LETTER FROM THE PRESIDENT AND CEO
2021 marked GBCA’s 130th year, and I’m extremely proud to say that we are not only one of America’s oldest trade associations, we are also one of the most adaptive. Over the past year, we continued to pivot how we work, but we did not slow down our activities. We continue to lead the way in health and safety, advocate for our members, advance the interests of our industry, and raise the bar for commercial construction in Greater Philadelphia. Our members fuel our ability to consistently reach new heights, and GBCA is committed to providing our member companies with ever-growing value. The success of our 2021 initiatives showcases this commitment in action. We successfully negotiated collective bargaining agreements with all seven of our trade partners. We increased access to high-quality educational programming – including training on the critically important topic of diversity, equity, and inclusion – with our new Learning

Management System. We continued to create opportunities for our industry to connect and grow, both virtually and inperson, with five signature events. We built awareness of our member companies with an impactful communications program driving significant visibility throughout the region. And that’s not all. You’ll see all the outcomes of an incredible year of hard work in the pages that follow. Above all, this look back reflects meaningful progress, a shared passion, and what’s possible when we all work together. BENJAMIN J. LETTER FROM THE CHAIRMAN OF THE BOARD OF DIRECTORS
Despite the evolving challenges of COVID-19, GBCA has continued to drive advancements that support our member companies and, importantly, the industry at large. My first year as Chairman of GBCA’s Board of Directors has been marked by many bright spots that embody our collective work to build an even stronger industry. This is especially true when it comes to workforce development – one of our key priorities. Our Construction Leadership Council (CLC) has done more than ever to help build a leadership pipeline, with its CLC Coffee Chats and Casual Conversations connecting and engaging young professionals and emerging talent.
Inclusive Industry” online training is a huge step forward in fostering more diverse and inclusive workplace cultures. This is just one of many valuable resources hosted on our new online Learning Management System, which streamlines access to trusted educational content. While these efforts provide clear value for all of us today, they are also the foundation to support innovation, generations of new construction leaders, and the future of our great industry. Our Carpenters’ Apprentice Ready Program (CARP), which provides more Philadelphians access to apprenticeship opportunities, also had a banner year, with signatory contractors sponsoring 100% of program graduates. Additionally, we launched two major initiatives that will enhance ongoing learning among construction professionals and ultimately keep our industry strong for years to come. Our “Building a More

As one of America’s oldest trade associations, we advance commercial construction in the Philadelphia region by serving as a powerful voice and a critical resource. Established in 1891, we are the Philadelphia chapter of the Associated General Contractors of America (AGC). We provide over 300 member companies with access to advocacy, networking opportunities, safety services, education and training programs. We proudly support and promote union commercial construction, and take strides toward advancing the industry with workforce development initiatives.

General Building Contractors Association advances the union commercial, industrial, and institutional construction industry by serving members as the leader in labor relations, education, advocacy, safety, and networking opportunities.
A RECOGNIZED LEADER. When members want to improve how their business operates, they turn to us. We provide a forum where members engage in collaborative activities that promote education, safety, marketing and better relationships within the industry as well as with labor and government. Our membership ranks include commercial, industrial and institutional general contractors, subcontractors, material suppliers and construction service firms located in southeastern Pennsylvania, Delaware, southern New Jersey, and the eastern shore of Maryland.

LABOR POLICY COMMITTEE
SAFETY COMMITTEE
The GBCA Labor Policy Committee sets labor policy for the Association and works to ensure a stable and productive relationship between management and affiliated labor unions. This committee also provides direct input in the negotiation and management of the Association’s collective bargaining agreements.
The GBCA Safety Committee’s mission is to provide educational resources and support to our members in order to create, promote, and lead a safety culture that defines how we build in the Philadelphia area. By promoting individual experiences, technology, and best work practices, we will help support the membership to build safe and productive projects. We will work to ensure that everyone can return home the same way they came to work.

HIGHLIGHTED EVENTS 2021 SPRING MICRO MEMBERSHIP DINNERS In April and May, GBCA held four Micro Spring Membership Dinners in Philadelphia’s surrounding counties. Featuring opening remarks from GBCA leaders, these dinners allowed our members to continue meeting safely during the pandemic.
2021 SAFETY AWARDS RECEPTION On July 15, 2021, members of Philadelphia’s union commercial construction industry gathered to celebrate the exceptional safety records of GBCA members at the 2021 Safety Awards Reception.
2021 GOLF OUTING I On Monday, June 14, GBCA hosted our first of two 2021 Golf Outings at the Philadelphia Cricket Club.

2021 GOLF OUTING II On Thursday, August 26, GBCA hosted our second Golf Outing of 2021 at the Greate Bay Country Club in New Jersey.
2021 FALL MEMBERSHIP DINNER On October 14, 2021, GBCA members gathered for the 2021 Fall Membership Dinner at Fairmount Water Works. During the dinner, we celebrated companies that have been GBCA members for 50+ and 75+ years.
CAMP OUT FOR HUNGER 2021 On Friday, November 5 at 8am, the GBCA Construction Leadership Council hosted a meet up near Citizens Bank Park for GBCA members before they headed over to Xfinity Live! to donate food to Philabundance as part of the Preston & Steve Show’s 2021 Camp Out for Hunger campaign.

HIGHLIGHTED EVENTS CLC EVENT: BUSINESS DEVELOPMENT IS A CONVERSATIONAL SPORT On June 10, 2021, members of GBCA’s Construction Leadership Council (CLC) came together at Workhorse Brewing Company for the CLC’s first in-person event of the year! Matt Blank, Director of Business Development of Friedman LLP, spoke about how one approach to networking and business development is through building inter-personal relationships.
EGGS WITH OSHA On September 22, 2021, GBCA held its first in-person Eggs with OSHA in over a year! Safety professionals from across the Philadelphia region gathered to learn more about OSHA’s 2022 regulatory agenda. Attendees also heard from members of OSHA Voluntary Protection Program (VPP) projects, to learn about what it takes to participate and what it means to work more closely with OSHA.

ADVOCACY AND INDUSTRY RELATIONS ADVOCATING FOR YOUR BOTTOM LINE | ASSERTING OUR INFLUENCE •
GBCA’s negotiations with City Council on the Emergency Paid Sick Leave Bill demonstrated our commitment to navigating our industry through a heightened level of public engagement on socioeconomic issues. The bill resulted in minimized exposure to our members as the bill expired on June 10, 2021, well before the federal reimbursements ended on September 31, 2021.

GBCA’s team worked to advocate against the Philadelphia Streets Department proposal to require all Tower Crane Permits for cranes erected in the public right of way from excessive delays associated the proposed requirement of City Council approval. GBCA is working to formalize the agreement early in the new year.

GBCA has re-engaged the Kenney Administration and the PPA on plans to responsibly align Contractor Parking Fees with the City’s overall public policy goals for the use of curb spaces.

BUILDING A MORE INCLUSIVE INDUSTRY
In 2021, GBCA launched Building a More Inclusive Industry, an online training program about diversity, equity, and inclusion (DEI) for the construction industry. Created with support from Turner Construction Company and GBCA’s Diversity, Equity, and Inclusion Committee, this training presents some of the current debates in the US and provides resources and tools to guide companies through these conversations:
