“When I complained about the sunlight fading the wood on our steps through our large picture window, Kin suggested I call Island Tinting to see what they could do. Tom and his crew came out to the house and in just over an hour, they applied this clear film. He made me stand on the side where they had applied the film and then on the side with no film. The heat difference was amazing. The best part about it is that our power bill has gone down $70 a month because of this film!”

Dear Members,

As your Chairman, I want to emphasize the critical role that participation in surveys, committee meetings, general membership luncheons, and voting plays in the ongoing success and effectiveness of the Guam Contractors Association (GCA). Our collective engagement in these activities is vital for gathering accurate statistics and insights that drive our decisions and strategies. I urge each one of you to actively participate in our surveys, as the data we collect is indispensable for representing our needs and shaping our future.

Surveys are a cornerstone of our information-gathering efforts. They allow us to tap into the diverse perspectives and experiences of our membership base, which is essential for understanding the full scope of issues and needs within our industry. For instance, we recently conducted a survey on the challenges associated with H2B workers, an area of significant concern for many of our members. Unfortunately, despite having over 500 members, we only received 58 responses (12%). This low response rate limits our ability to present a comprehensive picture to our partners and policymakers. Your participation in these surveys ensures that your voice is heard and that we can advocate more effectively on your behalf.

Committee meetings are another crucial element in our collective success. These meetings are where we delve into specific issues, brainstorm solutions, and develop actionable plans. The value of these discussions is directly proportional to the number of voices and perspectives involved. They serve as platforms where members can engage in in-depth discussions, exchange ideas, and collaborate on solutions to common problems. When you participate in committee meetings, you contribute your unique perspectives, expertise and insights, enriching the conversation and leading to more robust outcomes. This collective input is essential for identifying industry trends, addressing emerging issues, and developing strategies, which helps us tackle challenges more effectively and create strategies that benefit the entire membership. Your involvement in these meetings ensures that we make well-rounded decisions that reflect the needs and priorities of all our members.

General Membership Luncheons are not just networking events; they are opportunities for vital information exchange and community building. These luncheons offer a platform for sharing updates, discussing industry trends, and hearing from guest speakers on relevant topics. Your attendance and engagement at these events help foster a stronger sense of community and ensure that you stay informed about the latest developments affecting our industry. The knowledge and connections gained from these gatherings can be invaluable in navigating the complexities of our work.

Voting is a fundamental part of our organizational process and governance. It allows members to have a direct impact on key decisions, including policy changes, leadership elections, and strategic initiatives. MEMBE R SPOTLIGHT

Regina J. Perez Billuck Weaver joined the National Association of Women in Construction in May of this year. She joined the Guam Chapter because she is passionate about supporting and advancing the role of women in the construction industry, “NAWIC’s mission to promote, educate, and advocate for women in construction aligns with my personal and professional goals,” she stated.

Weaver is a Sales Representative with MILSPRAY. She graduated in 2021 from the Guam Community College with an Associate of Science in Supervision and Management. She is CPR/AED certified. “I am deeply proud of my role as a sales representative. I thrive on the dynamic challenges and opportunities that come with connecting with customers, understanding their needs, and delivering solutions that exceed their expectations,” she stated. “Building relationships and achieving results in Sales is not just a job for me, it’s a fulfilling journey where I continuously strive to make a meaningful impact,” Weaver added.

Weaver was born and raised in Guam. At 26-years-old she moved to the mainland and then to Chuuk before returning to Guam. Understand Individual Reponses to Heat To Protect Mental Health and Improve Physical Safety

The challenge with heat is twofold. First, the human body only has two ways of handling heat. And second, we are individually affected by heat in different ways. To win the battle with heat, we need to understand how heat affects us physically and mentally, the specific conditions of the jobsite and create a plan to effectively demonstrate our high degree of concern for everyone on the jobsite.

Your Health and Your Body’s Physical Response to Heat

The human body has limitations when dealing with extreme temperatures. It can only get rid of heat by radiating it to the environment and through the evaporation of sweat. The first is compromised once air temperature approaches body temperature. The second becomes ineffective once ambient air is too wet to absorb sweat.

Anything that affects a person’s physical health also impacts the person’s ability to respond to heat. This includes factors beyond physical fitness such as medication, caffeine, alcohol, nutrition, hydration, sleep and other personal factors. On the jobsite, we don’t always know the medical conditions of our co-workers or other factors that might impact their ability to handle the heat.

The Effects of Heat on the Brain

Physical safety and health are not the only concerns. The first natural response to heat is blood flowing closer to the skin (to radiate inner heat to the environment), and less blood flows to the working muscles and the brain. That’s why fatigue and mental exhaustion is an early symptom of heat stress. This also explains why another early symptom is diminished cognitive ability. This looks like uncharacteristic

indecisiveness, being more forgetful, reduced focus on the task at hand and heightened irritability. For these reasons, it’s vital to create a culture of care that includes more check-ins, such as using a buddy system, in addition to increased water intake and frequent rest breaks in the shade to combat the effects of the combination of high heat, high humidity, radiant heat sources, low airflow and high metabolic activity.

Tips To Work Safely in the Heat

Self-care is vital to preparing ourselves for high-heat conditions. Sometimes we arrive to work already dehydrated, skip meals in the summer or get less sleep due to activities in the home or community. To work

in the heat, we need to prepare ourselves by getting quality sleep, minimizing substance use (including caffeine), eating healthy meals and arriving at work with the mindset of showing greater grace and empathy to our co-workers.

The key point to remember is that we are all affected by heat differently. Just because you are OK does not mean that everyone is OK. If you are feeling symptomatic, speak up for yourself and others who might also be impacted but not realize it or lack the courage to speak up. Together, we can prevent heat injury and illness.
