Introduction
Dear Jennifer, Andrea and Oxbow School Trustees,
Thank you for the opportunity to present our vision for the next chapter of the Oxbow School on behalf of the Boys & Girls Clubs of Napa Valley (BGCNV). The decision by the School’s Board of Trustees to consider gifting the campus in its entirety is extraordinary. Our RFP response reflects our appreciation for the level of trust and responsibility this generous act represents.
To summarize what follows, our response focuses on three key areas:
1. Arts Education & Enrichment: Together with the resources available at the Oxbow School site, the Boys & Girls Club of Napa Valley could become a Club like no other through an extended, world -class Arts program.
2. Extended Vocational Training: With robust facilities for vocational training, the Oxbow School site and vision help us address the significant gap in vocational training within Napa Valley by establishing a hub for trade skills development and alternative career path exploration.
3. Community Stewardship: We envision evolving the Oxbow School site to directly benefit the children and families of Napa Valley on a day-to-day basis, while expanding our constituents’ role and impact as leaders and catalysts for Community Stewardship.
With these overarching goals in mind, we believe there are a number of factors that uniquely qualify Boys & Girls Clubs of Napa Valley to steward the evolution of such a significant and historic facility. These include:
Mission Alignment
There are countless ways to make good use of the space, but what stood out to us is how closely aligned our Club’s founding principles, values and philosophy are with those of the Oxbow School. We believe that to succeed as adults, youth and teens need opportunities to experiment with new ideas and experiences in safe and supportive environments. Our proposed use of the campus builds upon the remarkable 25-year legacy of the school’s founders, trustees, staff and students, as well as our own Club’s 70-year legacy of enriching kids’ lives, prospects and futures.

National Scale & Local Expertise
The Boys & Girls Clubs of America provides a safe haven for 3.6 million youth annually. Since our local Club opened in 1956, we have benefited from the national organization’s 160 years of expertise and resources, allowing us to tailor our programs to meet the unique needs of our community, ensuring that every child has the chance to succeed through personalized support. Our Napa Valley Club, which has been in operation for 70 of the Boys & Girls Clubs of America’s 160year history, benefits from comprehensive national resources and infrastructure. This gives us the flexibility to develop local programs that recognize there is no one-size-fits-all approach to help kids succeed. This “national scale, with local expertise” model makes us unique among programs that serve the Napa Valley community’s youth.
With seven decades of deep community engagement, we’ve built strong community, partner, and donor relationships. This trust and support has enabled us to fund significant capital investments like the Napa Clubhouse and American Canyon Clubhouse, as well as strategic initiatives and ongoing operational costs. We’re confident in our ability to do the same for the Oxbow School Campus. We’re also well positioned to secure and manage sustained, long-term funding at the scale
necessary to achieve the scope and impact we envision.
Additionally, we have access to the talent, leadership, and partnerships needed to act swiftly, execute effectively, and engage the broader community – from Napa Valley, to Silicon Valley and beyond – to maximize this tremendous resource, share its benefits broadly, and add to its value within the community.
Operational Discipline
As the owner-operators of multiple Boys & Girls Clubs of Napa Valley campuses serving tens of thousands of Napa youth to date, we have the systems, processes, and programs in place to quickly and efficiently utilize the existing Oxbow School space. This infrastructure would be difficult for organizations without our history, practical experience, and national affiliation to replicate and it would require substantial time and resources to build as robust a model from the ground up. With a current enrollment of 3,000 members, we have a built-in audience interested in current programs, while we take the time to develop and scale new programs based on the attributes of the Oxbow Campus. Our extensive institutional expertise and deep working knowledge of financial realities parlay well into extending operations into the Oxbow space.
We recognize that maintaining and enhancing a campus of this magnitude requires both substantial initial investment and ongoing financial stewardship. Fortunately, Boys & Girls Clubs of Napa Valley has a long and proven track record of successfully leading capital campaigns and managing large-scale infrastructure projects. Our experience includes securing multi-million-dollar donations for the construction and renovation of facilities in Napa and American Canyon, as well as launching targeted capital campaigns that align with both short- and long-term strategic goals.
For the Oxbow School campus, we are prepared to launch a dedicated capital campaign that will not only secure the necessary funding for immediate renovations and updates but also ensure the long-term sustainability of the campus. This would include investments in state-of-the-art classrooms, studio spaces, vocational training facilities, and expanded community areas. Additionally, our deep relationships with local donors, foundations, and businesses, combined with access to national Boys & Girls Club fundraising networks, will enable us to sustain and fund at the scale required to realize the full potential of this transformational opportunity for decades to come.
We weren’t actively seeking this opportunity, but when it came our way, the strength of fit and magical nature of this once-in-a-generation opportunity was impossible to resist. Our vision goes beyond serving our members, we’re thinking multi-generationally, something truly transformative for our community and youth.

1. Description and background of your organization.
Founded in 1956, the mission of the Boys & Girls Clubs of Napa Valley is “to inspire and enable all young people – especially those who need us most – to reach their full potential as productive, caring, responsible citizens.” The Club believes that to succeed as adults, youth and teens need opportunities to experiment with new ideas and experiences in safe and supportive environments.
To that end, BGCNV provides researched-based, measured, and reportable enrichment opportunities in five core areas: Academics, Healthy Lifestyles, the Arts, Athletics and Character Development. For Teens, we have expanded that scope to include Workforce Readiness & Entrepreneurship, STEAM Programs (Science, Technology, Engineering, Arts & Math), Grass Roots Gardening & Sustainability, Leadership Development and Mentoring. All programs are provided through the lens of family support to ensure there is a social-emotional connection in their lives, not just in their after-school time.
The Club serves our members in two main Clubhouses and across 10 public school sites located in Napa and American Canyon. Demographically our 3,000 registered members are culturally diverse and predominantly attend Napa County public schools. 70% of the youth served by the Boys & Girls Clubs of Napa Valley come from low-income households. We serve kids from transitional kindergarten through age 18. When schools are closed, the Clubs are open, with very few exceptions for holidays. Core services include after-school academic enrichment and leadership programs, all-day summer camps, winter and spring break camps. We seek to change the narrative for kids who historically have been failed by systems that are often unequipped to provide a sense of care, belonging and safety.
The Boys & Girls Clubs of Napa Valley was founded in 1956. A lot has changed about the Club since that time but our commitment to inspire and enable all young people, especially those who need us most, to reach their full potential as productive, caring, responsible citizens has remained true throughout out our history. 2. How do you envision using the campus? Please describe the structure of your proposed program(s). If education is your use, what age/grade level are your students? What classes would be taught? If not education, who is your target market?
Our proposal for the Oxbow School campus is centered on creating a dynamic, multifaceted environment that will enhance our existing programs and introduce new opportunities for creative expression and learning. Specifically, we envision the campus as a hub for teen-based entrepreneurial programs, STEAM (Science, Technology, Engineering, Art, and Math) education, ecology programs and community engagement.
School Year Programs:
During the school year, we will offer a series of specialized after-school courses designed to immerse high-school and middle-schoolers in elevated enrichment programs. These courses would focus on areas such as visual arts, music, culinary arts, horticulture, trade skills, and performing arts. Parents would register their teens in advance, with many slots reserved for low-income families to ensure broad access. These programs would serve as a highly focused adjunct to our existing operations, allowing students to engage deeply in specific areas of interest, while complementing our schoolbased offerings. This approach would create a unique learning environment where youth could explore their talents and skills with expert guidance.
Summer Programs:
During the summer, the campus would utilize the on-site dormitories to offer residence-based overnight specialty camps focusing on leadership, teamwork, and personal growth. Individual camps will offer highly-focused themes dedicated to creative arts, music, outdoor education, environmental awareness and technology. The residential nature of these camps would allow for deeper engagement, giving youth the opportunity to fully immerse themselves in new experiences, build lasting friendships, and develop life skills in a safe, supportive environment.
Community Engagement:
In addition to programming, we plan to leverage the Oxbow School campus as a space to showcase the talents and capabilities of our members to the broader community. This will include but not be limited to a year-round art gallery with art shows, pop-up restaurants, marketplaces to sell produce grown on site and for our student entrepreneurs to incubate and actualize business ideas, etc. It is also our intent to host BGCNV fundraising events, meetings, and other community events on campus.
Staff Development:
With the incorporation of the campus and new programs we’ll be able to introduce a platform from which to experiment with curriculum and professional development opportunities that will encourage our team to grow professionally and collaboratively.
The Boys & Girls Clubs of Napa Valley’s primary interest in the Oxbow School includes a repurposing of the core campus to transform it into a dynamic hub for year-round youth development and community engagement. Our primary use case for the campus revolves around utilizing its existing facilities to offer specialized after-school and summer programs that focus on creative arts, performing arts, music, STEAM, ecology and culinary education. Here is a more specific explanation behind how these spaces could be repurposed.
We would continue to use the commercial kitchen and dining hall for culinary arts and hospitality training, teaching teens valuable farm-to-table practices, food preparation, menu development, budgeting and entrepreneurship skills while empowering them to explore multiple career paths. In addition, we would explore Building 8’s full potential as a mixed use space that could function as a fully operational coffee shop, pop-up restaurant/gallery space, or artisan market, providing handson experience for our teens in everything from business operations to customer service. Programs at the E-Center would operate in partnership with those across the studios and gardens, collaborating to provide raw materials, create art and merchandise, develop marketing and promotional materials, and more. Public access, carefully controlled with the safety of our kids remaining the priority, will allow the broader Napa community to engage with and support youth-driven ventures.
Potential Collaborators: Local/Celebrity Chefs & Restaurateurs, Napa Chamber of Commerce, Feast it Forward, Visit Napa Valley, Workforce Development Board, California Department of Education, Napa Hispanic Chamber, Culinary Institute of America
With thousands of K-12 students enrolled locally, we produce a significant volume of artwork and are continually seeking new venues to showcase it. We intend to transform this studio into a permanent, publicly accessible art gallery that features creations from the Oxbow School and our entire network of Clubs. This will be operated in conjunction with our Artists in Residence who will help curate the exhibitions and select pieces that will be submitted to the National Fine Arts Show in Atlanta run by the Boys & Girls Clubs of America.

The New Media Studio will become the home of our state-of-the-art Media, Music, & Podcasting studio. This space would provide students with the tools to explore audio engineering, music production, and podcast creation, equipping them with valuable digital media skills. By offering hands-on experience in these fields, we would be preparing our youth for emerging careers in the media and entertainment industries. Additionally, the studio could be used for collaborative projects with other Boys & Girls Clubs across the country, providing a platform for storytelling and youthdriven content that could be shared nationally.

The Printmaking Studio will serve two purposes, as a classroom for students to explore both the art and tradecraft of printmaking, and as a working production studio for flyers, posters, publications on behalf of the Boys & Girls Club of Napa Valley. Students will have the opportunity to both develop new creative and professional skills and experience their real-world applications.
Potential Collaborators: Minuteman Press, New Technology High School, Napa Valley College,
Whether we repurpose an existing studio space or develop a new space on campus, performing arts will play a key role in the curriculum, giving students an outlet for creative expression through movement, theater and performance. This space will offer classes in various dance forms, acting and choreography, fostering both physical wellness and confidence in students. By incorporating performing arts into our programming, we would help students develop leadership, collaboration and public speaking skills while also celebrating cultural diversity through the performing arts. Public performances, ideally utilizing some of the beautiful outdoor spaces the campus has to offer, would serve as another way to engage and inspire the broader community.
Potential Collaborators: Broadway and Vine, NVUSD, NCOE, BGCA, Ballet Folklorico
The existing Sculpting Studio would evolve to also include Painting, providing a multi-use creative space for traditional fine arts. This transformation would enable students to explore a range of mediums, from oils and acrylics, to clay, and potentially even 3D modeling, while developing their artistic skills. Under the guidance of local artists in residence, this studio would serve as a hub for artistic expression and innovation. Students would have the opportunity to submit their work to local, regional, and national exhibitions, such as the BGCA's National Fine Arts Show, further nurturing their creative potential and providing a platform for public recognition.

The addition of dormitories to our portfolio would add a new dimension to our programs. During the school year they could be utilized to house visiting program staff, artists in residence and volunteers from partner organizations, like AmeriCorps, who bring fresh ideas to our local programs and take best practices back to their home organizations. It could also support overnight visitors from other regional Boys & Girls Clubs when Napa Valley hosts events, like the annual “Youth of the Year” event or eventually a Youth Development Conference that offers training and development to Boys & Girls Club professionals across the nation. In the summer and winter months, the dorms would be used as overnight accommodations for previously mentioned specialty camps.
Potential Collaborators: 5,000 Boys & Girls Club organizations world-wide, AmeriCorps, Teach for America, YMCA, 4H, and more.
The River Walk, a narrow space between the core campus and the Napa River, would be transformed into an outdoor classroom and event space, opening the resources of the river to Napa youth who often have no access to it. Despite living close to it, many of the Boys & Girls Clubs of Napa Valley youth have never had the kind of direct access to the Napa River that wealthy residents and tourists take for granted. In other words, this experience goes much deeper than creating a unique learning environment, it directly addresses one aspect of socio-economic inequity for the youth of our community.
NVUSD, NCOE, BGCA, City of Napa, County of Napa
In addition to revitalizing the existing flower, vegetable and medicinal gardens located throughout the property, we propose to repurpose the unused area previously designated for the construction of a multi-purpose space as a vibrant production garden and outdoor event space. Initially offering a welcoming and functional area for hosting concerts, performances, celebrations, dinners, parties, auctions and other activities to fund Club programs, we also envision a future capital raise to install permanent facilities for popular activities such as pickleball and bocce ball. This outdoor space would provide a versatile recreational area for youth and community members, encouraging physical activity and social engagement. The new production garden would create additional hands-on educational space for teaching students and their families about sustainability, healthy eating, and environmental stewardship, potentially with a focus on the grape-growing business that is so core to the culture of Napa Valley. The combined use of the garden and recreational areas would create a welcoming, multi-functional space that enhances both our program offerings and the broader community.
Potential Collaborators: Napa Master Gardeners, CIA at Copia, NVUSD, NCOE, BGCA, Mexican American Vintners Association, Napa Valley Grapegrowers, and the Napa Valley Vintners
It is our intention to continue to utilize these properties as they have been for faculty housing. All 5 of these properties offer a valuable opportunity for short- and long-term accommodations that align with BGCNV's operational needs and could serve as retention and recruitment incentives for key staff. As housing for our employees, they provide convenient, comfortable and affordable spaces that enable them - many for the first time - to become full-time residents and members of the community in which they work.
The current location and setup of the space make it well-suited to continue serving as the operational center and business offices for the campus. If, at some future date, those needs change, our intention is to convert it back to either a single family or shared-living residence for the benefit of additional BGCNV employees.
The suitability of these two buildings for purposes beyond storage will require further study and costbenefit analysis. This is not something we would start to explore any earlier than year 3 of campus operations.
3. Please provide details on the size of your anticipated staff and their roles.
Area Director: The area director position is responsible for the administration and oversight of Boys & Girls Clubs locations. This position would oversee Facilities Team.
Senior Site Leader: Strategic role responsible for program planning and optimization of this campus.
Administrative Assistant: Responsible for managing clerical tasks, including answering phones, scheduling meetings, preparing documents, organizing files, coordinating communication between departments, and providing general administrative support.
Front Desk Staff: As the first point of contact for families, staff, and visitors during daily after-school programs, the Front Desk ensures a welcoming and organized environment.
Groundskeeper: Responsible for maintaining the outdoor areas of all BGCNV properties, including mowing lawns, trimming trees, and tending to gardens and green spaces.
Maintenance: Responsible for maintaining the indoor areas of all BGCNV properties, including cleaning, repairs, routine maintenance of electrical and plumbing systems, ensuring safety compliance, and general upkeep of facilities to support daily operations and events.
Program Director: Responsible for the day to day operations of the location and ensuring that high caliber and effective programs are offered.
Specialty Staff: including artists-in-residence, visiting professionals, and experts in various fields, will provide a range of creative and educational programs throughout the school year and summer. These professionals will offer targeted, high-quality instruction in areas like visual arts, performing arts, music, and STEAM disciplines, enriching our youth's learning experiences.
Overnight Staff: Overnight staff will be responsible for supervising campers, ensuring their safety, and providing support during our summer camp programs, creating a positive and structured environment for youth during overnight stays.
We would like to explore, with the approval of the Oxbow School Trustees, the possibility of retaining/rehiring key members of the existing school staff. Their deep knowledge of the campus, long-standing relationships within the community, and experience in running programs would provide a seamless transition as we work to expand services for the BGCNV. This would also allow for continuity in programming and operations while honoring the legacy of the Oxbow School.
4. How would your programming at the Oxbow campus relate to your current operations?
Next Level Programs:

National Partnerships:
The Oxbow Campus will directly enhance our alignment with the Boys & Girls Clubs' enrichment priorities by offering specialized, immersive programming that expands and deepens our current offerings. At our existing locations, limited space restricts program planning, preparation, and execution, affecting the depth of activities. The Oxbow campus addresses these challenges by providing dedicated space for more comprehensive programs. For example, the arts will benefit from visual, music, and performing arts studios for larger projects and professional collaboration, while STEAM programs will have labs and tech spaces for hands-on learning in robotics, coding, and engineering. Health & Wellness, along with Sports & Recreation, will gain outdoor areas for physical activities and wellness workshops, and Leadership & Service will thrive in an environment tailored for intensive leadership training and service projects. This campus will serve as an extension of our current programs, enabling us to offer more specialized, high-quality programming that foster personal growth, creativity, and leadership.
It is our intention to continue to utilize these properties as they have been for faculty housing. All 5 of these properties offer a valuable opportunity for short term accommodations that align with BGCNV's operational needs and could serve as retention and recruitment incentives for key staff. As housing for our employees, they provide convenient, comfortable and affordable spaces that enable them time residents and members of the community in which they work.
The Oxbow campus will allow us to expand nationally by leveraging the Boys & Girls Club's network of recognized programs. We plan to invite top providers from across the country, offering housing and stipends, to bring their expertise to Napa Valley. This exchange will expose our youth to proven programs and best practices from other clubs, while also making us eligible for new funding opportunities tied to these collaborations. This national reach will not only elevate our local programming but also position Napa Valley as a hub for creativity, leadership, and youth development across the Boys & Girls Club network.
The location and current setup of this space supports continuing to use it as the operational center and business offices for the campus. If, at some future date, those needs change, our intention is to convert it back living residence for the benefit of additional BGCNV employees.
Administrative Efficiencies:

Incorporating the Oxbow School will streamline our administrative resources, allowing us to establish a dedicated Facilities Department. With two campuses, we currently lack sufficient workload to justify a full maintenance team, which currently requires us to spread these duties across staff and divert them from their core responsibilities. The Oxbow campus provides the scale needed to invest in a team focused on the maintenance, cleanliness, and safety of all locations, ensuring our facilities meet the highest standards while freeing up staff to focus on program delivery.
5. What do you expect your operating budget to be for this facility? Please explain your assumptions, including projected revenues and expenses.
As demonstrated by our 990s, the Boys & Girls Club takes a highly conservative approach to income generation, ensuring financial sustainability while maximizing impact. The addition of the Oxbow Campus presents an exciting opportunity to significantly enhance our revenue streams. With the expanded capacity, we can increase community engagement through stronger corporate partnerships, local sponsorships, event rentals, and access to grant opportunities that were previously out of reach. While initial projections for growth in campaigns, fees, and rentals may appear ambitious, we are confident these targets are not only achievable but will steadily increase as we integrate the Oxbow Campus into our existing operations. This expansion represents a strategic investment in our future, creating sustainable income sources that will allow us to further our mission and serve more youth in our community.
On the expense side, while the projected costs for the Oxbow Campus may appear substantial, it's important to note that staff housing and the associated offsets are not yet captured in this budget. Historically, we approach our expenses with a bias for overestimation to ensure we are prepared for unforeseen costs. Additional personnel will indeed be required to operate and maintain the facility, but this budget doesn’t account for the potential cost savings from housing staff in the dormitories and residences. This housing option could provide significant offsets to personnel expenses.
Furthermore, the addition of the Oxbow Campus allows us to create a dedicated facilities department to manage and maintain all our locations, which will increase efficiency and improve long-term sustainability. While higher-quality art supplies will be needed, the facility already includes most of what we require at start-up. Additionally, we recently received a substantial donation of supplies from Color Theory, which will further reduce initial costs.
For maintenance, utilities, insurance, and taxes, we believe there are opportunities to reduce costs by expanding our current partnerships. These expenses, while necessary, could be optimized through economies of scale, making our operations more cost-efficient as we integrate the Oxbow Campus into our portfolio.
The Boys & Girls Club has operated with this strategic deficit approach, where we intentionally overbudget and underspend to ensure financial stability and operational flexibility since 2017. The incorporation of the Oxbow Campus and the associated resources, including expanded community partnerships, event rentals, and grant opportunities, is expected to have a minimal impact on this strategic deficit. While there will be initial costs related to personnel, maintenance, and program expansion, we anticipate that the revenue generated through this campus particularly through housing offsets, corporate sponsorships, and new funding streams will offset many of these expenses. Additionally, our conservative budgeting approach ensures that we are well-positioned to manage this growth without compromising the financial health of the organization. In short, the integration of the Oxbow Campus represents a strategic investment that aligns with our mission and financial practices, allowing for growth without significantly affecting our existing financial model.
The proposed operating budget is designed to be scalable, allowing us to establish and expand income streams in alignment with the expenses related to program staffing and orchestration, ensuring that growth is balanced and sustainable as we integrate the Oxbow Campus into our operations.
6. What would be the tuition or costs for participants?
We envision utilizing the Oxbow School campus in two primary ways, with fees based on a sliding scale to ensure both quality and accessibility for families. This pricing model allows us to offer high-quality, focused enrichment while maintaining our mission to serve youth from all backgrounds.
During the school year the campus will serve as a hub for specialty after-school day camps. We anticipate an enrollment of around 80 students per camp/week but have budgeted for 40 students at a full price point of $250 per week. These fees would be based on a sliding scale to ensure both quality and accessibility for families.
Over the summer the facility will host highly focused overnight enrichment camps. We expect to enroll 40 students per session, with a full price of $1,000 per week. These camps, primarily targeting families from Napa Valley and the Bay Area, will offer specialized programs while maintaining our commitment to financial accessibility and diversity. As with our school-year camps, these camps would be offered on a sliding scale to ensure both quality and accessibility for families, ensuring all students can participate; regardless of their financial situation.

7. How much capital do you envision investing in this operation? What is your source of funding?
It is challenging to accurately forecast the total cost of capital improvements for the Oxbow School campus. Based on our experience and current market rates, we estimate that upgrades will be required in key areas such as technology, facility modernization, and sustainability. While the facilities are generally in good condition, a full inspection would be conducted to assess critical infrastructure such as roofing systems, plumbing, electrical systems, and other essential components that naturally degrade over time.

Prioritizing the youth art gallery and painting/sculpting studio will empower Napa’s youth by fostering creativity, confidence, and hands-on learning.
The youth entrepreneurial center, new media studio, and admin offices will provide crucial support for youth development and operations. Together, these spaces will enhance the Boys & Girls Clubs’ ability to deliver diverse, future-focused programs.
The dormitories, dance and performing arts studio, and production garden will further enhance the long-term functionality of the campus. These projects align with the Boys & Girls Clubs’ broader mission of providing comprehensive, immersive experiences for youth development.
These costs are outdated and would need to be reassessed and likely combined with a general capital campaign to address.
We will engage our community directly to raise the necessary funds through increased donations and grant opportunities made available by our access to the Oxbow School. Additionally, the Club has a $2,000,000 operating reserve that could be leveraged if needed.
8. What would be your timing for commencing operations?
We anticipate a phased introduction of programs no earlier than 2025 with more established full usage by 2028. This ensures sufficient time for a scaled approach that balances income, expenses and capital improvements.
9. How do you envision your organization engaging with the community?
We envision deepening our engagement with the Napa community through the expanded use of the Oxbow School campus. This campus will allow us to enhance our partnerships with local schools, nonprofits, and businesses by offering more accessible programming and community-centered events. For example, we plan to collaborate with organizations like the Napa Valley Youth Symphony, Arts Council Napa Valley, and other local entities to host specialized arts, music, and STEAM workshops, as well as leadership training programs. The facility’s expanded capacity will enable us to offer event rentals, further connecting the Club with local businesses and organizations through corporate retreats, community events, and fundraisers.
Moreover, our focus on providing scholarships and maintaining accessibility ensures that the Oxbow Campus will serve a wide range of youth, particularly those from underserved communities. We will actively seek to involve Napa families through open house events, gallery exhibitions, and performances that showcase the creative and leadership skills developed by our youth. This facility will be a hub for both local and visiting talent, offering programs that engage the broader community while creating opportunities for youth to learn, grow, and connect in meaningful ways.
Our Boys & Girls Club supporters are some of the most dedicated in the Valley, consistently generous with their time, advice, influence and dollars year after year. They have helped us reach every capital campaign target we’ve set, including large initiatives like roof replacement and the construction of a brand new campus.
We also know that we can count on the support the people and organizations with whom we have built and deepened relationships through decades of collaboration and shared community commitment. In addition our existing partnerships with them, we’ll look for opportunities to directly involve other local agencies and non-profit organizations in creating Oxbow Campus-centric programs, that serve our shared constituents, and explore ways in which they can benefit as members of the extended community the Campus is meant to serve in this next iteration. This partnership model would potentially allow for shared use of facilities, resources - and yes, costs - for program delivery focused on youth services.
In addition, if our proposal is selected, connecting with all of the other organizations who submitted RFPs will be a priority for us - as we hope it would be for any organization the Trustees choose. While we might take different approaches, each of us are looking at the next iteration of The Oxbow School as a new center of community activity and value creation for the residents of Napa Valley. To the extent it is possible within the scope of resources, and without compromising on the needs and safety of our kids, we would seek to involve them and create opportunities for them to realize value for their constituents.

10. What questions and/or concerns do you have about the campus? About your proposed program? What are your next steps?
The Boys & Girls Clubs of Napa Valley is enthusiastic about the opportunity to acquire the Oxbow School campus, but we do have several key questions and concerns that need to be addressed to ensure the long-term success and sustainability of this endeavor.
Campus: Given the significant costs associated with repairs, modernization, and capital improvements at the Oxbow School, our primary concern is securing full, unrestricted ownership of the campus within two years, with clear and mutually agreed-upon terms. This is critical to protect our financial investments and ensure the alignment of long-term operational goals with the infrastructure required to support them.
Additionally, we need a more thorough assessment of critical campus infrastructure. This includes reviewing the condition of key buildings, utilities, and systems, which may impact the timeline and budget for potential repairs or renovations. Another point of concern is understanding the details of the reversionary interest clause, if any, and the potential zoning implications to guarantee long-term operational viability.
Transition: We seek to gather more information about the existing staff model, best practices, and processes currently in place at the Oxbow School, especially as they relate to program delivery. Understanding how staff knowledge can be transferred will be essential as we integrate our own specialized programs. Equally important is the need to assess existing relationships between the Oxbow School and its surrounding community and neighbors, both positive and negative, so we can proactively address any challenges and build strong, supportive partnerships.
Key Staff: We would also like to explore, with the approval of the Oxbow School Trustees, the possibility of retaining or rehiring key members of the existing school staff. Their deep knowledge of the campus, long-standing relationships within the community, and experience in managing the school's programs would be invaluable in ensuring a seamless transition as we work to expand services under the Boys & Girls Clubs of Napa Valley. Retaining these individuals would not only provide continuity in programming and operations but also honor the legacy of the Oxbow School, preserving the rich history and educational environment that has been built over the years. Their involvement would help bridge the gap between the past and the future of the campus, ensuring that the values and traditions of the Oxbow School are maintained while new opportunities for growth and community impact are realized.
Next Steps: Due to our late entry into this RFP process, we have only had two weeks to gather preliminary data and formulate our response. Consequently, further due diligence is necessary to validate assumptions and fully assess factors that could impact our proposal. We expect to construct a transition plan that addresses the items above so that all parties are comfortable and find the terms mutually advantageous.

Enhanced Community Impact: The addition of Oxbow School campus increases the Club’s capacity to serve more local families and communities, aligning with the mission to reach underserved populations through expanded programming and resources.
Magnet Program for the Arts: With the Oxbow School’s specialized facilities, BGCNV would become a magnet for arts programming across the entire network of 5,000 Boys & Girls Clubs nationwide, attracting talent, resources, and partnerships while positioning BGCNV as a leader in youth arts education.
Cultural Preservation: The Oxbow School’s legacy of supporting visual and performing arts would continue, preserving a vital part of Napa’s cultural identity and enhancing the region’s reputation as a hub for artistic innovation.
Expanded Access to Arts: BGCNV would broaden access to arts education, engaging a more diverse and younger population in the Napa Valley art scene, fostering the next generation of local artists.
Magnet for Artistic Collaboration: With the Boys & Girls Clubs network, the Oxbow School campus could become a magnet for artistic collaboration, drawing in national and regional artists, curators, and educators to contribute to Napa’s vibrant arts community, elevating its status within the broader artistic landscape.
Affordable Access to Arts Education: The integration would provide Napa families, especially low-income households, with greater access to high-quality arts, music, and STEAM programs, ensuring all children can benefit from these enrichment opportunities.
Holistic Youth Development: Offering a wide range of programs from visual and performing arts to leadership and culinary skills supports the overall development of youth, preparing them for future success both academically and personally.
Stronger Community Connections: Families will benefit from community-focused events and programs at the Oxbow School campus, fostering stronger bonds among Napa residents and encouraging engagement with the local arts scene.
As part of our RFP response, we would like to include video assets produced by the Boys & Girls Clubs of Napa Valley that celebrate our kids and showcase our operations. One aspect that truly resonated with us during our review of the Oxbow School’s website was the array of wonderful videos highlighting and celebrating Oxbow School students. We believe that by sharing similar video content, we can demonstrate the clear synergies between our two organizations’ approaches and programs. These videos will reflect how we celebrate the creativity, growth, and accomplishments of our young members, emphasizing our commitment to continuing the legacy of the Oxbow School. By highlighting the vibrant and inspiring stories of our youth, we aim to show how we would carry forward the school’s mission of fostering student success while expanding the reach and impact of these efforts through the Boys & Girls Clubs of Napa Valley’s broader community focus.
