I’ve been asked recently by a couple different people “Why are you the Chairman of the La Quinta Chamber of Commerce again, isn’t that a lot of work?” My answer to them is that I love our community and by being the Chairman, I get firsthand information about the functions and operation of our local government, along with gaining knowledge of local resources available to help solve our community’s needs. Volunteering provides valuable community services, so more money can be spent on local improvements. I want to help make our GEM of a city a better place to live for my family, friends, business colleagues, as well as the citizens of our community. Are you interested in volunteering in our community? Simply by volunteering a few hours a month, you can have a huge impact with just a small investment of your time. The City of La Quinta can always use volunteers. Volunteer activities can be anywhere from local school projects, assisting with youth activities, serving food at your local food pantry, and many more opportunities. HISTORY OF LA QUINTA: POINT HAPPY Year after year, month after month, day after day, we drive past many popular locations without knowing how they got their name or where their history began. The Coachella Valley, specifically La Quinta, is rich with a vibrant history. As for Point Happy, a prominent La Quinta location, its namesake came about due to the legend of one man. It is much more than just an area peppered with shopping centers to run your daily errands, or a place to grab a bite to eat at the beautiful Cliffhouse restaurant. It all began because of something we all cannot live without: water. Point Happy receives its namesake from Norman “Happy” Lundbeck, a homesteader that came to settle in the area due to its access to water. Lundbeck settled in 1906, along with his family, where he had his farm, stable and a small store. However, Lundbeck was not the first to discover what is now known as Point Happy. The Cahuilla people have been residents of the Coachella Valley for hundreds and hundreds of years and they understood the great importance of this area due to its proximity to water access. They innovatively dug and used wells accessing water just 300 yards from Point Happy. Interestingly enough, these wells ultimately gave the namesake to La Quinta’s neighboring town, “Indian Wells.” Prior to, travelers and explorers wanted to pass through the hot, barren desert as quickly as they could. In the 1850s, when the United States began to take more control of the southwest, they looked to expand railroad routes to the Pacific. Gold seekers made use of the water access nearby Point Happy during the 1860s and 1870s and brought frontiersman such as William Bradshaw to the area.

Water access adjacent to Point Happy allowed railroads to be built because they needed water for their steam engines. Due to the railroad, access to water and weather that yielded a three crop per year season, non-Native Americans and travelers didn’t just cross through the desert to quickly get somewhere else,

they began to put their stake in the ground, alongside the Cahuilla people. Which brings us back to Mr. Lundbeck. It is because of the Cahuilla people and their discovery and access to water, that he and his family found themselves in what is now known as La Quinta and more importantly, Point Happy. Over the years, hundreds of thousands of Marines, sailors, soldiers, and airman have passed through the Coachella Valley on their way to faraway places, including war zones. Like all of us, many of those service people fell in love with the Valley, dreamed of coming back and making the Valley their home (both full time and part time). That journey for Marines and Sailors continues today-just stop in at the Palm Springs Airport any day and you will see some of our heroes. For their service, veterans-including active military personnel -earn housing benefits which benefits don’t expire; cannot be taken away; and can be used more than once. Too many veterans, however, are unaware of those benefits, including the right to buy a home with absolutely no money down! Recent statistics highlight this lack of understanding: 95% of veterans did not receive housing information while in the service; 33% of veterans did not know about the VA loan program; 62% of veterans said their lenders never discussed the VA loan option; and 31% of veterans were told a conventional or FHA loan was less complicated. These problems were recognized by a group of real estate professionals, themselves military veterans, and in 2011, they formed VAREP. VAREP is a nation-wide 501(c),non-profit organization, formed by veterans for veterans dedicated to increasing sustainable homeownership, financialliteracy education, VA loan awareness, and economic opportunity for the active-military and the veteran communities. U.S. Congressman Raul Ruiz, a strong voice and a recognized long-time advocate for veterans, realized the need for VA loan awareness and spearheaded the effort to bring VAREP to the Valley. One of the first things Representative Ruiz did was to reach out to our Valley’s very own Mickey Jumapao. Mickey accepted the challenge of becoming a founding member and Vice President of the newly formed chapter, now part of a national group of 27. In August 2016, along with Founding Member and President David L Montgomery. They are currently organizing the chapter’s 1st Stars and Stripes Annual Veterans Charity Golf Tournament that will be hosted by the Cimarron Golf Resort in Cathedral City, CA on Friday September 15, 2017. A continental breakfast and lunch will be served to participants along with refreshments, raffles, auctions, gifts, hole-in-one, and closest to the hole prizes. The Coachella Chapter’s goal is focused on carrying out the mission of VAREP by helping veterans achieve homeownership and de-mystifying the home buying process, including VA home borrowing guidelines. Speaking another language is not a luxury; it is a necessity, especially for little kids. Over the years, research has proven the many cognitive benefits that learning another language has on children and adults alike. For instance, they can transfer reading-comprehension skills from their native language to the target language. The problem-solving and decision-making strategies acquired when learning a new language can improve brain function, like the ability to concentrate and perform complex mental tasks, as well as help slow memory loss. Learning a new language can encourage positive social change as well. Physiologists Sayuri Boaz and Sun Hayakawa from the University of Chicago point out that being bilingual reduces decision-making biases. Their research article The Foreign-Language Effect: Thinking in a Foreign Tongue Reduces Decision Biases found that more objective judgment is in place as a consequence of speaking another language. Being multilingual, they discovered, delivers greater cognitive and emotional distance between the subjects and the topic of analysis, thereby reducing personal bias. For children, the benefit of being bilingual is translated into performing better at school than their monolingual counterparts. Multiple studies in the U.S. and other countries have validated this hypothesis: a recent study conducted by Dr. Fraser Lauchlan from Strathclyde University in Scotland concluded that there are “demonstrable benefits, not only in language but in arithmetic, problem solving and enabling children to think creatively.� To think more creatively, a new movement has emerged among traditional enrichment activities like sports, music, and the arts. Today, more parents want their children to learn a foreign or second language. Doing so fosters curiosity and excitement in little kids through interactive activities, songs, and performances. They embrace the target language and its culture with a new perspective of tolerance and acceptance. The bilingual journey has just begun! A mere 130 miles southeast of Los Angeles lies the Santa Rosa and San Jacinto Mountains National Monument — 272,000 acres of preserved desert beauty that serves as a hiker’s paradise and refuge from the stress of city life. Sunset Magazine recently named La Quinta’s hiking and biking trails among the best in the west, and there’s no better way to explore the magnificence of the Coachella Valley than on foot. La Quinta features hiking trails to accommodate every skill level, including families with young children and hard-core endurance hikers. Keep in mind, the Coachella Valley is a spectacular stretch of untamed, and sometimes isolated, desert landscape, so proper preparations should be made before setting out on any hiking excursion. Expert level, or multi-day hikes are best done between November and April when the weather is more suited to strenuous treks. First time visitors may be interested in the historic routes like the La Quinta Cove to Lake Cahuilla Trail (2.5 miles). Start your adventure at the East Cove trail head and make your way past the Coral Reef Mountains to the Lake Cahuilla trail head. Modern day Lake Cahuilla, named after the early native inhabitants who relied on the lake’s resources to live, is now a reservoir surrounded by a 710-acre park connected by a vast network of hiking trails. The varied terrain treats guests to native flora and fauna, including the endangered peninsula big horned sheep.

Casual day trippers can also explore the Bear Creek Trail. This hike is just under one mile and will take you from the La Quinta Cove to the cave along the Bear Creek Trail. Ready to step up the pace? The Bear Creek Canyon Oasis hike (8.3 miles) allows for sweeping views of Bear Creek Canyon and the entire Coachella Valley. The popular Boo Hoff Trail is a more ambitious 7.5-mile hike which can still be fit into a day trip, however, the full 12.8-mile loop is best tackled by the more skilled hiker. Your exertions will be well rewarded with killer vistas and, no doubt, a sense of accomplishment. Experts and advanced back-packers have their work cut out for them with the La Quinta Cove to Sugarloaf Trail, a 14.2-mile multi-day hike that can be rugged and undefined in many areas. This challenging trail features a vertical up hike culminating at an elevation of 5,578 feet. Reviewers recommend that first timers go with an experienced hiker with knowledge of these trails. The La Quinta and Coachella Valley have become one of the nation’s preeminent hiking destinations, thanks to the region’s inviting temperatures and magnificent scenic diversity. CITY MANAGER’S MESSAGE

La Quinta is one of the safest cities in the Coachella Valley. In enhancing the community’s safety, the City is looking to deploy technology systems like public safety cameras (citywide) in public spaces to increase the effectiveness of police, fire, and emergency service responders.

By: Frank J. Spevacek, La Quinta City Manager The cool down is finally here and with that comes “season” in the Coachella Valley. The snow birds will flock back to La Quinta and our calendars will be filled with todo’s. In the midst of all of this, it’s nice to know your city is hard at work making sure your tax dollars are working for you. As we prepare for the Holiday season, the gem will be here every month to provide you with much needed city information, events and tips to help make things run smoothly. As part of the resurfacing of Avenida Montezuma, the intersection at Calle Cortez/ Calle Madrid and Avenida Montezuma will be improved to replace the existing allway stop operation with a mini-roundabout. Once the roundabout is constructed, all the stop signs will be replaced with yield signs and the striping will be modified to provide guidance to drivers for driving around the roundabout. The center island of the roundabout will be raised and will still be mountable by trucks and emergency vehicles, when necessary. The roundabout will require drivers to slow down as they approach and go around the roundabout. Residents who own property in the vicinity of the project are supportive of the change due to lack of compliance with the existing stop signs by drivers traveling on Avenida Montezuma. Lastly, October is full of exciting events and we encourage everyone to come out and enjoy as the temperatures begin to fall. Start with the 9 Cities Wellness Walk on October 14th, followed by the Art Gallery Exhibit Reception on October 23rd and round the month out with La Quinta High School’s Homecoming Parade on October 25th in Old Town La Quinta.

The City is focused on enhancing the public’s safety by increasingly utilizing technology. In communities throughout California, the use of a public safety camera system has led to the identification and arrest of suspects in a multitude of crimes. Additionally, a public safety camera system could benefit police, fire, and emergency services by providing around-the-clock access to important intersections in the city. This would allow officers to be deployed effectively and efficiently based on the incident size and type. For example, in case of a traffic accident, police would have access to the system and view the number of cars involved and assess who is at fault. In the event of a fire in a commercial shopping center, the Fire Department could determine the manpower and fire trucks necessary to suppress the fire. In case of a natural disaster, the cameras can help coordinate response and prioritize based on damage. The City will be hosting a series of community meetings and focus groups to hear residents give their input on the system as well as to learn more about this program. Learn from public safety experts the benefits of camera systems to deter crime, assist in traffic incidents, deploy the right amount of resources to residential and commercial fires, identify structural damage of bridges and other critical locations in the event of an earthquake or severe storm, and inform the community of accessible roads and road closures. Camera locations, such as main intersections, parks, governmental buildings, and other public venues to deter criminal activity and provide a rapid response by police, fire, and emergency service responders. Privacy concerns including how citizens’ privacy will be protected while identifying suspicious behavior and actual crimes in progress such as vandalism, theft, burglaries, assault, traffic incidents, and other criminal activity where the public is victimized.

The meetings will be announced via NextDoor, the La Quinta Police Facebook page, and the City Website. Public input is essential in determining the community needs.

This 10th Anniversary Event is a poignant one: Christopher, for whom the organization is named, was only 10 years old when he was kidnapped and murdered. And now, in his honor, we have been able to offer our programs to tens of thousands of children and families for the past 10 years to ensure they are safe. Each year, this event helps us to raise awareness about missing children, sexual assault prevention, and the education that we provide to the community. A man released just one day before from a correctional facility he was serving a sentence in for sexual battery and child annoyance went into a women’s bathroom stall in a local store that was occupied by a child and performed lewd acts in front of her. Luckily, the girl was not hurt and the 25-yearold offender was apprehended. Two days later, another man attempted to abduct a 9-year-old from a local store. Thankfully he was unsuccessful and was captured as well. These circumstances demonstrate the horrific acts that can happen to the children of our community. These types of acts are the reason we at Christopher’s Clubhouse strive to teach children, families, teens, and women how to protect themselves. This year our Gala will include the presentation of the Inaugural Vega-Zerebny Award to a deserving law enforcement officer in the Coachella Valley. Is fraud occurring in your company or organization? Unfortunately, most companies don’t find out until a major event has occurred. Let me say it this way: fraud WILL occur in your company if you don’t take measures to mitigate it. I wish I could say that this statement is hyperbolic, but the fraud numbers don’t lie. The Association of Certified Fraud Examiners report that US businesses will lose an average of 5% of their gross revenues from fraud, of which the median loss is $180k in small companies (businessfraudprevention.org). It comes as no surprise that small businesses are most vulnerable to fraud since they have small accounting departments and often rely on a single person for all financial functions of their businesses. Those with proper culture and the correct financial policies and procedures will find ways to mitigate fraud in their organizations. Consider the following guidelines: •

Corporate Culture – Management modeling a culture of integrity and transparency will set the tone of the company. Employees need to see that unethical behavior has consequences and is not tolerated in the organization and that employees who do things the right way are rewarded. This does not occur unless everyone knows what behavior is right and wrong. It may seem silly to have to define this, but having a code of conduct for your organization is an excellent way to ensure that there are no gray areas when it comes to behavior. Internal Controls – In creating internal controls, small business owners establish procedures their employees must follow. Business owners inform their employees of these procedures and require that the employees follow them as they perform their day-to-day work duties. These established protocols help bring order and cohesiveness to the company and create separation of duties so that one person cannot commit fraud without it being noticed by another employee.

Accountability – The best companies make sure that their employees have the tools and freedom to do their jobs, but also know that someone is reviewing their work. Accountability matters because it ensures knows who will be held responsible if something goes awry. Employees need to understand what you expect of them and that you’re holding yourself to the same high standards.

Often, when least expected, consumers may need to find a non-medical, inhome care solution for themselves or a loved one who requires assistance with self-care. It is not uncommon for consumers to try and hire Independent Caregivers on their own in order to save money or avoid paying minimum wage and overtime. Unfortunately, this path has many hidden risks, and thus, consumers should be wary. •

Background Checks & Qualifications Verification – Most consumers are not versed in the legal requirements related to checking a caregiver’s criminal history or verifying credentials and prior work history. Failure to heed these requirements can expose consumers to legal liabilities and financial damages. On the other hand, failure to properly screen a Caregiver can place the client in tremendous jeopardy, including susceptibility to theft, financial or physical abuse, neglect, or inadequate care. Employer Responsibilities – Under California’s Domestic Workers Bill of Rights, if you hire a caregiver directly, you still have certain responsibilities, which include paying minimum wage and overtime rates to the worker. You must also adhere to both state and federal record keeping and tax filing requirements. Furthermore, failure to maintain adequate records of time worked and wages paid could result in substantial liabilities if the worker files a wage claim at some point in the future. Live-In Care – With increasing frequency, consumers are opting for live-in home care provided by a single caregiver. While this solution ensures greater continuity of care, in California it does not absolve the consumers of their employer responsibilities noted above. WHY IS MEDICARE SO COMPLICATED? Submitted by: Randy Alan Foulds, Foulds & Feldmann Insurance Agency

At age 65, during your Initial Enrollment Period (3 months before your 65th birthday month, your birthday month, and 3 months after your 65th birthday month), you qualify for Medicare Part A enrollment. This covers hospitalization and has a deductible of $1,316. It also has a hefty copay if you are hospitalized for more than 60 days. You also qualify for Medicare Part B. It has a monthly premium of $134. It is up to you to ensure you get enrolled in Part B. For many, it happens automatically, but don’t count on it. Call Social Security or visit the local office in person to ensure you get part B if you want it. If you have other coverage from a retiree plan or your current job, speak to the benefits administrator at your employer and get a certificate of coverage in writing, which allows you to delay Part B without a late enrollment penalty. Or, if the employer coverage is costing you more than Medicare would charge, you can drop your group coverage and take your Medicare Part A and B as your primary insurance. Compare the costs before you do anything though, especially prescription drug costs. Once you have proof of enrollment in traditional Medicare (Medicare Parts A and B), you can then enroll in a Medicare supplement and a prescription drug plan (Part D), or a Medicare Advantage plan, with or without drug coverage. Medicare supplements are standardized plans from private insurers that cover some or all of the deductibles, co-pays and co-insurance and are secondary to your traditional Medicare. Medicare Advantage plans are private insurance plans that replace traditional Medicare. In an Advantage plan, you assign your Medicare benefits to a private insurer, and they provide your healthcare with less out of pocket costs. Coinciding with your Medicare effective date, you are allowed to choose any level of coverage you want without medical underwriting. In other words, you cannot be declined during this enrollment window. Once you are enrolled, you can change your coverage at two different times during the year without answering health history questions. Open enrollment each fall allows you to enroll, change, or drop an Advantage plan or Part D plan, and the 30 day birthday rule each year allows you to change your Medicare supplement to a similar plan or lesser plan. There are many special circumstances where you can make other changes called Special Enrollment Periods. Moving, leaving your job, being admitted to a long-term care facility, or enrolling in MediCal are just some of these SEP’s. Many parents have saved for college in different ways. The YET in the title is very important. Where you have chosen to put money away to pay for your children’s college education will determine whether you have enough money saved. Any money that has been put into a program sponsored by the IRS tax code generally grows tax free, and when used for Adjusted Qualified Educational Expenses (AQEE) comes out of the financial vehicle tax free. Sounds great, right? But consider this: one of these government plans is called a 529. It is true that it grows tax free and comes out tax free, but that is where the benefits end. A 529 in the state of California must be in mutual funds. In 2001-2002 the mutual fund market went down almost 50%! Then again in 2007-2008, it went down another 47%! I ask people the following question every time they try to explain to me why they have money in a 529: WHAT GOOD IS A FINANCIAL VEHICLE THAT POTENTIALLY GROWS TAX FREE IF YOU CAN LOSE YOUR PRINCIPAL? The other issue is that if the money actually goes toward AQEE, it comes out tax free. However, not all college expenses are AQEE. If the money is used for non-AQEE, then tax must be paid and a 10% federal penalty is applied. Another financial vehicle that is used to fund college is called an UGMA (Uniform Gift to Minor’s Act) or an UTMA (Uniform Transfer to Minor’s Act). These programs work basically the same way with one major difference. When the student becomes age 18, the parent loses total control of the asset. What’s more, taxes and penalties must be paid on the money used. Money in these accounts belong to the student and will decrease the amount of financial aid that might be awarded. The reason I asked whether you can afford to send your kids to college yet is many of my clients thought they would have enough money to pay for college, only to have just a small portion saved due to the reasons addressed above. Saving for college is a very stressful and difficult thing to accomplish. If you have a financial planner or CPA who has not talked to you about your college funding plans, most likely they have not been trained in the college funding process. With the best of intentions, they are hindering your ability to pay for college and fund your retirement. When it comes to college funding, your funds should be GUARANTEED, LIQUID, AND TAX EFFICIENT! There are smarter ways to pay for college. I’ve been guiding parents in this process for years. CATHEDRAL CITY WELCOMES FIRST JEWISH BURIAL GROUND There’s a brand new property section at Forest Lawn-Cathedral City designed to meet the needs of our valley’s Jewish community: Mount Zion Gardens, which features the latest artistic gem in a long history of Forest Lawn’s masterpieces. With dedicated Jewish cemetery property becoming scarce in the area, Forest Lawn has been working with the local community for the past few years to discuss the creation of ground memorial property that would meet the standards for Jewish burial. The ground property is necessary, of course, because one of the basic tenets in Jewish burial is adherence to what the Torah states in Genesis 3:19: “ With the sweat of your face you shall eat bread, until you return to the ground, for you were taken there from, for dust you are, and to dust you will return.” In traditional Jewish burial, the casket must touch the earth, something not easily achieved with lawn crypts. Yet, these lawn crypts are a virtual necessity with the sandy soil found in the Coachella. Clearly, a creative solution was needed. After several discussions with local rabbis, the concept for Mount Zion Gardens was born. “We created the lawn crypts with three large sections cut out of the bottom of the crypt so that the casket could rest on the earth,” explained Vice President of Cathedral City, Larry Davis. “Upon interment, earth is also placed between each lawn crypt, and 5 inches of soil is added to the top. This meets the Jewish customs for ground burial.” Visitors to the Mount Zion Gardens, Cathedral City’s first Jewish burial ground, will be greeted by a stunning piece of art: a mosaic rendering of Alex Levin’s painting “On the Way to the Kotel,” which depicts the famous Western Wall in Old Jerusalem, one of the holiest places in the Jewish faith. Comprised of over 400,000 pieces of Venetian glass, the 13’ x 18’ mosaic was carefully crafted in Italy by expert artisans who are regarded as some of the best in the world. Without a doubt, Mount Zion Gardens in Cathedral City, and its stunning mosaic, are the latest example of Forest Lawn’s commitment to honoring the faiths and traditions of the communities we serve. SOLO TRAVEL: TIPS FOR TRAVELING ALONE

Traveling by yourself can be both self-indulgent and liberating. Of course, going it alone does have challenges. There will be times when you will miss not being able to share the highs and lows of travel with a friendly face.

But for me, solo travel is an invaluable experience, and there are ways to make the experience easier and safer. All travelers (especially women) should book and check in using a first initial and surname only without Miss, Ms or Mrs. If you are asked your room number at breakfast, give your name instead. If your room doesn’t feel safe when you check in, ask for another. If someone waiting for the same elevator makes you feel uneasy, take the next one. If you’re planning on getting a taxi, ask how much it will cost before you get in. It’s best to not carry all your cash and cards with you. Keep a reserve in the hotel. This will provide a back-up should you need it. Scan copies of important travel documents and email them to yourself. Ask hotel staff of areas you should avoid before you explore. If you crave human interaction, join a walking tour, chat with a friendly barman, or Skype with someone back home. Don’t be put off by a “Sold Out” sign on a show. Single seats can appear. Ask and you may be pleasantly surprised. If dining out solo makes you uncomfortable, you can:bring a book, write postcards, capture your travels in your journal, edit photos in your phone, or update social media. A counter or bar seat can be a good option. If you prefer a table, don’t get stuck in the corner because you’re solo. Ask for the table you like. If they refuse, you can always move to somewhere you will feel more welcomed. Even veteran travelers find that group tours can grant access to regions that may be hard to visit independently. Tours are tailored for different travel styles and your travel agent will ensure you join a tour meeting your expectations. Some countries are easier for solo travelers like the UK, USA, and Canada. However, solo travel can be daunting in places like Russia and in parts of Africa. Also, when touring overland across several borders, it can be safer to travel with a tour company. In some countries, solo female travel is not advised, due to cultural considerations, so a tour group in these places is an ideal solution. Finally, listen to your intuition, follow your travel dreams, and remember a solo trip is one of the best gifts you can ever give yourself. And you deserve it.
