Public infrastructure projects continue to top the list of the 30 highest-value projects from Tampa to Naples, but private-sector expansions are once again making an appearance. The following pages feature the top 10 projects by cost in each of the Review’s three coverage areas on the Gulf Coast. To be included, projects must have started between June 2011 and June 2012.

Interstate 75 widening
DETAILS: The Florida Department of Transportation is widening Interstate 75 from four to six or eight lanes from Fowler Avenue (Hillsborough County) to State Road 56 (Pasco County). When it’s completed, there will be at least three through-lanes in each direction throughout the project, with additional lanes near interchanges to improve traf-
fic flow entering and exiting the highway. Combined with other ongoing work, it will also result in at least three through-lanes in each direction of I-75 throughout Hillsborough County and from the Hillsborough County line to north of County Road 54/State Road 54 in Pasco County. Besides adding the additional lanes, work will include resurfacing existing
travel lanes, retaining wall construction, drainage improvements, pond construction, improved lighting, and traffic signal work on Fowler Avenue, Fletcher Avenue and Bruce B. Downs Boulevard (County Road 581). Three new bridges will be constructed, including the replacement of the I-75 bridges over Bruce. B. Downs Boulevard and the westbound Fowler Avenue bridge over the Hillsborough River. Sixteen other bridges will also be widened. The project will also include improvements at the Fowler, Fletcher Avenue, Bruce B. Downs Boulevard and State Road 56 interchanges. Intelligent Transportation System (ITS) devices, such as changeable message signs, traffic cameras, vehicle detection equipment and fiber optic cable will be installed and connected to the existing ITS network.

Lee Roy Selmon Expressway Bridge Deck Replacement & Widening

DETAILS: The Florida Department of Transportation is replacing bridge decks and widening the Lee Roy Selmon Expressway (State Road 618). Bridge deck panels will be replaced with cast-in-place concrete bridge decks from west of Morgan Street to just east of 12th Street. Roadway widening will also take place from Washington Street to east of 19th Street and westbound from east of 19th Street to west of Morgan Street. Parsons Transportation Group is the designer for the project.

DETAILS: Related Development is constructing a four-building apartment project. The four-story stick frame buildings will house a total of 33 studio, 186 one-bedroom and 133 two-bedroom apartment units. The development will feature a total of 324,732 square feet of living space. In addition, the project will also feature 4,800 square feet of retail space and two separate four-story precast concrete parking garages with a total of 630 parking spaces. MSA Architects of Cincinnati designed the buildings and Baltimore architecture firm RTKL designed the interiors of the development. Its amenities will include a pool and sun deck area, urban pathway, gym, spa, event meeting and dining room, club lounge and landscaped courtyards for each residential building.

University of Tampa Residence Hall VII

DETAILS: The University of Tampa is constructing a new 193,000-square-foot Residence Hall VII that will rise 11 stories and include 528 beds for undergraduates. Each room will be suite-style with a common living room, three or four single bedrooms and one or two full bathrooms. The residence hall also has several lounges and student gathering spaces, as well as a laundry room and common kitchen. The university’s seventh new residence hall built since 1997, the dormitory is being constructed to accommodate the school’s increasing enrollment. The development’s 11th floor will include two large community rooms with views of Tampa Bay. The roof includes a solar array to supply hot water to the building. Beck Architecture of Tampa designed the new residence hall. It is being built on the site of the former Valencia Garden restaurant. For the past several years, UT students have been housed in area overflow hotels.
Pinellas Bayway Bridge (SR 682)
DETAILS: The Florida Department of Transportation is replacing the existing twolane Pinellas Bayway drawbridge with a new four-lane high-level fixed span bridge. The 1.3-mile project also calls for developing an 11foot recreational trail on the southeast side of the bridge between the bridge and State Road 679 and on the northwest side of the bridge between the bridge and the west toll plaza. In addition, the contractor is responsible for repaving S.R. 682 between S.R. 699 (Gulf Boulevard) and the west toll plaza.

St. Joseph’s Hospital Central Energy Plant
DETAILS: St. Joseph’s Hospital is developing a central energy plant with six, two-megawatt engine generators. Four of the engines will run on oil and the remaining two will use natural gas as part of the hospital’s goal of greater reliability campuswide. The central energy plant site will also house electrical distribution gear, fuel storage for a minimum of 96 hours of operating time, natural gas connections, switchable load bank systems for testing, monitoring and control systems. A similar project was completed in 2009 at St. Joseph’s Women’s Hospital, a sister hospital located across the street from the main campus.
The Ella at Encore!
DETAILS: Central Park Development Group LLC, a partnership of Banc of America Community Development Corp. and the Tampa Housing Authority, is developing The Ella, the first of three residential buildings in its 40-acre Encore! mixed-use district in downtown Tampa. The seven-story structure will feature 160 one- and two-bedroom senior housing units. The project will also have ground-level retail and a threestory garage with 260 spaces. The above-ground amenities include a pool, outdoor gathering area, shuffleboard

court and a fitness center. The roof of the roughly 416,00-square-foot building will eventually incorporate solar panels to reduce utility costs. The Encore! development will eventually feature 1,512 units of affordable- and market-rate residences, 183,000 square feet of office space, and 83,000 square feet of retail space including a grocery store. The project will also include a museum, up to 200 hotel rooms, chiller plants, a solar park/ garden, storm vault and a new middle school abutting an 11-acre city park.

The new central energy plant will replace the hospital’s existing aged emergency power infrastructure. Increased capacity will also provide the hospital with additional resources for other projects that require emergency power. Gas-powered generators will provide a backup as needed when the local utility requires load shedding capacity. St. Joseph’s Hospital will have the capability in an emergency situation to go into “island mode,” or off of the utility company’s supply for a longer period of time. St. Joseph’s Hospital relocated its non-emergency helicopter pad to accommodate construction of the new plant.

The Terraces at Bonita Springs
DETAILS: The Terraces at Bonita Springs will feature 144 one- to three-bedroom independent living apartment homes. As a continuing care retirement community, it will also include 48 assisted-living, 40 skilled-nursing and 18 dedicated-memory support suites. The precast concrete buildings house a total of 383,426 square feet under roof. The development occupies a 20-acre site on U.S. 41.
Amenities will include multiple restaurant-style dining options, a sky lounge with panoramic views, fitness center and spa and indoor and outdoor swimming pools. The developer says the community is being built to cater to shifting demand from seniors toward a more resort-style environment with a greater flexibility of activities. Wauwatosa, Wis.-based AG Architecture designed the project.

LeeSar Regional Service Center
DETAILS: LeeSar Inc. developed the 23-acre former home of Southwest Florida Regional Medical Center into a 205,000-square-foot regional service center. Along with serving as its base of operations, the medical cooperative will use the new building for distributing health care products, repackaging bulk pharmaceuticals for individual use and sterilizing and repairing surgical instruments. LeeSar will also manufacture food from the facility and house its administrative and support personnel and Cooperative Services of Florida, LeeSar’s purchasing negotiators. The new building was designed to be capable of withstanding a category 5 hurricane. SchenkelShultz Architect of Fort Myers designed the project.

DETAILS: The Moorings Inc. is developing three three- to five-story buildings containing 29 new independent-living units. The 184,270 square feet of new residential space is being built above ground-level parking. The LEED-built project occupies a 9.42-acre site in the middle of Moorings Park’s existing campus. The buildings were constructed using cast-in-place concrete, precast stone and aluminum trellises and sunshades. The construction had to be staged and planned to avoid impacting the existing residential buildings. The Moorings is a non-profit organization focused on providing seniors with independentand assisted-living and skilled-nursing residential units. Burt Hill/Pollock Krieg Architects Inc. was the architect of record and Perkins Eastman Architects was the design architect for the project.

Tortuga Preserve Elementary School
DETAILS: The School District of Lee County built the 133,465-square-foot school as the county’s first Science, Technology, Engineering and Math (STEM) elementary school. Occupying much of a 16.26-acre site, the new school features 55 classrooms and is designed for a maximum capacity of 1,000 students. The main building also features a 1,158-square-foot laboratory/classroom, three skills labs and a cafetorium (cafeteria and auditorium). The school development also included a hydroponic “vertical” garden, basketball/ tennis courts and a separate chiller building providing HVAC service to the school. In addition, the project features a physical education pavilion with a metal roof, staff office, restrooms and storage. As part of the STEM program, students work in high-tech science labs and use engineering software, starting in kindergarten. The school’s preserve name comes from the 2.2 acres it leaves wild to support gopher

Chico’s National Store Support Center (NSSC) Building 10
DETAILS: To support its future growth, Chico’s is developing a 146,000-square-foot new office building on its 60-acre campus along Plantation Road. The building includes administrative areas, open offices, a café, lounge, 117-seat auditorium and conference/training center. The layout of the three-story modern structure is connected by concourses that run along the building. The office areas of the building are connected through a glazed atrium lobby. Initially, the new building will house the firm’s e-commerce, human resources and IT departments. The third floor of the building will not be occupied immediately. GMA Architects Inc. designed the core and shell of the project and HOK is the interior architect.

DETAILS: Surgical supply manufacturer Arthrex is building a two-story, 190,000-square-foot new manufacturing and product development plant on a 21-acre site. The building will feature 30,000 square feet of office space and 100,000 square feet of manufacturing space. Moorings Park, Center for Healthy Living
DETAILS: The Center for Healthy Living at Moorings Park is a three-story, 166,435-square-foot assisted-living facility. The project features a 38,000-squarefoot wellness center on the third floor over two levels of covered parking with 200 parking spaces. The new wellness center will house exercise rooms, a spa, massage rooms, classrooms, clinic/exam rooms, a café, theater and exercise rooms. The building will also include a new residents-only gourmet restaurant, called Trio. The parking garage portion of the project is being built to open six months ahead of the rest of the project because of its impact on the rest of the community. Burt Hill/Pollock Krieg Architects Inc. of Fort Myers is the architect of record for the project. Perkins Eastman Architects was the development’s design architect.

DETAILS: The Lee County Library Division is developing a 44,500-squarefoot, two-building regional library at the corner of First Street and Royal Palm Avenue. The main library building will replace and nearly triple the size of the existing one-story library at 2050 Central Ave., Fort Myers. The two-story main library building is 39,000 square feet and features a café with an outdoor deck. The second building is 6,000 square feet and includes a number of community rooms and the talking books service. The project also creates a nearly two-block outdoor public plaza for community events. The Fort Myers Regional Library project is being funded through library ad valorem taxes. BSSW Architects Inc. designed the project.

DETAILS: The Florida Department of Transportation is widening Interstate 75 from Tuckers Grade to North Jones Loop Road from four to six lanes. It will be adding a third lane to both sides of road by using the interior median. The project also calls for construction of a bridge for I-75 over Tuckers Grade.

DETAILS: The School Board of Charlotte County is developing a new Champ’s Café cafeteria building and a separate theater drama building as part of its improvements to Lemon Bay High School. The 37,101-square-foot food services building will be capable of feeding more than 1,500 students and staff members breakfast and lunch daily. The facility will also contain a culinary lab and classroom. The project was funded with federal stimulus dollars. The second building, with 48,357 square feet, will serve as an addition to the existing Lemon Bay Performing Arts Center. It will have additional chorus and band classrooms and theater facilities. The existing performance arts center was built in the ‘70s and the new building and upgrades to the facility are designed to modernize the facilities. St. Petersburg-based Harvard Jolly Inc. was the architect for both buildings.

Venice High School Rebuild Phase II
DETAILS: Following the construction of a new 198,138-square-foot classroom building and a central energy plant, the Sarasota County School District is vastly expanding development on the 61-acre school site. Phase 2 of the project calls for construction of a 36,993-square-foot administration building, 44,293-square-foot gymnasium and 51,562-square-foot performing arts center. The gymnasium, which will also
feature facilities for culinary arts and ROTC training, is scheduled to open in summer 2013. The performing arts center will house band, chorus and orchestra classrooms. The city of Venice is contributing funds to help build the performance facility as a joint venue for the school district, the city and several local performing groups. SchenkelShultz Architects designed the project.

Sun Hydraulics Corp. building expansion
DETAILS: Phase III is the third and final phase of construction for the Sarasota County Technical Institute campus master plan. The project includes the construction of five one-story buildings and one two-story building and the renovation of an existing structure. The buildings are concrete and reinforced masonry with structural steel roof framing. The original vocational education structures, which were built in the 1970s, were demolished. Along with the vertical structures, the project is also creating a parking lot with 783 spaces and new baseball and softball fields for Riverview High School. When it’s completed, SCTI’s 75-acre campus at Beneva and Proctor roads will house a total of 434,000 square feet of education space.

DETAILS: Sun Hydraulics Corp. is expanding its facilities on Tallevast Road. The company plans to convert an 11.5-acre site into a building with 60,000 square feet of manufacturing and 16,000 square feet of office space. The goal of the new building, the firm says, is to prepare for future growth. The construction schedule is being staged to allow the company to speed up, slow or even temporarily stop the construction based on market conditions. The project was also designed to mitigate damage to wetlands on the property.

Feld Entertainment Palmetto operations headquarters
DETAILS: Feld Entertainment Inc. is converting an industrial manufacturing facility on 47 acres into more than half a million square feet of multipurpose space. The entertainment company behind Ringling Bros. and Barnum & Bailey, Disney On Ice and Monster Jam is relocating its global operations facility from Ellenton to the Palmetto property. The site, developed by The Siemens Corp. and most recently used by General Electric to build wind turbines, features roughly 100,000 square feet of office space with an additional 450,000 square feet of manufacturing space in two buildings. Feld Entertainment plans to heavily renovate the property’s infrastructure and electrical and HVAC systems. As its new global campus, the new facility will consolidate a diverse collection of the company’s activities, including space for building train cars and costumes, storage for lighting equipment, scenery and portable ice floors and rehearsal space. Improvements to the facility also call for installing high-tech communications and information technology systems so the firm can communicate with its shows worldwide. The company will continue to occupy its corporate headquarters in Vienna, Va., but

State Road 64 Expansion
DETAILS: The Florida Department of Transportation is expanding 2.5 miles of State Road 64 from four to six lanes. The project also calls for milling and resurfacing the existing roadway, installing bike lanes, signals, sidewalks and curb and gutter drainage swales. Two ponds will also be created for drainage. The project was designed to help alleviate the congestion on State Road 64, and promote better traffic flow. The roadway will be expanded to the outside of the existing lanes to preserve the trees and landscaping in the medians. The contractor expects it will use 6,000 tons of asphalt on the project.

Costco Wholesale in the Sarasota Square Mall
DETAILS: The Westfield Group, owners of the Sarasota Square Mall, converted a vacant former Dillard’s department store into a 146,000-square-foot Costco Wholesale store in the mall. Along with an adjacent gas station, the store features a food court, optical department, pharmacy, tire center and hearing-aid section. The Sarasota location fills a hole in Costco’s market coverage. Previously, members had to drive either 50 miles north to Brandon or 75 miles south to Fort Myers. As of Aug. 17, the Issaquah, Wash.based membership warehouse chain had 606 stores, including 439 in the United States. It is Costco’s 22nd store in Florida.

Cocoplum Village Shops Phase 2
DETAILS: After completing the first phase of the Cocoplum Village Shops retail center (Dollar Tree, Publix, J.P. Morgan) a few years ago, Benderson Development Co. is working to expand the center. The second phase of the project calls for an additional 200,000 square feet of retail space. The project includes a 22,000-squarefoot Ross Dress For Less, 5,063-square-foot Famous Footwear, 24,000-square-foot T.J. Maxx, 43,500-square-foot Sports Authority, 55,000-square-foot Hobby Lobby and a more than 20,000-square-foot Beall’s Outlet. North Port Water Treatment Plant
DETAILS: The city of North Port is building a new Cocoplum Waterway intake pump station, a reverse-osmosis treatment plant and new well field at Dallas White Park. The goal of the projects is to offer the city treated water more efficiently using a combination of groundwater wells and a new reverse-osmosis filtration system. The new reverse-osmosis facility, which is capable of producing 1.5 million gallons per day, will be located next to the existing surface Myakkahatchee Creek Water Treatment Plant and will receive water from six new groundwater wells. The resulting water will be blended with the surface water treated at the existing plant. The city received a $1.4 million grant for the reverse-osmosis project from the Southwest Water Management District. The city was also awarded a 47.7% grant through the Federal Environmental Protection Agency not to exceed $477,000. North Port is developing the new pump station to replace a temporary system for

Laurel Nokomis School HVAC Renovation
10 DETAILS: The Sarasota County School District is removing the existing HVAC system from the Laurel Nokomis School and replacing it with a new more reliable and efficient system. Some interior renovation at the 160,000-square-foot school is also being performed as part of the project. According to the school district’s construction services department, the high school’s existing HVAC system had reached the end of its useful life. To complete the project while the school operated, student classes were relocated one or two buildings at a time while their space was renovated. Sweet Sparkman Architects of Sarasota designed the project.

Manatee Charter School
DETAILS: The Ryan Cos. US developed a 64,000-square-foot, two-story school building capable of housing up to 1,145 students. The building features 55 classrooms and specialty rooms for music, art and science and computer labs. Along with an underground master stormwater pond, the site includes a basketball court, soccer field and children’s playground area. The new school property is configured with four pick up lanes allowing 180 cars to be on the site at one time. The main school building uses specialized air-handling units to pretreat the outside air, removing the humidity, before it enters the building. The net effect is it cuts the energy used to cool the building by almost 50%. Officials for the developer credit close coordination and cooperation with the Manatee County’s development services and public works departments for the quick development. Roughly four months of development time was spent evaluating another site that ultimately proved impractical for the school.
