Downtown Garland: Let’s Gather! The Downtown Garland Square is now open for business. The business of gathering. If you missed the grand opening celebration on Oct. 14, there’s another big party around the corner (and with such a great space to get together, we see a trend developing!).
A Garland on the
Square
After a two-year hiatus because of Downtown construction, Christmas on the Square returns at 5:30 p.m. Thursday, Dec. 7, with music, kids’ activities, food and, of course, the traditional lighting of the Garland tree. This edition of Garland City Press is full of other events and holiday happenings in Downtown Garland. Our Square is your space and we want you to feel welcome.
We had the privilege and honor of unveiling the reimagined Downtown Garland Square on Saturday, Oct. 14, and the celebration was one for the books. Garland’s very own LeAnn Rimes (right, pictured with Ruben Trejo of Hatco) returned to her hometown to celebrate with us and provide a heartfelt performance. The grand opening was made official with a ribbon-cutting ceremony, which featured the Garland High School Mighty Owl Marching Band and a special poetry dedication from Mike Hayslip and Elle Davis. Gary Gibbs, executive director of the Texas Commission on the Arts, conferred the state proclamation recognizing Garland’s Bankhead Cultural Arts District. The following weekend, the Wheels of Hope car show became the first of many traditional events to return to the Square. Its expanded format included a Friday night concert at the Plaza Theatre, one of three live music performances in Garland’s Downtown venues that weekend. These past few weeks, Downtown Garland has also seen the opening of our Visitor Center, a film festival, Campfire Tales in time for Halloween, orchestra, ballet and all that is happening inside its many businesses.

Cultural District Designation The City of Garland is proud to announce its new designation as an official cultural district. Garland is one of just two cities to receive this prestigious distinction from the Texas Commission on the Arts (TCA) in 2023. “We are thrilled to be recognized as an official cultural district by the Texas Commission on the Arts as Garland’s Bankhead Cultural Arts District,” said Garland Cultural Arts Director Amy Rosenthal. “This designation represents Garland’s long commitment to arts and culture initiatives as well as highlights the significance of the Bankhead Highway and its impact on Garland.”

We look forward to sharing our many gems with new and longtime visitors and residents alike.” Cultural districts are special zones that harness the power of cultural resources to stimulate economic development and community vitality. These districts can be focal points for generating business, attracting tourists, stimulating cultural development and fostering civic pride. Official designation allows cultural districts and qualifying resident arts organizations to be eligible to apply for significant cultural district funding through TCA.
Garland boasts a vast array of shopping, arts, outdoor activities and special events. Thanks to tourism, the historic Bankhead Highway’s cultural and economic impacts were significant to Garland’s development starting in the 1920s. Now, Garland’s Bankhead Cultural Arts District includes signature cultural institutions like the Granville Arts Center, the Landmark Museum and the Plaza Theatre. The district features two culturally noteworthy parks, industrial space repurposed as artist studios and a historic neighborhood. The heart of the district is Downtown Garland, filled with independently owned businesses featuring investments in infrastructure and

2024 Election Preview The Garland City Council appointed a Charter Review Committee at its Sept. 19 meeting. As a result of this charge, in addition to Garland’s general election, the City could place several propositions on the May 4, 2024, ballot due to the outcome of the suggestions of the Charter Review Committee. In the City’s May 4 general election, voters will elect Council Members for Districts 1, 2, 4 and 5. The first day to file for a place on the ballot is Wednesday, Jan. 17.

City to Redevelop 519 State St. A redevelopment dream for Downtown Garland will soon become a reality. The City of Garland has reached an agreement to purchase the Jones Hardware building at 519 W. State St. on the Downtown Square.

The Garland City Council formally approved the purchase Tuesday, Oct. 10. The City will develop and operate the new facility, which is envisioned as a mixed-use community space with dining and entertainment opportunities. Construction is expected to start in 2024. “This is a key property on the Square, and its redevelopment will add to the vibrant, active, exciting atmosphere that we’re creating in Downtown,” Mayor Scott LeMay said. The H.W. Jones Hardware & Furniture Company was one of the earliest businesses on the Downtown Square. Established in 1899, the business occupied some portion of the property on the north side of the Downtown Square for nearly a century. The City will continue to share progress updates for the redevelopment of 519 W. State St.

The budget is balanced as required by state law and reflects City Council’s policy framework. In accordance with the priorities expressed by the City Council, the fiscal year FY 2023-24 Adopted Budget addresses public safety needs and enhances personnel and operational funding to capitalize on improvements underway as part of the 2019 bond program. This year’s budget strikes a balance between affordability and the need to fund the City’s top priorities as defined by City Council. The tax rate has been decreased by 2.7 cents per $100 of valuation while addressing the impact of inflation and employee compensation. The fiscal year started Oct. 1.

IT Client Services Department Earns Awards of Excellence Congratulations to the IT Client Services Department for earning two significant accolades from the Help Desk Institute! The team achieved the HDI Team Certified Award and the 2023 HDI Team Certified Pinnacle of Excellence Award. The HDI training certifications and awards validate that support center technicians, supervisors and management possess the skills necessary to provide support within their organization and allow for best practices in supporting their customers.
Garland Video Programming Recognized Nationally The City of Garland’s Public & Media Relations team recently earned National Association of Telecommunications Officers and Advisors recognition for excellence in video programming. Garland’s team earned three first-place trophies and one third-place trophy at the Operating Budget Under $350,000 competition level. The awards honor excellence in broadcast, cable, multimedia and electronic programming produced by local government agencies.

Build Garland Transportation Items Several street improvement projects from the 2019 bond program have begun construction with the goal of providing safer and shorter commutes for Garland residents. Rick Oden Park Open for Fun! Get ready to enjoy the crisp fall weather at Rick Oden Park, 1010 W. Miller Road! Phase 2 of the reimagined project has reached completion and the park is open and ready to enjoy. Upgraded and new amenities at the park include a new playground, shade structure and a pedestrian bridge. There are benches and water fountains throughout the park to keep users refreshed and comfortable. The park also features new restrooms and walking trails, picnic tables, updated basketball courts and a baseball field. Fall is also the perfect time to shred it with your friends at the impressive Jon Comer SkatePark, which opened a full year ago as Texas’ second-largest skatepark and made Rick Oden Park a regional destination. What Shouldn’t You Recycle? z Plastic Bags and Packaging Film: Plastic bags are one of the most labor-intensive items to sort out since team members must manually take them off the line. When the bags get missed, they get caught up in equipment, sometimes getting tangled in machines, causing the entire plant to shut down to cut them out. z Tissue Paper, Facial Tissue, Napkins and Paper Towels: All of these are very thin and flimsy materials; it’s what makes them soft. However, being soft means they disintegrate before making it through the recycle process. Often, they become paste-like and will get stuck in the machines. z Styrofoam: Although you may see the chasing arrows recycle symbol on your Styrofoam package, Styrofoam egg cartons, meat trays, packing peanuts and any other type of expanded polystyrene cannot be processed from the curbside blue cart. #AmericaRecyclesDay #RecycleForGood

If your regular collection day is Friday, it will instead be collected Saturday, Nov. 25. The Recycling Center and Transfer Station, 1426 Commerce St., and Hinton Landfill, 3175 Elm Grove Road, will be closed Thursday, Nov. 23. z Christmas: The Recycling Center and Transfer Station will be closed Saturday, Dec. 23, and will reopen with regular hours Wednesday, Dec. 27. The landfill will be closed Saturday, Dec. 23, and will reopen with regular hours Tuesday, Dec. 26. Planet Green Holiday This holiday season, celebrate the most wonderful time of the year by recycling and spreading cheer to the environment too! z Unwrap Sustainability: Avoid metallic and glitter wrapping papers that can’t be placed in the blue cart to recycle. Wrap your gifts with eco-friendly paper. z Light up the Night: Switch to energyefficient LED holiday lights to save on electricity and brighten your home while reducing your carbon footprint. Keep them out of the blue cart and drop them off at a local thrift store for resale or hardware store for recycling. z Recycle Right: Remember, artificial Christmas trees, tinsel and tissue paper don’t mix well with recyclables. Ensure your holiday recycling is clean and free of non-recyclable items to make recycling jolly and effective. z Say No to Single-Use: Swap disposable plates and cutlery for reusable ones at your holiday gatherings. It’s okay to use Mom’s “good dishes.” z The Joy of Composting: Turn your real Christmas tree into mulch! Set your decoration-free tree at the curb on collection day (separate from the trash or bulky collection pile) and it will be brought to the Wood Recycling Center. This mulch is free and self-serve to all residents. Use it for a variety of needs around homes and yards.

Winter Reading Challenge
Geocaching in Garland Geocaching, the world's largest treasure-hunting game, is thriving in Garland! Garland is not only adding six caches to its History GeoTour, but it is having a GeoTour Photo Contest with some amazing categories and prizes, including a grand prize donated by Garland Camera! Players use the app and GPS-enabled devices to find hidden containers called geocaches. A typical cache is a small waterproof container. The geocacher signs the log with their established code name to prove that they found the cache. The local contest runs Nov. 11-26 on our new app. Categories include Nature, People, Micro, People’s Choice and Launch Day. The contest and new caches go live at our launch party from 9 to 11 a.m. Saturday, Nov. 11, on the Downtown Square. If you can’t make the party, you can do the Garland History GeoTour any time after this date on your own schedule. Get enough points and you win a custom 3-inch challenge coin.
