Street Department Launches Condition Assessment
The Garland Street Department has launched a special initiative to assess the condition of the City’s 1,025 miles of streets and alleys. This Pavement Condition Index assessment project rates our streets on a scale from 0 to 100, with 100 indicating excellent condition.
You may have spotted Roadway Asset Services vehicles driving around town. These vans are equipped with data collection tools and digital cameras to document the condition of all our roads.
Downtown Survey
We are excited to announce a new initiative aimed at enhancing the vibrancy and appeal of our beloved Downtown area. We invite you to participate in a survey designed to gauge your thoughts and preferences regarding Downtown development and the types of stores and restaurants you would support.
Your feedback is invaluable. It will not only aid the City of Garland in marketing to developers but also provide essential documentation to business owners about the types of retail and dining establishments our local community would embrace.
The survey will run for two weeks starting May 1 and will be available in English, Spanish and Vietnamese.
Whether you reside in Garland or own a business in its Downtown, we encourage you to partner with us and share your opinions. Together, we can continue shaping our Downtown area into a thriving hub that reflects the desires and aspirations of our residents and business community.

Garland Earns Governor’s Community Achievement Award
Keep Texas Beautiful has recognized Garland and Keep Garland Beautiful among 10 winners of the 2024 Governors Community Achievement Awards as an outstanding clean and beautiful community.
Garland will receive $310,000 for a landscaping project to be completed in collaboration with the Texas Department of Transportation along a statemaintained road. Garland will also receive a stately cast aluminum metal plaque to be placed in a prominent public location.
The award is one of the most coveted annual environmental and community improvement honors in Texas. A community’s environmental program is judged by a group of diverse, multi-sector judges on achievements in seven environmental and community improvement areas: public awareness and outreach, environmental education, beautification and community improvement, litter prevention and cleanup, solid waste management, litter law and illegal dumping enforcement.
Communities compete in 10 population categories with the size of the landscaping awards based on their population. The other winning communities this year are Alpine, Anna, Argyle, Del Rio, Little Elm, Pearland, San Marcos, Seabrook and Whitesboro. Watson Park
Bond Update
The City will celebrate its success at Watson Park, 3910 Lawler Road, with a public event Saturday, May 11. Follow our social media channels or the City website, GarlandTX.gov, as event details develop. Amenities at Watson Park provided in partnership with the Texas Parks & Wildlife Department now include a futsal court, splash pad, trail, upgraded playground area, resurfaced basketball court and improved soccer field. Parking and restroom facilities have also been added.
Fire Stations
Fire Station 6, 6450 N. George Bush Hwy., will open this summer! This facility features the latest fire station technologies, such as apparatus bay automation and improved firefighter notification systems. These innovations will help shorten response times to emergency events. The included technologies and amenities also focus on the safety, health and well-being of the firefighters by providing them with improved decontamination technologies. Be on the lookout for news about a grand opening event!
Fire Station 1, which will serve as the central fire station for the City of Garland, is expected to be in the general contractor bidding process this month. This larger station on State Highway 66 between First Street and Dairy Road will have six apparatus bays housing specialized equipment serving the entire city in this centralized location.

The new Surf & Swim Aquatics Facility construction is expected to startw this summer adjacent to Audubon Recreation Center, 342 W. Oates Road.
The new facility will have a winding lazy river, a tranquil leisure pool, an aquatic playground, a dedicated children’s pool, three new waterslides and shade structures. The revitalized Surf & Swim will also include a party room for celebrating birthdays and other special events, and a concession stand. The existing Surf & Swim facility, built in 1984, will be demolished.
While we wait for this incredible facility to be completed, it’s important to know the places in Garland that are open and ready to provide you with a fun space to enjoy the water and stay cool … like the splash pads at Wynne, Embree and Watson parks. There is also a brand-new water feature at the Downtown Square.

Welcome to Team Garland
Ariel Traub joined the City of Garland as Managing Director of Legislative & Public Affairs on March 18.
Traub brings a decade of government experience, including with the Texas Senate, U.S. House of Representatives, Texas Health and Human Services Commission and, most recently, with the City of Georgetown.
She developed the City of Georgetown’s Intergovernmental Relations Program, led the Legislative Task Force and advocated for the city throughout the 88th Legislature. During her tenure in the Texas Senate, she handled public affairs, led policy discussions, assisted in drafting legislation and aided in the development of the 2018 Senate Health and Human Services Committee Report.
Traub holds a Bachelor of Science in Political Science with a minor in Business from Sam Houston State University.
Niels Brown joined the City of Garland as Real Estate Director on April 1.
Most recently, Brown was the Real Property Manager for the City of Fort Worth, where he was responsible for planning, organizing and directing all citywide real estate acquisitions, including managing city fee-owned and tax-foreclosed properties, negotiating lease terms and buy-outs for city use of private property, and acquiring right-of-way and easement properties for departmental capital projects.
Prior to Fort Worth, Brown brokered real estate leases and acquired properties on behalf of developers, investors and a nonprofit land conservancy. His work to protect the vistas of Palo Duro Canyon State Park was recognized by Texas Parks and Wildlife.
Brown holds a Bachelor of Business Administration with a major in Finance and a concentration in Real Estate from the University of Texas at Austin.
Sarah Friend has stepped into the role of Downtown Development Manager. Most recently, Friend served as Communications & Marketing Manager for the City of Greenville. She is a former small business owner and real estate agent/investor who has previously served as a social media manager and an office manager, bringing broad experience in these areas to the Downtown Development Office.
Friend has a Bachelor of Science in Christian Ministries from Liberty University. This fall, she is scheduled to complete another Bachelor of Science in Strategic Communication: Social Media Management. She plans to begin a Master of Public Administration program in 2025.
Rudy Mancilla has been named the Garland Animal Shelter & Adoption Center’s Community Engagement Officer.
Mancilla engages the community to be proactively involved. He provides vital information and resources on programs and services offered by the Animal Shelter & Adoption Center. He focuses on understanding and addressing core community issues to find the most effective solutions.
Mancilla served eight years as a Garland animal control officer. A bilingual Army veteran, he has been a Garland resident for more than 25 years.

$1.7 Billion 635 East Project
The $1.7 billion 635 East Project to improve Garland’s busiest traffic corridor continues. The work includes the 11 miles of Interstate 635 between Central Expressway and Interstate 30, plus the I-635 interchange with I-30 and areas around the interchange.
In Garland, a traffic switch along McCree Road gives drivers access to a new elevated ramp to the westbound I-635 frontage road. A long-term closure of the westbound I-635 entrance at La Prada Drive is scheduled this spring.
Reconstruction of the DART Transit Center and Shiloh Road will begin soon.
Outside of Garland, the eastbound I-635 exits to Abrams Road and Miller Road have been closed. Crews are also working on grading and performing cable work on the Skillman Street bridge. And the exit from westbound I-635 to Greenville Avenue will reopen this year.

Severe Weather Preparedness
Are you ready for severe weather season?
As the warm months approach, so does the heightened risk of tornadoes. It’s crucial to be well prepared and informed about tornado safety measures.
Because tornadoes are unpredictable, it’s essential to have a plan in place before a tornado strikes. Familiarize yourself with the signs of an impending tornado. These may include dark, greenish skies, large hail and a loud, roaring sound similar to a freight train. Stay informed by monitoring local weather forecasts, having a weather radio or smartphone app handy, and ensuring you and your family are registered to receive alerts from the Garland Emergency Notification System.
Identify a safe location in your home, preferably an interior room on the lowest level, away from windows. Practice tornado drills with your family. Establish a communication plan so you can quickly check in with each other after the storm has passed.
When a tornado warning is issued, seek shelter immediately.
During a tornado, crouch low to the ground, covering your head and neck with your arms and using heavy furniture or blankets for additional shielding. After a tornado has passed, use caution when exiting your shelter. Avoid downed power lines and debris.

Measles in the News
On March 18, The Centers for Disease Control and Prevention issued a Health Alert Network Health Advisory to inform clinicians and public health officials of an increase in global and U.S. measles cases. It also provided guidance on measles prevention for all international travelers aged 6 months and older and all children aged 12 months and older who do not plan to travel internationally.
From Jan. 1 to March 14, CDC was notified of 58 confirmed U.S. cases of measles across 17 jurisdictions, including seven outbreaks in seven jurisdictions compared to 58 total cases and four outbreaks reported the entire year in 2023. Among the 58 cases reported in 2024, 54 (93%) were linked to international travel. Most cases reported in 2024 have been among children aged 12 months and older who had not received the measles-mumps-rubella (MMR) vaccine. Many countries, including travel destinations such as Austria, the Philippines, Romania and the United Kingdom, are experiencing measles outbreaks. To prevent measles infection and reduce the risk of community transmission from importation, all U.S. residents traveling internationally, regardless of destination, should be current on their MMR vaccinations. Health care providers should ensure children are current on routine immunizations, including MMR.
In the decade before 1963 when a vaccine became available, nearly all children got measles by the time they were 15 years of age. It is estimated 3 to 4 million people in the United States were infected each year. Also each year, among reported cases, an estimated 400 to 500 people died, 48,000 were hospitalized, and 1,000 suffered encephalitis (swelling of the brain) from measles. Measles is so contagious that if one person has it, up to 90% of the people close to that person who are not immune will also become infected. This dangerous disease can be prevented with the MMR vaccine. In the United States, widespread use of the measles vaccine has led to a greater than 99% reduction in measles cases compared with the pre-vaccine era.

Municipal Library Director’s Association Recognizes Garland
Garland‘s libraries have earned the state association’s Achievement of Excellence in Libraries Award for demonstrating consistent excellence and for contributions to services within the community,
Only 84 of the state’s 545 public libraries earned the recognition from the Texas Municipal Library Director’s Association. And it’s the 19th consecutive year in which Garland has received the honor.
Service areas considered for the award include workforce development services to the unemployed and underemployed; digital inclusion through online services, including those that teach computer skills; providing programs that offer cultural, topical and educational opportunities; literary support services; summer reading programs; innovative marketing; and ongoing training of staff.
Parks & Recreation Employee Earns State Honors
Garland Parks & Recreation Department employee Heather Lambert (left in picture) earned two recognitions at the 2024 Texas Recreation and Park Society annual Institute & Expo held in Galveston from Feb. 26 to March 1.
Lambert, supervisor at Holford Recreation Center, received the Presidential Award of Honor and the Presidential Coin.
The Presidential Award of Honor is presented by the outgoing TRAPS President to individuals who have supported them during their tenure with the organization and beyond. Lambert has been an active member of the TRAPS North planning committee for more than 20 years and is currently completing her second term as the North Region Director.
Lambert was also awarded one of the first Presidential Coins for her work with the National Recreation and Park Agency’s National Conference Local Host Committee. The NRPA Conference was held in Dallas in October 2023. Lambert served as the committee chair for OffSite Education Institutes and Leisure Tours. She helped create and implement an accessibility survey that was completed at every conference activity site. This survey allowed the committee to identify barriers that individuals with disabilities may encounter while participating and create accommodations to ensure a successful experience for everyone.

Sign Replacement Program Underway
Like anywhere else, Garland residents and visitors need to know what intersection or street they’re at in order to get to their destination.
But in a recently launched campaign to replace 730 street signs at traffic signal intersections for the first time in two decades, the City is also installing a sense of pride. “Garland Texas” and the City’s wireframe black logo is prominently featured on all the new street signs.
Two-person crews are changing signs at two intersections per day, weather permitting, blocking only a lane or two of traffic at a time.
Full implementation at traffic signal intersections will take most of 2024. Once the major streets are done, smaller signs throughout residential neighborhoods will be replaced. Those too will feature the City name and logo. There are more than 10,000 street identifier signs in Garland.

From 9 to 11 a.m., we’ll work to remove invasive plants, maintain trails and pick up trash. At 11 a.m., we’ll meet at the picnic tables with the lunch bag you brought from home, to relax and chat.
Closed-toe shoes mandatory. Long pants and long-sleeve shirts are recommended. Under 18 must be accompanied by an adult. Bring bug spray and water. Hand tools such as trash grabbers, loppers or hand clippers are welcome. No power tools.
The Society is an all-volunteer group dedicated to protecting and maintaining the Preserve. Most activities are free and open to everyone.
