catch up At age 50, you can begin making catchup contributions to your 401(k) and other retirement accounts. Maximum annual catch-up contributions can range from $1,000 to $5,500 depending on the type of plan. “It is difficult but not impossible to catch up,” Wiedenmeier said. “Try to sit down with an accountant, banker or financial adviser and look at the big picture. Balancing Act

How to juggle everyday life with eldercare times a parent, age 50 or older, a service valuing $375 billion a year.

By Amelia Compton Wolff For The Northwestern Rita Schutzendorf, a certified caregiver with Home Instead Senior Care, began assisting in the informal care of her mother after she suffered a stroke in 2008. “It’s like raising a young child,” she said of the year and half her mother spent under her and her siblings’ care. “You have to fit your schedule around the child. Your freedom is really gone.” Schutzendorf, 64, is not alone. The American Association of Retired Persons and the National Alliance for Caregiving estimate more than 25.5 million Americans provide informal, unpaid care for a relative, often

Need for care For some families, the decision to provide informal care for a parent is strictly financial. “There are a lot more adult children taking care of their parents because the price of nursing homes has increased dramatically,” said Mark Weisensel, supervisor of Aging and Outreach Services for Winnebago County. “I’ve also seen a great increase of in-home care services.” For Schutzendorf, the decision to attempt informal care was a little more sentimental. “My mother’s home was the original home that she and my dad had built after they were married,” Schutzendorf said. “They had done all the family raising and had good memories there.”

Caregiver’s toll The combination of financial, emotional and physical stress of caring for a parent is a large load for a caregiver to carry, a caregiver who may be parenting their own children simultaneously. “Having young children pulls you both ways,” Schutzendorf said. “I’ve noticed caregivers having to totally give up their interests and lives

because the care required is so extensive. Having a job also makes that really difficult.” Caregivers may feel isolated, depressed, exhausted mentally and physically. They often miss work in order to provide care, causing a greater financial strain.

Helping hands Schutzendorf, who received support from siblings, recommends seeking assistance whether from other family members or professional in-home aids. “I would come in and spend the day with my mom during the week and my sisters would come on the weekend and prepare meals,” she said. According to AARP, the average family caregiver spends $5,531 per year out-of-pocket in caregiving expenses. Schutzendorf suggests putting some of that toward paying for in-home assistance, even one or two days a week for a few hours at a time. “Having someone else come in helps free up time and allows you to get away for a while to run errands,” Schutzendorf said.

Strength in numbers Lana Rogers, 36, relocated to Oshkosh from Oklahoma to help care for her 62-year-old mother who has Alzheimer’s disease. Rogers’ father is employed full-time so the family needed extra help. Rogers’ biggest source of

emotional comfort is the support group she attends once a month for people caring for relatives with the same disease. “There are people there taking care of parents in different stages of Alzheimer’s,” she said. “You can see how different people are struggling and know you’re not the only one.”

Communication is key If you are working, inquire with your employer’s human resources department to learn about any company caregiving policies. Some companies offer benefits such as an employee assistance program that allow for extra time off without the loss of other benefits. Be upfront with your manager about your role as a family caregiver. He or she may be able to assistant in developing a realistic plan to accomplish work tasks while providing flexibility for caregiving duties. “Caregiver burnout” is a reality for anyone in a caregiving role. Jenny Webb, home health aid at Clarity Care, sees communication as the key to maintaining sanity. “The person themselves may not even notice burnout happening but others may. ADULT DAY-CARE SERVICES

An adult day care center provides services generally Monday through Friday during normal business hours in a group setting to adults who need assistance with the activities of daily living and supervision. Participants in adult day care may receive assistance with personal cares, supervision, meals, medication administration, and may participate in various social activities and community outings. In Wisconsin, adult day care centers are not licensed, but may be certified. Wisconsin Donated Dental Services Program

Dentists throughout the state have volunteered to donate comprehensive dental care to people of all ages who, because of a serious disability, advanced age, or medical problems, do not have enough income to pay for needed dental care. There are no rigid financial eligibility requirements. There is generally no cost to qualifying individuals, however, people in a position to pay for part of their care may be encouraged to do so, especially when laboratory work is involved. Call the Program Coordinator for an application. When the application is returned, it will be reviewed to a referral coordinator to obtain additional information. TEPP (Telecommunications Equipment Purchase Program)

TEPP is to help people with disabilities buy equipment they need in order to use basic telephone services. The TEPP is one of several different programs paid for by the Wisconsin Universal Service Fund established by the Public Service Commission. Money collected from Wisconsin telephone service providers goes into the USF. TEPP rules so require that an applicant: • Be a Wisconsin resident • Be a person who is deaf, hard of hearing,

speech impaired, or mobility or motion impaired. • Need special equipment to use the telephone in the home or when traveling (like a TTY, volume control, visual alert system, etc.) There’s no age or income limit, but an individual can only get TEPP money once every three years for the same type of disability. Wisconsin Telecommunication Relay System

The Wisconsin Relay system provides the vital link for effective telephone communication between people who use a TTY and those who use a standard telephone. A TTY (also called a TDD, TT, or text telephone) is a device that allows people who can not hear and/or speak to type and read their telephone conversation.

Calls are relayed by highly trained operators called Communication Assistants (CA’s) who acts as the “invisible link” between two callers. During a relay call, a CA will voice everything typed by the TTY user and type everything said by the telephone user. In this way, the relay allows people who are Deaf, Hard of Hearing, or Speech Disabled to have an interactive telephone conversation with anyone, anytime, even if the person they are calling does not have TTY compatible equipment! Program offers financing for the rehabilitation of rental housing. Crisis Assistance — if you have no heat, if you have received a disconnect notice from your heating fuel dealer or if you are almost out of heating fuel and do not have any way to pay for heating needs, you may be eligible for Crisis Assistance. Fixed Route System

The Oshkosh Transit System operates fixedroute bus service from 6:15 a.m. to 6:10 p.m. Monday through Saturday in the City of Oshkosh. Also, one contracted intercity route between Oshkosh and Neenah that operates from 6:45 a.m. to 6:25 p.m. Monday through Friday, and 7:45 a.m. to 6:25 p.m. on Saturday.

Access to Jobs Program

The Access to Jobs program is a demand response cab ride for the purpose of going to/from work only. The program is designed to allow low-income individuals to access their employment site, when the bus is not in service or does not provide reasonable access. Winnebago County Rural Transportation Program

The Oshkosh Transit System paratransit program provides demand response sedan or van service to rural Winnebago County residents that are 60 years of age or older. DEFINITION: An elder person, age 60 years or older, who may be subject to abuse, material abuse, neglect or self-neglect as defined below: 1. Physical Abuse means “willful infliction on an elder person of physical pain or injury or unreasonable confinement.” This could include direct aggressive behavior such as bodily assault, sexual abuse, physical restraint, torture and imprisonment. 2. Material Abuse means “the misuse of an elder person’s property or financial resources.” This would involve misuse, misappropriation of money, valuables or property; denial of right to access or control of personal funds, or interference in financial decisions, passive neglect of financial affairs or failure to intervene in financial mismanagement or exploitation. 3. Neglect means “a significant danger to an elder person’s physical or mental health because the person who takes care of the older person is unable or fails to provide adequate food, shelter, clothing, medical or dental care.” This would include neglecting, withholding or refusing to permit others to provide food, clothing, shelter, medication, medical attention, or personal care and neglectfully permitting or deliberately causing exposure to unsafe, unsanitary, or unhealthful conditions. 4. Self-Neglect means “a significant danger to an elder person’s physical or mental health because the elder person is responsible for his or her own care, but is unable to provide adequate food, shelter, clothing, medical or dental care.”

REFERRAL: Cases of elder abuse need to be referred to the Winnebago County Department of Human Services, Crisis Intervention/Adult Access Team Oshkosh - 920-236-4615 Fox Cities - 920-727-2882 TDD/TTY - 920-236-4612 A social worker will be assigned to assess the situation. II. DISPOSITION: There are four basic types of situations: 1. The elder person who consents to assessment and service delivery and who appears to be mentally competent. 2. The elder person who refuses assessment and service delivery and who appears to be mentally competent. 3. The elder person who (regardless of his or her degree of cooperation) appears to lack sufficient mental capacity to make decisions regarding his/her own care or an elder person who has a legal guardian. 4. The elderly person is in danger of immediate and grievous bodily harm regardless of competency (emergency situations). LIMITATIONS: Competent adults have the legal right to refuse assessment and/or services regardless of the opinion of professionals, family, friends, neighbors and the community at large.
