In just a few short weeks the turkeys are carved with family and friends - leaving just enough time for the tree lights to be strung, stockings to be hung, dreidels to be spun, and for us to be dazzled by the candle light. It really is the most wonderful time of the year. This holiday season the La Quinta Chamber of Commerce is encouraging all our residents to please shop local. You will see a multi-media campaign from the chamber with this message throughout the shopping season. While we want to support our local business owners, remember shopping local is so much more than that. The money we put back into our community goes directly into our city infrastructure, our neighborhoods, even into our own homes. We all thrive when we shop local! Now, before we pop the champagne and ring in 2019, I want to take a minute to thank you all for allowing me into your homes each month. I have made it my goal to try and form a very special bond with each of you through this monthly message. I hope my recent articles have educated and informed you about the many events and services the Greater Coachella Valley Chamber of Commerce sponsors for The Gem readers and the La Quinta community each month. Our business has gotten very good at caring large groups. We can do lunch box and catering for over 1,000 people at one event. Nothing says your home for the holidays like the smell of fresh baking coming from the kitchen. Fortunately for valley residents, a little bit of home can be found in one of our local businesses, Aspen Mills Bakery & Bead Company. Aspen Mills Bread Company has been in the business of baking premier breads, muffins, cookies and pies for more than 20 years. While they are best known for their artisan breads, they are much more than that. Gourmet sandwiches and fresh healthy salads make a visit to Aspen Mills a treat, and an adventure.

You expanded your locations to La Quinta, what was the attraction to our city? We had been looking to open an east valley location for five years. The family felt like La Quinta was a great fit for our brand and we love the community, hey have been so supportive. It was also a versatile location close to the cove and highway 111, which helps us deliver across the east valley. Is there anything else you would like to add? We have a great team and everyone that works here loves the city and customers. We really appreciate the many regular customers we have already gained in a short time. If you have visited us yet, please do so! We have over 30 different kinds of breads and over a dozen types of muffins. There is something for everyone!

We recently sat down with the owners Jimmy and Ann-Marie Stewart to discuss what makes their business special. What is Aspen Mills? A bakery and a sandwich shop. We are a leader in specialty breads with a great lunch menu. Tell us about the business and the La Quinta location? Our business is a locally owned and operated family business. Members of our family purchased the Palm Springs location twenty years ago. Two years ago, we opened the La Quinta location. We both work the business while raising our three young boys. Do you all do anything special at the store for the holidays? During the holidays we do fresh baked gift baskets, holiday pies and dinner rolls. Holiday pies are pumpkin, Kentucky Derby and an assortment of fruit pies. Kentucky Derby is a chocolate pecan pie. We create all our pies from scratch using high quality ingredients

Another free event to attend is the Historic Casita Lighting held at the La Quinta Museum. The event is held on December 5th from 5PM to 6PM. The lighting of the Casita is accompanied by a Mariachi band and refreshments. In addition to the festivities, the museum collects unwrapped toys and books at the event to be donated to the Galilee Center. Don’t forget to go shopping!

The Holiday season holds a special place in La Quinta. While the town has become a haven to many celebrities and tourists throughout the years, the city and it’s residents, museum, and resorts continue to nourish and create a holiday experience all its own. With two tree lightings happening within weeks of each other, you get to experience an almost continuous holiday celebration around the city. While the La Quinta Resort is holding their lighting on November 24th, the city brings the twinkle and glow to Civic Center Park on Friday, December 7th from 6PM to 8PM. Each year residents come in droves to celebrate with the City Council and staff as festivities lead to the big finale, the lighting of the City Christmas Tree. The event opens with an assortment of performances and music while the community awaits the countdown to the lighting of their tree. Best of all, both events are free and open to the public. The resort celebrates their official kickoff to the holiday season with their annual tree lighting ceremony, a decades-old tradition. While waiting for the big show you can enjoy carolers, cookies, hot chocolate, chestnuts roasting and a special appearance by the Jolly Old Elf himself, Santa Claus. 10 | GCVCC.ORG

CITY MANAGER’S MESSAGE By: Frank J. Spevacek, La Quinta City Manager Happy holidays La Quinta! As I am writing this we are on the eve of Thanksgiving, and we truly to do have much to be thankful for this holiday season. Personally, I want to express appreciation for the giving spirit of our community. I am thankful for the efforts of our elected leaders and city staff that have worked hard all year to keep our community prosperous, to our first responders that keep our neighborhoods safe. Most importantly I am thankful to all of you, our residents, for making La Quinta the Gem of the Desert! We have much to update you on this busy holiday season. City Hall will be hosting an Open House on December 4th at 5 PM. This is an excellent opportunity to mingle with City Council and City staff. Small Bites will be served, all are welcome. Later that week our Annual Tree Lighting will be held on December 7th at Civic Center Park beginning at 6 PM. This free event is a great time for the community to come out and kick off the holidays together. We are excited to welcome the IRONMAN Triathlon on December 9th. This event will begin at Lake Cahuilla at 7 AM and end at the Indian Wells Tennis Garden that evening. Please make a note that many areas around our City will be impacted by this event. We ask that residents check laquintaca.gov for updates as they become available.

We also have updates to share on the HSIP Signal Interconnect and Signal Upgrade Projects. The City has prioritized traffic signal and street sign upgrades to improve signal synchronization and traffic safety in the community. Through two federally funded HSIP grants, for a total of $3 million, the City will make improvements to all traffic signals, equipment and illuminated street signs in two phases. Construction will begin in December 2018 for first phase, focused on sign and signal cabinet upgrades. In the summer of 2019, the second phase will replace the existing communication with fiber optic cable and upgrade the technology of communication equipment. Residents will continue to see North La Quinta landscape improvements. As part of the Capital Improvement Program, the City prioritized the renovation of the public landscape in north La Quinta over a four-year period, investing $10 million towards these beautification improvements. The improvements feature the Desert Oasis landscape palette, which uses hardscape textures with minimal planting to create an aesthetically pleasing environment with lower installation, long-term maintenance, and water costs. The landscape improvements at Quinterra and the Adams Park Basin project are currently under construction, with an expected completion of December, 2018. The Vista Highlands and Ocotillo projects are in the design phase with construction anticipated for Spring or Summer of 2019. Thank you to everyone for your input and support as we work through the many projects underway in La Quinta. Our city and residents are truly on the move, building a strong community we can all be proud of.

On the subject of fitness, please mark your calendars for a community workshop for January 12th. The community will be invited to attend at the Wellness Center a chance to see what the City has done this past year and vote on what projects we should focus on for 2019. More details to come on our website. On the city infrastructure front, the Village Complete Streets Project is approaching. This $10.5 million Complete Streets project is focused on making roadways safer and more accessible to pedestrians and bicycles in the La Quinta Village. The La Quinta Village Complete Streets project received $7.3 million in funding for construction through a grant program called the “Active Transportation Program”, and the City of La Quinta is investing $3.2 million towards these improvements, including landscape beautification and drainage improvements in the Village area. When complete, the project will construct five Roundabouts in the Village area, to include Tampico & Bermudas, Tampico & Desert Club, Tampico & Eisenhower, Eisenhower & Montezuma, and

VOLUNTEERING PUTS THE HEART IN ART Submitted by: La Quinta Arts Foundation Staff Volunteering is a great way to express community pride and make new friends. Over two hundred extraordinary volunteers support the annual fundraiser La Quinta Arts Festival. Their smiles and service are the key to the event’s top ranking as the #1 Fine Art Festival in the Nation for four of the past six years. La Quinta Arts Festival volunteer Rhonda Larson shares “I am a firm believer in giving back or paying it forward, however you can. I feel art is a form of expression everyone should enjoy, either by creating it or by buying it. La Quinta Arts Foundation (LQAF) provides funds for students to continue that dream. Being a volunteer at La Quinta Arts Festival allows me to help them reach those goals.” Deborah Clark moved part-time to the Coachella Valley and decided La Quinta Arts Festival was a great opportunity to meet like-minded people “and in my age group” she adds. Since then, Deborah has served ten years with LQAF and in many volunteer roles such as a Steward/Ambassador, Golf Cart Driver, Artist Reception, and Judges Guide. Volunteers participate in a unique behind-the-scenes experience, where they can meet professional artists. “I love getting to know the artists. Beyond their art, I enjoy learning more about what inspires them, and why they like coming to exhibit at La Quinta Arts Festival,” says Home Host volunteer Shirley Wertlake. Home Hosts exemplify the extraordinary hospitality of the Coachella Valley. They provide first-time La Quinta Arts Festival artists with a means to travel long distances without the added expense of a hotel stay. The program gives volunteer Home Hosts an up close and personal experience with professional artists and is instrumental in helping LQAF recruit new talent. LQAF Staff carefully pairs artists with patrons who open their homes, guest houses, and casitas during “Festival Week” for a stay of up to six nights. LQAF seeks Home Hosts and volunteers with a ‘heart for art’ for the 37th La Quinta Arts Festival, March 7-10, 2019. Tax strategies are ways to use the provisions of the tax code to make the smartest financial decisions and often minimize taxes. Understanding the tax strategies related to charitable contributions can help you decide how much to give, what asset to give, and when to give, so that you can provide the maximum amount to charity and receive the top tax advantages for yourself.

USE YOUR BENEFITS

Here we are, at the end of the year. In just a few weeks, everything resets for 2019, including your health insurance deductible. But it is not too late to use your 2018 benefits while you still can. If you have a Medicare part D plan, and are on any tier 3 medications, you have probably met your deductible for 2018. Which means your medications cost less now than they will after January 1, unless you are in the coverage gap. Or, maybe you are in catastrophic coverage, and your medications only cost 5% out of pocket? In either case, look at getting your refills now if it can save you money versus getting them in January. If you are on a PPO, does it have a higher copay next year, or a higher deductible? Why not make your doctor appointment in December if your out of pocket cost will be less? Covered California plans next year have a doctor visit copay as high a $105 per visit. That’s a significant increase from 2018. Check your benefits by either looking up your plan online, or by calling the member services phone number on the back of your ID card. If you have Medicare and a Medicare supplement, and are responsible for paying the Part B deductible out of pocket, then that resets on January 1 too. If you have already paid it for 2018, and you are due to see your doctor, scheduling that visit in December could save you that $183 deductible, or at least delay it a few months. If you are not sure if you have met the deductible, check the last “explanation of benefits” you received from Medicare or your supplement. It will state whether you have met the Part B deductible. If you can’t find it, call 1-800-Medicare and ask them to check your Part B deductible. . Don’t ignore your health benefits for the month of December. Use them up and get the most of your health insurance. The first example is the donation of long-term appreciated assets, like stocks or mutual fund shares. Not only are you eligible to take an income tax deduction for the full market value of these securities, but you also could avoid capital gains tax if you would have sold those securities. Secondly, certain taxpayers may make direct IRA distributions to one or more of their favorite charities without having to include the distribution in gross income. The distributions are referred to as Qualified Charitable Distributions – or QCD. A taxpayer may contribute up to $100,000 each year directly to charity. In order to qualify as a QCD, the owner of the IRA must be at least 70 1/2 years old on the day of the transfer. The distribution will only qualify to the extent that it would have otherwise been includible in the gross income, and the transfer from the IRA to the charity must be a direct transfer. Because these distributions are excluded from income, QCDs are more advantageous than taking a normal IRA distribution and then contributing such distribution later by cash or check to the charitable organization. With a regular distribution that is included in income, income tax on Social Security benefits could increase, AGI limitations restricting itemized deductions could apply, and an increase in Medicare insurance premiums could be triggered. Another great benefit to a QCD is that the distribution reduces the taxable portion of the taxpayer’s IRA dollar-for-dollar, and that the QCD also counts toward a taxpayer’s required minimum distribution RMD. There are many changes projected for 2018. If you have any questions regarding how these changes affect you, contact your CPA, EA or tax professional so that when you go to file your tax return – there will be no surprises. Submitted By: Desert Sands Unified School District Staff Each year Desert Sands Unified School District holds an educational session titled “Growing Up Digital”. The technology, communications, and safety/ security departments join together to offer parents information and advice on keeping their children safe when using electronic devices that connect them to the internet.

A growing number of parents and guardians attend each year and live translation of the presentation into Spanish takes place throughout the evening. The recent presentation began by “hitting the refresh button” to remind parents about the DSUSD Connect initiative which places Chromebooks in the hands of all high school and middle school students as well as a number of elementary schools. The devices are assigned to each student and are used both in the classroom and at home for assignments. At the youngest level, tablets are used by all kindergarten and first grade students. increase for 2018. The 2-year Treasury has increased by nearly 1% to 2.8% this year while the 30-year Treasury has risen by half of that to 3.3% meaning that the interest rate curve is flattening. While a flattening yield curve is not a problem, if the 10-year Treasury interest rate were to be lower than the 2-year Treasury interest rate, a recession is imminent. At present, the 10-year Treasury at 3.07% is 0.24% higher than the 2-year Treasury. If we are to heed Templeton’s words, was the 3rd quarter that euphoric moment? Listening to the Sage of Omaha, Warren Buffett, the answer is an emphatic ‘no’ as he believes that the Dow index will rise from the 25,000 level to at least 1,000,000 by 2118. Buffett bases his estimate on a conservative growth rate of 4%.

The United States benefits from one of the strongest economies in the world right now due in large part to tax cuts, lower regulatory burdens (we don’t see those in California), strong corporate profits and low (but increasing) interest rates. These factors have caused the U.S. economy to chug along at the highest growth rates in decades. Strong stock market returns and a robust employment environment are here today but could be gone tomorrow. Where the forty-three largest economies of the world were growing one year ago, weakening and recessionary economies are emerging around the world. Italy, Spain, Portugal and Turkey are major problems for the European Union. Meanwhile, China is bordering on a recession with a banking system that is a fragile as a 50 year-old NFL quarterback (if one played). To combat the impact of U.S. trade sanctions, China has weakened its currency to make the price of their goods cheaper than other countries in their region. When China props up its economy in this manner, they create a contagion effect that causes other economies to fall into recession. This recessionary draft caused by Chinese policies is exacerbated interest rate increases here in the United States. Our interest rates make it harder for other governments to reduce their interest rates to combat slowing economies. Italy is in this situation now with a potential to sink the European Union. As such, tread carefully when investing in E.U. stocks. With all of this as a backdrop, CNBC reported that 75% of the stocks comprising the S&P 500 Index are in correction territory, down 10% from their peak valuations this year while 45% are in bear market territory, down more than 20%. What made the first nine months of 2018 unique was that Amazon, Apple, Google and Netflix were responsible for most of the market’s returns. Looking overseas, non-U.S. stock were down 11.4% going into the end of November while emerging market countries including Brazil, China, India and Russia are down 14.2% so far for 2018. Are we headed for a recession? Like death and taxes, the answer is ‘yes’ - it is just a matter of when, how deep and how long. Interest rates are a great leading indicator when it comes to the health of the economy. The Federal Reserve proved this when they increased the benchmark Federal Funds rate from 2% to 2.25% in September - the 3rd 28 | GCVCC.ORG

To the short-term investor, remember Sir Templeton’s words and remain aware that we are far closer to a near-term top than we have been in a long time. To the long-term investor, Buffett provides better advice as we are just entering the early stages of an economic supercycle related to the Internet of Things and Artificial Intelligence. If this supercycle is anything like those of the past, current market volatility will eventually give rise to higher valuations for stocks and greater wealth for society as a whole Have we reached that euphoric moment for the stock market?
