Future Focused, Preparing for the Recovery Ahead For countless businesses, 2020 felt like the marathon that would never end and many obstacles facing our business community during this pandemic era remain as we move into 2021. However, this year we can see the light at the end of the tunnel as vaccine distribution increases across the state and our region. As we welcome this New Year, there were also significant milestones during 2020 amid the pandemic including: a historic investment that will expand our local bio-tech industry, approval of the North Business Park Specific Plan, and the completion of the first mixed-use housing project on Thousand Oaks Blvd. In this issue, we will explore how the City of Thousand Oaks has positioned itself for biotech expansion, take a closer look at how the North Business Park Specific Plan will allow for local control of future developments in Westlake Village and meet the newest councilmember for the City of Thousand Oaks, Kevin McNamee. Biotech’s increasing local presence means more high-paying manufacturing jobs; an industry sector that experienced a 14.3% decrease in jobs between 2007 and 2019 across Ventura County. In Thousand Oaks, the biotech industry now accounts for about 15% of all jobs in the City, a figure poised to continue to rise. In addition, the economic benefits of biotech’s burgeoning local presence are expected to extend to other local industries as business and personal demand for goods and services grows. The biotech industry’s array of supply chain needs present new potential opportunities for other locally-based manufacturers (especially in the post-COVID era where many manufacturers are exploring ways to minimize supply chain disruption by localizing their supply chains). Biotech’s growing local presence also means more business-related travel to the area and a greater number of employees to support our local hotels, restaurants, personal service and other business establishments. In sum, biotech’s ongoing expansion in Thousand Oaks means a boost in local jobs and economic activity across a wide range of industries and throughout our community.

City of Thousand Oaks Positions Itself for Biotech Expansion

The future is looking bright for Thousand Oaks, but realizing this prospective future requires fastidious forethought and planning at the City-level. This includes addressing a multitude of interrelated issues to foster economic vitality and sustainability. A vibrant and sustainable local economy is critical for preserving and enhancing our quality of life in Thousand Oaks. True quality of life is comprised of three key ingredients- the environment, jobs, and housing. When in balance, a vast majority of residents are able to live relatively close to their

job and enjoy the natural beauty of their surroundings. Today, there is a stark economic reality for many individuals and families in our area, they are unable to find entry level or workforce housing to set roots in our community. Calls for more diverse and attainable housing have been heard directly from both the community and businesses through the City’s General Plan update process over the past 18 months, as well as distantly from Sacramento through statewide mandates to accommodate such housing. Charting a course forward is going to require creativity, open minds, respect for our past, and an eye towards the future. The City’s General Plan update is one mechanism City residents and stakeholders have to assess current community conditions, anticipate future needs, gather public input, identify priorities, and maximize local discretion to forge a strategic path forward. Ultimately, the updated General Plan will serve as a blueprint for the City’s future, providing residents and the private sector with a greater sense of certainty about the City’s overarching guiding principles and priorities for the future. As the City’s comprehensive General Plan update effort progresses, the City will continue to engage the community to obtain input and feedback on all aspects of the Plan, including how best to accommodate this much needed housing. City leadership remains keenly focused on balancing comparably important community values and priorities to preserve Thousand Oaks’ historical and illustrious charm, while also increasing its economic vibrance and resilience to best position the City for arduous 21st Century economic conditions.

Over the past several years, the City of Thousand Oaks has focused on developing a biotechnology hub in the Rancho Conejo Industrial area. The endeavor is guided by the City’s Economic Development Strategic Plan (EDSP), adopted by City Council in 2017. The effort has helped to encourage the creative reuse of aging industrial properties and facilitate new biotech-focused construction in Thousand Oaks. Since the adoption of the EDSP in 2017, the City has worked with key players like Sares Regis Group, HatchSpaces, Westlake BioPartners and Alexandria Real Estate Equities to help ready more than 316,000 square feet for wet lab or R&D space to accommodate this growing sector in Thousand

The City’s responsiveness and agility to industry-unique needs, including thoughtful adaptations to City code to better reflect recent and rapid advancements in biotech, has earned Thousand Oaks a favorable reputation across the industry as forward-thinking and a great place to do business. “The life sciences have never been more critical to our society,” said Mayor Claudia Bill-de la Peña. “We are indeed entering the ‘Golden Age of Biotechnology’ and with our strategic focus and investments from our local biotech companies, we could not be better positioned to grow these types of innovative therapies locally. I feel proud and fortunate to have successful biotech companies like Amgen, Atara, and Takeda in our community. Former Governor Jerry Brown was ordered by the courts to reduce the prison population because they were overcrowded. With passage of AB 109, Proposition 47 and 57, much of the prison population was released onto our streets with no food, no shelter, no medication and most importantly they were released into our communities which were unprepared to provide needed support services.

It is time we stand up for our residents and tell Sacramento and Washington “no more”. For over 50 years we have controlled our destiny and we created a beautiful and vibrant community. Water Independence and Lower Water Rates for the City Ventura County is almost 100% dependent on imported water purchased from Los Angeles. A twofold plan is underway that consists of placing water holding tanks that would allow our city draw from these tanks during an emergency. The second approach is to reuse the ultrapure water from our Hill Canyon plant so we

It establishes a framework for viable, high quality development and public improvements that are in character with the quality of design established within the City and respects the high value the community places on open space.

North Business Park Specific Plan

Bringing us back to where we started with local control, the adoption of the Plan also led to another major milestone in the City’s history; adoption of a Housing Element that was ultimately certified by the State. For the first time in decades, Westlake Village is now in compliance with State law; ultimately reducing the State’s ability to make decisions for us. The Plan was crafted not to be a panacea in meeting State requirements, but rather, to make sure the City is proactively taking thoughtful and measured steps to keep decisions local all the while being part of the solution in solving the State’s housing crisis. Where change is constant around us, cities must continue to plan for that change and adapt for the days ahead.

Establishing the Plan carries into the future the City’s founding values of maintaining local control, quality aesthetics, high levels of community services, and public safety. The North Business Park has gone through a transformation in the past two decades in response to market pressures to redevelop older, outdated facilities within a desirable trade area.

The North Business Park Specific Plan (Plan) is a long-term effort by the Westlake Village City Council and Staff to do exactly that; keep decisions in the hands of the local community and not let Sacramento apply ‘One size fits all’ policies to our special hometown. The City-initiated Plan adopted in June 2020, establishes a vision and development framework to guide land use activity, development, and reinvestment in the planning area depicted in Figure 1. The Plan is a comprehensive planning document and regulatory tool for implementing the City’s General Plan and guiding development in this focused area through customized land use regulations and recommendations for public realm improvements.

As such, several of the older industrial properties in the southern portion of the business park have redeveloped with other uses, including the Four Seasons hotel, spa and wellness center, Conrad N. Hilton Foundation Headquarters (formerly Dole corporate headquarters), Oaks Christian School, and Calvary Community Church. These investments have improved the image of the community as viewed from the U.S. 101 Freeway and have caused increased interest among other property owners regarding what they might do with their properties. This is further evident through a current application Staff are reviewing to redevelop the City’s last remaining industrial manufacturing facility along Cedarvalley Drive into a modern, best in class senior living facility.

What the Plan is not however, is a construction project. The adoption of the Plan does not necessarily mean construction is imminent because the City does not own property in the Plan area apart from streets and public rights-of-way. That means embracing the Plan’s new framework falls largely in the hands of private property owners. Westlake Village began as a planned community, thoughtfully establishing where development should go, what it should look 12 | ConejoView

3 Conceived as a long-range plan intended to span up to 25 years. 3 Enables high-quality residential developments; up to 607 new units. 3 Avoids State imposed housing without local control. 3 Improves traffic flow throughout the Plan area. 3 Reduces the office and commercial footprint in the Plan area by nearly 400,000 square feet. 3 Would ultimately lead to infrastructure improvements including over ~4 miles of new sidewalks and ~3 miles of bike lanes improving mobility options within the Specific Plan area.

The Plan provides a long-range strategy for revitalizing the business park, enhance the City’s economic base, define new public spaces to serve the business park and the entire community, and provide a wider range of housing options within the City. The Plan meets the City’s goal of taking a long-term view of what land uses are appropriate for this area by providing greater flexibility in permitted land uses to capture economic potential both in the short-term and long-term. the Art of Dance Aspire Dance Studio opened its doors in June of 2013 with 35 dancers, and has proudly served Conejo Valley for over seven years. Their first location was on

Thousand Oaks Blvd and in the summer of 2019, they moved to a new and larger location in Westlake Village to meet their growing demand. The studio has become well-known in the dance community, and continues to make a positive impact teaching over 175 dancers, of all ages, every week. Their mission is to “Nurture and feed the soul, body, and mind through dance” by providing the highest quality dance training by exceptional and passionate teachers in a welcoming and family-friendly environment. Dancers are trained with a solid technical foundation, and learn the rich artistry of dance as they advance. Aspire offers dance classes for ages three through adult, beginner through pre-professional levels. Dance styles offered include: ballet, tap, jazz, hip hop, contemporary, lyrical, modern, musical theater, dance acro, jazz funk, and more. They also hold yearly summer dance camps, as well as dance intensives and special master class events throughout the year. The studio had an unprecedented year in 2020—as most businesses did. They quickly pivoted and transitioned all their

classes to be interactive and online upon the stay-at-home order in March. Classes were held on Zoom for about 3 months, and once allowed, they reopened the studio to operate indoor, in-person classes with new safety and health guidelines in place. In early July when COVID guidelines no longer allowed for indoor classes, they once again quickly adapted and in just one week built a 3,000 sq. ft. outdoor dance studio in the back parking lot! Aspire has been holding all in-person classes at their outdoor studio since July of 2020, and is proudly continuing to serve the community in a safe way. Aspire has also used the space to hold safe and socially-distanced performances—including their 2020 dance recital. Aspire is also home to the national award-winning Aspire Dance Company, a youth competitive dance team that competes and performs locally, regionally, and nationally. In its seven seasons, they have won dozens of regional first overall awards, as well as multiple national titles and have received many special awards such as best choreography, best technique, and the very prestigious IDA (Industry Dance Award). Many of the dancers have been awarded college scholarships in dance, and gone on to professional dance careers.

Kyle is an unscripted television and documentary filmmaker, who began his career producing the digital launch of the hit kids show, “Reading Rainbow.” In 2018, Kyle played a critical role in creating political content for all three successful CVUSD school board campaigns. Currently he’s producing the newest season of CollegeHumor’s top rated series “Um, Actually.” Kyle also volunteers as an advisor for the Miller Family Y’s Youth & Government program, and was recently honored with the Southeast Ventura County YMCA’s Emerging Leader award for his efforts.

Nonprofit Feature

Harbor House is a nonprofit that serves those who are experiencing homelessness and those in extreme poverty in the Conejo Valley. When the Coronavirus became a crisis, the staff became deeply involved in helping families survive with the least amount of trauma to children and the elderly. They know the names of all those they serve and were able to pivot their daily food delivery to be distributed outdoors at Holy Trinity Lutheran Church while wearing masks and social distancing. They worked more hours, provided more financial assistance, lifted up more kids who are living without parental support, and fed families who need it the most while the need continued to grow.

We all know what a difficult year 2020 was for everyone, particularly those who are most vulnerable in our community. many of our local families lost their jobs, did not qualify for unemployment benefits and struggled to support their families financially and keep them out of homelessness.

The homeless situation in America was exacerbated by the pandemic and the need increased in the Conejo Valley as well. Thankfully when the pandemic started, the County of Ventura temporarily housed the elderly and those with physical health conditions in a local motel. However, those who were under the age of 65 or did not have a physical health condition did not qualify for the motel program. For these individuals, COVID-19 made their lives much more difficult without access to public spaces like libraries and senior centers that were a refuge during the day. To help combat this issue, Harbor House has a mission to contribute to the building of a just community where all people are invited. They aspire to see all human beings as worthy of their time and efforts and offer referrals, resources, case management, and a hand up for those who are struggling. It is their goal to help all people in our community find hope, gainful employment, affordable housing, and a sense of personal wellbeing. Harbor House also works closely with people entering young adulthood without support. An astounding 36% of California foster youth become homeless within 18 months of aging out and 46% do not graduate from high school; less than 3% earn a college degree. Habor House believes that one of the best ways they can have an impact on homelessness is by helping to improve the success rate of these young people, before they end up on the street.

The partnership and collaboration that happens here is extraordinary.” In their continued efforts to help families that need it, Harbor House hosts an Adopt-a-Family program each year to help provide the magic of the holidays for children.
