Fire Stations
On the cover: Garland Fire Station 6, on the northbound Bush Turnpike frontage road near Campbell Road. Garland voters in 2019 put a priority on public safety, most notably the need for three modern fire stations. The first of those, Station 6, is about to become a reality.
Fire Station 6 (photos top left and right) is designed with our firefighters’ safety and well-being in mind. The modern facility and technology will help reduce occupational cancers, spreading of contagious diseases, quality of rest when not responding to calls, and lack of privacy issues. The new location will also help serve parts of the city through a reduction in response time.
Station 1 and Station 7 are both in the final stages of design and preparing to be bid for construction. Station 1 is being relocated to a site just south of Lou Huff Park along State Highway 66. Station 7 is being relocated to 1805 Pleasant Valley Road.
Naaman School Road
The long-awaited revamp of Naaman School Road is gearing up for construction to start by the end of the year. City Council is anticipated to consider the construction bid award for the project in mid-September.
An Open House will be scheduled before construction starts so residents can learn more about the project and its anticipated impact.

Holford Recreation Center & Aquatics Facility
Exciting things are happening at Holford Park! Work on the all new Holford Recreation Center & Aquatics Facility (photos left), 2314 Homestead Place, has continued through the summer.
Construction on Holford Recreation Center is tracking for completion in mid-2025. The recreation center will boast a state-of-the-art gymnasium, a cutting-edge fitness center, a dynamic group exercise room, a game room, versatile multipurpose classrooms, a serene, covered porch, and expansive canopy areas for a variety of activities and special events.
The Aquatics Facility is set to be a water lover’s dream come true. Dive into a recreational pool complete with a lazy river and island sun deck, race in the four competition lanes, or splash around in the kids’ pool. Two slides and a party room are also planned.
Plus, we’re adding new outdoor sports courts — two for basketball and three for pickleball.
Central Library
Our beloved Central Library is undergoing a transformation, and we’re thrilled to share the progress with you. If you’ve driven by recently, you might have noticed the new storefront glass and the impressive main entrance doors taking shape. That’s just the beginning!
Outside, we’re gearing up to create areas where both new readers and lifelong learners can relax and enjoy the surroundings. A new skylight will also bring in natural light near the grand staircase and slide.
Interior construction is also well underway. It’s anticipated the facility will re-open to the public in Spring 2025.
West Garland Library
Construction of the new West Garland Library, 3925 W. Walnut St., is moving full steam ahead. The parking lots are complete, the roofing is well underway, and preparations for the installation of exterior glass is in progress. In addition to exterior finishes, we’re also working on new canopies and a covered patio.
Inside, the build-out of the interior walls is nearly finished, and the installation of door frames is in full swing. Plus, the mechanical, electrical, plumbing and heating/cooling systems are nearing completion. The library is currently anticipated to open to the public in Spring 2025.

Transition of Services at Garland Immunization Clinic
Dallas County Health and Human Services (DCHHS) has assumed responsibility for the critical services offered at the Garland Immunization Clinic, formerly the Garland Public Health Clinic, 206 Carver St.
Dallas County Commissioners and the Garland City Council approved this transition June 18, ensuring continuity of care for Garland residents. All currently offered services remain unchanged. This includes:
z Adult and Childhood Immunizations (including Texas Vaccines for Children and Adult Safety Net programs)
z Communicable Disease Surveillance and Intervention
z Community Health Education Initiatives
z Emergency Public Health Response
z Perinatal Hepatitis B Prevention Program

Garland Welcomes New City Secretary and Chief Leadership Officer
Jennifer Stubbs joined the City of Garland as City Secretary on July 1.
Stubbs previously served as City Secretary for the City of Elgin and Assistant City Secretary for the City of Pflugerville. While working for the City of Elgin, Stubbs received the Office of Excellence Award from the Texas Municipal Clerks Association and was nominated for the Emerging Leader Award. She is a graduate of Texas A&M University and a Texas Registered Municipal Clerk.
Stubbs has deep ties to the area and values the role of public servants. She is a direct descendant of William A. Tinsley, who built the Tinsley-Lyles house in the late 1800s at the corner of Austin and First streets. Stubbs enjoys spending time with her family, friends and golden retriever, Minnie, as well as traveling, staying active, being outdoors and cooking.
Kevin Bullard joined the City of Garland as Chief Leadership Officer on July 17.
Bullard brings a rich blend of administrative and technological expertise. He worked at two public universities and served at Mt. Hebron Baptist Church in Garland as an administrator and interim pastor. Most recently, he worked at Dorrier Underwood, where he consulted leaders in the manufacturing, retail, information technology and city government sectors on communication, accountability and performance.
He graduated from University of North Carolina with a degree in Journalism and Mass Communications. Additionally, he has earned an Executive MBA and a master’s in Leadership and is currently pursuing a doctorate in Organizational Leadership from Grand Canyon University.
Bullard is a director on the Garland Chamber of Commerce and Hope Clinic boards and serves as Chaplain for the Garland Police Department. Previously, he chaired the Habitat for Humanity of Greater Garland board and the Leadership Garland Steering Committee. He is a graduate of Leadership Garland Class 36.
He and his wife, Cetelia, have three children: Max, Caitlin and Kuria Joy.
Bond Study Committee
A 19-member Bond Study Committee has been convened to evaluate public infrastructure and potential development and redevelopment opportunities.
The committee will provide a recommendation to the City Council on potential projects and programs. The Council, in turn, may call for a bond election in May 2025.
Members of the committee, appointed by the City Council on July 15, include Peter Almanza, Mary Brumbach, Bob Duckworth, Lindsey Fiegelman, Sharonda Green, Jaric Jones, James Kalakkattu, Kristin Lucido, Joseph Mavero, Ricky McNeal, Tim Campbell, Kim Thiehoff, Joe Thomas, Tony Torres, Marisol Trevino, Justin Varghese, Jon Chip VanPelt, Reggie Walker and Franklin Jesse Wolf.

1 Under construction at 1600 Firewheel Parkway is parcHAUS at Firewheel, a multi-family in a single-family style format community with 242 units.
2 At 2698 N. Bush Turnpike, Brisa at Firewheel is being constructed with 344 units.
3 At 4245 Bobtown Road, The Larsen will offer 238 units in a multi-family community.
$1.7 Billion 635 East Project
The $1.7 billion 635 East Project to improve Garland’s busiest traffic corridor continues. The work includes the 11 miles of Interstate 635 between Central Expressway and Interstate 30, plus the I-635 interchange with I-30 and areas around the interchange.
Look for a traffic shift along southbound I-635 between Centerville Road and Oates Drive, reopening the dedicated southbound I-635 exit to Oates Drive. The exit had been temporarily combined with the exit to La Prada Drive.
The eastbound I-635 exit to Miller Road was reopened after being closed about six months. The new eastbound I-635 frontage road between Miller Road and Skillman Street in Dallas was also opened.
A new direct connector to I-635 will happen soon along eastbound I-30 in Mesquite. Please note the new sign placements instructing to exit sooner than its previous location.

Neighborhood groups registered with the Office of Neighborhood Vitality may apply for up to $100,000 in matching funds for neighborhood enhancement projects on public property. Additional assistance is available for voluntary neighborhood groups.

National Preparedness Month is a reminder that it's crucial to take proactive steps to ready yourself and your community for emergencies.
It’s time to “Get Ready Garland!” Here's a guide on what you should be doing to prepare:
Create an emergency plan tailored to your specific needs and circumstances. This plan should outline communication protocols with family members, evacuation routes and designated meeting points. It's also important to designate an out-of-state contact person whom family members can reach to provide updates on their safety, as local communication channels may be disrupted during emergencies. Practicing this plan ensures everyone knows what to do in case of an emergency.
Assemble an emergency supply kit containing essential items such as water, nonperishable food, flashlights, batteries, a first
aid kit, medications and important documents. Ensure you have enough supplies to last for at least three days for each person in your household.
Stay informed about potential hazards in your area by monitoring weather forecasts and alerts. Sign up for the Garland Emergency Notification System at GarlandTX.gov. Familiarize yourself with evacuation routes and community resources. Share preparedness tips with your neighbors and encourage them to take proactive measures as well.
National Preparedness Month focuses on different aspects of readiness each week, providing guidance on creating emergency plans, assembling supply kits, staying informed and getting involved in community preparedness activities. National Night Out Block Party Trailer Drawing
The City’s Block Party Trailer is already in huge demand for National Night Out, Tuesday, Oct. 1. Because of the abundance of inquiries, the Office of Neighborhood Vitality will hold a drawing for use of the trailer that night.
The winning neighborhood will be drawn at random and notified on Tuesday, Sept. 10. The following conditions/eligibility apply:

Garland Power & Light customers have the option of selecting Green Choice, a sustainable power option that helps keep our environment clean. This power plan provides 100% renewable energy from Texas solar and wind resources.

When you call or text to report a power outage, the easiest way is to use a phone number associated with your utility account. Garland Power & Light can use the phone number to identify your service address and begin service restoration.
Please make sure you have at least one phone number associated with your account. A cellphone number is needed for outage text reporting.
Here’s how to add, confirm or update phone numbers associated with your account:

The 78th Annual Labor Day Parade
The Noon Exchange Club of Garland will host the 78th annual Labor Day Parade on Monday, Sept. 2.
Join us for the annual parade featuring bands, cheerleaders and drill teams from all seven Garland Independent School District high schools, plus youth organizations, police and fire, local leaders and so much more of what defines Garland as a community.
The parade will kick off at 9 a.m. The route will begin at Glenbrook Drive and Avenue F. It will proceed north on Glenbrook to Main Street, then east on Main to Sixth Street, north on Sixth to State Street, east on State to Fifth Street then north to the Granville Arts Center.
The route includes traditional blocks of Main Street and highlights the Downtown Square. Those were bypassed last year because of construction. Grandstand seating will be available on State Street.
Service Line Inventory Map Available Oct. 16
The Environmental Protection Agency and the Texas Commission on Environmental Quality have released updated regulations to protect communities from the risks of lead and copper exposure found in drinking water. Regulations knowns as the Lead and Copper Rule Revisions (2021) and Lead and Copper Rule Improvements (2023) now strengthen the protections that water service providers, such as the City of Garland, need to meet when providing water to its customers.
Since monitoring for lead and copper began in 1991, the City has always been in compliance with all state and federal lead levels. The City of Garland has never exceeded the lead Action Levels set by the Texas Commission on Environmental Quality or the EPA.
The purpose of the City’s Lead and Copper Program and the top priority of the City is to provide safe and reliable water to our customers. We want you to understand that regulations are changing; your water quality is not.
The City performs frequent water quality sampling throughout the distribution system and lead and copper sampling at select customers’ households to proactively respond to the water quality in our system. It has been a long-standing practice of the City to identify and replace any materials found throughout the distribution system that may impact water quality.
As part of the expanded Lead and Copper Program, Garland Water Utilities has developed a publicly accessible service line material inventory. This inventory allows customers to view the material type of City-owned (public) and customer-owned (private) service lines throughout the distribution system.
The Service Line Inventory Map allows customers to view the service line material identified in the City’s inventory at any address in the distribution system. The inventory is based on a couple methods used to identify service line materials: existing record data information and field inspections.
Garland Water Utilities will continue to conduct ongoing field investigations to identify all unknown service line materials over the next three years and will update the map with current information regularly.

Sanitation Department Offers Tire and Textile Recycling Events
Garland residents are invited to participate in tire and textile recycling events from 9 a.m. to noon Saturdays, Sept. 14 and Oct. 12. Residents can drop off up to four tires per household, off the rim, at the Garland Transfer Station, 1426 Commerce St. These events are excellent opportunities to responsibly dispose of old tires and contribute to a cleaner environment.
Spotlight on Garland Grant to Enhance
Library Makerspace
The Garland Public Library was awarded a $75,000 grant for its upcoming makerspace, Curiosity Corner, set to open in the first quarter of 2025 at Garland’s new Central Library. The grant was awarded by the Texas State Library and is funded by the U.S. Institute of Museum and Library Services.
"We are incredibly excited about the possibilities that Curiosity Corner will bring to our community," said Garland Library Director Karen Archibald. "This makerspace will empower patrons with new skills and creative outlets, making our library a true center of innovation and learning."
Curiosity Corner aims to teach technology classes that develop up-to-date technical skills in an engaging and respectful social setting. Its overarching goal is to bridge the technology gap by training individuals aged 13 and older and making machinery, tools, instruction, assistance and open lab readily available to all patrons, regardless of their economic status or standing within the community.
The generous grant will enable the library to enhance its equipment, supplies, classes and open lab times. Curiosity Corner will feature cutting-edge tools, including 3D printers, vinyl cutters, laser cutters, soldering irons, a CNC milling machine, sewing machines, an embroidery machine, a Memory Maker Station, a plotter printer and more.
Garland a Governor’s Community Award Honoree
Garland was honored as a winner of the 2024 Governor’s Community Award with a June 19 reception at the Governor’s Mansion, hosted by Texas first lady Cecilia Abbott and Keep Texas Beautiful Board of Directors.
During the presentation Keep Texas Beautiful respectfully recognized the work and dedication of the late Betty Roberts, who led Keep Garland Beautiful as president for 12 years and paved the way for Garland’s victory.
The award celebrates 10 Texas communities for their achievements in seven areas: community leadership and coordination, public awareness and outreach, environmental education, beautification and community improvement, litter prevention and cleanup, solid waste management, and litter law and illegal dumping enforcement.

Winning communities will collaborate with the Texas Department of Transportation to install a landscaping project along a TxDOT thoroughfare. The award is presented by @KeepTxBeautiful and @TxDOT.
Downtown Project a Certified Winner
Over the final week of July, the Square was named Best Suburban Project in D Magazine’s list of “The Best of Big D, 2024” and Downtown Garland was cited by the Dallas Observer among “Best DART Destinations in North Texas.”
According to D Magazine, “With this carefully planned redesign, Garland has achieved something many Dallas suburbs haven’t — implementing modern changes without losing historic integrity.”
“Wake up and smell the suburbs,” added the Observer. “Downtown Garland is working overtime to pump up its cool factor.”

Spring Creek Forest and Park Preserve is a pristine 230-acre old-growth forest and native prairie in far north Garland. It has both natural and concrete trails, towering trees, and unusual wildflowers. The Preservation Society for Spring Creek Forest is a volunteer group dedicated to the preserve. Note: No vehicles with wheels are allowed on the natural, dirt trails because they cause extensive damage to this biologically sensitive area.

Garland Crime Stoppers is holding the 35th Annual Taste of Garland “Octoberfest” Fundraiser from 6 to 9 p.m. Saturday, Oct. 5, at The Atrium at the Granville Arts Center, 300 N. Fifth St. Individual tickets are $30, a table of 10 is $300 and VIP tables start at $500.
