MESSAGE from the PRESIDENT On behalf of the Board of Trustees, the faculty, staff, and many friends and stakeholders of Pitt Community College, I am proud to present this overview of the great accomplishments we have achieved in 2013. The emphasis of this Report to the Community is on the 2012-13 academic year, but the major reason why the Report is appearing later than usual is the enormous team effort needed for our successful Bond Referendum election in November. The overwhelming passage of the $19.9 million funding for a new Science Building and Law Enforcement Training Center was the culmination of a highly successful year of student accomplishments and progress for PCC and a strong endorsement of PCC’s strengths and service to Pitt County and our region. Dr. G. Dennis Massey, President
The Board of Trustees, chaired by Kelly Barnhill, Jr., extended the successes of past chair Paul Davenport in several key areas in 2013:
• Ten-year accreditation by the Southern Association’s Commission on Colleges after a rigorous process of review and renewal • A substantial 31% increase in student degrees and certificates, a strong indicator of our strategic goal of “Student Success” • Enrollment increase of 6% at a time when national and state community colleges were experiencing declines, which demonstrates strong work on the strategic goal of “Student Access”
• Expansion of the Craig Goess Student Center and initiation of the bond campaign with county officials and voters • Adding 10 new faculty positions to meet increasing student demand • Bringing new leaders to important senior staff positions – Donald Heisey as VP of Administration, Ricky Brown as Chief Financial Officer, and Thomas Gould as VP of Academic Affairs • Working in concert with the PCC Foundation to increase funding for students through the Annual Excellence Campaign, a new Dancing with the Stars event, and the Holiday Show
In 2014, we will continue striving for improvement. We ask for individuals, companies and organizations to partner with us to motivate and support learning and enhanced skills to respond to the economic and workforce challenges in eastern North Carolina.
OUR MISSION

EMPLOYEE AWARDS presented at annual event A number of special awards were presented at the Annual Employee Appreciation event, including the 2013 Joan and Ed Warren Staff Employee of the Year Award, which was presented to Andre Gregory and the 2013 Joseph E. Downing Excellence in Teaching Award, which was presented to Olga Paine. Gregory coordinated a pair of key programs within the college’s Student Development Services Division. He served as coordinator of the Minority Male Mentoring Program and also coordinated the college’s international education efforts. “No one quite fits the mold or has had an impact on the college and community as Andre Gregory during the last five years,” said Dr. Donald Spell, PCC Vice President of Student Development Services. “Andre stretches others around him and has revolutionized our approach to student services.”
Gregory said he felt humbled to have been honored by his peers for his work at the college. “I was always taught that one is supposed to work hard because that is the right thing to do,” he said. “I am only able to do my job because of all the great professionals I work with. PCC will always have a special place in my heart.”
Andre Gregory
A chemistry instructor, Paine said she strives to bring enthusiasm to her classroom. It’s clear her students have noticed. “She stands out from other instructors I have had on campus because of her passion and love of teaching,” one of Paine’s former students is quoted as saying. “She has an astonishing ability to connect with all of her students, no matter what their level of knowledge is.”
Olga Paine
“Most students have an innate fear of chemistry at the beginning of the semester and are quite intimidated by the subject,” Paine said. “Therefore, I try to make my lectures as interactive and engaging as possible by tying topics to real world examples or medical applications.” As this year’s Downing Award recipient, Paine will now serve as PCC’s nominee for the N.C. Community College System’s teaching excellence award.

Foreign Language Department Featured Fulbright Scholar on Staff For the second straight year, Pitt Community College’s foreign language faculty included an instructor taking part in the prestigious Fulbright Foreign Language Teaching Assistant (FLTA) Program. Juan Pimienta became the third FLTA instructor to teach at Pitt, following in the footsteps of Valeria Guerra and Xiu-Wen Lin, who taught Spanish and Mandarin, respectively, during the 2011-12 academic year. PCC requested FLTA instructors to teach Spanish, French and Mandarin after looking closely at its foreign language course enrollment. The college was ultimately awarded one instructor, though, due to the competitive nature of the Fulbright Program. A native of Uruguay, Pimienta has three years of experience with teaching non-native English speakers in his home country. His responsibilities at Pitt included assisting with the college’s foreign language lab, overseeing its Spanish
7
Language Table, and providing cultural presentations, according to Chris DeVille, a PCC French instructor and language lab coordinator. Fluent in English and Spanish, Pimienta is currently studying Arabic. He says he was excited about having the opportunity to teach at PCC and to “learn about how teachers and professors in the United States establish rapport with students.” For the past 44 years, the FLTA program has enabled young educators, like Pimienta, to refine their teaching skills, increase English language proficiency and extend knowledge of the cultures and customs of the United States while engaging in non-degree studies at accredited post-secondary U.S. educational institutions. Patricia Baldwin, chair of PCC’s University Transfer and Foreign Language Department, said last year’s Fulbright instructors were “great assets to the college’s foreign language department.”
She noted that Guerra’s and Lin’s interaction with students in the classroom and through workshops and conversation tables gave students an opportunity to learn firsthand about cultural differences and their home countries of Uruguay and Taiwan. “The experience was invaluable for the foreign language department and our students,” Baldwin said. “Valeria and Xiu-Wen will always be thought of as a part of the foreign language department family at PCC. We continue to keep in contact with them despite the distance between us.” Since its inception in 1968, nearly 310,000 educators—116,900 from the United States and 192,800 from other countries—have participated in the FLTA program. Funded by the U.S. government, FLTA currently operates in more than 155 countries worldwide. The process for becoming a participant in the program is extensive for both the applicants and the colleges and universities seeking Fulbright scholars.
PCC’s JOURNEY TO SACS Reaccreditation
5. Continuous review: By accepting accreditation status, Pitt Community College agrees to undergo a review on a rotating basis every 10 years. An institution is usually required to go through all the steps of the accreditation process each time it is reviewed. The purpose of the continuous review is to ensure that Pitt Community College continues to maintain the required accreditation status.
PCC’s Review
A team of 15 people from community colleges in the Southeast visited Pitt Community College on September 1820, 2012. The Committee examined all aspects of our operations. The Southern Association of Colleges and Schools (SACS) is one of six private, voluntary, nonprofit regional accrediting associations in the United States. SACS, which was established in 1895, is recognized by the U.S. Department of Education. Its mission is to “improve education in the South through accreditation.” SACS is comprised of three Commissions: the Commission on Elementary and Middle Schools, the Commission on Middle and Secondary Schools, and the Commission of Colleges. The Commission of Colleges (COC) was created in 1912 to focus on developing standards for quality programs in higher education. The COC accredits institutions of higher education in eleven southern states (Alabama, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, South Carolina, Tennessee, Texas, and Virginia) and Latin America. The COC has been a leader in defining and implementing the concept of “institutional effectiveness” in higher education and is known for having the most stringent requirements.
Why it is Important
Accreditation by a recognized regional accrediting association (such as SACS) is required of higher education institutions in order for them to be eligible to receive federal funding. Accreditation is important to higher education institutions because it permits our students to have access to federally-subsidized financial aid, allows our faculty to compete for federal research grants, and ensures that the courses and degrees our students receive will be recognized by other institutions.
Without accreditation status, Pitt Community College would not be eligible for any of the above. If PCC lost accreditation, the college would lose approximately 70% of its revenue and approximately 60% of its current students could not afford to attend. Accreditation by SACS indicates that the institution “has a purpose appropriate to higher education and has resources, programs, and services sufficient to accomplish that purpose on a continuing basis. Accreditation evaluates whether an institution maintains clearly specified educational objectives that are consistent with its mission and appropriate to the degrees it offers and whether it is successful in achieving its stated objectives.”
Steps of the Process
1. Preparation and self-examination: Pitt Community College created a written report of our accomplishments according to the standards set by the accreditation organization. 2. Peer review: Administrative and faculty peers conducted an intensive review of the prepared materials, written report, and general workings of Pitt Community College. 3. Visit and examination: A visit team, made up of peers and members of the public who volunteer their time because of a strong interest in the quality standards of higher education, visited Pitt Community College September 18-20, 2012 examining data and conducting interviews. 4. Judgment action made by accreditation organization: The COC reviewed the previous steps and affirmed accreditation status for Pitt Community College.
It was clear in the Exit Conference that the reviewers were very impressed with all the Pitt Community College employees and students they met, and the longer they stayed, the more they were persuaded that we had the talent and commitment to more than satisfy their requirements in virtually all areas of inquiry. Of the twenty-one core requirements, comprehensive standards, or federal requirements identified for further review last May, only one principle was targeted for further work, the match of faculty credentials to the courses they are teaching. Regarding the Career and Advising Plan (CAP) we proposed, the reviewers made many helpful suggestions for modification and expansion, including two recommendations regarding measurable goals and assessments tied to these specifics.
The Result
On July 10, 2013, a letter from the Southern Association of Colleges and Schools was received from the organization’s President that stated: “The following action regarding your institution was taken at the June 2013 meeting of the Board of Trustees of SACS Commission on Colleges: The Commission on Colleges reaffirmed accreditation. No additional report was requested. Your institution’s next reaffirmation will take place in 2023 unless otherwise notified.” Our Journey to Reaccreditation has ended. Thanks to all who worked diligently and tirelessly to help PCC reach this very important goal. 8
