We just completed a string of successful events, including the La Quinta Arts Festival, the BNP Paribas Open, and Mission LQ: Rocket Launch, just to name a few. These events, big and small, are vital to sustaining economic growth in our region and the entire La Quinta Business community is proud to support them. This month we turn our attention to our three music festivals, a global phenomenon that seems to grow in scope every year. People from all over the world will descend on our valley to celebrate the music, art, and unique desert culture that only Coachella and Stagecoach can provide. The influx of some 300,000 attendees also brings a unique opportunity for our local merchants. A recent economic impact survey found some eye-popping numbers attached to the festivals. Did you know? • The music festivals will help generate an estimated $704 million in overall economic activity in our region. • $403 million of that estimated spending will be just in the greater Coachella Valley area. The spending generated by the festivals not only helps our local hotels, restaurants, and retailers, it also generates much-needed sales tax for our city. Thank you Goldenvoice for what you bring to the entire Coachella Valley! The La Quinta Chamber of Commerce is also doing its part to shine a spotlight on our local businesses. April 7th is the 9th Annual “Taste of La Quinta” from 1 pm to 4 pm at La Quinta’s Civic Center Park. There you can sample fine cuisine from La Quinta and surrounding restaurants. Having health insurance is vitally important, but knowing your coverage network is crucial too. If you need to go to an emergency room or urgent care center, you can save valuable time and frustration by knowing exactly which facilities are in your network. If you have traditional Medicare or a Group PPO, you most likely have the largest selection of facilities to choose from. These plans provide for the widest choice and largest number of network providers. An HMO, however, will ask that you not only use an “in-network” facility, but also one that is in your physicians group. For instance, here in Coachella Valley, the two most prominent groups are Empire Physicians Group and Desert Oasis Physicians Group. No matter who your insurance is through, if one of these groups are listed on your ID card, you will receive faster service and have fewer out of pocket expenses if you use urgent care facilities that are within that group. With Individual PPO plans (for those under age 65), your care is not provided by a single physicians group, but you still have less out of pocket costs if you use “in-network” facilities. In any of these situations, it is best to know before you need it. Using your member ID number, call member services or register for an account on your provider’s website and research the facilities in your area. You can also download your provider’s app, which can provide immediate, up-to-date information. Many of the apps also provide a virtual ID card should you not happen to have yours when you need it.

In any event, if your living space has become too cramped or grown beyond your needs, it may be time to make a move. • Plenty of home equity -- Subtract the value of your home from the amount you have left on your loan. What’s left over is the equity -- or the amount you’ll have post-sale. After you sell your home, you’ll be a buyer again, so having some funds to put down is key. Interest from potential buyers -- You’ll want to list when you know buyers are looking. Some experts say late spring is the ideal time to sell, but peak seasons vary by region. Milder weather can increase buyer interest, but that also means more competition from other sellers.

Whether your neighborhood dynamics are changing, you’re unhappy with the schools in your area, or a new job significantly increases your commute, your community needs to fit your lifestyle. CMS will begin releasing new Medicare cards to beneficiaries starting next month, eliminating the Social Security Number from the card and lessening the risks of identity theft. This change will impact everyone who has a Medicare card!

The existing Health Insurance Claim Number (HICN), based on Social Security Numbers, will be replaced with a Medicare Beneficiary Identifier (MBI), a randomly assigned alpha-numeric unique identifier. Every new card will have a new number, but this does not change the Medicare benefits. All cards will be replaced by April 2019, if everything goes according to plan. There will be a 21-month transition period for provider systems to be updated between April 2018 and December 2019. A new MBI card will be mailed to each Medicare beneficiary. The mailings will be staggered throughout the year, so a beneficiary may receive his or her card at a different time than a spouse, friend, or neighbor. Distribution of the new cards will take some time. Medicare Advantage beneficiaries should keep using their plan card as they do today.

THE CURRENT STATE OF RESIDENTIAL SOLAR IN SPRING 2018 Submitted by: Matthew McPherson In July of 2016, Imperial Irrigation District adopted a new way to credit solar customers for their excess power: Net Billing. The previous program, known as Net Metering, fell in line with programs administered by utilities like SCE, SDG&E and PG&E. Net Metering allowed homeowners to receive kilowatt hour credits. When a home was not using the power generated by its solar panels, the utility meter would spin backwards, and the homeowner could build up credits to use within a 12-month period. This allowed most IID solar customers to take full advantage of solar and minimize or eliminate their electric bill.

On the other hand, with Net Billing, excess power is credited at a low wholesale rate, but when used, is billed at a full retail rate. In addition, homeowners settle up with the utility at the end of each month instead of a 12-month billing cycle. This defeats the purpose of going solar for Coachella Valley residents: building up credits in the fall and winter to use during summer. When you combine the net billing program with IID’s electric rates, it makes solar unfeasible. Even though there are 380,000 full time residents living in IID territory, less than 50 solar projects have been installed each year since Net Billing was instituted, down from 1,000 installs in 2015. It would benefit residents and the environment if the board decided to reinstate Net Metering in the coming year, so every Coachella Valley resident, and not just those in SCE, would have the option to save money with solar and do their part to help prevent more harmful emissions from dirty fuel generation. With over 125,000 visitors entering into the area, however, city staff would like to encourage residents to have patience and allow a bit more time to reach their destinations during festival weekends. The City has also set up a Short Term Vacation Rental 24/7 Hotline. Of course, short term rentals can be beneficial to our communities, but the City understands that some visitors violate the rules. Every year, hundreds of thousands of music lovers pour into the Coachella Valley to attend two of the most popular music festivals in the country: Coachella Valley Music and Arts Festival and Stagecoach Country Music Festival. While traffic during these events can certainly be a force to be reckoned with, these few weekends provide a huge boon to the La Quinta economy, benefiting all residents of the desert Gem. The economic impact of Coachella and Stagecoach is astounding. In 2016, the roughly 275,000 attendees pumped $403 million into the greater Coachella Valley economy. After all, these festival goers need a place to sleep when they aren’t dancing to pop, rock, and country icons. Hotels often book up months in advance. “Festival season is, without a doubt, one of our busiest times of year at the La Quinta Resort & Club,” says Chris George of La Quinta Resort. “It is typical for the resort to sell out for each respective festival weekend, and this year looks to be no exception.” Other visitors opt for short-term rentals rather than hotels, often paying thousands of dollars a night for places that can accommodate many guests and offer a luxury home experience. This option is gaining in popularity: the City received 35 new applications this month for the Short Term Vacation Rental Program. And while the topic of short term rentals can be a controversial one, no one can deny that the funds generated by the permitting program benefit all LQ residents. “We are always supportive of the upcoming festivals that happen next door to La Quinta,” says Tommi Sanchez, Permit Operations Supervisor for the City of La Quinta. “ The impact these festivals bring to our Short Term Rental Program maintains the appearance of the City through its parks, streets, [and] landscaping to ensure the highest quality maintenance provided.” What’s more, this year the City is providing its residents with a Short Term Vacation Rental Hotline, which they can call to inquire about the program or report violations. Of course, festival goers don’t limit their spending to accommodations. Local restaurants and shops also feel the benefits of the sudden surge of customers. Many local businesses capitalize on the season through promotions and events that attract visitors when they aren’t at the polo grounds. The benefits aren’t limited to festival weekends, either. As these festivals gain popularity, so does the Valley as a whole. Festival goers are often impressed by our Gem of a city and return for future vacations, further benefiting our local economy. The festival season, in short, does a lot to improve the quality of life for La Quinta residents (despite those long lines at Trader Joe’s, of course). When you first learn that the shiny bump on your arm or scaly patch on your head is actually skin cancer, it can be a little nerve-wracking. The good news is the aberration is likely one of the two most common forms of skin cancer – a basal cell or squamous cell carcinoma. The even better news is both varieties respond extremely well to a surgical treatment known at Mohs. This highly precise technique offers the highest cure rate among treatments for skin cancer.

An enduring method Mohs micrographic surgery was first developed in the 1930s by Dr. Frederic Mohs. While new skin cancer treatments are constantly being developed, Mohs has stood the test of time and required very few refinements. Layer by layer The beauty of Mohs surgery lies in its precise nature. Rather than remove a large area of skin tissue blindly, the Mohs technique zeros in and removes a visible tumor along with a thin layer of surrounding tissue. The tissue is then examined under a microscope, and if any evidence of cancer is revealed, the surgeon goes back in and removes another thin layer of tissue. The procedure continues in this manner until all samples are shown to be free of cancer. Typically, tumors require 1 to 3 stages for complete removal. Mohs surgery is performed as an outpatient procedure. Patients remain awake the entire time while a local anesthesia is administered around the area of the tumor. A winning technique Mohs surgery is shown to be successful at eradicating basal cell and squamous carcinomas in almost 100% of cases. It can be used to treat malignant melanomas as well if their incidence is detected early enough. While scarring is an inevitable result following any surgical treatment for skin cancer, Mohs lessens its extent.
